FROM THE DESK OF THE MAYOR

Riverview’s Future Is in Our Hands My fellow Riverview residents, This November, you will have an important opportunity to help shape the future of our beautiful city. Two proposals will appear on the ballot: a ANDREW road bond to improve neighborhood SWIFT streets and related water infrastructure, and authorization for the City to consider the sale of approximately 72 acres of the 248.5-acre Riverview Highlands property for residential redevelopment, a community park, and a reconfigured 18-hole championship golf course. These proposals are separate, but they share one purpose: preparing Riverview for a strong, stable, and successful future. Our residents have always taken pride in this community, and the thoughtful questions asked during our two town halls showed just how deeply people care about Riverview. I am grateful to everyone who attended, submitted questions, or took time to learn more. The road proposal would authorize the City to issue up to $10 million in bonds over no more than 10 years for road reconstruction and related improvements, including necessary water-main replacement. Riverview’s previous road millage expired in 2025, but our streets continue to age. A dedicated program allows the City to plan improvements over several years, coordinate road and water work, and protect residents’ investment by replacing failing infrastructure before a newly rebuilt road must be opened again. The Riverview Highlands Golf Course redevelopment proposal is an exciting opportunity to strengthen Riverview and create a positive impact throughout the entire Downriver area. Quality new housing would welcome new families, expand the tax base, support nearby restaurants and businesses, and add momentum to broader economic development. The concept preserves Riverview Highlands as an 18hole championship golf course, adds a community park and walking opportunities, and could provide clean soil needed for the eventual closure of the landfill, potentially avoiding millions of dollars in future costs. It can help Riverview transition from decades of reliance on landfill revenue toward a more diverse and sustainable financial future.

Questions Residents Asked Most Often What would the road bond cost? The estimated average annual rate is approximately 2.5229 mills. For a home with a taxable value of $100,000 - which is not the same as market value - the estimated annual cost would be about $252. A homeowner can estimate the cost by multiplying the property’s taxable value by approximately 0.0025229. How will streets be selected? The City uses pavement-condition information, including PASER ratings, together with water-main condition, traffic, public-safety access, engineering needs, project cost, and opportunities to coordinate grants or utility work. Not every street can be reconstructed at once, so work would be phased according to objective needs. Why not pay for roads from the General Fund? The General Fund supports police, fire, recreation, library services, administration, and other daily operations. A road program of this size cannot be absorbed without placing those services or reserves under pressure. Bond proceeds are restricted to the purposes authorized by the ballot and cannot simply be redirected to unrelated expenses. Does a yes vote on the Highlands proposal immediately sell the property or approve a developer? No. It authorizes the City to begin a competitive public process. No developer has been selected. Proposals would still require careful financial, planning, engineering, environmental, and legal review, followed by City Council approval. The City would not be required to accept an inadequate offer or an unacceptable plan. Are voters being asked to sell the entire golf course? No. The proposal concerns approximately 72 acres and is designed to preserve an 18-hole championship golf course. The reconfigured course would remain an important recreational asset and a centerpiece of the new neighborhood. What about traffic, wetlands, drainage, police, fire, schools, and utilities? Those concerns were among the most frequently raised at both town halls. A ballot vote does not waive any requirement or approve a final site plan. Detailed traffic, environmental, stormwater, utility, and public-safety reviews would be required as a proposal is developed. The

