As fall and winter settle in, our parks take on a quieter pace, but behind the scenes it's one of the busiest and most important seasons of the year. While the trails, playgrounds, and open spaces may appear to be resting, our Parks & Recreation team is hard at work preparing for another exciting year. Winter provides the opportunity to maintain equipment, complete repairs, plan improvements, review programs, and get every park ready to welcome visitors when spring arrives. It's a season of resetting, reflecting on the past year, and laying the groundwork for new opportunities and experiences for our community. This winter also marks an exciting milestone as construction continues on Phase One of Legacy Farms Park. The first 20 acres of this 97-acre park are taking shape and will include a signature playground, pavilion, restrooms, trails, parking, a beginner bike track, disc golf course, native landscaping, and other amenities designed for residents of all ages. Watching this new park emerge from the ground is a reminder that while winter may seem like a season of rest, it is often when the most meaningful progress is happening. Every day brings us one step closer to opening a destination that will serve generations of families and become a cornerstone of our community. As we look ahead to the new year, we're excited about everything that's on the horizon. From caring for the parks you've come to love to creating new places where memories will be made, our commitment remains the same—to provide exceptional parks, facilities, and recreational opportunities that enhance the quality of life in St. Charles. Whether you're enjoying a peaceful winter walk, anticipating warmer days at your favorite park, or eagerly awaiting the opening of Legacy Farms Park in the Spring, we thank you for your continued support. It's almost time to renew your St. Charles City Passport Card! Current cards expire at the end of this year, and all St. Charles City residents will need to reapply for a new card beginning January 4, 2027. Present your free St. Charles City Passport Card to receive the resident discount at our Aquatic Facilities, the St. Peters Rec-Plex, and St. Peters' outdoor pools, and get discounts at participating local businesses. New cards will be valid January 1, 2027, through December 31, 2028. Apply online or visit the Parks and Recreation Administration Office in Blanchette Park. HONORING LARRY HENDERSON A Lifetime Dedicated to Parks, People, and Public Service The St. Charles Parks and Recreation Department honors the life of Larry W. Henderson, whose dedication, leadership, and passion helped shape the parks and recreation system our community enjoys today. Larry joined the City of St. Charles Parks and Recreation Department as Assistant Director on October 12, 1984, beginning a career devoted to public service and community enrichment. During his 26 years with the department, Larry oversaw tremendous growth and expansion throughout the parks system. When he began his career, the City maintained 14 parks, 350 acres of parkland, and a single aging swimming pool. By the time he retired in 2010, the system had grown to 21 parks, more than 660 acres of parkland, and three aquatic facilities, creating new opportunities for recreation and enhancing quality of life for countless residents and visitors. Larry played a key role in many important projects throughout his career, including the design and fundraising efforts for the Lewis and Clark Statue dedicated in 2003. He also recognized the need for greater safety and community engagement within parks, helping establish the Park Ranger Division. Larry believed Rangers wore “two hats”, serving both as ambassadors for the parks and as protectors of public safety. Many staff members and residents remember Larry’s tireless dedication during festivals and special events at Frontier Park. He spent long hours manning the gates, assisting vendors, helping visitors, or stepping in wherever needed. Larry never hesitated to roll up his sleeves and lead by example. His strong work ethic and approachable personality made him a familiar and respected presence at community events throughout the years. Before coming to St. Charles, Larry served as Administrator of Camp Wonderland, an outdoor recreation camp for individuals with disabilities. His work there reflected his commitment to inclusion and accessibility. Larry advocated for facilities and programs that welcomed people of all abilities long before expanded ADA standards were introduced. This passion helped pave the way for more inclusive recreation opportunities throughout the community. On November 22, 1980 Larry married Laura Lynne Lewis in Warrensburg, MO. He was also a proud United States Army veteran who served during the Vietnam War. He carried his pride in military service throughout his life, often thanking fellow veterans and offering support wherever needed. Known for his kindness and integrity, Larry made a lasting impact not only through the parks he helped build, but through the relationships he built with people across the community Larry Henderson’s vision, leadership, and love for parks and recreation will continue to inspire the St. Charles community for generations to come. His legacy lives on in every trail, playground, aquatic facility, and park space that brings people together today.

