Food movers STATISTICS give an insight into the effectiveness of Southern Food For All’s welfare operation: Since opening in October 1991 its members have distributed 54,814 weekly food parcels and 7893 Christmas hampers to those in need. That’s a lot of handouts. The Rosebud organisation provides food, emergency relief and support programs to people on the peninsula doing it tough on a daily basis. As a partner agency of Foodbank its members deliver food and interact socially with their clients, improving the lives of people experiencing hardship. Mornington Peninsula mayor Graham Pittock opened Southern Food For All’s distribution centre in Hinton St, Rosebud last week. The centre and a new van will assist members in their generous work. The group is always after volunteers to make a meaningful, positive impact on the community. Those getting involved can learn new skills, make friends and share experiences. Noise causes break down with RACV Stephen Taylor steve@mpnews.com.au CAPE Schanck residents upset over what they say is unjustifiable construction noise at the new RACV resort believe their concerns are not being given “sufficient weight” by Mornington Peninsula Shire. They claim the council has failed to properly consider or interpret EPA Victoria guidelines in approving the builder’s request for extended working hours which allows works on any day except Sunday up until 9pm on 36 separate or consecutive occasions.
“This is excessive, offensive and will be the cause of nuisance and loss of amenity to nearby residents,” objector Ian Renwick said. The mayor Cr Graham Pittock said he was “unaware” of any resident concerns over construction noise. The approvals by council allow Kane Constructions to make up for supposed lost time on the $50 million project – a seven storey, 30-metre high, 120 room complex on Trent Jones Drive. RACV Cape Schanck Resort project manager Brad Van Cuylenberg said work was “proceeding in accordance with the development plan and is on schedule for completion in 2018”.

“The project is progressing well with minimal disruption to resort operations, members or guests,” he said. Mr Renwick criticised a shire officer statement supporting the company’s request for extended working hours. Principal planner Krystal Blizzard had stated in a report: “Given the allowances provided by the EPA guidelines in terms of construction hours it was considered reasonable to allow the request to extend the hours to facilitate a quicker turn-around to finalise the development.” Mr Renwick: “Clearly this is the only possible explanation [as to] why council officers are failing to adequate-
ly take into account residents’ concerns about extended working hours, and failing to adopt EPA guidelines in relation to working hours and what constitutes noisy works. “Unlike Ms Blizzard, I do not consider council’s decision to be reasonable. Finalising a development quicker should not mean flouting EPA guidelines to the detriment or amenity of residents.” The site’s original construction environment management plan states: “The operation of all machinery, including transportation of materials to or from site, [is to be from] 7am-5.30pm Monday to Friday and 7am-1pm Saturday.

Students dance their way to shared win ROSEBUD and Dromana secondary colleges were finalists in this year’s Wakakirri Secondary School Challenge, with Rosebud being named joint winners with Hoppers Crossing Secondary. Rosebud had 65 students from years 7-12 involved in its seven-minute story dance piece “Hanging Rock”. The theme revolved around nature disrupting a pleasant school outing and the mysterious disappearance of five girls. A search finds one girl who is unable to recollect the details of her disappearance. This familiar 1900s tale proves that “horror truly is a warm, sunny day”. Rosebud student choreographers Molly Faulkner, Sophie Gains, Justine Topp and Holly Jordan developed the concept and choreographed the performance during weekly rehearsals over four months with the guidance of teaching mentors Brea Low and Anthea Mackenzie. The students were awarded best cultural history story at their first performance at Frankston Arts Centre on 1 August. From there they went on to perform in the state awards show at Hamer Hall on 12 September and won best amazing moment, best cast/ensemble, best combination of dancing and acting, best creative movement, best storytelling and the public speaking award. The students have been nominated for the national story of the year awards to be announced on 20 October on Waka TV. This is the third year that Rosebud Secondary has participated in the Wakakirri Story Dance Challenge, receiving state awards and national nominations each year and, last year, the national title.

Candidates lining up for poll positions Keith Platt keith@mpnews.com.au TWENTY-TWO candidates had signed up by close of business on Friday to contest next month’s election for the 11 seats on Mornington Peninsula Shire Council. The shire has six wards, with three councillors each in Briars and Seawinds wards, two in Nepean and one each in Cerberus, Red Hill and Watson. By Friday, just two of the shire’s 10 councillors – Hugh Fraser (Nepean) and Bev Colomb (Briars) - were listed as candidates by the VEC. However, Cr Antonella Celi (Seawinds) emailed The News to say she would be a contender; Cr David Garnock (Cerberus) has previously said he would be standing. Crs Anne Shaw and Andrew Dixon (Briars) and David Gibb (Seawinds) have said they will not seek re-elec-
tion, while Tim Wood (Red Hill), Tim Rodgers (Nepean) and the mayor Graham Pittock had yet to publicly declare their intentions. There has been no serving councillor in Watson ward since the May resignation of Lynn Bowden which did not require a by-election because of the scheduled 22 October poll. However, with nominations not closing until midday today (Tuesday 20 September) it is expected that many more candidates will register with the Victorian Electoral Commission, which is running the poll. The close of nominations signals the shire going into “caretaker mode” – a 32-day period which bans the current council making “inappropriate decisions” or “those that would affect voting at an election or decisions that may unreasonably bind an incoming council and could reasonably be deferred until after the election”.
