the business community. We continue to provide business resources and support, as well as make the necessary adjustments and changes to several upcoming leadership and professional development opportunities, and to several key events. Over the last several weeks it has been our privilege to:

When we put the February Update Magazine on the shelf, we had no idea we would be living in a very different world when we published our April edition. The emergence and spread of the coronavirus turned our world upside down. Today the crisis continues. The Governor’s Executive Order to “stay-athome” has been extended to April 30. The continuing concern regarding COVID-19, coupled with the fact that the health of our members, employees, and the communityat-large are our top priority, means the Chamber office remains closed to the public. However, Chamber staff continues to work remotely during this time providing maximum support for our members and community as we engage with local, state, and federal leaders, both related to this crisis and other issues important to

ESTABLISH THE CHAMBER BUSINESS RELIEF FUND: We established the Fund to provide small grants to Sangamon County businesses to act as a bridge, a lifeline to assist with the longterm sustainability of the businesses negatively impacted by the COVID-19 crisis. As of April 10, we have provided grants to 35 small businesses for a total of over $37,000. The Chamber seeded the Fund with $15,000. A HUGE thank you to the many businesses and individuals who contributed to the Fund and made this effort possible. A full list of donors can be found on page 6. ADVOCATE FOR CRITICAL PROGRAMS AND LEGISLATION: We worked with others in our community, region, and state gathering the necessary documentation to demonstrate the impact of COVID-19 on more than 3,000 businesses across the state. As a result, the U.S. Small Business Administration (SBA) approved Illinois’ eligibility for disaster assistance loans for Illinois small businesses impacted by the COVID-19 crisis.
We joined other chambers of commerce and business organizations across the nation asking for and securing several key pieces of federal legislation including the CARES Act which includes the Paycheck Protection Program, and supports the healthcare system, economy, business community, employees, and their families.

PROVIDE CRITICAL INFORMATION IN CHALLENGING TIMES: We created our COVID-19 Business Resources webpage, continue to provide up-todate information on the site, as well as access to educational opportunities regarding new legislation, employment law, and funding opportunities.
As we move into the weeks and months ahead, we will continue to represent your interests, provide needed resources and support, and we will once again open the doors to those critical events for both professional development and strategic connections. Assisting you with these opportunities to both grow your team and grow your business is always our goal. As always, we are grateful for our partnership and the privilege to serve you. APPLICATIONS FOR LEADERSHIP SPRINGFIELD DUE JUNE 30 The application for the Leadership Springfield Class of 2021 (beginning September 2020) is available on The Chamber’s website in the Leadership Springfield area under the Member Services menu. Leadership Springfield is the premier leadership training program in the Capitol City. During a 14 week series of half day programs, participants gain leadership skills and in-depth exposure to critical issues affecting the Springfield area. Participants interact with community leaders and decision makers who share diverse perspectives on significant accomplishments and opportunities within the Springfield community. The program aims to develop, strengthen and equip local professionals to benefit the Springfield area. Interactive professional development is a cornerstone of the program. Curriculum topics for the program typically include Leadership Development, Education, Healthcare, Public Safety, Government, Strategic Planning, Team Building, Technology & Innovation, and Tourism. When clicking on the link to the online application, individuals will be prompted to create login credentials. This allows the applicant to access the application, save their progress and log out in order to return to either make edits or complete it. Applications must be submitted by 5 p.m. on June 30, 2020. Applications will be reviewed in July and applicants will be notified of their selection status later that month. SMART TECHNOLOGY PART OF OUR DAILY LIVES
Smart technology is increasingly becoming a part of our daily lives. Smartphones in our hands and smart devices in our homes connect us with an abundance of data, all at our fingertips. Kurt Bialobreski, P.E., PTOE, an assistant vice president and the chief innovation officer at Springfield-based engineering firm Hanson Professional Services, has made understanding how smart technologies can help clients a priority for the firm. Through the company’s work in civil engineering, staff members have started looking for ways to use smart city concepts and data analytics. These concepts are familiar to Kurt, but he is surprised when he hears about them outside the office — such as during a commercial break for “Meet the Press.” “I was fast-forwarding through the commercials, when I noticed two advertisements I thought were unusual,” he said. “I rewound the recording and watched a commercial from IBM about its Smart Cities initiative. The second was an Esri commercial about data analytics and ‘the science of where.’ ” He had seen a similar IBM commercial before, but the Esri commercial was different. “I’m not sure most people would be familiar with Esri and its software and analytics products. I use Esri products daily, but the goal of the advertisements seemed to be explaining smart cities and analytics, because without these explanations, it’s hard to imagine how these concepts can be applied to our lives.” What is a smart city, and how does it use analytics? To engineers and planners, smart cities are environments in which individual data collection devices connect to larger, more diverse systems that enable improvements in efficiency, safety and even experiences. Analytics is the process of using the data to generate something that changes behaviors and improves outcomes. As more gadgets connect to the internet, we can utilize data to make smarter decisions in our daily actions. These principles can be applied to any interaction between people and the built environment. We may interact with smart systems daily and not know it. Kurt has two smart features at his home: the water meter and a new solar power installation. “Both systems collect data that can be monitored remotely, informing my family of our water and electricity usage and energy production,” he said. The next time you drive to work, think about all the devices your car could connect with to update your route, improve your quality of life and make your city smarter!

CHARITABLE GIVING STRATEGIES UNDER THE TCJA
Under the Tax Cuts and Jobs Act (TCJA) of 2017, charitable giving and tax strategies have changed for the simple reason that some agribusiness taxpayers may no longer itemize their deductions because of the larger standard deduction. With amounts being $12,200 for single taxpayers and $24,400 for married couples, taxpayers can consider the following strategies for charitable giving.
Gifting Grain Gifting grain can be a great way to make a charitable gift versus a cash donation. If your total itemized deductions don’t exceed the standard deduction, giving a cash donation may not provide you with a tax deduction. By giving grain to your favorite charity, the cash basis farmer will exclude that gifted grain as taxable income, saving federal and state income tax as well as self-employment taxes. By doing this, you exclude income and take the standard deduction. This can benefit the charity while helping you save taxes. Here are some things you need to know about giving grain to charities: • Contact your local grain elevator or cooperative and transfer bushels of grain from your name to the name of the charity • Ask the elevator or cooperative to prove a warehouse receipt to the charity (or some form of support) • Inform the charity that you made this gift and provide them a contact at the elevator or cooperative so they can call and sell the grain
Giving Your IRA Required Minimum Distribution This strategy is another way to receive a tax benefit when making a donation (even if your total itemized deductions are not higher than the standard deduction). The tax law requires that in the year you turn age 70½, you take a minimum distribution from your IRA. This is calculated based on an IRS life expectancy table and determined at the end of the calendar year. These distributions are taxable in the year you receive them. However, the tax law also allows these taxpayers to make a direct contribution of this required amount to charity. These Qualified Charitable Distributions (QCD) must be made directly from the custodian of the IRA to the charity. Taxpayers are also limited to $100,000 per taxable year for the amount of QCD that may be excluded from gross income.
Major Takeaways The TCJA changes to the standard deduction have impacted how agribusiness taxpayers benefit from charitable giving. Planning and reviewing these strategies in detail can help you get a maximum tax benefit.
