As we begin the summer, it is a good time to look back at the first half of 2019. This year has been filled with numerous opportunities, significant work representing the interests of our members, and The Chamber’s relocation to downtown Springfield. We hosted several can’t miss, major events and professional development opportunities. The Annual Gala, the John Maxwell Live2Lead Leadership Development event, the State of the City Luncheon, our three-part Developing Powerful People Skills series, and the Small Business Awards of the Year luncheon. Each provided substantial community engagement and information, venues for leadership and professional development, and opportunities to make “connections that matter” and to build your business and
We have made critical advancements and investments in all four of our core functions, but none more than our increased business advocacy efforts. As a leading voice of and for business we have done important work supporting pro-business, pro-growth public policy, while opposing public policy that would create unnecessary regulation and negatively impact the business climate and therefore our members. The Chamber recently moved to our new offices in the Centre @ 501 at the corner of Fifth and Capitol in downtown Springfield. The Chamber played a significant role in bringing together the right development team and ownership in order to see the redevelopment of the former First United Church become a reality. The prominent property, which was empty for nearly a decade, has been redeveloped into mixeduse commercial and residential space to address the need for additional downtown residential units, and to promote downtown investment and revitalization. See page 6 for information on an open house for members to see our new office.

The Chamber moved into its news offices at the Centre@501 at the end of May. This new development, which includes over 11,000 square foot of commercial space and 25 one and twobedroom apartments, was formerly the First United Methodist Church. The Chamber facilitated the development project and committed to being its main commercial tenant, occupying over 5,000 square feet of the former sanctuary.

As a part of our advocacy efforts, Chamber President and CEO Chris Hembrough represented our members and the local business community at Chamber Day, an advocacy event hosted by The Illinois Chamber of Commerce and The Illinois Association of Chamber of Commerce Executives. Pro-business advocates from across the state gathered in Springfield on March 20 for legislative updates on critical issues regarding the business climate, the regulatory environment, and the state of our State. Our 2019 Board adopted Policy Agenda clearly states The Greater Springfield Chamber of Commerce, as a significant voice of and for business, has an obligation to represent the interests of our members to all levels of government and to the public. The Chamber supports pro-business, pro-growth policies that encourage entrepreneurship, development, job creation and investment. We oppose public policy that creates unnecessary regulation and negatively impacts the business climate and therefore our members. Our advocacy efforts – representing the interests of our members – have increased significantly. We have tracked local, state, and federal legislation, informing you of how it may impact your business or organization, as well as the community at-large. We have weighed in with lawmakers on many occasions, supporting public policy and legislation that is good for business and opposing those that would negatively impact our members. We have asked you, our members, to take action as well, by weighing in with lawmakers on critical issues. FALL JOB FAIR OFFERS PRIME RECRUITMENT OPPORTUNITY The Greater Springfield Chamber of Commerce is offering employers an opportunity to seek out qualified candidates for openings in their businesses or organizations. The 34th Annual Small Business Awards (SBA) luncheon is being held on Tuesday, June 18 from 11:30 a.m. – 1:00 p.m. at the Crowne Plaza Springfield Convention Center, located at 3000 S. Dirksen Pkwy. At the luncheon, The Chamber honors outstanding entrepreneurs whose ingenuity, hard work and innovation have created and promoted a successful and growing business in the Springfield area.

