Message from the CEO Wrapping up 2017

As we wrap up the holiday season and 2017, it provides each of us with an opportunity to pause and reflect on the many things for which we are grateful. It has been our privilege to work with so many of you on important business and community issues, to represent you and make sure your collective voice has been heard over the last 12 months. We thank you for your Chamber membership and investment in our community. We are confident your membership has provided great value to you and your business. What many don’t realize is your membership also provides great value to our community as a real investment in the future of Springfield and Sangamon County. No community or its economy ever stays the same - we are always moving in one direction or another. Your success really does influence the success of others and the community as a whole, indeed, “a rising tide lifts all boats.” Our mission and vision statements sum it up well. Our mission is to enhance our members’ success and advance our economy. Our vision is to be a catalyst that helps create a strong, growing economy through talent, leadership and collaboration. This year, as a result of your investment in membership (and your own success), we have had the honor of coordinating, facilitating, and participating in many significant efforts from leadership development opportunities to cybersecurity training to enterprise zone expansions for local and national companies. We have assisted local employers with specific workforce needs and led significant community projects and accomplishments over the last year, like the First United Methodist Church Redevelopment effort and the EmberClear project, just to mention a few. See the projects and accomplishments section below for more details regarding our successes.

Projects and Accomplishments • Provided extensive cybersecurity training to our members and investors including, but not limited to, the growing level of security issues facing businesses, technical support, insurance guidance, and legal advice. • Partnered with energy experts CQI Associates to offer members an Energy Purchasing Cooperative Program. Members who receive their electricity and/or natural gas services through Ameren can join the energy co-op, which leverages the power of a large group to negotiate lower commercial utility rates, budget stability, and year-round customer support. • Hosted a rebroadcast of The John Maxwell Company LIVE2LEAD leadership development event. Nearly 200 local business leaders participated in the event. 2

• Received the U.S. Chamber’s 5-Star Accreditation – the highest level of accreditation – achieved by only 1% of the 7,000 chambers across the United States. • Created and led the redevelopment plan of the former First United Methodist Church to be completed in 2018, including developer attraction and securing numerous sources of funding to underwrite the complex project – Tax Increment Financing (TIF), New Market Tax Credits, and Historic Tax Credits. • Created ‘Shoes & Brews – a wildly popular event with over 600 attendees, featuring local businesses and their “shoes and brews.” • Hosted our most successful Corporate Cup Golf Outing in 22 years.

Projects and Accomplishments • Staff members Josh Collins and Chris Hembrough graduated from the University of Oklahoma Economic Development Institute. • Assisted EmberClear with securing an option on property and the process of receiving an enterprise zone extension, paving the way to build a natural gas power plant with an estimated investment of over $1 billion in Sangamon County. The project will create between 500 – 800 construction jobs over a 28 month period and 30 – 40 permanent jobs. • Assisted Levi, Ray & Shoup, Inc. with the process of receiving an enterprise zone extension, providing significant incentives for their multimillion dollar expansion, which will allow for the creation of many jobs. • Assisted Solomon Colors with the process of receiving an enterprise zone extension to assist the company with its competitive advantage, creating further opportunities for growth.

Hembrough graduates from economic institute Chris Hembrough graduated from the University of Oklahoma Economic Development Institute (OU EDI) on November 9, 2017 at the OU EDI Fall session held in Fort Lauderdale, Fla. OU EDI provides a broad spectrum of advanced education for the economic development professional. Students complete 117 hours of instruction in classes that focus on three major core areas including: Business Retention and Expansion, Real Estate, and Finance, as well as areas of concentration in Marketing and Attraction, Strategic Planning, Entrepreneurship, and Managing Economic Development Organizations. Peter Abramo, Dean, said, “OU EDI is the premier organization dedicated to training economic development professionals. These graduates represent some of the finest economic development practitioners in the U.S. working to support their local communities. My congratulations to them.” Beginning in 1962, OU EDI is celebrating its 55th year of service to the economic development community. Fully accredited by the International Economic Development Council, the program has trained over 4,500 graduates and remains the world’s leading economic development teacher.

Fall 2017 Economic Outlook Survey results released The Greater Springfield Chamber of Commerce released the results of its fall 2017 Economic Outlook Survey on Tuesday, November 14 at The Chamber’s annual Economic Outlook Breakfast held at the University of Illinois Springfield. The Survey Research Office at UIS has partnered with The Chamber since 2008 on the Sangamon County Economic Outlook Survey.

The survey is conducted twice a year in the spring and in the fall and has examined the economic perceptions, expectations, and challenges businesses, non-profit organizations, and public sector entities face. Specifically, the survey asks representatives of organizations who are members of The Greater Springfield Chamber of Commerce to provide responses to a number of questions pertaining to the organizations’ economic outlook over the next 12 months.

Biggest Obstacles

The Economic Outlook Survey enhances the Business Retention and Expansion program to get indicators of how our local employers view the current state of the economy and what their needs are. It is hardly a surprise that our local businesses, non-profits and government institutions have higher, yet cautious expectations regarding the economy given the fact the State of Illinois finally has a budget for the first time in over two years. Some of the key indicators that we look for in the survey are expected growth, biggest obstacles, and the topical section that changes with each survey.

Expected Growth

Each year respondents are asked what their expectations are for both the overall Sangamon County economy and for their own business and organization. This fall 33% expected growth of the overall economy compared to 31% a year ago. However, respondents’ expectations for their own businesses remain largely positive or stable for the next 12 months. Respondents expect growth in gross revenue/sales (55% compared to 49% last fall), total number of employees (30% compared to 26% last fall), and overall status of their own organizations (50% compared to 43% last fall), while expecting capital investment and profitability to remain roughly the same. The contrast between businesses’ view of the overall economy and their own firms is consistent with businesses usually optimistic about their own business.

