Councilmember Alexis Mercedes Rinck, who sponsored the legislation, said during the Sept. 15 council meeting that “Every family is different, but every single one deserves equal protection under the law,” Rinck said. People who testified in support of the proposal described hiding relationships related to concerns about employment, housing and other forms of discrimination. Richard Gilmore, 73, told councilmembers that he is part of a four-person polyamorous family approaching its 26th anniversary. He described keeping that part of his life private because of concerns about workplace discrimination. Seattle joins a growing number of cities that have adopted protections related to consensual nonmonogamy. Olympia
approved similar protections earlier this year, while Portland, Berkeley and Oakland are among cities elsewhere that have enacted related measures. The Seattle Office for Civil Rights will be responsible for enforcing the expanded protections alongside the city’s existing civil rights laws. The office investigates discrimination complaints involving employment, housing, public accommodations and other areas covered by city law. The June 1 effective date gives the City time to prepare for implementation and conduct education and outreach before the new protections take effect. For Seattle residents, the ordinance does not change who can marry or establish a new legal definition of family. Instead, it expands who is protected from discrimination under laws Seattle already has.
Vote Early, Track Your Ballot: What Washington Voters Need to Know for Nov. 3 Laura Marie Rivera

ashington voters will begin receiving local ballots for the Nov. 3 general election in October, while King County’s overseas, service and out-of-state ballots were mailed Sept. 18. At a Sept. 2 Seattle press conference, U.S. Sen. Maria Cantwell and Washington Secretary of State Steve Hobbs released a report on late-postmarked ballots in the August primary. The statewide latepostmark rejection rate rose 32% from the 2024 primary; it more than doubled in 19 counties and rose more than 300% in Mason and Stevens counties. King County moved in the opposite direction, with its rate falling 20.2%. Cantwell’s report links the increase in many counties to Postal Service transportation and processing changes. USPS says its postmarking practices themselves have not

he gold Tesla Cybercabs appearing on Seattle streets may look like driverless taxis have arrived. They haven’t. The Cybercab was designed as an autonomous taxi, but the vehicles currently traveling Seattle streets have driving controls installed and humans behind the wheel. The Seattle Department of Transportation lists Tesla’s local operation as Level 2 automation, meaning the person behind the wheel remains responsible for driving. Seattle’s autonomous vehicle program has not reached the point where companies can simply send cars onto city streets without someone ready to take control. The most advanced testing currently permitted by the City is Level 3. Only Zoox and NVIDIA hold those permits, and NVIDIA has suspended its Seattle testing. Zoox is listed by SDOT as conducting intermittent Level 3 testing. Waymo and Woven by Toyota are also collecting information on Seattle streets, but their vehicles are currently being driven manually. The difference between those levels comes down largely to who is responsible for driving. At Level 2, the vehicle can assist with steering, acceleration and braking, but the human remains the driver. At Level 3, the automated system can take over the driving task under certain conditions, although a human must be available when the system asks them to take control. Level 4 is the significant jump. The vehicle can drive itself within the conditions it was designed to handle without depending on a human backup driver. Those conditions could restrict the vehicle to particular roads, geographic areas, speeds or other circumstances. If the system can no longer safely operate, it must be capable of reaching a safe condition on its own. That is when a Seattle resident could potentially call a ride and have a car arrive with nobody behind the wheel. There is currently no announced timeline for that to happen in Seattle. The City’s existing autonomous testing program still requires a trained human test driver who can take control. SDOT says it is preparing for potential state or federal legislation that could eventually allow commercial autonomous vehicle service. And companies have hurdles to clear before getting there. Even today’s Level 3 testers must notify the City before testing, identify their vehicles, certify driver training, carry insurance and provide first responders with instructions for interacting with their vehicles. Collisions and other reportable incidents must also be disclosed. Washington has additional requirements for vehicles operating without anyone inside. Companies must certify that the automated system can perform the entire driving task within its intended operating conditions and safely respond to a system failure. State rules also require at least $5 million in liability coverage per occurrence. Seattle, meanwhile, is trying to answer some of the practical questions before the driver disappears.