school district and appropriate county and state agencies would also have roles where applicable. Would current taxpayers pay for the subdivision’s roads and utilities? The road bond would not fund the new subdivision’s infrastructure. Responsibility for internal roads, water and sewer extensions, stormwater systems, sidewalks, landscaping, and traffic improvements would be addressed through the competitive proposal process and a development agreement. Protecting existing taxpayers would be a central City objective. Why consider development now? The landfill historically contributed millions of dollars each year toward City operations, but that revenue is declining as closure approaches and current proceeds are needed for closure and post-closure responsibilities. New residential investment can create recurring taxable value, support essential services, and strengthen the market for additional business investment. It is an opportunity not only for Riverview, but for all of Downriver. Our Future, Our Voice No ballot proposal answers every future question on its own. The road schedule would continue to be guided by engineering and available funds, while the exact Highlands design, housing mix, purchase price, infrastructure responsibilities, safeguards, and construction timeline would be determined through later public processes. A yes vote would provide authority to move forward; it would not eliminate oversight, public review, or the City’s responsibility to secure terms that serve Riverview. I remain very positive about Riverview’s future because our greatest strength has always been our people. These decisions belong to you, our residents. By studying the facts, asking good questions, and voting, you will play a major role in determining what kind of city we leave to our children and grandchildren. Before casting your ballot, please watch the informational videos available on the City of Riverview website, the Official City of Riverview Facebook page, and the City of Riverview’s YouTube channel. Learn the facts, share the information with your neighbors, and make your voice heard. Together, we can keep Riverview a beautiful, welcoming, and financially strong community for generations to come.

News from the Riverview

RCHS Varsity Girls Golf Tees Off with Staff The Riverview Community High School varsity girls golf team brought school spirit to the beautiful greens of Riverview Highlands golf course on August 20th. The varsity team participated in the Wyandotte Invitational alongside a distinct group of guest golfers: members of their own school district’s leadership and faculty.

Joining the student athletes on the course were Riverview Superintendent Mr. JJ Hatzel, Athletic Director Mr. Derrick DiBrano, Coach Nolan Glime, and Social Studies teacher Mr. Lou Hicks. Now in its third year, the annual event offers students a unique opportunity to compete alongside teachers and administrators who support them in

the classrooms and hallways every day. Teeing off in small groups, the student and staff pairings combined a competitive drive with lighthearted mentorship across 18 holes. The RCHS varsity girls golf team continues its season this fall with league matches across the Downriver area.

Community School District Riverview Students Gain Culinary Experience at Food and Wine Festival Over the summer, Emily Gross and Kaylee Morgenstern of Riverview Community High School and Ian Loos of Grosse Ile High School were invited to assist the culinary team at the Traverse City Food and Wine Festival from August 19 through August 23. The students gained firsthand experience in high-end, large-volume catering while working alongside many award-winning Michigan chefs. They also had the opportunity to assist celebrity chefs Andrew Zimmern, Aarti Sequeira, Ruth Reichl, and Afrim Pristine. In addition to their culinary experience, the students attended a screening of Coldwater Kitchen and met several of the chefs featured in the film. The experience provided a unique opportunity to see the culinary industry from a professional perspective and learn what it took to work in a fastpaced, high-level event environment. This incredible opportunity was offered through Michigan ProStart and the Michigan Hospitality Foundation. Through their participation, Riverview student chefs gained valuable industry experience while representing their schools with professionalism and enthusiasm. Their dedication, work ethic, and commitment to learning stood out throughout the event. Riverview School District was proud of the way these students represented their schools and demonstrated the professionalism and passion they brought to every aspect of the experience.

A paw-tastic jigsaw challenge at Riverview’s Puzzle Night

The Riverview Veterans Memorial Library hosted a wonderful puppy-themed puzzle night Thursday, August 27 in the event room within the children’s book section. Participants who registered early could join one of four teams to determine who could solve the cute, dog-filled puzzle the MADELINE fastest. Those 12 and above could register starting August 5. MATOSH Groups were offered snacks and various refreshments to enjoy while they worked — and laughed — away. This month’s puzzle featured an entertaining scene of dogs and kittens on a beach vacation, playing the acoustic guitar and piloting a yacht. The whole piece captured the essence of summer winding down and the fun of a late vacation.

The puzzle changes each meeting, with some meetings having different puzzles between groups, but this month’s challenge was consistent, with all players keeping their heads down and working hard. Players were given almost three hours for this jigsaw challenge, with groups able to finish the puzzle receiving a small basket for their puzzle skills. Harmless boasting could be heard among the teams as they worked together and caught up with each other after competing at the previous puzzle night meeting. The laid-back energy of the meeting felt welcoming and encouraging for the teams as well. The Riverview Veterans Memorial Library hosts puzzle night bimonthly, with the next challenge set for October 22.