A “special” council meeting last night (Monday) called for councillors to give the go ahead for proceedings aimed at forcing Mt Martha Tennis Club to relinquish leased land for an $825,000 skatepark (story Page 12); abandoning a planning scheme amendment that would have allowed a plane to be kept on private property abutting Tyabb airfield; subdivision of the former Carrington Park golf course, Rosebud; amendments to the Mornington Peninsula Planning Scheme; and supporting efforts to preserve the Dromana pier. The caretaker mode ban prevents shire staff and resources being used for election campaigning “or in a way that may improperly influence the result of an election”. Among non-councillors who have indicated they will stand but were not listed by the VEC on Friday are Lisa Dixon (Watson), Leigh Eustace (Bri-

ars), Sam Hearn (Briars) and Jane Clarke (Seawinds). A list of final candidates in ballot paper order will be available on the VEC’s website in the late afternoon. VEC senior communication officer Lawson Fletcher said information about candidates “will be progressively made available on the VEC website from Thursday”. New name win, but don’t rush to change THE Registrar of Geographic Names’ go ahead for changing Rosebud West to Capel Sound is confirmation that a community can play a role in shaping its own future. That’s the view of pro-name change advocate Terry Wright, who was instrumental in the yes campaign. “The efficiency of both our local council and the Victorian government in moving this to conclusion has been impressive,” Mr Wright says (“Capel Sound” Letters Page 11). “We are also grateful to our fellow 3940 residents for having the foresight to be prepared to accept some short-term inconvenience in order to build a better future for the generations to come.” The new name was formally gazetted on Thursday 15 September but will only take effect after government bodies and emergency services have updated their mapping systems. Mornington Peninsula Shire says residents and owners should maintain their existing addresses until they receive a letter from notifying them of their new address. The notification will include a copy of the gazettal notice and a list of agencies and statutory authorities that the council and the Office of Geographic Names will be notifying them about the name change. Emergency services will continue to recognise Rosebud West as a secondary name, with Australia Post continuing to recognise the secondary name for six months from the date of gazettal. Two faces behind portrait show WHILE speaking with portrait artists Fiona Bilbrough and Vicki Sullivan it becomes clear that their subjects are much more than mere objects to be represented as one-dimensional art. Sullivan likes to have lunch with her subjects and have at least two sittings in her Rye studio. The lunch provides a relaxed way “to study the structure of the head, skin tones and the character in the hands�. Bilbrough, who is exhibiting her works alongside Sullivan’s in a Portraits exhibition at Mornington Peninsula Regional Gallery, spends “many hours conjuring up a concept that will hopefully look appealing to me enough to sustain my interest long past the early hours of getting to know the model�. The interaction between artist and model can extend well beyond those times devoted to planning and application of paint. Bilbrough’s choosing to paint anti-domestic violence campaigner Rosie Batty has had a profound and ongoing effect. “Rosie is a woman who I felt should be painted in a manner that forced people to look again. Look again at the face behind the tragedy that unfolded in front of the world. One woman walking the path no woman should ever have to face,� Bilbrough says of the tragedy that was revealed when her estranged partner Greg Anderson murdered their 11-year-old son Luke during a regular cricket practice at Tyabb in 2014. “We still have an incredibly long way to go in changing not just the laws to protect all children but the many women and to some lesser degree men who courageously stand up for the wellbeing of their children,� Bilbrough says. The approaches taken towards portraiture by Sullivan and Bilbrough come from the same source: studying in Italy and a love of the Great Masters. “Since my travels, which took me all over Europe studying the Great Masters with a focus on still life and formal portraits, I’ve finally decided
I actually do have a preferred topic and medium: oil painting and portraiture,� Bilbrough, of West Rosebud says. “Portraits are so not forgiving. It’s certainly not for the faint hearted.� Sullivan, who credits Bilbrough as one of her teachers (along with Brian Armstrong in Australia and “maestro� Michael John Angel in Florence), describes herself and Bilbrough as “contemporary realist painters [who] have been practicing and learning the methods of the Old Masters and employing these age old methods while painting contemporary subjects, including commissioned portraits�. “I feel portraits are a wonderful intimate way to portray a subject,� Sullivan says. “Someone once said to me a camera captures, but an artist selects, and with a portrait painting it is more a personal insight into the person being painted. “I like my portraits to capture something deeper of the essence and character of the person while looking as if they could walk out of the painting and into the room. Portraits can be much more three dimensional than a photo.� Sullivan’s seven portraits in the exhibition feature actors Kerry Armstrong, John Waters and Steve Bastoni, opera singers Deborah Cheetham and Liane Keegan and footballer Paul “fish� Salmon. Sullivan and Bilbrough were invited to exhibit at the Mornington Peninsula Regional Gallery following their Woman Painting Woman exhibition at Burringa Art Gallery, Upwey, earlier this year. Their exhibition Portraits: Sullivan & Bilbrough opens at the gallery in Civic Reserve, Mornington, at 4pm Saturday 24 September. Night to give Maygan a lift SINCE the success last year of a campaign to raise money for a wheelchair-friendly car for Mornington mother and daughter Fiona and Maygan Garland, Glenn Browne and Melissa Marshall are out to raise money to install a wheelchair lift for Maygan. “We see Fiona struggling all the time to lift Maygan into the car and then the wheelchair up makeshift ramps. Melissa and I decided that we should hold a further fundraiser to raise the funds needed,” Mr Browne said. “It’s too hard on Fiona and Maygan is missing out on outings. She also has to rely still on taxis to get her to medical appointments which some-
