ince its incorporation 68 years ago, the City of Southgate carried a significant financial burden: General Obligation Debt. Year after year, taxpayer dollars were not only invested in services and growth, but also committed to servicing that debt through principal and interest payments. At times, progress was made. Some budgets reduced the balance, while others added to it. But until now, the debt was never fully eliminated. On April 1, 2026, the City of Southgate reached a historic milestone, and one few cities do---its General Obligation Debt was paid in full. When Mayor Joseph Kuspa took office in 2009, his administration inherited $14,064,494 in debt. That amount accounted for more than half of that year's General Fund budget. The challenge was substantial, and the path forward was far from certain. "It was a daunting task," Kuspa recalled. "At the start of my term,