The survey asked respondents to identify their three biggest challenges for their organization over the next 12 months from a list of thirteen challenges (including the option to specify some other, unlisted challenge). It is no surprise that 58% of respondents list state government finances as one of the biggest challenges facing their organization. Rounding out the top challenges facing businesses and organizations were consumer confidence and spending (45%), followed by government regulations and taxation (45%), and the availability of skilled/trained workers (30%).

Topical Section

The topical section of the survey focused on online presence and e-commerce. The survey found nearly all respondents’ firms/ organizations (97%) have an online presence, with 39 percent selling goods and/or services online. Thirty-eight percent of respondents indicated online competition had no effect on their organization’s growth, somewhat more report a positive effect (36%) than a negative effect (27%) of online competition on their business growth. Leadership Springfield now accepting applications for the Class of 2019 In our mission to enhance our members’ success and advance our economy, The Greater Springfield Chamber of Commerce is proud to foster more than 30 years of continuous leadership development. Over 900 graduates have had the opportunity to develop their leadership skills, engage in meaningful civic projects, network with fellow professionals and, most importantly, be part of a program that’s dedicated to improving our community. The purpose of Leadership Springfield is to identify, motivate and professionally develop emerging leaders from a cross-section of the community and to help them develop their potential for community leadership by exposing them to the realities, opportunities

and challenges of our community.

Over the course of eight months, participants will learn a number of leadership development capabilities and develop awareness of our community in the areas of Tourism & the Arts; Health Care; Education; State Government; Homeland Security & Public Safety; Community 101; and Poverty & Diversity/Inclusion Awareness. The participants are also challenged to exercise creativity and problem-solving skills by working on projects for the benefit of area not-for-profit organizations. EmberClear announces partnership with Siemens EmberClear Corp. announced in October a partnership with Siemens USA, who will be providing technical and financial assistance for a proposed $1 billion, natural gas power plant in Pawnee, Illinois. This 1,100 megawatt natural gas plant is estimated to create more than 500 construction jobs and 30 – 40 permanent positions for the area. “The partnership with Siemens USA is the culmination to the year-long project coordination with The Greater Springfield Chamber of Commerce, the village of Pawnee, the City of Springfield, Sangamon County, and the labor community to bring this $1 billion external investment to the area,” said John Kinnamon, Vice President Midwest of EmberClear.

“Siemens is well known and well respected as one of the world’s leading industrial manufacturers,” said Andy Van Meter, Chairman, Sangamon County Board. “They bring tremendous financial resources and further credibility to this project. It sends a strong message when a company such as Siemens is willing to invest in a $1 billion project right here in Sangamon County.” EmberClear received the Enterprise Zone designation from Sangamon County earlier this summer and from the City of Springfield last month.

The leaders in the labor community played a positive role in helping gain community support. “LIUNA Local 477 is proud to be a partner in such an important project that will help fuel the economic engine of this community for many years to come,” said Brad Schaive, Business Manager, Labors

“This confidence vote, provided by both Sangamon County and the City of Springfield governments, helped solidify this capital investment,” Kinnamon stated. “The collective effort of many individuals and organizations has moved us another step closer to a successful project,” said Springfield Mayor Jim Langfelder. The next phase of the process is to finalize the Enterprise Zone designation by the State of Illinois, acquire proper permitting from the Illinois Environmental Protection Agency and secure a permit from the Midcontinent Independent System Operator, (MISO). This is estimated to take anywhere from 18 to 24 months. The objective is to break ground in Q4 2019 with completion in Q3 2022.

Opening eyes during Business Education Week This October, business professionals got a first-hand experience of the day-to-day lives of today’s teachers and students through Business Education Week. Community members were involved in the “Business Professionals in the Classroom” program, and experienced building relationships with students and learning about the needs of schools. The week is intended to help individuals interact with students, discuss industries and professions, and get a firsthand look at what is happening in our local schools.

The Business Professionals in the Classroom program is open to all professionals and allows them to teach a lesson related to their career or assist a teacher in their daily routine. The professionals get a detailed view of how a typical classroom is managed and what teachers encounter with today’s students. Additionally, this gives company representatives an opportunity to see where they can become involved in education for Sangamon County. Marty Kerns from Peoples Bank & Trust was a local volunteer who participated in Business Education Week. “I was impressed with the teacher and that he took a real interest in his students,” Kerns said. “Additionally, the students were amazing, with a lot of questions, which helped to keep it relevant to their needs and interests. Register for The Greater Springfield Chamber Job Fair The Greater Springfield Chamber Job Fair will be held on March 22, 2018 at the Crowne Plaza Hotel from 3 p.m. to 6 p.m. This event is a great opportunity for businesses to screen a large number of candidates in a short period of time, as well as prepare organizations for seasonal hiring. Last year’s career fairs had close to 50 employers participating from the central Illinois area, making The Chamber career fairs some of the largest career fairs in the area.

The Chamber has been organizing bi-annual career fairs since 1998 because it recognizes the need that employers have with regard to recruitment and hiring. Company representatives are

continually impressed with the professionalism and the high quality job seekers that attend these job fairs. Over 400 job seekers traditionally attend these events, and they are seeking full-time and part-time positions, from entry-level to experienced opportunities. Job seekers are informed to be prepared with a resume and other employment documents, as well as be dressed professionally and ready to network with employers. Additionally, there will be space available that day for individuals to fill out applications and for companies to conduct interviews. Presenting sponsor is Lincoln Land Community College.