times turn up late.” Mr Browne said the event had been organised over the past two months with “some fantastic donations” being made for a silent auction. Two Phase, Richard Dabbs, Glen Philp and Ron Vincent will entertain. The $30 entry also includes finger food; drinks will be available at bar prices. Row over ‘noisy’ works at RACV’s Cape Schanck resort Continued from Page 1 The company requested the longer hours to cope with “intermittent or essential safety works that may fall outside current permitted working hours”. Mr Renwick said the extra hours contravene the EPA rules stating that construction noise with an adverse impact on amenity must not occur on a Sunday or other public holiday, or on any other day except 7am-7 pm. “On the basis of permitting Kane to work until 9pm it appears council has breached EPA guidelines.” Friends of Cape Schanck’s Irene Wylde said members were concerned the council continued to override the
views of ratepayers. She said they were considering approaching the Ombudsman’s office for assistance. “It doesn’t seem to matter how many objections the [council] gets, they just ignore them,” she said. It is rumoured that construction delays have been caused by concrete piling being sunk in the wrong place. A concrete-breaking machine on site for several weeks last month could be heard and felt at neighbouring homes. A pile of broken concrete at the southern end of the work site was visible from Trent Jones Drive. The RACV did not offer comment on this. Mr Renwick said Ms Blizzard’s edict
that “no pneumatic power tools, grinding or other impacting tools will be used between 7am-9am on Saturday” was “another change to the original CEMP which did not refer to the use of specific tools but rather noisy works”. “So, while there were noisy works last Saturday from 7.30am, Kane was able to assert that no pneumatic power tools, grinding or other impacting tools were being used,” he said. “[Her] email of 12 September further states that: It is noted cleaning of vehicles, general packing up and making both the site and machinery safe is not considered to be construction works. “However, the EPA (4773 Construc-
tion Noise) document states: Construction noise is noise that arises from an activity at a construction site that includes: demolition work, site preparation work, and building maintenance or repair work; operation of vehicles within, entering or leaving a construction site; any activities at, or within, the immediate vicinity of a construction site, of persons who perform work at the site, or activity connected with work at the site.” The shire last weekend issued residents with meters so they could monitor out-of-hours noise from the construction site. Breaches were to be reported to the compliance team.
Project manager Brad Van Cuylenberg said the RACV was continuing to provide residents with updates through a stakeholder committee, which “has been meeting regularly since December 2015”. “Mornington Peninsula Shire Council has approved the hours of work for the site. If the builder sees any benefit in altering those hours then they would raise this directly with the council,” he said. Kane Constructions has reportedly been fined more than $1500 for working hours’ breaches so far.

Burn bans eased for October BURN-OFF restrictions on small Mornington Peninsula properties will be eased next month so fuel loads can be reduced before the fire season. Open air burning will be allowed 9am-4pm Fridays and Saturdays on land less than 1500 square metres – but there are conditions. No more than one cubic metre of vegetation can be burnt at any one time; the fire cannot be within 10 metres of any neighbouring dwelling and the General Fire Safety Provisions must be followed at all times. Open air burning is otherwise banned on properties less than 1500 square metres. “Residents are reminded that burn-off material should not be wet, or green, and that safety precautions should be taken at all times,” Mornington Peninsula sShire’s acting municipal fire prevention officer Katie McKenzie said. “This is a great chance to clean up around your property, but ensure you do it responsibly and safely, and keep your neighbours and local authorities informed.” General fire safety provisions mean giving 24 hours’ notice to adjoining landowners or occupiers of the burn and calling 1800 668 511 at least two hours before to log the fire with the CFA. Other rules include establishing a fire break of not less than three metres cleared of all flammable material; having an adult supervise the fire at all times; having fire protection equip-
ment handy and ensuring the vegetation to be burnt is dead and dry. Also, don’t burn off if the wind speed is more than 20 kilometres per hour. Bayside path A PATH and seawall costing $1.56 million are planned to connect Sullivan Bay to Camerons Bight at the Eastern Sister headland, Sorrento. The headland houses the historic Collins Settlement, Victoria’s first official settlement, which dates back to 1803 and includes graves, asphalt paths, monuments and lookouts. The project will enable pedestrian access along a 270 metre rock revetment topped with a two metre wide crushed rock path and will be partly financed by a $500,000 contribution from the developer of a five-lot subdivision at 3080 Point Nepean Rd. The path will be two metres above the average sea level to take into account storm tides and predicted future sea level rise. Construction is expected to start in early April 2017.