VA BENEFITS FOR ASSISTED LIVING Every day people just like you are confronted with important decisions about the care of their elderly loved one while keeping in mind their comfort, safety, dignity, and well-being. You are not alone in this process. If your loved one needs assistance with daily activities, an assisted living apartment may be the answer you are looking for – but can you easily afford it?
Usually seniors have Social Security, savings, and a small pension to provide for their retirement years. Many have additional stocks, 401K, and a home they can sell for additional income. One benefit many veterans and/or their spouses could utilize is their Aid & Attendance Benefit to cover costs of caregivers in the home, assisted living or a nursing home. This extra income, for seniors that are struggling to pay for the care they require, will help ease their financial stresses. The 2019 monthly Aid & Attendance benefits are listed below. Married Veteran with Care Needs $2,230 Married Veteran with Spouse Needing Care $1,476 Single Veteran $1,881 Surviving Spouse $1,209 Aid & Attendance Benefit The Department of Veteran Affairs offers a special benefit to war era veterans and their surviving spouses called Aid and Attendance. This is a tax-free benefit designed to provide financial assistance to help cover the cost of long term care in the home, in an assisted living facility or in a nursing home. This Benefit is for those veterans and surviving spouses who require the regular attendance of another person or caregiver in at least two of the daily activities of living such as bathing, dressing, eating, toileting, and transferring.
Eligibility Requirements •
Must have served at least 90 days of active duty with at least one day during a period of war.
•
Must have anything other than a Dishonorable discharge.
•
A surviving spouse must have been married to the veteran at the time of his passing.
•
Must require the assistance of another person to perform some of the daily activities of living.
•
Must meet income and countable asset criteria established by the VA.
•
Must be 65 years and older or totally disabled.
Eligible Periods of War World War II: December 7, 1941 – December 31, 1946, inclusive. If the veteran was in service on December 31, 1946, continuous service before July 26, 1947, is considered World War II service. Korean conflict: June 27, 1950 – January 31, 1955, inclusive. Vietnam era: The period beginning on February 28, 1961, and ending on May 7, 1975, inclusive, in the case of a veteran who served in the Republic of Vietnam during that period. The period beginning on August 5, 1964, and ending on May 7, 1975, inclusive, in all other cases. Persian Gulf War: August 2, 1990, through date to be prescribed by Presidential proclamation or law. PROBLEM OF OPIOID ABUSE AND ADDICTION Opioid addiction remains the most prevalent health issue faced by Americans today. Street drugs are cheaper than ever before and often laced with fatal substances such as fentanyl, methamphetamine or carfentanil. The number of people overdosing on drugs continues to rise at an alarming rate, despite the billions of dollars that have been poured into solving the opioid epidemic. Among its victims are people from every walk of life. The Vietnam war lasted 20 years. During those 20 years, 58,000 soldiers died. In 2017, 72,000 deaths were attributed to opioid overdose. If statistics hold true, opioid deaths will approach 80,000 in 2019. The central question as to why people get addicted has still not been fully answered. People abuse drugs because it makes them feel good; some drugs also make day to day problems of life easier to cope with. There are two very important factors underlying the causation of this illness. First, 15 to 20 percent of the population has a genetic predisposition that makes them more likely to become addicted. Most of us take pain medication and all it does is take away the pain. Nothing more nothing less. People who are genetically predisposed to addiction get a real buzz and say it makes them feel very happy and relaxed. Second, there is a high prevalence of psychiatric illnesses amongst the population. Among the 20.2 million adults in the U.S. who experience a substance use disorder, 50.5%—10.2 million adults—had a co-occurring mental illness. Rather than recognizing this for what it is, people tend to use street drugs to cope. This problem has been made worse by poor access to psychiatric care and misconceptions surrounding the recovery process. Many people believe that severe withdrawal is a pre-requisite for treatment and recovery. They believe using medically assisted treatment is ‘just substituting one drug addiction for another’. However, thanks to newer treatments such as suboxone, clonidine derivatives, and vivitrol, withdrawal can be controlled, and recovery can be achieved over time, without suffering. Since drug use alters the chemistry and structure of the brain, there is no “quick fix”. The brain takes time to heal because the receptors that produce the high during drug use become more active over time. Even after stopping, they require activation and lead to withdrawal symptoms and cravings. Use of FDA approved medications help the brain deactivate these pathways and return the pathways to normal levels of responsiveness. These drugs allow people to avoid the terrible symptoms associated with drug withdrawal. In addition to the medication, time needs to be spent focusing on the psychological and social aspects of the illness. This means treating the underlying psychiatric conditions, looking at the economic and social situations, and improving family support systems and relationships. This comprehensive method of treating the biological, psychological, and social aspects of the illness ensure that the whole person is cared for and increases the likelihood of total recovery.