ew protections taking effect next year will apply to employment, housing and public accommodations, but do not change marriage law or require employers to provide benefits to multiple partners. Seattle residents will have broader protections against discrimination next year after the City Council unanimously approved changes to the city’s civil rights laws. The legislation adds pansexuality and asexuality to Seattle’s definition of sexual orientation and explicitly protects people in consensual relationships involving consensually nonmonogamous relationships. The change means those characteristics will be covered by Seattle’s antidiscrimination laws in areas including employment, and housing. In practice, an employer could not make a hiring or firing decision because a worker is asexual or pansexual or because they have multiple consensual partners. A landlord similarly could not discriminate against an otherwise qualified tenant because of their protected relationship structure. The ordinance does not legalize plural marriage or create a new legal relationship status. It also does not require employers to provide health insurance or other benefits to multiple partners. The legislation reaches beyond polyamory. It also clarifies protections involving cohabitation and reflects families that may

The postmark date therefore may not match the date a voter placed the ballot in the mail. “So what does that mean? That could mean days that your ballot is delayed,” Hobbs said.
Cantwell warned: “Ballots were rejected because they lacked a timely, verifiable postmark, or arrived too late to be counted.” Washington law allows mailed ballots that arrive after Election Day to be counted if postmarked by Election Day. In June, the U.S. Supreme Court ruled in Watson v. RNC that federal Election Day
statutes do not override state laws like Washington’s allowing those timely postmarked ballots to arrive later. The Trump administration has separately sought new federal restrictions on mail voting. A March 31 executive order called for federal voter-eligibility lists and

Dear Concerned, ou’re not alone – lots of adult children step in to help aging parents with their finances. Whether it’s paying bills, handling bank accounts, filing insurance claims, or sorting through taxes, taking on these responsibilities can feel tricky. The key is to approach it with respect, organization, and the right safeguards. Here’s how to help your mom without stepping on her independence. HAVE A CONVERSATION
Talking about money can be sensitive, especially with a parent who values doing things on her own. Start with a gentle, respectful conversation. Share your concerns and offer to help with her bills or other chores. If you have siblings, loop them in too. Knowing the whole family is on the same page can reassure your mom that everyone cares, not that you’re taking over. GET ORGANIZED
If your mom is open to your help, the first step is getting organized. Make a clear list of her financial info, including monthly bills like utilities, phone, cable, and credit cards; bank and investment accounts; company benefits like retirement plans or pensions; insurance policies, including life, home, auto, long-term care, and Medicare; and copies of recent income tax returns. Having everything in one place will make managing her finances much smoother for both of you. LOCATE LEGAL DOCUMENTS
Now’s also a good time to see if your mom has essential legal papers: a will or trust, an advance directive with a living will and
health-care proxy, and a durable power of attorney for finances. If she doesn’t, now’s the time to get them in place. If she does, make sure they’re up to date and that you know where to find them. SIMPLIFY FINANCIAL TASKS
To make life easier for both you and your mom, set up automatic payments for her bills and have her income go straight into her bank account. If her accounts and investments are scattered, consider consolidating them – it makes everything much simpler. You can also get her banking and investment accounts online so you can pay bills and monitor everything anytime, without digging through papers or making extra trips. SET UP PROTECTIONS

VOTERS, FROM 1 new ballot-mail requirements. A later USPS rule added a federal portal, voter-data and envelope requirements. Courts blocked the changes for the 2026 election, and on Sept. 14 the U.S. Supreme Court left an injunction in place preventing USPS from imposing them before Nov. 3. Washington’s existing election procedures remain in effect. The practical advice: don’t wait until Election Day to mail a ballot. USPS recommends mailing more than a week before the deadline. Washington election officials recommend using an official ballot drop box as Election Day approaches; ballots deposited by 8 p.m. Nov. 3 are guaranteed on time. Voters who want a mailed ballot to receive a postmark dated the same day can also take it to a Postal Service retail counter and request a manual postmark free of charge. Cantwell’s advice was succinct: “Vote in a ballot box or vote very, very early.”