Grant to protect plovers FRIENDS of the Hooded Plover on the Mornington Peninsula have had their dedication recognised by the state government with a $4155 Coastcare grant. The friends’ project, “Citizen science to the rescue: finding out more about beach-nesters on Western Port beaches” will provide specific nest site and chick monitoring. It will also pay for temporary fencing and signs to protect new nests from being crushed by recreational beach users and provide a refuge for chicks. President Diane Lewis said volunteers would collect scientific data for BirdLife Australia. “Volunteers will work with land managers and BirdLife Australia to
encourage and offer educational opportunities with local schools,” she said. “A talking to the public workshop will be offered to new and existing members and also to land managers to empower them when educating the public. This will cover dealing with the many questions and misconceptions the public often has regarding the hooded plover.” Community organisations were encouraged to apply for funding from the $150,000 Coastcare Victoria Community Grants Program, which supports the conservation, restoration and rehabilitation of coastal and marine environments along Victoria’s 1800 kilometre coastline.
Eastern Victorian Region MP Daniel Mulino said 27 community groups successfully applied for up to $7500 to undertake projects that help protect and enhance the coastal and nearshore marine environment. “I congratulate the Friends of the Hooded Plover on their initiative and commitment to our environment,” Mr Mulino said. Energy, Environment and Climate Change Minister Lily D’Ambrosio said the funding supported coastal projects that will achieve visible and lasting improvement and engage directly with the local community, including volunteers to deliver onground works.

Keep party politics out of local government As we move closer to the caretaker period in preparation for the forthcoming local government elections I appeal to eligible voters to think carefully how they cast their vote. Thanks to our democratic system all eligible voters have a right to both nominate for a position on [Mornington Peninsula Shire] council and cast their vote. Sadly, for the first time I can recall in the 30 years I have I have been actively involved in municipal affairs on the peninsula, a political party has openly stated it will field candidates (“Greens team seeks shire seats” The News 6/9/16). Local government, in my view, should be free of political party influences which far too often only contribute to ineffective outcomes and not for the benefit of the community. Equally, voters should be wary of the intentions of those who would wish to form “tickets”. I recall all too well the outcome of such a move in [the former] Shire of Hastings days when, at declaration of the poll following one election, a member on a “ticket’ who was declared the elected councillor remarked “what am going to do now”, with the resultant lack of any positive contribution throughout the term. With the distinct possibility that more than half the present number of 11 councillors will not seek re-election we all need to vote wisely. My observation and personal experience over those past 30 years reinforce my view that the elected councillors who make the most genuine and telling contribution to council deliberations and eventual outcomes are persons who have been involved in, and have a passion for, their local community. Hope for Greens Mornington Peninsula residents have a great chance in October to vote in a number of new councillors for our shire. Councillors who will hopefully be able to communicate with and direct our shire officers to efficiently and effectively realise the wishes and aspirations of their constituents. Hopefully, [this will achieve] some of the long-awaited for planning issues, like better coastal villages design overlays and a greater urgency to save and protect some of the peninsula’s best environmental assets from the threat of developers. One of the most pressing issues in planning is the inability of planning permit decisions to be addressed in a timely manner, so planning decisions are not made by VCAT. My hope is that, with a whole bunch of Greens candidates standing, and hopefully some of them getting up, the environment and community on the peninsula will be better off. Missing councillors Where are those elected and ratepayer-funded Briars ward councillors when you need one? We have three such people, none of who live in Mt Eliza and who have seem to have other priorities on their collective minds, such as how can they claim more expenses for their four-year appointments necessary for travel, clothing and entertainment needs (“Council backs costs increase” The News 13/9/16). One of these councillors is even having financial difficulties running his car and wanted more mileage allowances.
Perhaps we shouldn’t be too miserly because with the increase to $30,000 a councillor over their four-year term, we might actually be lucky enough to see some familiar faces around our village and stop and chat with them to discuss our needs and worries are. There are accounts of non-return of emails, phone messages and letters from legitimately concerned residents on issues such as traffic noise, neighbourhood fencing disputes, graffiti, destruction of flora and fauna, dumped mattresses, road repair, street light replacement, recreational park usage and community health issues, all rank up there with insufficient attention, lack of due diligence and minimal co-operative care responses from our councillors. Irregular ward meetings are inadequate and often discriminate against free exchange when fixed agendas and limited public speaking opportunities are rigorously enforced by time poor councillors. Some of these councillors have employment and business commitments as well as family illnesses and support mechanisms to be put in place like all of us in a rapidly ageing community, but we deserve local representation in the form of our elected councillors who listen, respond and follow up on issues important at this village level. Would it be asking too much of some of them who live in other better resourced locations such as Mornington and Mt Martha, to take a more genuine and concerned interest in Mt Eliza? Hasty ‘disgrace’ The actions of six councillors to urgently approve Mornington Peninsula Shire management’s recommendation for an increase in their expense entitlements so late in the council term is an absolute disgrace (“Council backs costs increase” The News 13/9/16). Absurdly, three of these six councillors do not intend to seek re-election, so why the rush to amend an historic regime that, until recently, had appeared to work adequately?
