Mr.ArbenRakipi,theGeneralDirector oftheNationalProbationServiceMr. AnestiKapllani,representativesfromthe HighJudicialCouncil,HighProsecution Council,SchoolofAdvocacy,the AmbassadoroftheNetherlandsin AlbaniaMrs.GuusjeKorthalsAltes, representativesoftheBritishEmbassy, OSCE,theCommissionerforProtection fromDiscrimination,andNGO representativesworkingintherule oflawfieldinAlbania.SCIsuccessfully implementedthisproject,resultingin 839trainedprofessionalsonAlternative Sentences,thuscontributinginabetter awardingandimplementationofthe alternativesentencesinAlbania.
DuringFebruary-April2021,SCI organizedthetrainingswithmagistrates (judgesandprosecutors),lawyers(600 younglawyersweretrained6groups with100studentseach),andeach groupattendedtwodaysoftraining onAlternativeSentences,Probation Servicesofficersclusteredasperthe relevantterritorialcoveroftheAppeal Courts(Tirane,Durres,Vlore,Shkoder, GjirokasterandKorce).Thetotalnumber ofPbSwhoattendedthetrainingswas 67officers.Duringthesessions,besides thetheoreticallecturebaseduponthe Manual,theparticipantsalsosharedtheir concernsinrelationtothepractical challengesthattheyfaceduringtheir workrelatedtothelegalframework andtheinterinstitutionalrelationship andbureaucracy.Thelastroundof capacitybuildingactivitieswerethe multidisciplinaryworkshops,which tookplaceinpersonin6regionsin Albania(aspertheAppealCourts TerritorialDivision),duringMay2021. Theseworkshopswereattendedby 104people,whichwererepresentatives ofthelocalPbS,Courts,Prosecution, Lawyers,Police,EmploymentOffices, VocationalTrainingcenters,municipality agenciesandNGOs.Althoughthe participantsshoweddifferentopinions inrelationtotheintegrationprocessof theconvictedpeoplewithAlternative Sentences,attheendtheyallagreed andwerecommittedtoincreasetheir contributionandsupporttothepeople whoareservingorhavecompletedan alternativesentence.Thefinalactivity oftheprojectwastheConference onAlternativeSentencesthattook placeonJune29,2021inTirana.The Conferencewasattendedbythehighest representativesofthejusticesystem,the MinisterofJusticeMrs.EtildaGjonaj,The DirectoroftheSchoolofMagistrates

understanding,attitudes,andbehaviors; therefore,itisveryimportantthatthe mediachallengesculturalandsocialnorms thattolerateorexcuseGBV,including domesticviolence,andpromotespositive socialchange.Studieshaveshownthat audience’semotionalresponsesand attributionsofresponsibilityareaffected, andcanbemanipulated,byhowmedia framesGBV,includingdomesticviolence stories.Thereare56audio-visual operators,thatisTVstations,(1national public,7nationalsprivate,and48locals private)inAlbaniathatreportonGBV, includingdomesticviolencecases,or/
Gender-basedviolence(GBV)isone ofAlbania’sbiggestsocialandhealth concerns.Itreferstothekindofviolence thatcausesorhasthepotentialtocause physical,sexual,emotional,mental,and/ oreconomicharmbasedonone’s gender.GBVandinparticulardomestic violencecasesgeneratemediacoverage. Themediahasahugeimpactonpublic anddiscussaboutthesecasesintheir programs.Theactivityoftheseoperators issupervisedbytheAudio-Visual MonitoringAuthority(AMA).Recently thereisanincreasedconcernamong women’srightsactivistsandotheractors thatthewaythatTVstationsreporton GBV,includingdomesticviolencecases, isnotethical,isambivalent,andinsome

cases is in breach of the law and the journalists’codeofconduct.Toaddress thisconcern,SCI’sproject“Investigating gender-basedviolencerepresentation inAlbaniantelevision”aimstoimprove media coverage of GBV, including domesticviolencecases,so thatthey promotegenderequalityandpositive socialchange.SCIhired4juniorexperts withknowledgeandexperienceindealing withcasesofviolenceandspecifically violence against women, who were trainedinadedicatedmannerforthe methodologyofthissurvey.Monitoring was conducted over four months (March,April,May,June2021).Television programs and news editions were monitoredforthefourmaintelevisions inthecountry:TopChannel,Klan,RTSH andNews24.Theselectionoftelevisions wasbasedonseveralcriteria.TVKLAN andTOPCHANNEL became subject to monitoringduetotheirhighviewership and the status they hold as national televisions.RadioTelevizioniShqiptar (RTSH)-astheonlypublictelevisionand
News24tohaveavisualmediawitha profilededicatedtoinformationinthe list.Theprogramsincludedinmonitoring are classified according to 4 main typologies:social,topical,entertaining and informative. 622 TV programs and 235 news editions were always monitored,whichintotalincludeabout 76,000minutes,ofwhich11%belongto newsand89%toTVprograms.Afterthe monitoringprocess,themediaexpertof theprojectandthedataanalysisexpert draftedthereportwiththeresultsand theconclusionsofthemonitoringphase. Referringtothereport,the quantitative extentofreportingcases of gender- basedviolenceanda noticeablepositivedevelopmentofthe criticalreflectiononthephenomenon, isnotfollowedbyanimprovementof theeducationalrole of the media, to play an active impact onpreventing violenceagainstwomen. Meanwhile, the staff of the project is advocating with AMA to include the recommendationsoftheprojecttotheir Code ofConduct.

DuringJuly-September2021,SCIin partnershipwithtwoorganizations DoArtandPeopleinFocusimplemented “TiranaCycleProject”,partofArtivist StafeteprogramfundedbyEU.This projectwasacreativeandinnovative alliancethataimedtoempowerAlbanian civilsocietyorganizationsandyoung peopleintheirpathtochangeand createsocialawarenessonhuman rights,diversityandgenderequality throughthearts.OnJuly2021,SCI issuedacallforexpressionofinterest foryoungpeopleinTiranatobepartof thetrainings.55peopleappliedand22 participantswereselected.Theaimof theprojectwastotrainyoungpeople onpodcastmaking,filmmaking,graffiti, storytellingandphotographysothey canusetheirvoicetobringawareness throughart.Theyrecorded3podcast episodes,1shortmovieand2graffitias partofWallsofConnection.Thefirst episodeis:1.LivingasastudentinTirana (withtheparticipationofastudentasa

•SinceMarch2021,SCIadheresat theStandardCodeofAlbaniawhichaims toimprovetheworkeffectivenessofnonprofitorganizations,goodgovernance, transparencyandaccountability.
• SCIispartoftheworkinggroup for public consultation of the law on NGOs.
• Being Part of the WEBER 2.0 SCI contributes to the platform REFORMAJONE.ALsinceApril2021.
• On December 2021, SCI participatedontheforum“Civilservice andintegrityinpolicymaking”organizedby Think forEurope (TEN).
• SCI was part of the National ActivismDay(NAD)presentingTirana CycleProjectandtalkingaboutartivism.
• On June 2021, SCI was invited to“GivingCircles”,aneventorganized by Partners Albania to support three causesthatwilltransformlivesandbring sustainablesocialchangeforcommunities in need.