Kiwanis of Riverview Brings Inclusive Swing to Memorial Park For generations, the Kiwanis of Riverview has worked to improve the lives of local families, especially the children of our community. From providing dictionaries to elementary students and supporting youth leadership programs to help families during the holidays, Kiwanis members have consistently looked for meaningful ways to ensure Riverview’s children feel supported, valued and included. That tradition of service recently continued with the donation of a new adaptive swing at Memorial Park. The idea began with Kiwanis Board Member Brenda Tuttle, who took time to visit several of Riverview’s neighborhood parks. While the parks offered many wonderful recreational opportunities, she noticed that, with the exception of Young Patriots Park, they lacked a swing specifically designed for children and individuals with special needs. “Every child should be able to enjoy the simple experience of going to the park and swinging,” Tuttle said. “When I realized that several of our parks did not have an adaptive swing, I felt this was something Kiwanis could help address. I was thrilled when the board immediately embraced the idea.” Tuttle began researching companies that specialize in inclusive playground equipment. She also contacted Riverview Recreation Director Todd Dickman, who had been working with Play Environments Design on the new inclusive, ADA-compliant playground at Young Patriots Park. Working with Dickman and Play Environments Design, Kiwanis selected and purchased an adaptive swing seat for Memorial Park. The specially

designed seat features a molded construction, high back, adjustable safety harness and a neutral body position to provide additional comfort and support. The Kiwanis Board of Directors unanimously approved the project earlier this year. The board includes President Diane Kinlen, Treasurer Debbie Apkarian, Secretary Dr. David Grachek, Mayor Andrew Swift, Brenda Tuttle and Karen Pierson. “This project reflects exactly what Kiwanis is about recognizing a need and working together to meet it,” Kinlen said. “We want every child and every family to feel welcome in Riverview’s parks. We are proud to provide something that makes Memorial Park more inclusive and gives more children the opportunity to enjoy it.” Play Environments Design has

served Michigan communities since 1992, providing commercial playground equipment and related outdoor amenities for municipalities, schools, churches, daycare centers and other organizations. The company has installed hundreds of playground products throughout Michigan and works to ensure its projects comply with the state’s public playground safety requirements. Its experience with inclusive recreational equipment made Play Environments Design an important partner in helping Kiwanis select a swing that would safely and comfortably accommodate those who need additional support. Allen’s Trophy of Riverview also contributed to the project by producing and installing the acknowledgment recognizing the Kiwanis donation.

The adaptive swing was recently installed, and Kiwanis members gathered at Memorial Park to celebrate its completion. More than simply adding another piece of playground equipment, the swing provides children with special needs and their families with greater convenience, accessibility and the opportunity to participate alongside others. “As mayor and as a proud member of the Kiwanis of Riverview, I am grateful to Brenda for recognizing this need and turning her concern into action,” Mayor Andrew Swift said. “A truly welcoming community considers the needs of every resident. This adaptive swing is a wonderful example of how a local service organization; city staff and community businesses can work together to make Riverview more inclusive for everyone.” The project also demonstrates that meaningful community improvements often begin with one person asking a simple question: What is missing, and how can we help? For the Kiwanis of Riverview, the answer has always centered on service, particularly service to children. The club welcomes community-minded individuals who would like to help continue this important work. Whether supporting local students, helping families in need or making Riverview’s public spaces more inclusive, there are many opportunities to make a difference. The Kiwanis of Riverview meets at 6:15 p.m. on the first and fourth Thursdays of each month at Atria Kinghaven. Anyone interested in learning more or joining the club is encouraged to come or contact Kiwanis President Diane Kinlen at 734-283-4552.

Riverview Volleyball Joins AP Summer Slam Riverview was proud to take part in Allen Park Volleyball’s 2nd Annual Outdoor Summer Slam on August 23, joining varsity teams from Allen Park, Carlson, SMCC, and Southgate for a full day of volleyball, community and fun. The event brought the volleyball court onto the football field, creating a unique setting for six varsity matches throughout the afternoon and evening. Riverview opened its day against Southgate before taking on Carlson later in the schedule. Beyond the matches, players, families, and fans enjoyed a variety of activities throughout the day, including food, family fun and a 50/50 raffle.

