HOLY ROYAL ARCH RULES AND REGULATIONS of the PROVINCIAL GRAND CHAPTER OF DEVONSHIRE In accordance with the Regulations of Supreme Grand Chapter (Reg.30) the Provincial Brand Chapter shall consist of the Grand Superintendent, Deputy Grand Superintendent (if there be one), together with the other Provincial Officers, Principals and Past First Principals of Chapters within the Province and such Past First Principals of any Chapter, under the English Constitution, as may be subscribing members of any Chapter in the Province. The Provincial Grand Chapter shall be held once a year on the first Saturday in November, or such other day and at such time and place as the Grand Superintendent may decide. At least six weeks notice of such meeting must be given. At the Annual Provincial Grand Chapter Meeting the Treasurer shall be elected and will be invested with those Companions appointed to Provincial Rank and those Companions appointed to Past Rank as specified in the Supreme Grand Chapter Regulations (31a). In addition, the Grand Superintendent may confer promotion on certain Provincial Officers (Reg. 33). “A Registration Fee of £20 shall be paid by Companions on First Appointment to Active or Past Provincial Rank. No Fee is payabl e on Promotion”. The Grand Superintendent may conduct such other competent business as he may direct or allow. The Grand Superintendent may convene a Provincial Grand Chapter of Emergency as and when he deems it necessary. The reason for convening such a meeting must be clearly stated in the Summons and no other business other than that specified may be conducted. At least three weeks notice of such meeting must be given. All monies belonging to the Provincial Grand Chapter shall be paid into and held in an account at a Bank approved by the Grand Superintendent, in the names of the Grand Superintendent, Deputy Grand Superintendent (if there be one) and the Provincial Grand Treasurer, all cheques thereon shall be signed by the Grand Superintendent or the Deputy Grand Superintendent (if there be one) or the Treasurer and countersigned by the Provincial Grand Scribe Ezra. The Provincial Grand Treasurer’s accounts shall be examined and certified at each Annual Provincial Grand Chapter Meeting and an abstract thereof shall be printed and sent to the First Grand Principal of every Chapter in the Province. All furniture and property of the Provincial Grand Chapter shall be placed in the care of the Grand Superintendent. The Provincial Grand Scribe Ezra shall keep a register in which shall be entered the names of the Present and Past Officers o f the Provincial Grand Chapter present at each Provincial Grand Chapter, and the numbers of those Chapters whose Principals attend the meeting. He shall keep Minutes of all transactions conducted at the meeting transcribed in a book kept specifically for that purpose in order that it may be laid before Provincial Grand Chapter as often as required. The Principals of every Chapter shall cause a copy of the Summons for each meeting of the Chapter, whether regular or emergency, to be sent direct to the private address of the Grand Superintendent, the Deputy Grand Superintendent, the Second and Third Provincial Grand Principals and the Provincial Grand Scribe Ezra. Every Chapter shall annually, immediately after the Installation of the Principals, make a return, signed by the First Principal and the Scribe Ezra, of the names and addresses of the Three Principals. The Principals and the Scribe Ezra of every Chapter in the Province shall before the 25th day of March in each year, make a regular return and forward the same to the Provincial Grand Scribe Ezra, with a list of the Principals, Past First Principals and the dates of their Installation. The return shall also contain the names of all the companions belonging to the Chapter, with th e date of Exaltation or Joining of every Companion since the last return, and at the same time transmit the fees due to the Provincial Grand Chapter, viz.

These By-Laws may be altered, or any new law added thereto, on due notice of motion being given thereof and the same being duly agreed at the Annual Provincial Grand Chapter, or at a Provincial Grand Chapter of Emergency, duly convened and then approved by the Grand Superintendent and the First Grand Principal.

BY LAWS OF THE CHAPTER 1.

