Susan Tompor: New rules to make shopping for a mortgage less clunky BY SUSAN TOMPOR  DETROIT FREE PRESS (TNS)

Shopping for a new home now? Or planning to go house hunting this spring? You’ll want to pay attention to some new mortgage disclosures that rolled onto the scene beginning in October. The goal is to protect consumers from taking on too big of a mortgage, rushing into a loan before they understand the real cost or signing documents without realizing they’re agreeing to some cumbersome conditions. “It’s designed to bring the prospective homebuyer into a better position to understand the whole transaction,” said Andy Slettebak, director of lending for the nonprofit NeighborWorks America. Janneke Ratcliffe, assistant director of the Office for Financial Education at the Consumer Financial Protection Bureau, said the new disclosures are an improvement compared with previous disclosures. They were created to be easier to read and give consumers more information up front about the homebuying process. Three key features, she said, are: — A lender now must provide you a loan estimate form within three days of receiving your application. The three-page loan estimate discloses the estimated costs of taxes and insurance, and how the interest rate and payments may change in the future. You could spot potential risks associated with the loan, such as if this particular product possibly includes a penalty for paying the loan off early. Or maybe there’s a balloon payment — a larger than usual onetime payment at the end of the loan. One key bit of detail: This form allows you to better compare loans by seeing how quickly you’d reduce the loan principal in five years. You’d see the total mortgage-related costs over five years. Do some shopping for mortgages and a home before obtaining a loan estimate. Before you receive this new document, you need to provide the lender with your name,

your income, your Social Security number, the property address, an estimated value of the property and the desired mortgage. — Consumers must receive their closing documents at least three days before closing so they have a real chance to review the paperwork. Here’s where some extra consumer protection could shake up the process a bit. The new three-day window gives you a chance to compare your final terms to what you received earlier in that loan estimate. disclosures might create an inconvenience for some consumers who are particularly eager to close on their mortgage. Issues might arise, for example, if a last-minute change were to trigger the need for a new disclosure and yet another three-day wait before closing. Some closings could take longer while title companies gain more experience, according to Bankrate.com. So borrowers could want a longer rate lock of 45 days or 60 days, instead of a 30-day lock, given some uncertainties. Mike Lyon, executive vice president of operations for Quicken Loans, said the way he’s reading the regulations a customer would need to acknowledge that he or she received the disclosure documents electronically in order to close more promptly. If not, that closing could string out to 7 business days because of the way the rules are written. The CFPB’s compliance guide notes that if the disclosure is provided in person it is considered received on the day it’s presented. If it is mailed or delivered electronically, though, the consumer is considered to have received the closing disclosure three business days after it is delivered or placed in the mail. And then, the consumer has three days to review after that, stringing out the process. About 97 percent of Quicken’s clients receive closing documents electronically via the company’s MyQuickenLoans website, where the customer can instantly acknowledge the disclosure. If the consumer confirms receipt of documents received electronically, the creditor can consider it received on that date. And the

closing could take place more quickly. Lyon said there could be a learning curve when it comes to the timing. “I think it’s going to be a little bit of a bumpy ride up front,” Lyon said. — Consumers can do more research online before shopping for a house or mortgage. An online suite of tools at the CFPB site enables consumers to explore interest rate options in an area. The CFPB site has an “explore interest rates” feature that offers data from lenders and is updated each day. Consumers can scroll down a tool bar to select their state, enter in an estimate of the price of the house, and other information. Most consumers view the homebuying process, perhaps not surprisingly, as a complicated transaction, according to research by NeighborWorks America. So more information earlier in the game can be helpful. A “Home Loan Toolkit” is available too. You’d get a toolkit when you apply for a mortgage to buy a home or a consumer could download the tool kit at www.consumerfinance.gov/knowbefore-you-owe. One tip: If your credit is below 700, you will likely pay more for your mortgage. But if you work on improving your credit and wait to buy a home, you will likely save money. Some people who improve their credit can save $50 or $100 a month on a typical payment, according to the “Your Home Loan Toolkit.” 

