US homebuilder sentiment hits highest level since 2005 BY ALEX VEIGA THE ASSOCIATED PRESS
U.S. homebuilders’ confidence in the market for new homes is back up to levels not seen since the height of the housing boom a decade ago. The National Association of Home Builders/Wells Fargo builder sentiment index released Thursday rose this month to 60, the highest level since November 2005. The latest reading is unchanged from May, which was revised upward one point from 59. July’s reading is up from 53 a year ago. Readings above 50 indicate more builders view sales conditions as good, rather than poor. Builders’ view of current sales conditions and their outlook for sales over the next six months also rose. A measure of traffic by prospective buyers fell slightly. “As we head into the second half of 2015, we should expect a continued recovery of the housing market,” said Tom Woods, the NAHB’s chairman. The builder survey follows a report last month showing sales of new homes accelerated in May to the strongest pace since February 2008 after a sluggish start to the year. Sales rose 2.2 percent to a seasonally adjusted annual rate of 546,000. All told, new home sales are up 24 percent through the first five months of this year. June home sales data are due out next week. Strong job growth and relatively low mortgage rates have fueled the increase in sales. Borrowing costs are low by historical standards, though they have been rising in recent weeks. Mortgage giant Freddie Mac said Thursday the average rate on a 30-year fixed-rate mortgage increased to 4.09 percent from 4.04 percent a week earlier. The new level is the highest since last October. The big question is whether the heightened optimism will make builders willing to build more homes on “spec,” or before they’re sold. Builders typically invest in putting up more spec homes when they feel good about the likelihood that the homes will be snapped up sooner, rather than later. “We’ve been seeing a lower amount of speculative building than we usually do,” said Stephanie Karol, a U.S. economist at IHS Global Insight. More spec-home construction would also help alleviate a drop in the number of new homes for sale. Rising demand has caused the supply of new homes to dwindle to about 4.5 months, compared to the six months’ supply generally associated with a healthy market. Many builders also struggle with shortages of labor and land ready for home construction. Builders broke ground on fewer homes in May, though the pace of construction remains significantly higher than a year ago. Housing starts are up 6 percent through the first five months of the year. They reached a seasonally adjusted annual rate of 1.04 million homes in May. Home construction figures for June are due out Friday. While builder optimism may be back to housing-boom levels, the pace of home construction remains far below. In June 2005, housing starts hit a seasonally adjusted annual rate of 2.05 million homes.

Two-tier system in mortgage market means higher costs for some borrowers BY E. SCOTT RECKARD LOS ANGELES TIMES
Even as the housing and mortgage markets are stabilizing, many borrowers with good credit remain shut out of the home loan market or saddled with a new array of fees and extra costs. Lending standards may have loosened since the end of the Great Recession six years ago, but mostly for buyers with excellent credit scores of more than 700, analysts say. Borrowers with minor credit dings, or down payments of less than 20 percent, still can’t get access to federally backed loans once considered mainstream. Lenders are instead routing them into higher-cost Federal Housing Administration mortgages, designed for low-income or bad-credit borrowers. The cost of such FHA loans has also jumped, with hiked upfront fees for private mortgage insurance and monthly
insurance payments that now are locked in for the entire loan period — regardless of the borrower’s payment record or escalating home equity. Such onerous insurance amounts to “poor person’s tax,” said John Taylor, chief executive of the National Community Reinvestment Coalition, a financial advocacy group for lower-income and minority neighborhoods. Increasingly, working and middle-class borrowers are also paying that tax, which can amount to tens of thousands of dollars in extra costs. Those with fair-to-good credit — scores of 620 to 700 — usually can’t qualify for low-cost mortgages backed by government-sponsored financing giants Fannie Mae and Freddie Mac, which buy or guarantee more than half of the nation’s mortgages. In the first three months of
this year, only about 1 in 6 of the loans written to Fannie Mae standards went to such middle-tier borrowers, according to Fannie Mae data. The trends amount to a two-tiered mortgage market that heavily favors the affluent over the masses of workaday borrowers, experts and advocates said. “Older, wealthier, white borrowers will be able to get loans all day long,” Mortgage Bankers Association President David H. Stevens, a former FHA commissioner, told an industry conference this spring in Raleigh, N.C. For lower-income borrowers, lenders are “pulling up the gangplank,” Taylor said. The rigid underwriting and high fees come as a reaction — or an overreaction, many experts argue — to the mortgage credit debacle that triggered a global