HOW WASHINGTON PROTECTS THE VOTE
Washington has voted by mail statewide since 2011. Votes are recorded on paper ballots; signatures are checked against voterregistration records; only one ballot per voter can be accepted; and, after verification, ballots are separated from identifying envelopes. VoteWA lets voters track whether a ballot was mailed, received, accepted or challenged.
Elections also undergo pre-election testing, post-election audits and ballot reconciliation. King County adds controlled access to processing areas, more than 85 security cameras and documented chain-of-custody procedures. “Now people are trying to weave a lot of distrust into the United States system of vote by mail, and it’s inexcusable. We know that this system works,” Cantwell said. Hayward Evans, president of the Seattle King County NAACP, said that in Washington “voting by mail is not an alternative system, it’s our voting system.” Port of Seattle Commissioner Toshiko Grace Hasegawa, who is also a candidate this year for King County Council District 2, said, “Voting is how communities speak for ourselves.” She added: “Every eligible voter deserves a meaningful opportunity to be heard, because our democracy is strongest when every community has a voice.” Hasegawa faces Rebecca Saldaña in the District 2 race. Brenda Mann Harrison, president of the League of Women Voters of Snohomish County, put it simply: “Our democracy works best when everyone has a voice.”

For King County voters, local voters’ pamphlets are mailed Oct. 13, ballots Oct. 14 and ballot drop boxes open Oct. 15. Online and mail registration changes are due Oct. 26; in-person registration continues through 8 p.m. Election Day. There is plenty on the ballot.

King County Council District 2 voters will choose between Saldaña and Hasegawa; District 4 incumbent Jorge L. Barón is unopposed. The simplest checklist may be the most useful: check your registration, read your ballot, sign the return envelope, return it early and track it.
In 2025, SDOT developed technology that can turn information from Seattle’s 911 system into data shared with autonomous vehicles and navigation providers, potentially helping vehicles avoid emergency scenes. The City has also been studying accessibility, affordability, worker impacts and how autonomous vehicles should interact with public streets and services. The Cybercabs now drawing attention around Seattle are a visible sign that autonomous vehicle companies are interested in the city. But they are not a sign that Seattle is suddenly about to fill with cars driving themselves. For now, the most advanced active testing permitted by the City remains Level 3, with a human inside. Level 4 is the point where that person can disappear, and Seattle isn’t there yet. This version is closer to what I’d actually put in the paper. It doesn’t stop to announce “The Big Jump Comes at Level 4” or “Before the Driver Disappears.” It just reports what people are seeing, tells them where Seattle actually is, explains what has to happen before genuinely driverless cars show up, and gets out.
Seattle’s Economy Isn’t in Decline. So Why Are Businesses Struggling?
A new economic assessment says Seattle remains strong but increasingly fragile. For the city’s small businesses, that distinction may already be showing.
L
uigi’s Italian Eatery has survived more than a decade in Pioneer Square. On Sept. 19, it served its last customers. Owner Angela Williams has cited rising food costs, insufficient customer traffic and a roughly 40% increase in rent. After years of adjusting the business, she told reporters the numbers no longer made sense. The closure comes just days after the Seattle Office of Economic Development released an independent assessment of the city’s business climate. Its conclusion is more complicated than either the image of a booming technology hub or a city in decline. Seattle is not in decline, the assessment found. The economic model behind much of its prosperity is becoming increasingly fragile. The report, Seawall: Building a Resilient Seattle Economy, was commissioned by the City in 2025 and produced by consulting firm Formation. One of its central concerns is not that Seattle failed to grow, but how it grew. Between 2014 and 2023, companies with at least 100 employees accounted for 74.5% of net job growth in the Seattle metropolitan area. Midsize businesses accounted for 16.6%, while small businesses accounted for just 8.9%. Seattle’s success in technology and other industries also helped drive up the cost of living and doing business. High-paying industries bring jobs and wealth, but the resulting costs squeeze businesses with thinner margins, including restaurants, childcare providers and manufacturers.