Let the grill dry thoroughly, then coat with nonstick oil to help reduce future build-up. Safety:Operate a pressure washer only outside, far away from windows, doors and vents to reduce the risk of carbon monoxide gas from accumulating and potentially being drawn towards occupied spaces. Always wear goggles and closed-toe footwear when operating a pressure washer. Don’t spray near children, pets, electrical wires, or power lines. After use, allow the unit to cool down before storing. Dear Ken: Every time we run the hot water tap in one upstairs lavatory, we get a loud chattering. What should I do? – Doug Ken Moon

Plumbing noises that start all of a sudden are usually pretty easy to fix. They are almost always associated with a loose, broken or defective washer underneath the stem of a faucet or valve. There are a couple of styles to contend with here. The simplest is a rubber washer that is held with a little brass screw on to the bottom of the stem. First, turn the water valve off, then remove the handle and the big nut holding the faucet in place. Pull out the stem, and you’ll see what I’m talking about. Replace the washer and screw with new ones, and you should then be back in business. The other major kind consists of a cartridge that you remove and replace with a whole new one. Its’ analogous to putting a new engine block in an old car. You essentially end up with a brand new faucet. If you get a little bollixed up when you have everything apart, simply put all the parts in a plastic bag and haul them down to the local hardware store for an exact match.

Dear Ken: We’ve got both new and old paint on our exterior brick. How can we get it off? – Brenda The new stuff will probably respond better than the old, which has had extra time to soak deep into the pores of the brick. Try scrubbing with some mineral spirits or Goof Off and a wire brush. Then power wash. You may need to go through these steps several times before it fades away. If you have no luck, you’ll need to consider painting all the brick in some harmonizing color to match your trim and siding. Dear Ken: I flushed my water heater tank and it took over five minutes before the rust stopped coming. Is this a sign to replace it? By the way, it’s twelve years old. – Bill If your hot tap water isn’t rusty, you may have simply stirred up scaly material on the bottom of the tank. That’s a good thing, because now there is less of it to interfere with the actual water heating. Try another flush in a month or so. I don’t think you should buy a new one until you absolutely have to. You’ll know when it’s