1. Places and Dates of Convocations:The Chapter shall meet at (state place with full address and Post Code) and shall hold a regular convocation on the (state da ys, and months) at such an hour as the Principals shall direct. Election and Installation Convocations:The Three Principals, two Scribes, Treasurer, Principal Sojourner and two Assistant Sojourners shall be elected by ballot at the regular convocation in (state month). The other Officers permitted by Royal Arch Regulation 48 may also be elected. The Installation of the Principals elect and the investiture of Officers will take place at the regular Convocation in (state month). [Please Note: A Chapter may, by annual Resolution under Royal Arch Regulation 48 give authority to the Principals elect to a ppoint the rest of the Officers, with the exception of the Treasurer and (subject to para. 5 of Regulation 48) the Janitor. Such authority cannot be given by By-Law]

Election of Janitor:Subject to the provision of Royal Arch Regulation 48, the Janitor shall be elected by a show of hands at the regular Convocation in (state month). The Chapter Committee:The Chapter Committee shall consist of the Principals, Past Principals, of and in the Chapter, two Scribes, Treasurer, Principal Sojourner and ??? Companions to be appointed by the Chapter at the regular Convocation in (state month) of each year. This Committee shall con sider and report to the Chapter on proposals for membership and on any other matters specially referred to it by the Chapter. ??? (state a number) shall form a quorum. Audit Committee and Annual Accounts:The Audit Committee shall consist of two members of the Chapter who shall be elected annually at the regular Convocation in ( state month). The accounts shall be made up to the ???? (state full date) in each year and shall be presented to the Chapter, duly audited, at the regular Convocation in ?? (state month). A copy of the accounts and the Audit Committee’s Certificate that all balances have been checked and the acco unts have been audited shall be sent to all members with the summons convening the Convocation. Fees and Annual Subscriptions:The Exaltation Fee shall be £xxx , the Joining Fee £xx and the Re-Joining Fee £xx, such fees to be exclusive of Subscription. In addition to these fees the candidate shall pay to the Chapter such registration fees as are payable to Grand Chapter and, if applicable, Provincial Grand Chapter, together with any tax thereon, and the candidate shall before becoming a member be fully informed of the total amount due. The Annual Subscription (except for Country Membership as provided by By-Law No.7) due and payable in advance on ?? (state date) exclusive of dining fees, shall be of such amount as the Chapter shall from time to time decide by resolution, after notice on the summons at the previous regular Convocation. The Scribe Ezra’s services shall be deemed equivalent to payment of subscription. The fees for members and vis itor for dining shall be a cost. Any member whose subscription is unpaid for ?? months (state number) shall be liable to be excluded from the Chapter, after d ue notice, in accordance with Rule 181 Book of Constitutions.

Country Membership:Any member who, for reasons acceptable to the Chapter, is not in a position to enjoy the privileges of the Chapter, may on wr itten application to the Scribe Ezra and by resolution of the Chapter, be considered a Country Member and shall pay a Subscription Annually in advance on ?? (state full date) of such less amount than that provided for in By-Law No.6 as the Chapter shall from time to time decide by resolution after notice on the summons at the previous regular Convocation. When attending the Chapter and dining such a member shall pay the current dining fee.

Admission of a Candidate:The admission of Candidates for Exaltation and Joining shall be regulated by the provisions of Rules 65 to 69. On the ballot for a Candidate of Exaltation, Joining or Re-Joining, ?? (state number) black balls shall exclude.

Termination of Membership:Any member desirous of terminating his membership of the Chapter shall tender his resignation in writing to the Scribe Ezra or orally in open Chapter in accordance with Rule 183 Book of Constitutions, and he shall be entitled to a certificate mentioned in Rule 70 Royal Arch Regulations, stating the circumstances in which he left the Chapter. Should he at any future time wish to re-join he shall be subject to the rules relating to Joining Members.

Payment from Chapter Funds:Payment of any sum exceeding £ ??? (state amount) if for other than ordinary purposes, may be made only by resolution of the Chapter, of which notice has been given on the summons, except in the case of emergency, when such payment may be authorized by the First Principal an d reported to the Chapter at the next regular Convocation.