A bit of Park History... Have you noticed the monument between Memorial Hall and the playground in Blanchette Park? This was commissioned in 1926 by the Gatzweiler Woman’s Relief Corps No. 128, a women’s civic organization dedicated to honoring Union veterans and preserving the memory of Civil War service. This St. Charles County Corps is named after F.W. Gatzweiler, who served as a Major in the Civil War and later as St. Charles County Sheriff. The Woman’s Relief Corps (WRC), founded nationally by Civil War nurses in 1883, served as the official women’s auxiliary to the Grand Army of the Republic (GAR), the fraternal organization of Union Civil War veterans. Over the years they’ve marched for suffrage, helped draft legislation to place American Flags in public buildings and schools and pushed for recognition of a national pledge of allegiance. Just a few of their famous early members include Clara Barton, founder of the American Red Cross, Susan B. Anthony, one of the most influentual American suffragists, and Harriet Tubman, abolitionist and leader of the Underground Railroad. The Blanchette Park monument, dedicated on November 11, 1926, honors the local “Gatzweiler” GAR post and the veterans of 1861–1865. The inscription credits Gatzweiler Woman’s Relief Corps No. 128 for its erection. Originally located at the entrance of the park, the monument was later moved to its present position near Memorial Hall, where it continues to serve as a quiet but powerful reminder of local service and sacrifice.
The local Gatzweiler Corps memorial work extended beyond Civil War remembrance. In 1920 they also commissioned a statue at the entrance of the old St. Charles County Courthouse honoring local soldiers who gave their lives in World War I. This dual commitment illustrates the organization’s broader mission: ensuring that the sacrifices of ST. CHARLES COUNTY multiple generations of OLD COURTHOUSE service members would MONUMENT not be forgotten. A century after the Blanchette Park Memorial placement, the stone still stands as a symbol of community gratitude and historical stewardship. Anniversaries such as this provide an opportunity not only to remember the veterans, but also to recognize the women of the Gatzweiler Woman’s Relief Corps whose dedication, organization, and civic pride made the memorial possible. Though the local Gatzweiler WRC Corps No. 128 is no longer in existence or widely remembered today, their legacy endures in the monument they established one hundred years ago, a lasting tribute to service, sacrifice, and the power of community remembrance. while supervising both full-time and part-time staff. His earlier career included numerous operational, supervisory, and park ranger roles that shaped his hands-on approach to parks management and community engagement.
The St. Charles Parks and Recreation Department is pleased to announce that Brian Schaffer joined the organization as Parks Superintendent in June 2026. With more than twenty-five years of experience in parks, recreation, and community services, Schaffer brings seasoned leadership, deep regional knowledge, and a strong commitment to public stewardship to his new role.
Throughout his career, Brian has been recognized for his leadership within the profession, including receiving the Missouri Park and Recreation Association’s Fellow Award in 2024. His broad experience in budget management, capital planning, public programming, and staff development positions him well to support St. Charles Parks and Recreation as the department continues to grow, innovate, and invest in parks and facilities across the community.
Welcoming Brian Schaffer, the new Parks Superintendant
As Parks Superintendent, Brian will oversee the St. Charles Parks and Recreation Maintenance Division, a dedicated team of 16 full-time employees responsible for the care of 26 parks and one cemetery spanning more than 740 acres. This division provides essential daily maintenance, facility upkeep, infrastructure improvements, and long-range planning that sustain the high-quality parks system residents enjoy year-round. Brian comes to St. Charles after serving as Director of Parks and Recreation for St. Louis County, where he provided executive oversight for a park system of 75 parks and more than 12,000 acres. During his tenure, he managed multimillion‑dollar operating and capital budgets, guided long-term capital investment strategies, and worked closely with elected officials, staff, and community partners to enhance park facilities, recreation programs, and service delivery for residents across St. Louis County. Before becoming director, Brian served as Deputy Director for St. Louis County Parks and Recreation, overseeing park operations, recreation services, design and development, and public information functions. Prior to his county leadership roles, he spent nine years as Director of Parks and Recreation for the City of Des Peres, managing a municipal parks system and a major recreation center
While Brian brings decades of leadership experience to St. Charles, he also joins a Maintenance Division with a proven track record of caring for the community's parks and facilities. Over the past year, staff completed several major projects, including restoring the Blanchette Grove men's restroom following fire damage, upgrading the Wapelhorst Athletic Complex restrooms and concession stands before tournament season, advancing repairs at the McNair skating rink, replacing the Blanchette playground slide, and continuing infrastructure improvements for the Maibaum Pole in Frontier Park. The Maintenance Division's work extends far beyond mowing grass and caring for landscapes. In addition to maintaining parks and facilities, the team responds to storm damage, manages trees and wildlife, supports community events like Festival of the Little Hills and Oktoberfest, and assists other City departments. Their commitment to the community also includes mentoring young adults through an annual workforce development partnership with Easterseals, reflecting the department's dedication to service both inside and beyond the parks. Brian looks forward to working closely with staff, partners, and residents to ensure St. Charles parks remain vibrant, welcoming, and well-maintained spaces for all to enjoy.