time because you’ll see a small puddle of water around the bottom of the tank. If you have a 40-gallon model now, I highly recommend that you upgrade to a 50. They are not much more expensive, but the extra supply of hot water is definitely worth it. Dear Ken: I’ve got an old cedar chest. It was handed down to me by a distant cousin, but it’s full of moth ball smells. How can I deodorize it? It’s curious isn’t it? Since each odor--the cedar and the moth balls--is supposed to repel cloth-eating bugs, I wonder why they thought they needed both. Anyway, first, wipe it down with a damp cloth soaked in white vinegar and warm water. Remember, that wood doesn’t like to get wet, so damp only! And dry it out right away. Then get some medium grade sandpaper--like 120 grit--and sand down all the inside surfaces. Cedar wood--no matter how old--will release that lovely aroma you’d like to get back. In fact, the harder you rub, the stronger will be the smell. And it can be renewed and strengthened any time you want.  Ken Moon is a home inspector in the Pikes Peak region. Want to display your Halloween spirit right at the front door? These nine do-it-yourself projects are simple enough to be done by kids with an adult’s help, and use easy-to-find supplies. “The door to your house is basically the entrance to Halloween,” says Susan Spencer, editor in chief of Woman’s Day magazine. “It shows off your creativity. The projects really have to be easy and fun so they can be done together as a family.” NEW USES FOR POPULAR SYMBOLS Pumpkin Patch: Turn the front door into a giant, welcoming pumpkin. Cut orange wrapping paper and attach it to the front door. Cut oversize jack-o’-lantern features from sparkly gold wrapping or other paper and attach them to the orange paper with double-sided tape. To accent the door, place pumpkins of various sizes, shapes and colors on the stoop or porch, says Spencer, who also recommends glittering some. Cat’s Eyes: Transform a string of orange lights into black cats, and ring them around the front door or windows. Download a template from FamilyFun magazine (familyfunmag.com/printables) and trace the cat-head shape onto black card stock (marking where the eyes are). Cut out several heads and use a hole punch to make the eyes. Insert bulbs from a string of electric lights into the holes. Laminate the black-cat cutouts against weather, or hang the lights indoors so they’re viewable from outside. Skeleton bones: Take apart several large plastic skeletons and “frame” the front door with the bones. Use double-sided tape to attach them or wire them together like a garland. Add a string of lights or orange-and-black ribbon, says HGTV’s Smith. ALL EYES ON YOU “Nice to Eat You”: This toothy door is simple but effective. From a sheet of white craft foam, cut a row of teeth that will fit across the top length of your door. Cut two large eyes from yellow craft foam and pupils from black craft foam. Staple the pupils to the eyes. Staple removablefoam mounting squares to the backs of each shape (FamilyFun used two squares for each eye and three near the top of the teeth). Adhere the eyes directly above the doorway and set the teeth so they hang from the inside of the frame or attach directly to the door. Eyes Everywhere: Cut pupils out of black felt and attach to white Styrofoam half-spheres (available at craft stores and online). Use removable tape to stick spheres to the front door, according to this Woman’s Day craft. Make smaller “eyes,” attach them to skewers and stake them into potted greenery around the door. Monstrous Wreath: FamilyFun says this wreath “will keep an eye (or 10) on your kids.” Cut out the flat center from a plain, white paper plate. Paint the remaining outer piece of the plate and let dry. Cut eight to 10 teeth from the discarded center piece; glue the teeth to hang from the inside top of the ring into the open center. Glue large and small white pom-poms (or cotton balls) onto the plate, then glue black paper circles for pupils on each pom-pom. Cut out and glue on two yellow paper horns at the “head” of the plate. Googly-Eyed Wreath: Use a hot-glue gun to cover a white foam wreath with pingpong balls, building up layers so the wreath is fully covered. (It takes 2 to 3 bags of pingpong balls, bought online or at a sports store, says HGTV’s Smith.) Attach a small or large googly eye to each white ball. Attach the wreath to the front door with a metal or plastic hanger (rather than wrapping it in ribbon) to keep the wreath intact. “If you store it flat (so the balls don’t dent), it never goes bad,” says Smith. WREATHS THAT DO DOUBLE DUTY Halloween Terra Cotta Pot Wreath: Cristina Ferrare, co-host of Hallmark Channel’s “Home and Family,” decorated a burlap-and-moss-covered wreath with tiny pots filled with faux succulents before adding the telltale Halloween items: skulls, spiders and glittery black branches. Supplies may be found at craft and online stores, and any wreath that can hold the heft will work. When Halloween’s over, remove the spooky stuff and you have a pretty fall wreath for Thanksgiving. In the spring, the faux plants may be replaced with living succulents. Putka Pod Wreath: This wreath is covered with diminutive dried seed pods, called putka pods that resemble tiny pumpkins. They are sold online and at craft stores. Smith hangs her wreath with a wide burlap ribbon for a rustic look that easily transitions into Thanksgiving. The dried pods are delicate but don’t deteriorate, so this wreath, if stored carefully, may be displayed for years, says Smith. 

BiggerPockets Reveals the 10 Markets That Produced the Best Results for Real Estate Investors BiggerPockets (www.biggerpockets. com), the world’s largest online hub for real estate investors, today released its 2015 BiggerPockets Real Estate Investment Market Index. This Index analyzed the 50 largest US MSAs to determine those that were most likely to produce outsized returns for residential real estate investors between 2014 and 2015. BiggerPockets also breaks out those markets of the top 50 MSAs that were most likely to produce the worst returns for real estate investors. “If you can afford to buy a home in your local market, then by definition you can afford to buy investment properties

of the type studied in this dataset,” says study author Scott Trench. “This should be a good rear-view look at the returns achieved by ordinary Americans who purchased homes or investment properties in the largest U.S. markets.” Dallas, TX tops the list of real estate markets over the period studied, exhibiting strong price appreciation, while remaining a market in which investors saw strong rents relative to property values. Investors in Dallas stood to earn an almost 20% unleveraged return for residential real estate investments before expenses. Falling closely behind Dallas, Denver,

CO takes the number two spot, with gains driven largely by the strongest appreciation in home values of any major market studied over the period. Residential real estate prices increased a staggering 13.4% year over year across the Denver metro region. Rounding out the top 10 are three Florida markets, including Miami, Tampa, and Orlando; the two Texas cities of Houston and Austin; as well as Detroit, Las Vegas, and Atlanta.