The event also provided an opportunity for the participating schools and their communities to come together while supporting a great cause. Although rain eventually cut the evening portion of the event short, it didn’t take away from the excitement and memories made throughout the day. Proceeds from the Summer Slam benefited the Fredi the Pizzaman Foundation and Penrickton Center for Blind Children. Riverview was proud to represent its community and be part of an event that brought Downriver volleyball programs together for competition, camaraderie and giving back.

Digging Into the 2026 RCSD School Bond Proposal In the upcoming November 3 election, Riverview Community School District residents will have the opportunity to consider whether to approve a school bond proposal. If approved by voters, the proposal would provide funding for district-wide facility improvements while maintaining a zero mill increase over the current debt millage rate.

The proposed projects were identified through the district’s Strategic Plan, the 2025 Facility Assessment and input from stakeholders. Together, these sources helped the district identify which projects and building needs are considered the highest priorities. For many Riverview students and families, these buildings have been part of the community for generations. However, the district’s school buildings were constructed decades ago. Forest Elementary was built in 1973, Memorial Elementary in 1956, Huntington Elementary in 1959, Seitz Middle School in 1960 and Riverview Community High School in 1955. This means the district’s facilities range from more than 50 to more than 70 years old. With buildings of this age, the district has identified a number of infrastructure and building system needs that require renovation or improvement. These include areas such as heating and cooling systems, roof replacements and security systems. Addressing these needs would help maintain safe, secure and functional learning environments for students throughout the district. One of the key details of the upcoming proposal is its zero-millage rate increase. If approved, the bond would result in no tax rate increase over Riverview’s current school debt tax rate. The bond proceeds would be legally restricted to facility improvements across the district, rather than being used for general school operations. Those improvements would include projects such as modernizing classrooms, updating building security and replacing aging mechanical systems. Under Michigan law, bond proceeds cannot be used for employee salaries, employee benefits, routine operating expenses or instructional programming costs. As voters consider the proposal this November, understanding where the district’s buildings stand today — and what facility needs have been identified — provides important context for what the bond would address. The proposal focuses on long-term improvements to the district’s existing buildings while maintaining the current school debt tax rate.

Big Goals Don’t Happen Overnight—They Happen Daily

Most of us have at least one big financial goal. Maybe it’s buying your first car, paying off debt, purchasing a home, building savings, helping your children prepare for the future, or feeling more confident about retirement. Big goals can be exciting. They can also feel overwhelming when we focus only on how far away the finish line seems. In his bestselling book Atomic Habits, author James Clear explores a simple idea: small actions, repeated consistently, can produce meaningful results over time. It’s an idea that applies particularly well to our financial lives. Look Beyond the Goal Consider a teenager who wants to buy their first car. The vehicle may be the goal, but reaching it begins long before they start shopping. Each paycheck provides an opportunity to save. Each purchase involves a decision about whether spending today is more important than what they’re working toward. Regularly paying attention to their account helps them understand where their money is actually going. None of those individual decisions will buy a car. Together, however, they can move that teenager closer to the goal while developing money-management skills that can last a lifetime. The same idea works whether you’re 16, 36 or 66. Someone hoping to purchase a home may consistently set aside money from each paycheck. Someone paying down debt may regularly put extra money toward a balance. Someone preparing for retirement may gradually increase contributions as their income grows.

The actions may seem small. Their power comes from repeating them. Ask a Different Question When pursuing a financial goal, we naturally ask: “What do I need to do to reach my goal?” Try asking another question: “What kind of person reaches this goal—and what would that person do today?” Someone who wants to build savings becomes someone who saves consistently. Someone who wants strong credit becomes someone who takes financial obligations seriously. Someone who wants greater control over their finances becomes someone who pays attention to their money before there’s a problem. Instead of relying on motivation to make one dramatic change, you’re developing behaviors that become part of how you manage money. Make the Next Good Decision Easier Look for ways to make good financial decisions easier to repeat. If you’re saving for something important, consider automatically directing part of each paycheck to-