Kickstart your Halloween festivities at our annual FREE Screen on the Green movie in the park event. We are featuring the movie Monsters, Inc. (G). Bring along a blanket or lawn chair for seating. No registration required.
The department is seeking volunteers for a park clean-up day. Projects can include brush removal, litter removal, and more. Volunteer by yourself, with your family, a group, or an organization, and take pride in helping to keep Blanchette Park beautiful! Lunch will be provided after the event. Bring water, work gloves and wear clothes and shoes suitable for outdoor work. Volunteers will receive an email with more information prior to the event.

LEARN TO RIDE MOTORCYCLE TRAINING PROGRAM
Winner of the Motorcycle Safety Foundation's "Outstanding Community Training Site" Award
The Motorcycle Safety Foundation requires participants to complete a 5-hour online training class before attending the 2-day motorcycle class in person. Online training details will be provided once registered for the class.
Our Basic Rider Courses use materials and techniques developed by the Motorcycle Safety Foundation and are ideal for both beginner and experienced riders. This 2-day course progresses from basic controls and riding skills to street strategies, special situations and accident avoidance maneuvers. Completion of this course eliminates the driving and written portion of obtaining your Missouri State motorcycle driver's license. LEGACY FARMS PARK Building the Future of Recreation in St. Charles
The St. Charles Parks and Recreation Department is excited to continue moving forward with plans for Legacy Farms Park, an innovative new destination designed to bring recreation, nature, and community together in one unforgettable space. Located near Highway 94 and Highway B, the plans began taking shape in 2019 when the City of St. Charles purchased 97 acres adjacent to the new Orchard Farm High School. Phase 1 highlights an exciting first stage of development focused on family recreation, outdoor adventure, and environmental stewardship. The initial phase, approximately 25 acres, will feature a .6-mile loop trail, expansive green spaces, native meadow plantings, wetlands, a signature playground, disc golf course, pavilion, comfort station, and a modular pump track designed for beginner riders of all ages.
FAMILY PLAY AREA At the heart of the project is the Family Play Area, a destination where children and families can explore, play, and gather together. Planned features include play towers, swings, tot play zones, adventure play elements, hillside play areas, seating areas, and open gathering spaces connected by scenic walkways and trails. Renderings of the playground showcase a modern design surrounded by rolling landscapes and natural beauty that blends into the park environment.

Phase 1 will also include the Park Department's 2nd disc golf course, which weaves through native meadow areas and natural landscapes. The course is being designed to provide both recreation and nature education opportunities while preserving the beauty and ecological function of the site. Wetland areas will also be integrated throughout the park design, creating sustainable infrastructure while enhancing the visitor experience with scenic open space and habitat restoration. Additional park amenities will include modern park architecture such as a pavilion and comfort station featuring natural colors and materials inspired by the surrounding landscape. The City and Parks and Recreation Board and Staff continue working to refine project plans and identify opportunities for cost savings while maintaining the quality and vision residents expect. Current Phase 1 planning has been refined to meet a $5 million construction budget, with construction underway and tentative opening in May of 2027. As planning and development for future phases continue, the Parks and Recreation Department looks forward to creating a place where families can gather, children can play, nature can thrive, and the community can connect for years to come.