The Office of Economic Development says competitiveness and affordability are increasingly inseparable. Luigi’s experience also complicates another encouraging statistic: people are coming back downtown. About 3.7 million unique domestic visitors came downtown in July, according to the Downtown Seattle Association, 112% of July 2019’s count. Hotel demand also exceeded 2019 levels. But weekday worker traffic tells a different story. Downtown averaged about 150,000 workers per weekday in July, just 64% of the daily average recorded in July 2019. For a restaurant, that distinction matters. A busy weekend or major event does not necessarily replace thousands of office workers buying coffee, lunch and dinner throughout the year. Williams said Luigi’s did not receive the World Cup boost it had expected despite the crowds downtown. Customer behavior has changed, while many of the costs of operating a brick-and-mortar business have not. Not every closure, however, tells the same story. Bok a Bok’s final Capitol Hill restaurant closed temporarily in October 2025 after serious structural damage beneath its kitchen required extensive repairs. Owner Brian O’Connor initially hoped to reopen, but by August announced it would instead close permanently after 10 years. O’Connor also said circumstances in the owners’ lives had changed. That is a different explanation from Luigi’s. But Bok a Bok had already been confronting economic pressures.
In 2024, the company closed its University District and White Center locations while trying to reduce its dependence on third-party delivery services. O’Connor said DoorDash had represented 65% of sales, but delivery-app margins had become so thin the company experimented with hiring its own drivers. A broken pipe does not prove Seattle caused Bok a Bok to close. It raises a different question: how much room does a small business have to absorb something going wrong? Economic resilience is partly about whether otherwise viable businesses have enough margin to survive rising rents, repair bills or changing consumer habits. The Wilson administration’s response suggests City leaders recognize Seattle cannot depend indefinitely on the economic formula that fueled the previous decade.
An executive order signed Sept. 9 calls for a Resilient Seattle Economy Task Force bringing together business, labor and community leaders. The administration will also explore a Strategic Initiatives Fund and examine permitting and other City processes with the goal of making it easier to open, operate and expand a business. Seattle already offers smaller businesses capital assistance, storefront repair funding, consulting services and tenantimprovement grants. The Office of Economic Development says its Storefront Repair Fund has helped about 700 businesses, while its Capital Access Program has distributed $6.9 million to nearly 300 qualifying businesses. Whether that is enough remains an open question. Formation’s assessment does
not suggest abandoning the large employers that drove Seattle’s growth. It argues Seattle needs to retain those companies while building an economy in which businesses of more sizes and industries can grow alongside them. That makes the debate over Seattle’s business climate more complicated than deciding whether taxes, wages, regulations, rent, crime, remote work or changing consumer habits deserve the blame. For many businesses, several pressures can exist at once. Seattle remains wealthy, innovative and capable of attracting enormous numbers of people. Its economy is not collapsing. The concern raised by Seawall is whether the city can remain prosperous without making it increasingly difficult for the smaller businesses that help make Seattle livable to survive.