BIG

ward that goal before you have an opportunity to spend it. If you’re tempted by an unplanned purchase, create a little friction. Give yourself a day to decide whether it’s worth taking money away from something you want more. And if you have a teenager earning their own money, give them opportunities to make real financial decisions while you’re still available to provide guidance. Learning to manage $50 or $100 today can provide valuable experience before they’re responsible for much larger decisions. The objective isn’t perfection. It’s making the next good decision easier. Small Habits Can Lead to Big Opportunities Financial progress rarely comes from one extraordinary decision. More often, it’s the result of ordinary decisions made consistently. Over time, those decisions can create opportunities. Savings can become a down payment on a first vehicle or home. Responsible borrowing and repayment can help build a strong credit history. Better spending decisions can create room for the things that matter most. Whatever your goal, don’t be discouraged because you can’t accomplish it today. Instead, ask yourself: What’s one small action I can begin repeating today that will move me in the right direction? At Downriver Community Federal Credit Union, we believe Big Goals Start Here—because the small habits you build today can help make tomorrow’s biggest accomplishments possible.

Your teen has big goals. Give them a place to start.

Kiwanis of Riverview seeks community support

In an age of search engines, smartphones and voice assistants, it may be tempting to think a printed dictionary has outlived its usefulness. Spend a few minutes with a third grader receiving a dictionary of their very own, however, and you will see something different: curiosity, excitement and the confidence that comes from having a trusted learning tool right at their fingertips. That is why the Kiwanis of Riverview Dictionary Program remains one of our club’s most meaningful annual traditions. Since 2007, with the generous help of local businesses and community supporters, Kiwanis has distributed 4,856 dictionaries to third-grade students in Riverview schools. This fall, they hope to continue that promise once again. Third grade is an especially important time in a child’s education. It is often described as the point when students begin moving from learning to read toward reading to learn. A dictionary helps children meet new words independently, learning spelling, pronunciation, meaning, and usage while building vocabulary for reading, writing and classroom discussion. A printed dictionary also offers benefits that a quick online search cannot fully replace. It is always available, requires no device or internet connection, contains no advertisements or distracting notifications, and encourages a child to slow down and explore. One word often leads to another, turning a simple homework question into discovery—and discovery into a lasting love of words. The Dictionary Project notes that a dictionary may be the first reference book a student personally owns. That ownership matters. The child can keep it nearby at school, take it home, write their name in it and return to it again and again. More than a book, it becomes a dependable companion and a quiet invitation to be resourceful: “I can find the answer. I can learn this word. I can understand.” “When a child opens a dictionary, they are not simply looking up a word—they are learning how to seek knowledge for

themselves. That confidence is exactly what Kiwanis wants to nurture.” Said Diane Kinlen, President, Kiwanis of Riverview. Kinlen calls the program an investment that families can see and children can hold. “There is something powerful about placing a book directly into a young person’s hands and saying, ‘This belongs to you,’” Kinlen said. “Our members look forward to distribution day because the students’ enthusiasm reminds us why this project is worth doing year after year.” As a longtime Kiwanian and Mayor, Andy Swift has seen many community programs make a difference, but this one is wonderfully direct. “Every contribution becomes part of a child’s education,” he said. “When Riverview businesses, organizations and residents support this program, they send our students a clear message: your learning matters, your potential matters, and your community believes in you.” The goal for the 2026 program is to raise $1,400 to cover the cost of the dictionaries, scheduled for distribution in early October. Donations of any amount are sincerely appreciated. Supporters contributing at least $75 may have their name or company name listed in the front of every dictionary distributed. A contribution of at least $100 also includes a 5-by-5-inch supporter decal for display at a business, along with recognition inside the dictionaries. To be included on the 2026 sponsor list, donations must be received by Wednesday, September 23. Checks or money orders may be made payable to Kiwanis of Riverview—Dictionary Project and mailed to P.O. Box 2057, Riverview, MI 48193. Contributions may also be made through PayPal at the QR code above. For questions, please contact Andy Swift at 734-284-5034 or swift1@ comcast.net. With our community’s help, another generation of Riverview students will receive more than a dictionary. They will receive a set of keys—keys to new words, new ideas and a lifetime of learning.