Management’s recommendation smacks of covering up its failure to control spending. Also, we can only wonder why management’s recommendation included a section to provide clarity around child minding expenses. The candidate for Seawinds ward that supports revocation of expense “limits” in favour of specific council approval for each expense that is justified on demonstrated benefit(s) to ratepayers will receive my vote. No expenses Why do Mornington Peninsula Shire councillors need such a large expense allowance (“Council backs costs increase” The News 13/9/16)? Why can they claim expenses for personal study, overseas travel and pay relatives for child care? I have always viewed being a local councillor as a community service and a great responsibility. Councillors should listen and represent majority views and raise issues on behalf of individuals and groups. ‘Courageous’ stand I applaud the Mornington Peninsula Residents and Ratepayers Association and Victorian ratepayers for their courage to stand up and endorse [council] candidates. It is long overdue that other community groups representing ratepayers do the same in order to ensure the best governance we can have. The importance of a councillor is that they set the culture of the shire and we need councillors who are going to put integrity, collaboration, accountability and transparency above their personal and political goals in favour of the community. Only then can we have a shire that excels in supporting its community. I fought hard to eliminate the how-to-vote preferences on the ballot papers and was very disappointed when the minister did not carry through on her proposal to do so. I must also give credit where credit is due and give a standing ovation to the Greens, the Liberal Party and the legislative committee for addressing the dummy candidate issue by ending the publication of how-to-vote preferences on the ballot sheet. We have already seen some positive results for democracy. This does not, however, negate the fact that their “Inquiry (witch hunt) into rate capping policy” is little more than an attempt to discredit rate capping which, in its first year, is already benefitting to ratepayers. Now to move on to eliminating the donkey vote. We are making progress and hopefully the new Local Government Act will be a win for councils and ratepayers. Joe Lenzo, Safety Beach
Congratulations Blues Congratulations to the Hastings Football Club’s senior footballers for their amazing endurance and determination in relation to season 2016. The magnificent and unforgettable efforts of Coach Brendon Dunne and his beloved “Blue boys” throughout the whole duration of this year’s final series concluding with victory on grand final day, will long be remembered as
one of the most satisfying and hardest earned premierships in the history of our very proud and most successful club. The premiership (the 22nd) proved to be a fitting and well deserved honour and reward for our most popular and highly respected president Phil Stone who, at all times, has presented a wonderful display of loyalty, leadership and total commitment. There are many other highly valued and trusted servants within the club who are worthy of praise, however a premiership cannot be won without the combined efforts and personal sacrifices of all personnel involved. The 2016 Nepean League premiership very proudly and deservedly belongs to all the hard working and truly dedicated people who constitute the Hastings Football Club. Capel Sound As a group of 3940 residents, we are grateful we live in a society with systems in place that allow a community to play a role in shaping its own future. The efficiency of both Mornington Peninsula Shire and the Victorian government in moving this to conclusion [changing Rosebud West to Capel Sound] has been impressive. We are also grateful to our fellow 3940 residents for having the foresight to be prepared to accept some short-term inconvenience in order to build a better future for the generations to come. We have long considered whether a name change might bring a new energy and sense of identity to our community and, after surveying 250 residents and businesses, found there were many who shared our view. The idea gained support and the campaign for change began to gather some momentum. This initiative has been driven by a desire from residents to strengthen our community and build our own identity - one that respects who we are and what makes postcode 3940 so special. It has never been about property values or
“postcode snobbery”, as has been suggested. We believe the change will assist in building on the exceptional practical work of Rosebud West renewal that has been taking place since 2008 and continues today at our vibrant Seawinds Community Hub. Perhaps the most inspiring thing to come out of this campaign both from those for and against the change has been a renewed passion for our area and sense of community spirit. Residents of 3940 care. We hope this change of name will motivate those who appreciate our unique natural environment, who want to be involved in building and living in a strong community, and those with the energy and ideas to help shape the future of Capel Sound. Desal disaster Victoria is having a terrible time with floods everywhere. The state is saturated, dams are full, creeks and rivers overflowing. But wait, there is worse to come: our government has placed an order on the unused Wonthaggi desalination plant to pump 50 billion litres of water into our flooded water storages, commencing December. One litre would be too much. The cost is $27 million. This plant, a complete “Furphy” to combat predicted drought from climate change, Is already costing us $1.8 million a day, for 28 years just to pay it off. Brian A Mitchelson, Mornington