Develop your player's skills with us through these CORE Soccer Training Programs. • First Touch Playtime - focus on developing motor skills with interactive games that teach the basic concepts of soccer. • First Touch - main focus is on balance, coordination with emphasis on the development of 1v1 moves, passing, receiving, dribbling and finishing. • CORE ESSENTIALS: Developmental Soccer League - This progressive 4-week, one-hour training program is for individual registrations ONLY. Celebrating 90 Years of Aquatics - Missy Hollander, Aquatics Coordinator In 2027, the City of St. Charles Parks & Recreation Department celebrates a remarkable milestone: 90 years of aquatics! Public swimming in St. Charles began in 1937 with the opening of the original Blanchette Pool, which featured a single rectangular pool with several diving boards. It quickly became a summertime gathering place for families throughout the city. Over the decades, the St. Charles Parks & Recreation Department expanded aquatic opportunities throughout the community with Boone's Lick Pool, McNair Aquatic Facility, and Wapelhorst Aquatic Facility. Each facility played an important role in the lives of St. Charles residents and became the setting for first swims, swimming lessons, summer jobs, family outings, and countless memories.
As we celebrate 90 years of aquatics in St. Charles, we honor the generations of swimmers, lifeguards, staff members, and families who helped shape our aquatic history. Their stories are a reminder that our pools have always been more than just places to swim; they are places that bring our community together. To commemorate this milestone, we invite current and former patrons, staff members, and families to share their memories, photographs, and stories from any of our aquatic facilities over the past 90 years. Throughout the 2027 season, we look forward to highlighting these memories through social media, publications, and special anniversary features as we celebrate 90 years of swimming in St. Charles. THE RANGER REPORT Our parks are more than just green spaces - they're gathering places where families make memories, neighbors connect, and the community comes together. Keeping those spaces safe and welcoming is the mission of the St. Charles Parks and Recreation Department's Ranger Division.
The division is led by a full-time Chief Ranger and includes two full-time Ranger Sergeants along with several dedicated part-time Rangers. You'll spot them patrolling the parks and staffing special events throughout the year - enforcing the law while building genuine, lasting relationships with the people they serve.
The story began in the early 1980s, when park visitors started asking for greater security to address a growing problem with vandalism and underage drinking. The community's concerns were heard, and in 1984 the Ranger Division was officially established. The following year, in 1985, the first Chief Ranger was hired to lead the new unit. By 1990, the division had earned its ORI (Originating Agency Identifier) - a milestone that formally recognized the Rangers as a certified law enforcement agency.
Community engagement is at the heart of what the Rangers do. Each year, the division proudly hosts a C.O.P.S. Camp that welcomes more than 130 attendees. The Rangers also lend their time and expertise to Safety Town, Camp Fury STL, and a variety of other community outreach programs designed to educate, inspire, and connect with residents of all ages.
Today, every Park Ranger is a state-certified peace officer who has completed Missouri POST Certification.
Now, nearly four decades since its founding, the St. Charles City Ranger Division stands as a model of how dedicated law enforcement can make a positive, lasting impact on the parks, and the community, they protect.

The 101 course will introduce you to the game of pickleball, including the rules of the game and techniques like basic stroke, paddle grip, serve, return of serve, basic dinking, and volley strokes. The 102 course is perfect for beginners who have an understanding of pickleball and are looking to refine their skills. With a focus on specific skill development, each class will provide expert instruction, guided practice, and strategic play opportunities. Players should bring their own paddle. Balls are provided.

MAIBAUM POLE LEGACY PROJECT IN FRONTIER PARK
A new landmark honoring the history and heritage of Saint Charles is coming to Frontier Park. Nearly 40 years ago, Joe Daues, founder of the St. Charles Sister Cities organization, envisioned bringing a traditional German Maibaum Pole to our community. Thanks to a partnership between the St. Charles Oktoberfest Board of Directors, Craftsmen Industries, the St. Charles County Historical Society, and the St. Charles Parks and Recreation Department, that vision is becoming a reality. The Maibaum will feature 16 historical plaques, thoughtfully developed with the St. Charles County Historical Society, highlighting key moments in our community's past while connecting visitors to interactive digital storytelling. More than a park feature, it will be a place to gather, learn, and celebrate the stories that define St. Charles. Join us for the official unveiling on Friday, September 18, during the 40th Anniversary of St. Charles Oktoberfest. You can also leave your own lasting mark by purchasing a commemorative engraved paver through the St. Charles Parks and Recreation Foundation. Pavers will be installed after the unveiling ceremony. WHAT'S YOUR WHY? TJ Slattery - Park Board My why starts with a bike ride. I’m a fourth-generation St. Charles native, and some of my earliest memories are pedaling down to Blanchette Park to watch professional baseball pitching camps. I grew up in these parks, attending Day Camp, playing soccer at McNair, and later working as a sports coordinator at Bales Park, lining fields at McNair, running programs, and watching kids fall in love with the same spaces I did. These parks weren’t just somewhere to go - they were an extension of my own backyard.
Then I became a dad and watched all three of my children grow up in our parks through T-ball, basketball, arts and cooking classes, and eventually jobs of their own, from volunteering in the office and helping with data entry to working the concession stand and becoming sports coordinators. That’s not a coincidence. That’s a culture. That’s what great parks do to a community. My why is simple: I want my kids' kids to ride their bikes to these parks someday and feel exactly what I felt. I want generations of St. Charles families to see St. Charles Parks and Recreation for what it has always been to me—the crown jewels of our city. It has been one of the biggest privileges of my life to serve on a board that helps make that a reality. That’s my why.