Amendments to By-Laws:Except as otherwise required by Rule 141, Book of Constitutions, amendment of these By-Laws or any of them, may be made in the following manner: a) Notice of Motion in writing stating the precise amendment or amendments proposed shall be given in open Chapter at a regular Convocation. b) The Motion shall be set out on the summons for the next regular Convocation or for an Emergency Convocation summoned for the purpose, and shall at such Convocation be put to the Chapter. c)

A resolution for amendment, of which notice shall have been given as aforesaid, shall be carried if a majority of the members voting shall vote in favour of it, but shall not be effective until approved by the Grand Superintendent, and if not substantially in accordance w ith the model By-Laws issued from time to time on behalf of the First Grand Principal, by the First Grand Principal.

Letter From Provincial Grand Chapter - 17th May 2021 Communications

Dear Companions, We have all received our guidance messages from London this week with advice on how best to resume our meetings. We all, I am sure, wish to be back to normal as soon as possible so we can again meet up as Companions, Friends and Brothers. Something I and the many of the thousands who meet under our Banners would greatly agree with. Having said that, we must at the same time give due thought to the process. Firstly, we must observe the Rules and be seen to be doing so. The safety of everyone is our joint priority, and we must accept responsibility for our actions by exercising due care and patience with those of our members who may need a little more time to come and join us at our meetings. Perhaps, initially, we should keep a sensible eye on not getting over enthusiastic by inviting too many guests, thereby overcrowding our buildings. There will be other things that you also will think of; these are purely my initial thoughts to encourage us to be mindful of the needs of others, as we are taught. Companions, I am very much looking forward to meeting up with you all very soon, but please let us remember this message. TAKE CARE - BE STAFE - STAY SAFE. Sincere fraternal regards

Special Convocation Summons - Provincial Grand Chapter June 2021 - Communications

Letter From Provincial Grand Chapter - 14th June 2021 Communications

Dear Companions, I am sure that you will all have heard by now that our plans for my installation on June 26th cannot go ahead as intended. After due consultation, it has been decided that we should proceed with the ceremony but this, very regrettably, means that we can only be six in number. It is with much sadness, therefore, that we will not be able to host our valued guests, our newly promoted and appointed Grand Officers and Active Officers, who are all still waiting for their honours to be conferred. I assure you that, when the rules permit, it will be a priority to organise a suitable occasion when this can be addressed.

Letter From Provincial Grand Chapter - 28th June 2021 Communications

Dear Companion Scribe Ezra, Installation of Excellent Companion Christopher Aubrey Roach as Grand Superintendent in and over the Province of Devonshire On Saturday 26th June 2021 Christopher Aubrey Roach was Installed as Grand Superintendent in and over the Province of Devonshire in a delightful ceremony held in the Temple of his mother Chapter, Torbay No. 1358, in Paignton. Excellent Companion Chris was appointed as Grand Superintendent on 1st October 2020, but restrictions imposed because of the Covid-19 pandemic delayed his Installation until now. With an Installation team from Supreme Grand Chapter being unable to attend, the Installing Officer was Excellent Companion Christopher J Pengelly, Grand Superintendent for Devonshire 2002 to 2010. Despite Government social distancing rules restricting the number able to attend, the ceremony was held with all the dignity and solemnity present in more regular Convocations. Our new Grand Superintendent re-appointed Excellent Companions Paul Hughes and Stephen Joint as Second and Third Provincial Grand Principals and appointed Excellent Companion Gerald William Watson as his Deputy Grand Superintendent. The appointment of all the Provincial Officers appointed in November 2020 was re-affirmed and Excellent Companion Steven Shaw of Pleiades Chapter No.710 was invested as Provincial Grand Director of Ceremonies.