End live exports The announcement by Elders of an immediate shut-down of their long-haul live export business is one more nail in the coffin of an industry that has always been rotten to the core. Other live export companies have watched their share prices plummeting, and an increasing number of politicians have defied the indifference of the major parties to speak out against the horrendous cruelty involved. This year, millions of Australian sheep and
cattle will endure transport through scorching heat, crammed onto multi-deck ships, thanks to a live-export market which many Australians, including legislators and other government officials, oppose. After this excruciating journey, many of the animals will have their throats slit in filthy markets while they are still conscious. These abuses would be illegal in Australia. There is simply no humane way to transport tens of thousands of animals through the searing heat on cramped, filthy ships during journeys that last for days or even weeks. A respected live export vet, who was kicked out of her government job at the instigation of the industry for reporting on the appalling conditions on the ships, has predicted that live export from countries like Australia will end in the near future. The live export statistics support this conclusion: exports of live cattle were down 14 per cent, and sheep 15 per cent in the last 12 months. This vile industry is dying, and we should insist the government does the kindest thing and put it out of its misery immediately. Ashley Fruno, PETA Australia
Thanks to foster carers Foster carers are the unsung heroes of our communities. They welcome children, who sometimes have nowhere else to go, into their houses. They provide them a bed, but more importantly they provide them a loving home. For some children, it might be the first safe home they’ve had. Often children can arrive in the middle of the night, confused and afraid. Some stay for a short while, others for much longer. Foster caring isn’t glamorous. It’s highly rewarding, but there’s no denying it’s hard work. These carers provide a safe home for children when they really need it because they know that every child deserves a good childhood, growing up to feel safe, nurtured and with hope for the future. Force used to free up skatepark site Keith Platt keith@mpnews.com.au STATUTORY proceedings are now being used to resolve Mornington Peninsula Shire’s embarrassing position of wanting to build an $800,000 skatepark on land it has leased to Mt Martha Tennis Club. The tennis club has refused to relinquish the land, so the shire is now taking steps to force changes to the lease which does not expire until December 2023. A report to Monday night’s meeting recommended council begin the legal proceedings to require the club to give up its hold on the land. The eventual building of a skatepark on what used to be a parade ground near Mt Martha House has been a priority for retiring councillor Anne Shaw. Her retirement and that of her ward colleague Andrew Dixon means that the Briars ward will have at least two new representatives after next month’s municipal elections. In June, Cr Dixon said the club’s refusal to give up the land was “the most selfish behaviour we've witnessed by a community group since the council term began in 2012�. Later that same month he said council was considering revoking the club’s lease although council officers then admitted the lease could only be revoked “by agreement�. The decision to force an amendment to the lease comes on the eve of the council’s caretaker period, a time bans council any major decisions until after the election. The shire has spent $85,000 on consultants to develop the skatepark, now

estimated to cost up to $825,000. In report to council property and strategy manager Yasmin Woods said the design of the skatepark was site specific and approved by Heritage Victoria in 2015, three years after being endorsed by council. Ms Woods said the leased land included an area where the club wanted to build another tennis court but advice from Heritage Victoria “is that the proposal would not be endorsed by the approval authority�. No explanation was given to why
Heritage Victoria would approve a skatepark but not a tennis court. Ms Woods said the tennis club “is openly opposed to the location of the skatepark�. “Senior council officers have engaged in negotiations with [the club] to surrender the subject land, however a mutually agreeable solution has not been reached,� Ms Woods stated. Ms Woods said the shire contributed $1.03 million in its 2015/2016 capital works program towards the club’s new pavilion overlooking the tennis courts
and $324,000 for tennis courts in Watson Rd. The process of regaining control of the skatepark site through compulsorily acquisition requires an amendment to the Mornington Peninsula Planning Scheme (which requires ministerial consent), which then becomes subject to the Land Acquisition and Compensation Act 1986 (Vic). Ms Woods said it was not possible to estimate how much compensation the shire would have to pay the club under the act.
THE large, single-storey, weatherboard house Wolfdene in Wilsons Rd, Mornington was built by Harley Goodall as the Mornington Hotel about 1858. The historical significance of the house has been highlighted in a book, The Wolfdene Story, by historian Joy Cullen. The book, which traces the history of the families and functions of Wolfdene, was launched at the property on Saturday 10 September. A member of the Peninsula Music Society played the grand piano in Wolfdene’s drawing room during the event. Both author Cullen and Mornington and District Historical Society president Diane White spoke of the importance of the building to Mornington's history. Margaret Fallaw, who has lived with her family at Wolfdene since 1965, gave an insight into some of the features of the property. The Wolfdene Story is available from the society for $15.