financial crisis. Until then, Fannie and Freddie, though chartered by the government, operated as publicly held companies. They were bailed out by Uncle Sam, and they remain wards of the government despite having returned to profitability and having paid more dividends to the Treasury than they received in bailout funds. Officials at Fannie, Freddie and the Federal Housing Finance Agency, which regulates them, say they have tried to encourage lending to lower-income and minority borrowers by reducing certain fees; clarifying when lenders must repurchase soured mortgages; and, this year, beginning to accept down payments as low as 3 percent. But Melvin L. Watt, director of the Federal Housing Finance Agency, said it can’t stop lenders from imposing higher
credit standards than required. “No one wants to return to the excesses and abuses of the past, and FHFA is taking steps to ensure that this does not occur,” Watt told a Realtors conference in November. “But the message we have tried to send is that we need to find a way back to responsible lending to creditworthy borrowers across all market segments.” Lenders are ramping up efforts to make low-down-payment loans, Fannie Mae spokesman Andrew Wilson said. Fannie reported that it acquired 2,100 mortgages from 370 lenders in the first quarter of 2015 with down payments of 3 percent to 5 percent, out of a total of about 300,000 loan acquisitions. “We’re actively trying to reduce the cost of underwriting affordable mortgages and making them more available to CONTINUED ON PAGE 11
The Fed teases interest rates hikes; What’s your move? BY ALEX VEIGA THE ASSOCIATED PRESS
It’s no longer a matter of if, but when. The interest rate on everything from credit cards to adjustable-rate mortgages could soon be headed higher. The Federal Reserve signaled once more on Wednesday that it will likely begin raising its benchmark interest rate later this year. The rate has been near zero since December 2008 as part of the central bank’s strategy to stimulate job growth. Keeping the federal funds rate so low has lowered the expenses of consumers with variableinterest rate debt, such as credit cards. After an initial rate hike, the Fed says interest rates would likely remain at very low levels for quite some time. One or two small rate increases would have a negligible impact on borrowing costs. “Consumers should be mindful of what the potential cumulative effect could be if the Fed raises rates several times over the course of a couple of years,” said Greg McBride, Bankrate. com’s chief financial analyst. Here are some steps to consider before interest rates begin climbing:
ASSESS YOUR DEBTS
Do you have any variable-interest loans, such as credit cards, an adjustable-rate mortgage or home equity line of credit? These are the types of loans that will be primarily affected by changes in the federal funds rate. That’s because the annual percentage rate, or APR, on these loans is typically a combination of a percentage rate that’s determined by the borrower’s credit score plus the prime rate. The prime rate is a benchmark interest rate that tends to follow the trajectory of the federal funds rate. If the Fed funds rate is steadily rising, so will the prime rate, translating into a higher overall interest rate on many consumer loans.
GAUGE RATE HIKE IMPACT
Many economists anticipate that the Fed will begin rising rates as soon as September. They predict, at most, two increases of 0.25 percent in the Fed’s benchmark rate this year. Going by that forecast, borrowers wouldn’t see much in the way of added interest costs. For example, take a $5,000 credit card balance. A 0.50 percent increase would amount to about $2 a month or roughly $24 annually in extra finance charges, said Paul Siegfried, senior vice president and head of TransUnion’s card business. The borrower in this example would also see his or her minimum monthly payment increase as well. That’s because it is typically based on a combination of finance charges, which would rise along with the prime rate, plus a percentage of the balance.
“This is not something that has necessarily a big impact on your household budget, because of the payment flexibility, the ability to make minimum payments,” McBride said.
CONSIDER REFINANCING
Although the Fed appears unlikely to raise interest rates quickly, it may be a good time to consider options for refinancing any debt that would be affected. The prospect of rising interest rates makes balance transfer credit card offers particularly appealing. Generally, such offers include an introductory period to pay off the balance with no, or a sharply reduced, interest. The period can last for a year or more. Introductory balances for credit cards were not always at zero percent. That became the norm over the past six or seven years, because the federal funds rate has been so low. Before that, it was common to see card balance transfer offers of 3.9 percent for periods ranging from 12 months to 21 months. But when the Fed begins raising rates, that will make it less attractive for banks to offer these deals. “As the costs of funds go up, institutions may not be able to issue such an aggressive or competitive price,” Siegfried said. “The question is, where is that point?” Homeowners may be tempted to access the equity in their home to refinance their debts. That can make sense, especially because mortgage interest payments can be deducted come tax time. But remember there’s a trade-off: Shifting unsecured debt onto a loan that’s secured by your home. Getting a fixed-rate personal loan from a bank or from a peer-to-peer lender, where individuals borrow money from a pool of investors, may also be a good option. Rates on those loans can be lower than credit card rates, and they’re fixed. Note that they’re not immune from rising rates, so if you’re going to refinance, it’s best to do so before any rate hikes begin to kick in.