Dear Companion, Provincial Grand Chapter 2021 It is with regret that I advise you that we have been informed by the RICC in Torquay that, due to the NHS extending their requirement for its use as a Covid Vaccination Centre beyond November, they will be unable to host our Annual Convocation on 13th November 2021. A decision, therefore, has been made that, rather than postponing or cancelling the event, we will hold a much smaller Convocation at the Masonic Hall in Exmouth commencing at 11.00 am on the same day. It is one of the larger temples in the Province and has several carparks in reasonably close proximity. However, a consequence of holding the meeting in a Masonic Temple is that the numbers able to attend will be severely restricted. Therefore, the meeting will be open to the Provincial Active Officers, those receiving appointment or promotion this year and such ‘Distinguished Guests’ as may be pertinent to the meeting.

Dear Companions, I am writing to advise you of exciting news about our new Royal Arch Website. We have been working on this for many months now with Martin Heskins and David Goode, without whom we could not have achieved this significant step forward. They have my sincere thanks for their efforts. The new and updated Devonshire Holy Royal Arch website has now been published and can be found at its new address of https://devonshirehra.org.uk. This website is about Devonshire’s Holy Royal Arch Chapters and, with your help, will showcase the very best in Devonshire Freemasonry. The new site has the capacity to grow to include more resources and features as needed; and has the facility for each Chapter to have their own area to include information about themselves. This information can include the history of your Chapter, information regarding upcoming meetings and events etc. In fact, anything you like. As always, there is a page for news from your Chapters and there will soon be a page for Scribes Ezra containing the forms and resources needed until superseded by the imminent the roll out of UGLE’s Hermes application. To use your Chapter's area, please email your article and pictures to webmaster@devonshirehra.org.uk It will be then published for the world to see. PROVINCIAL GRAND SCRIBE EZRA - ANNUAL REPORT - November 2021

Excellent Companions and Companions, I have pleasure in submitting for your consideration and approval my Annual Report on the activities of the Holy Royal Arch in the Province of Devonshire during the past year. When I reported, in November last year, on the devastating effects the Coronavirus Pandemic had had, and was still having, on our activities, little did we know that its effects would still be playing a huge part in our lives twelve months later. It was not until the end of May that the Government began to lift restrictions on meetings indoors. The first notable HRA Masonic event to take place was the Installation of Excellent Companion Chris Roach as our new Grand Superintendent on the 26th June, and even that event was restricted by Government decree to six participants. However, as I reported at the time, Chris was Installed in a delightful ceremony by our Past Grand Superintendent, Excellent Companion Chris Pengelly. It was not until September that Chapters were able to meet again with sufficient numbers to make a meeting meaningful. The first meeting to take place in September was at The Chapter of St. George No.112 in Exeter who installed their three Principals and then proceeded to ballot for and Exalt Brother Daniel Gregg Fifield in a ceremony which was enjoyed by all; well done to them! Although most Chapters have met for the first time, there are some which, for various, have been unable to meet. It is hoped that their issues get resolved soon and they too can return to some form of normality. To date, this year our membership has dropped by 103 Companions. Fewer than we feared but more than we would like. This number was made up of 48 resignations, 14 exclusions for either non-payment of dues or RA Regulation 66b and, sadly, 41 deaths. To our knowledge, once again Covid 19 played little or no part in the passing of those we lost; our members continue to avoid its worst effects. This has been my final year as Provincial Grand Scribe Ezra of this wonderful Province. I will be retiring at the Annual Convocation and ‘handing over the reins’ to my assistant, Excellent Companion Chris Taylor of Perseverance Chapter No. 164 and I wish him every success in his new role. As I have said in previous reports, I have many to thank for their continued help and advice. My first and biggest thankyou I reserve for Excellent Companion Simon Rowe, our Past Grand Superintendent, who gave me the opportunity 20

to be of service to the Companions of our Province. His support and friendship have been unconditional and will never be forgotten; the ‘Grand Sanhedrin’ for their continued and unwavering support; the Provincial Grand Treasurer, E. Comp Conrad Donaldson who has been a joy to work with, and finally to my many ‘unseen’ helpers at Annual Convocations and other occasions. They are essential to the success of the events, and I have been grateful for all they have done and, I hope, will continue to do. Finally, I end by giving thanks to the Scribes Ezra of all the Chapters in our Province. Throughout my time in office, they have given their support to me and their Chapters without which the administration of the Province would not have been as easy as they have helped it to be. I have treasured my relationships with them and ‘wish them all well’.