Guest speaker Kathy Kaplan, from Impact for Women, spoke about the suffering of people, mainly women and children, who were experiencing ongoing physical and verbal abuse in homes throughout Australia. Danger at sea for older boaters OLDER boaters are much more likely to find themselves in trouble when out on the water than youngsters, according to Maritime Safety Victoria’s latest incident statistics. Figures for 2015-16 show the most likely cause of them being in the water is capsizing their boat. In just two days in early August, five people in two different incidents found themselves immersed in cold water after they capsized and none of them was able to call for help immediately. Of the five, four were aged 60 or over and their two boats had capsized, which continued the trend identified in the MSV statistics. Three of the five were off Merricks in Western Port and the other two were in Port Phillip. All managed to either swim to safety or were helped by other boat owners. Maritime Safety director Peter Corcoran said boaters should have some way of raising the alarm when they go out. “The five people rescued were all wearing lifejackets, which is the first step to surviving when you fall into the water,” he said. “Step two is having a means of raising the alarm that will work when and where you need it. Don’t rely on your mobile phone or being seen. “Wearing a comfortable, well-fitted lifejacket that has been serviced will give you time to raise the alarm or wait for help and could be the differ-

THE largest snapper competition in the Southern Hemisphere is being held off Mornington for the 33rd year. The Tea Tree Snapper Competition, incorporating the Victorian Amateur Snapper Championship, offers $140,000 in prizes with 60 random capture draws,10 lucky draws, and heaviest fish sections. Three boat, motor and trailer packages are in the random draw section for senior and junior sections. Fishing starts 5am Friday 28 October and finishes 2pm Saturday 29 October. Friday night weigh-in stations will be at selected boat ramps. Presentations will be held at Mornington Racecourse on the Saturday, 90 minutes after the 2pm weigh-in. Entertainment for children and food and drink can be bought by non-competitors; competitors are catered for in their entry fee. Early entry is $75 adults and $35 juniors (under16 at 28 October). Entries close 18 October. Late entry is available at selected tackle venues, but a late fee applies. “A two-fish weight limit applies as the club believes strongly in sustainability of fish stocks and sensible bag takes,” organiser John Beasy said. Nightman not performing his duties Compiled by Melissa Walsh THE Inspector of Nuisances (Mr W. J. Stephen) reported as follows: Gentlemen - I have the honour for your information that several complaints were made by householders that the nightman had not been emptying their closet pans regularly and in one instance the pan had not been emptied for four weeks. I interviewed the contractor (Mr Purdy) on the subject and he blamed his employee for the neglect, and dispensed with his services. Since then he has put on a new man, who appears to give more satisfaction, which it is hoped will be continued, as no end of annoyance had been caused through the apparent neglect as above stated. *** MESSRS Brody and Mason will hold a furniture sale at their rooms, Bay Street, Frankston, on Wednesday afternoon, the property of Mr. Sampson, of Mornington. The furniture consists of the contents of a large boarding house and is mostly new and well preserved, and will be sold without reserve. *** IN view of her early marriage, Miss Vita Gray has reluctently tendered her resignation as hon. secretary of the Frankston “Wattles Club”. While accepting the resignation with regret, Miss Gray has the very best wishes of the committee and members of the club, for her future happiness and prosperity. Miss Muriel Gray was appointed
secretary, and Mrs Moloney and Miss Young Vice-Presidents. *** THE Gibson Pantomime Co. gave entertainment in the Mechanics Hall, Frankston, on Wednesday evening, at which there was a moderate attendance. The comedy, “Fun on a Battleship” was staged. The performers were mostly juveniles and their singing and dancing were above the ordinary for such young people. “Little Trixie” was a marvel in the way in which she was able to contort her body into all sorts of imaginable shapes. A good two hours’ entertainment was provided for those who attended. *** MR Cohen, P.M., gave a severe reprimand to a young man at the Frankston Court on Monday, for wearing military uniform without having enlisted, and stated that it was an offence that would meet with severe punishment if a civilian was brought up on a charge of wearing clothes similiar to that is by the Defence Department to the troops. The magistrate counselled the young man, if he wished to wear the clothes of a soldier to go and enlist, and fined him 20s. for the offence. *** MESSRS T. R. B. Morton and Son will sell at their rooms, 72 Swanston street, Melbourne, on Tuesday next, under instructions from the Equity Trustee Co. Ltd., 80 acres of land, being crown allotment, 78A, parish of
Tyabb, being the property of the late Mr. Wm. Unthank. The property is situated two and a quarter miles from the Hastings Railway Station and fronting Kippies and D’Esterres roads. From 10 to 20 acres have been cultivated and includes an orchard of some 3 acres and a fourroomed house. The terms are easy and the property should recommend itself to anyone in search of a nice home. The sale will commence at 3 o’clock. *** MAJOR Blezard, until recently Commandant at Langwarrin, is now in charge of Domain Camp. A tribute which we hope means promotion. Genuine regret was expressed at his departure from Langwarrin. With over twenty years military experience he sailed from Australia as a Captain in the first contingent. He had the misfortune to be wounded at Gallipoli early in the landing. Invalided to Australia, he recovered sufficiently to assume command at Langwarrin. During the few months he was in command, the whole camp was transformed. He proved himself an officer of undoubted character. Very just to men willing to do their duty, if they had a mishap and a strict disciplinarian to habitual offenders. He was a man of few words which suggested much latent reserve power. Above all he possessed the saving gift of sound common-sense, which commanded respect from all. Even the prisoners of war had a kindly