The B-52s Aren’t Ready to Leave the Love Shack Just Yet By Dave Gil de Rubio
I
n the world of professional sports, the saying is no one ever beats father time. The adage extends to entertainers, making the idea of farewell tours ever more ubiquitous as performers age. And while last year’s Cosmic De-Evolution Tour that paired the B-52s with Devo was billed as a farewell tour of sorts, the subhead on the tour name read “One Last Orbit (Maybe?),” casting the idea that, at least in the case of The B-52’s, fans might not be seeing the last of them. It’s more about reducing the wear and tear of being on the road, according to founding member Fred Schneider. When asked if it was a matter of the band just not hopping on a bus again, Schneider scoffed at that ever having been a reality for the band. “In 2022, I swore I’d never get on a tour bus again,” he said with a chuckle during a recent interview. “I’m not getting on a bus to go from one date to another for more than six hours. That’s just not my kind of life and it wasn’t any of our kinds of lives. We were careful to say to our fans that we would do more shows after our final tour and still perform in special situations that don’t require all of the awful tour travel.” Given The B-52s’ penchant for a unique sound-fusing pop-culture camp, kitsch and weird guitar tunings that have the Athens outfit coming off like the house band for a John Waters movie, Schneider said fans will still experience the usual shenanigans they’ve come to expect whenever B-52s play a show. “What they always get, which is a real kick-ass rock show not a funny pop show,” he explained. “They can sing and dance along and have a great time. We’re the best excuse to let off steam.” A New Jersey native, Schneider never intended to be a musician. A move to Athens,
GA was prompted by the twin desires to pursue a career in ecology while escaping the New Jersey. “I wanted to be a conservationist and for some reason I thought taking wildlife management would have something to do with conservation -- and it didn’t,” he pointed out with a laugh. “I was stuck at the forestry school for two years, where I became the hippy of the forestry school, which is ridiculous. I wore Sears polyester bell bottoms and a polyester shirt and had long hair. I looked terrible.” On the brink of quitting school, Schneider switched to journalism after getting high marks from a class project. That eventually led to him to connecting with future bandmates Ricky Wilson and Keith Strickland around 1976. “Just as I was about to drop out, we had to do projects for creative writing,” Schneider said. “A friend said they were going to do a book of poetry and I thought that sounded easy. I was getting out of school, so I decided to do a book of poetry. I ended really liking what I was writing. You had to read in front of the class and that’s something I’m always nervous about doing. My poems were so out there that everyone sat there stone-faced except for a friend of mine who burst out laughing after each one. The poems had a really dry sense of humor. The teacher said they didn’t understand any of it, but he said he knew I was really serious so he gave me an ‘A.’ I brought some of those ideas to the band eventually.” He added, “I fell into music and hadn’t planned on it. I didn’t know what the hell I was going to be. I was more of a writer, but I couldn’t have sold what I wrote. I brought my writing ideas and things to the band and I think that was more of my contribution,” he said. “It turns out that I would more recite my lyrics -- talk/sing -- because I never
really sang. I didn’t sing in grammar school hardly. I didn’t sing in high school or college at all. I didn’t sing in college until I did some basement tapes with Keith [Strickland], but I’m not really singing on those. Well, finally I took voice lessons, so I can sing. I just have my own style.” While The B-52s have no plans to record new material, the band still plays select dates. Schneider says fellow band members Kate Pierson, Cindy Wilson and Strickland are working on their own projects. Schneider, last year had “Vampire Vamp,” his Halloween song with Ursula 1000, get re-released along with his Christmas album “Destination Christmas.” (“To sum it up, the ‘New York Times’ did a capsule review where they said, ‘Just when you think it couldn’t get any
worse at the North Pole, it does.’ That is the best review a person who doesn’t like typical Christmas music could get.”) As for his band’s longevity, he chalks it up to the equanimity practiced by all the band members. “We have a shared sensibility in addition to having shared everything equally,” he said. “We shared writing credits, except for one or two albums, which we changed. If I’m not on a song, I would go promote whatever single was out -- stuff like that. We shared royalties equally. We didn’t really have a leader. I wasn’t about to be told what to do by anybody and I don’t think anybody else was. We had some really great ups and some really bad downs, but we stuck together. And now Kate, Cindy and I connect more than we’ve ever done on stage and it shows.”