PUSH FOR PAYOFF
A balance transfer or other form of refinancing can lower your interest rate costs or shield you from hikes temporarily. But it’s best to see it only as a first step. Instead of trying to merely lower their interest rate costs, borrowers should make a plan to pay off the debt as soon as possible, said Peter Ashby, a certified financial planner in Roseville, California. “It makes sense to seek a lower interest rate once a plan is in place to reduce the debt and future spending,” he said.

more aspiring homeowners,” said Freddie Mac spokesman Brad German, noting that Freddie has cut certain fees. Not everyone is persuaded by the calls to loosen Fannie and Freddie’s standards. American Enterprise Institute fellow Edward J. Pinto, a former Fannie Mae chief credit officer, said the FHA is already taking on too much risk by insuring low-down-payment loans for borrowers with poor credit and limited income. “It’s not a good idea to have government agencies competing to see how low they can go,” Pinto said. Borrowers with credit scores as low as 620 are in theory eligible for loans backed by Fannie and Freddie. But to compensate for extra risks, the companies impose hefty extra charges on loans to borrowers with lower credit scores and down payments, which translate into higher interest rates. What’s more, many lenders — burned by legal expenses related to housing-boom-era mortgages — impose penalties, known as overlays, on less-thanstellar borrowers. Freddie and Fannie sort loans into eight credit tiers, the top level being 740 and up. In May the average credit score for home-purchase loans at the companies was 757 with a 19 percent down
payment, according to Ellie Mae, a company that processes mortgage applications for lenders. The average applicant denied a Fannie and Freddie home-purchase loan had a third-tier score of 705 and an 18 percent down payment. (Borrowers can be denied for various reasons, including debt payments that would chew up too much of their income.) The average score for an FHA loan that closed in May was 688, with a 5 percent down payment. FHA insurance is supposed to be available for borrowers with scores of 580, or even lower in some cases, but most lenders have imposed heavy surcharges on less-creditworthy applicants, and many cut off FHA loans at scores of 640 or even 680. First-time buyers Blake Dobson, an insurance broker, and Samantha Dobson, a content editor for a social media company, bought a condominium in May 2014 for $258,000 with an FHA loan. They couldn’t qualify for a Fannie or Freddie mortgage because his credit score was too low, they had a small down payment and they didn’t have long histories at their employers. Their loan required the FHA minimum of 3.5 percent down, but they also had to fork over thousands of dollars in upfront insurance fees. On top
of that, they are paying $277 a month for the FHA insurance. Those premiums can’t be dropped even if rising home prices boost their home equity, now about 10 percent, to more than the traditional 20 percent threshold for avoiding mortgage insurance on new loans. “That’s groceries and gas for a month,” Blake Dobson said of the insurance payments. FHA loans, which accounted for 9 percent of residential mortgages in 2000, fell to less than 2 percent of the market as subprime lending peaked in 2005 and 2006. As home prices crashed and battered banks tightened lending standards, FHA loans soared to more than 20 percent of mortgages in 2009, and they still made up about 12 percent of the market in 2013 and 2014. With Fannie and Freddie loans hard to come by, some analysts worry that loan officers and Realtors may be steering customers into FHA loans simply
because it’s easier to do so. If the borrowers are minorities, lenders may risk violating the 1968 Fair Housing Act, which forbids racial and other discrimination in housing. The U.S. Supreme Court recently ruled that the law applies even if there is no evidence of overt bias. The court ruled that statistics showing a banking practice has a “disparate impact” on minorities are enough to prove a violation. Data collected under the federal Home Mortgage Disclosure Act shows African-Americans and Latinos are only half as likely as white people and Asians to get a loan at all, a pattern that prevails in California as well as nationwide. Blacks and Latino borrowers are also far likelier to wind up in so-called government mortgages, which are loans backed by FHA or the Department of Veterans Affairs and bundled into Ginnie Mae mortgage securities.
