Here’s what it would take for adjustable-rate mortgages to stage comeback BY CAROLYN BIGDA  CHICAGO TRIBUNE

Adjustable-rate mortgages often have lower interest rates than their fixed-rate counterparts, at least initially. Why are they overlooked? It could have much to do with the home loans receiving a bad rap during the housing meltdown, so borrowers are likely still dodging them, says Dave Jacobin, president of 1st Mariner Mortgage in Baltimore. “There were all kinds of crazy adjustable-rate mortgage offerings out there,” Jacobin says. Some of the loans were 10-year ARMs, which adjust annually after the first 10 years. Other loans adjusted after just the first or second year. The guidelines for ARMs during the bubble “allowed a lot of people to get into loans that probably shouldn’t have been in those loans and really didn’t have a chance for success from the get-go,” Jacobin says.

‘PICK-A-PAY’ LOANS CAUSE TROUBLE Another adjustable product offered pre-crisis was the payment option ARM, or “pick-a-pay” loan, in which borrowers had a large or small monthly payment of their choosing such as: • An amount that’s part of an amortization schedule for a 15- or 30-year term. • An interest-only payment. • A minimum payment. Borrowers who chose to pay just the minimum found themselves experiencing negative amortization, which is when the amount owed increases — even after the borrower makes a payment. “Everybody banked on the fact that housing values were going to continue to increase, but we all know that that wasn’t the case,” Jacobin says. “When housing values are decreasing at a rapid pace and your balance on your mortgage that you owe is increasing,

that’s a recipe for disaster — and that’s what happened.” ARM MARKET SHARE DIMINISHES In 2005, ARMs commanded 38.5 percent of the mortgage market, according to an analysis by the Federal Reserve Bank of New York. A decade later, Ellie Mae reports that ARMs account for only 5.3 percent of all mortgages originated during September 2015. Uncertainty over the interest rate environment could also be contributing to borrowers’ aversion to ARMs. More people see increasing risk in the marketplace and are choosing to stay away from ARMs as a result, according to a RealtyTrac report. WHEN WILL ARMS MAKE A COMEBACK? Two things would have to happen for adjustable-rate mortgages to

make a comeback: Mortgage rates would have to significantly increase and homes would have to become less affordable. “If affordability goes down, people flock to adjustables in order to be able to afford more,” says Michael Moskowitz, founder and president of Equity Now in New York. The vast majority of adjustable-rate mortgages are sold to homebuyers who are suited for them, Jacobin says. He uses the following scenario as an example: If the 30-year fixed rate reaches 6 percent but a 10-year ARM hovers around 5.375 percent, people may start turning their attention to adjustables. “If you know you’re not going to be in the property for 10 years or even if you know you’re going to be in the property for 10 years, but you know you’re going to be able to pay the principal down significantly or you’ve got an inheritance coming or you’ve

got property to sell … (an ARM) makes a lot of sense,” Jacobin says. Borrowers who have a flat base salary but get a large bonus at the end of every year may also benefit from an adjustable-rate loan, he explains. ARMs are suitable for buyers who have planned out their lives, adds Moskowitz. KNOW THE RISKS INVOLVED If you’re considering an adjustablerate mortgage, be sure you’re fully aware of all the moving parts of this loan type, Jacobin advises. That includes understanding the index to which the loan is tied, the periodic rate cap and the lifetime rate cap. “Be sure that if you’re going to be in that property when those adjustments hit, that you are able to make the monthly payments without putting too much of a (strain) on the rest of your financial picture,” he says. 

CREATE A HOME MAINTENANCE AND REPAIR BUDGET Don’t break the bank when your washing machine stops or the hot water heater leaks. Create a budget now for expected maintenance projects, and set aside extra funds for those unexpected, emergency repairs that always seem to occur at the most inopportune time. According to financial pros, you can expect to spend about one to four percent of your home’s value annually on repairs and maintenance. 2. CLEAN REFRIGERATOR CONDENSER COILS Help your refrigerator live longer and stay cool by cleaning the condenser coils. Appliance repair pros say it’s the No. 1 refrigerator maintenance task. Condenser coils, which are located under or behind the refrigerator, eventually become covered with dust and pet hair. Keeping the condenser coils clean can save up to 10 percent on your energy bill. A professional cleaning costs around $100. However, you can do it yourself with a vacuum cleaner and an inexpensive coil brush. 3. SERVICE YOUR GARAGE DOOR Regular garage door maintenance ensures safety and helps prevent costly repairs. In many houses, the garage door is the most used door — and it’s a big, heavy one. Hire a garage door pro to check the tracks, rollers and hinges; tighten screws and bolts and lubricate the moving parts. According to professionals and Angie List members, garage door inspections cost $40 to $100. 4. HIRE A CHIMNEY SWEEP Regardless of whether you use a woodburning fireplace or a gas log fireplace.

A gas fireplace burns clean, meaning there’s no creosote or soot, but you want to be sure the ceramic logs, valves and connections work properly. A gas log fireplace poses the risk of carbon dioxide poisoning if not properly ventilated. For wood-burning fireplaces, highly flammable creosote builds up in the chimney walls and can cause a fire if not removed. The National Fire Protection Agency (NFPA) advises hiring a Chimney Safety Institute of America (CSIA) Certified Chimney Sweep. Also, inspect the chimney for debris,

such as bird nests or other objects that could block ventilation. 5. SCHEDULE A FURNACE TUNE-UP Annual furnace inspections and cleanings cost less than $100, but can potentially save you hundreds of dollars in repairs by keeping your HVAC system in optimal working condition and catching problems early. HVAC maintenance contracts typically cost $150 to $500 per year. Don’t forget to change the furnace filter as a clogged air filter puts extra stress on your HVAC system. 