The Grand Superintendent accompanied by the Provincial Grand Principals processed in and opened Provincial Grand Chapter in due form. The Grand Superintendent stated that the Province had suffered the sad loss 28 Companions during the past year and then asked the Provincial Grand Scribe Ezra to read out their names to the assembled Companions. The 3rd Provincial Grand Principal, E. Comp. S.P. Joint, PGStB, then led the assembled Companions in prayer to departed merit. The Most Excellent Grand Superintendent warmly welcomed the Distinguished Guests of the Province, introducing them individually and concluded by inviting the assembled Devonshire Companions to give them all a very special Devonshire welcome. The Roll of Provincial Grand Officers was called. The Minutes of the last Convocation held on Saturday, 9th November 2019, which had been circulated to all companions, were Accepted and Adopted on the proposition of E. Comp. J. Robshaw, seconded by E. Comp P. Johnson. There were no matters arising from those Minutes The circulated Report of the Provincial Grand Scribe Ezra was Accepted and Adopted on the proposition of E. Most Excellent Grand Superintendents Annual Address 13th November 2021

Companions, firstly I would like to thank all of you who have attended today. We are of course very restricted in numbers because our normal venue in Torquay is currently assigned to help our NHS provide vital Vaccinations against Covid, and a number of Companions have been assisting with this in Torquay and at other centres across Devon. They must all be commended for their efforts. This would also be an appropriate moment for me to publicly thank the Management and Trustees of this wonderful Temple in Exmouth for welcoming us here today, it is very much appreciated. This is a special occasion for many reasons, it enables us all to meet as friends and Companions in a convivial manner, it gives this wonderful province of Devonshire an opportunity to invite some special guests from other Provinces and important orders within this Province, all of whom I have already introduced to you earlier when we opened this meeting, but it also allows us a great platform to Appoint and Invest all of the officers for the coming year, something which I regard as highly important. I am a great believer that such promotions are a recognition of the effort put in by the individuals receiving them and will hopefully inspire them to continue and encourage those coming along in the years ahead. Companions, please keep up your efforts, as we move on, we must both maintain our existing members and attract new members to this special order which, as we know completes our journey in Pure and Ancient Freemasonry. Back in the April of this year London was pleased to accept my recommendation for the appointment of two new Grand Officers to the rank of Past Grand Standard Bearer both of whom, despite our restriction in numbers we were able to invite today. I would hereby on behalf of all of us present publicly congratulate Simon Wills and Martin Heskins on their distinguished preferment. From today we have a new Provincial Grand Scribe Ezra in Chris Taylor, he has a hard act to follow but we all have every confidence in him, and our team will all support him fully. Tim Golder of Benevolence Chapter, Gilson Rowe of Brunswick Chapter and Denis Challis of Brent Chapter have all been promoted to senior positions and I again have every confidence in their abilities so we can all look forward to a good year ahead. Companions as we move forwards we have much to do. You are all aware that we now have a brand new web site which has only gone live in the last month. We have also appointed a Publicity & Communications Officer in the person of Chris Hodgson, and he is working in close harmony with Clive Eden in the Craft who is already now well established in his role. These appointments are already proving to be very successful particularly in establishing even better communications between our Degrees. We have made a good start on the Cluster meetings programme. This is the initiative where I, with the assistance of my team are holding a series of six informal meetings throughout the entire Province. Every Chapter will have an invite to attend with three members, two ideally being the Scribe Ezra and the Director of Ceremonies then also a junior member, although that is not necessarily definitive as clearly that may not always be possible.