• Shelter reservations are taken for the current year only. To reserve a shelter for 2027, please call January 4, 2027. • Reservations are available for dates between April 15 – October 31 • Reservations can be made via phone, in-person and online • When checking availailbity of shelter online, only enter a date - do not enter a time • Reservations are made on a first come, first serve basis • Full payment due at time of making the r eservation • A separate permit is required for inflatables, petting zoos, pony rides, food trucks, etc and must be obtained a t least 30 days prior to function. DJ's and bands are not allowed • Rentals include a barbecue pit. The Gift of Trees: Planting Trees to Benefit Future Generations
You may request a particular park for your tree, or let the Parks and Recreation Department’s horticulturist choose a location for you. Planting takes place March/April and October/November. The donation amount for a tree is either $250 or $400 depending on the size and species.
Benches: Honor Someone Special
With your donation towards a park bench with a plaque, honor someone special while benefiting park visitors. You may request a particular park for your bench, or our park staff can help find the perfect setting. The donation amount for a bench is $1,250.
Lewis & Clark Statue Personalized Pavers: Be a Part of History
Purchase an engraved brick that will be placed in the courtyard surrounding the Lewis and Clark monument in Frontier Park. Proceeds assist with the perpetual care of the statue. Brick sizes and costs vary: • EXPLORER (4×8″): $100 donation • STATESMAN (8×8″): $250 donation • PATRIOT (12×12″): $500 donation

Discovery Playground Fence Posts: Give the Gift of Play
They will be placed along the fence at St. Charles Parks and Recreation Department’s one of a kind, all-inclusive Discovery Playground at Jaycee Park. Proceeds assist with the perpetual care of the playground. The donation amount for a personalized fence post is $100.

In the past, Foundation projects have included the Lewis & Clark Statue and busts, the Discovery Playground in Jaycee Park, Forget Me Not Park, the McNair Braille Trail, and the McNair Park Concession Stands. The Maibaum Pole legacy project in Frontier Park is the next St. Charles Landmark the Foundation will help bring to life. At the St. Charles Parks and Recreation Foundation, we believe everyone deserves the opportunity to enjoy programs, camps, trips, and recreation regardless of financial circumstances. Through the generosity of donors and community fundraising events, the Foundation provides scholarships to eligible St. Charles City residents, helping individuals and families participate in the programs that enrich lives and build lasting memories. Since 2011, the Foundation has awarded more than $175,000 in scholarships to local residents.
How Can I Use Scholarship Funds?
Scholarship funds may be used toward recreation programs, Summer Fun Day Camp, trips, or Aquatic Season Passes. Aquatic Scholarship Funds become available on May 3, 2027. Aquatic funds are limited and run out quickly. Eligible households may receive up to $250 in scholarship assistance per scholarship period.
Do I Qualify?
Scholarships are available to St. Charles City residents who demonstrate financial need. To use scholarship funds, please bring the following to the Parks and Recreation Administration Office: Proof of Financial Need (bring ONE): • Medicaid card • Official letter from your child's school confirming free or reduced-price meal assistance Proof of St. Charles City Residency (bring BOTH): • Driver's license with current address • Plus one of the following: • Current utility bill with current address • Current apartment lease with current address

Every donation to the St. Charles Parks and Recreation Foundation helps open the door to new experiences for children, families, and adults who might otherwise be unable to participate. Your support helps provide opportunities to learn, play, stay active, and create lifelong memories. One easy way you can help is by participating in the Foundation's annual Turkey Bowl Fundraiser. Proceeds from this event directly benefit the Scholarship Program, helping more St. Charles families enjoy parks and recreation. Learn more about the Turkey Bowl on Page 11.
