Chris Hembrough President and CEO In a recent edition of the Update Magazine we mentioned our collective, community-wide desire to eventually return to some sense of normalcy, as well as our desire to open the doors to some of your favorite Chamber offerings. Understanding all things remain fluid and could change in a moment’s notice, as of this writing, we plan to host two of our most popular events which were postponed earlier this year, The State of the City (page 7) and Small Business Awards (pages 10-11) luncheons. Chamber guidelines for such meetings and events have been established and can be found on page 6 of this magazine and on our homepage. Rest assured the health, safety, and comfort of our members and participants are our top priority. Appropriate guidelines, precautions, and procedures for in-person

meetings permitted in Phase 4 of the Restore Illinois Plan will be followed.

Attendance at the State of The City and Small Business Awards luncheons will be limited. Each event will utilize multiple rooms and each room will have its own registration/check-in area. All rooms will have enough space for social distancing to be observed, and no more than 50 people will be allowed in each room. After lunch is served the respective programs will be live streamed to each room. While not ideal, these venues will allow us to hear from the Mayor and to celebrate the achievements of our small businesses.

CHAMBER COVID-19 GUIDELINES FOR MEETINGS & EVENTS • • • • •
The Greater Springfield Chamber of Commerce (GSCC) has implemented proactive measures to enhance safety precautions for in-person meetings that are permitted in Phase 4 of the Restore Illinois Plan. The health, safety, and comfort of our members are top priorities during the COVID-19 pandemic. GSCC cleaning protocols and safety standards at our offices are intended to mitigate the potential transmission of COVID-19, and our employees have been advised on best practices to assist with those efforts.

GSCC meetings and events will follow the recommendations and requirements included in the Restore Illinois Phase 4: Revitalization - Meetings and Social Events Guidelines, and future government requirements that are applicable to any particular meeting or event. The Phase 4 Meetings and Social Events Guidelines can be reviewed in full at https://dceocovid19resources.com/assets/ Restore-Illinois/businessguidelines4/meetings.pdf.
Provide face coverings to attendees who need one. Provide hand sanitizer. Arrange seating to maintain social distancing requirements. Minimize use of coat checks. Display visual markers to assist attendees in maintaining social distance of at least 6 feet. Provide electronic programs, packets, etc. ahead of time as an alternative for attendees who do not wish to handle physical documents. Discourage the exchange of business cards. Request that attendees refrain from hand shaking.
The threat of COVID-19 requires us all to be flexible and understanding. These guidelines may change from time to time as necessary to abide by future guidance from the government and health care professionals. GSCC will monitor the effectiveness of these guidelines and may make modifications to address issues as they arise.
All meetings and events are unique, and GSCC will use safety protocols and guidance appropriate for each individual gathering. When applicable, GSCC will: • Utilize venues that follow the aforementioned Restore Illinois guidelines as well as operate with enhanced cleaning and hygiene procedures to minimize potential risk. • Encourage members and participants to comply with current COVID-19 guidelines from government agencies and health care providers. • Display signage at each event indicating recommendations or requirements as they pertain to face coverings, social distancing guidelines, or other guidelines. • Make arrangements to limit attendees congregating during entry and exit of events. • Registration will be limited as noted in the Phase 4 Guidance.

MAYOR TO PROVIDE REVIEW AT STATE OF THE CITY LUNCHEON The State of the City Luncheon will be held on Wednesday, September 23 at the President Abraham Lincoln Springfield - a Doubletree by Hilton. Mayor Jim Langfelder will review accomplishments and challenges of the past year, outline priorities for the upcoming months, and provide the administration’s perspective on the City’s outlook.

GOVERNOR ANNOUCES EMERGENCY RENTAL
AND MORTGAGE ASSISTANCE PROGRAMS On August 10, Governor Pritzker released guidelines for emergency assistance for both renters and homeowners unable to make rent or mortgage payments due to a loss of income related to the pandemic. Many people have experienced layoffs, furloughs, or reductions in pay due to COVID-19 that could qualify them for this assistance. The programs are funded through Illinois’ allocation of federal Coronavirus Relief Funds from the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Due to high demand, the emergency rental assistance program (details can be found at era.ihda.org) will likely be closed by the time you receive this publication. However, the emergency mortgage assistance program does not begin until August 24.
EMERGENCY MORTGAGE ASSISTANCE PROGRAM Applications will be available beginning August 24, 2020, at 9 am for the Emergency Mortgage Assistance Program (EMA). The program will assist homeowners who have experienced a COVID19-related loss of income resulting in past due mortgage balances
beginning in March 2020. Approved applicants will receive up to $15,000 paid directly to their mortgage servicer. Assistance will cover homeowner’s past due or forbearance balance and their regular mortgage payments through December 30, 2020, or until the funding is exhausted, whichever comes first. Payments may include all escrowed first mortgage expenses including property taxes and insurance. The assistance will be in the form of a grant and repayment will not be required. Applications for EMA will be accepted from August 24 through September 4. Due to anticipated high volume, the application window will likely close prior to September 4. The Illinois Housing Department Authority will use a third-party entity to select a pool of applications to be reviewed for eligibility.