We want to hear about your Chapters, how are you getting on ? What issues are causing you concern ? how about your membership ? Are your Companions ready to return in higher numbers etc etc, but for us primarily – How Can We Help You? As I mentioned these are informal meetings and we provide a Buffet and a Drink for us all to enjoy together. 29

Most Excellent Grand Superintendents Annual Address 13th November 2021 con’t Two of these meetings have been held already and the response has been excellent, I am delighted about the positivity that has so far come out of this initiative which is very encouraging, of course concerns are being raised, but that is the point because then we can come up with some positive proposals and suggestions. The next meeting will be in Newton Abbot and we aim to have the final three completed by the end of January. If I have not already had the pleasure of the company of your representatives and you may well be one of those, then I look forward to hearing from you soon. Whilst on the subject of communication I would wish to take a moment to thank some Companions who have helped my team and I greatly in our efforts to keep in touch during the unprecedented times when we were locked-down and effectively isolated from sharing our companionship with our Masonic friends. Alan Salsbury of Petitor Chapter was requested to re write some of the Lectures and Papers that he would normally have delivered in a Chapter, to make them interesting and informative via the new medium for many of us of Zoom. Quite a task actually not just in re writing but also in being able to deliver them in such a way that the viewers could relate to and understand. With the assistance of his Team, and a lot of hard work he succeeded. There are now a number of suitable presentations available. We owe Alan and his team our sincere thanks. Please don’t forget Companions these Lectures and presentations are still available now either in person or on Zoom for the future. On this subject in particular I would say that if you have a meeting with little or no work to do please get in touch, it is important that when we meet we have an opportunity to learn more thereby gaining a better understanding of the wonderful order of the Royal Arch. Please do not waste that opportunity. Only by keeping our Companions busy and engaged can we expect to attract new members to join us and be sure they have joined an order worthy of their time and effort. When we have new Exaltees that first meeting is always going to be in their mind. Make it memorable, we want them to feel special. Then ensure that they continue to feel that way at future meetings, give them some small responsibility to start off with or invite them to take part in some ritual, basically ensure that they are well looked after and engaged , believe me it makes a big difference to retention. This COVID period has been difficult for so many. In our Masonic fraternity we are very fortunate to have Bob Munro as our Provincial Grand Almoner for both this degree and the Craft. He is always diligent and speedy on the case, a very caring Mason. Bob keeps both our Provincial Grand Master and myself updated, and comes to us when he needs finance to enable him to assist those in need. Last year he was promoted in Supreme Grand Chapter to the Past Asst Grand Sojourner, so I congratulate him on this and thank him for his hard work as Provincial Grand Almoner. Our ability to provide this finance is of course down to you and your Chapters, and I thank all who have been in a position to allocate monies to the Grand Superintendents’ Fund. Let me assure all that I am most grateful for your help . It is well received and will be faithfully applied. To conclude, we have a wonderful Province here in Devonshire which I am so very proud to have been entrusted to lead by London. We have all endured some unprecedented problems for the best part of almost 2 years now but I believe that we are coming through all this, I am also confident that with the spirit, will and determination that exists in our order we can only go one way and that is onwards and upwards. I cannot do this on my own however, as I look around this room today it is very clear that with the Team and Companions I have around me we will not fail – we will prosper. Most Excellent Grand Superintendents Christmas Message 9th December 2021

Dear Companions

It is that time of the year when many of us choose to get together with those whose company we enjoy, whether they be friends, family, or our fellow Companions in the Royal Arch to celebrate the Festive season, and once again what a year it has been!

With all that has happened around us for almost two years now, I appreciate that some may feel a little downhearted at times. However, all is far from doom and gloom, we have the wonderful vaccination programme, which consequently means many Companions now feel able to come out and enjoy the company of their fellow Companions. Nearly all our Chapters are now getting to meet up on a regular basis, albeit with care and careful measures, I regard this as very positive and something I believe will continue and hopefully accelerate as the New Year progresses.

I would like to thank you all for the support that you have given to me and my Team over the past year and especially to our new Active Officers who were appointed in November and are already out and about enthusiastically attending many of our meetings helping to make the occasion more special for all.

May the spirit of Christmas shine in your heart and light your path and I hope this Christmas time and the New Year are full of peace, joy, and happiness.