word for the wounded warrior. The send off he received at the local railway station will long be remembered. A guard of honor was drawn up and while the band played farewell airs,the train carried the warrior off. Among the officers present were Capt. Conder, Lieut. Brasch, and Capt.Perl, A.M.C. Mr Archibald, President of the Langwarran Progress Association, presented the Major with a letter of thanks, on behalf of the society, and prior to his departure, the Association was considering a motion to elect him an honorary member. Although he ventured out but little, his influence was very evident. It was hoped he would remain in the peninsula for many years. Men of his type are badly needed in the country districts. *** MR J. Nott Marsh has received a warm letter of thanks from Captain Conder, Military Camp, Langwarrin, in acknowledgment of the receipt of 235 packets of cigarettes which Mr Marsh had collected from residents and visitors to Frankston and forwarded to the camp. *** LETTERS of Thanks. We are pleased to publish the following letters of appreciation which have been received by Dr Plowman, Hon. Sec. of the presentation to Frankston Soldiers funds. The writers were unable to be present to receive their medals in person. Dr Plowman,—Dear Sir.— Just a
line to thank you and all Frankston friends for the lovely medal I have received from them. I can assure you if I have the good luck to return home again I will always keep it, and think of the happy couple of years I put in at Frankston. I will say good bye for the present, as we are leaving tomorrow morning for the front, but hope to soon be back and set the ball rolling again in our beautiful little town.— Yours faithfully E. C. Should I have the luck to return I will wear it proudly and maybe then I will have the chance to thank you. I met a few of the Frankston boys in Egypt, and am not far from Gnr. Mat. Elliott, who is looking well. Old Von Fritz gave us a hot reception when we first took over, but we have paid him back with interest. A Life Less Travelled: Byron Bay By Stuart McCullough RELAXERCISE. Don’t bother looking for it in any dictionary. Despite my letters, emails, postcards and frequently turning up unannounced at the front door at three o’clock in the morning, the people at Macquarie Dictionary are unaccountably reluctant to bathe the term ‘relaxercise’ in the warm glow of recognition. Which, given their willingness to dip their hat in favour of ‘goon bag’ is something of an insult. If you’re not familiar with the term, ‘relaxercise’ refers to the amount of effort required to relax. It has particular meaning to people who are (for want of a more delicate way of putting it) uptight. People just like me. It was an easy enough mistake to make. When a fellow guest informed me that there was a fire outside, I wasn’t to know that he meant a small campfire around which fellow travellers would congregate to engage in convivial chitchat while consuming beverages. Rather, upon hearing the news of a potential inferno, I immediately sprang into action, dropping to my knees and shouting ‘get down low and go, go, go!’ at the top of my voice. Only after I had used a chair to break a window to ensure a means of escape was my misunderstanding explained to me. Clearly, I was going to have to take things down several notches to fit in. Byron Bay is an easy-going kind of place. I, in stark contrast, am seldom accused of being moderately going much less easy. In almost every respect, Byron and I are total opposites. We’d never be housemates much less

Facebook friends. I’d go so far as to say that we’d each give the other an inordinately wide berth on Linked-In. We’re just too different. Given the opposing nature of our personalities, it was inevitable that we’d feel a little uneasy about each other. However, that didn’t stop me from forming an impression of the joint within the first five minutes. Best as I could tell, Byron Bay suffers from two things in plague proportions – bush turkeys and hippies. Granted, it’s difficult to tell them apart. One is a relentless scavenger that wanders around the streets not doing anything useful. The other is a bush turkey. That said, backpackers are also in near plague proportions and spend much of their time trying to figure where to get free parking. There’s also a bunch of

middle-aged people who feel uneasy in the presence of so many New-Age crystal worshippers and, despite the odds, are deeply committed to wearing ill-fitting shorts. It’s this last category into which I squarely fall. If you’ve never been to Byron Bay, I think I can sum it up for you as follows: Bali with superior plumbing. There are streets full of department stores and cafes and all the things you’d expect to find in any suburb, the only difference being a far higher proportion of shops in Byron Bay accept cash only. It’s as though they’re allergic to plastic. Whether the aversion to electronic commerce is a deliberate ploy to stop the aliens on Planet Whacko from stealing their dreams or a blatant device by which to short change the taxman is anybody’s
guess. However, it poses the question as to whether this nation’s budgetary woes could be solved by taxing hippies. Forget the black economy – it’s the tie-die economy you’ve really got to keep an eye on. There are two sure-fire ways to get a feel for a town – running and reading. Byron Bay is a great place to go for a jog not only because it’ll take you somewhere other than Byron Bay but because you end up in the National Park and, if you’re especially energetic, the Lighthouse. Early in the morning, I set off up the hill, evading errant bush turkeys and hippies as I went. The gradient meant gravity was particularly potent. But despite my limbs feeling as though they were in mortal danger of falling off, the effort was worth it.
When you get to the Lighthouse, you’re pretty much at the most easterly point of the continent; beyond that is the blue expanse of the Pacific Ocean. If that’s not awe-inspiring enough, there are whales to be seen, spouting off all over the place. People line up just to watch the Humpbacks do their thing. You can’t help but wonder whether these creatures have any idea how fascinated by them we are. To see them launch themselves out of the water and crash down again almost makes the risk inherent in dodging bush turkeys and hippies worthwhile. It has to be said that getting back down the hill is a whole lot easier. Once in Byron, I do the second thing that allows you to get a sense of a town: I grab a copy of the local paper. Turning to the classifieds, it becomes clear that there are more types of yoga than there are varieties of cheese (and that’s coming from someone who greatly respects cheese). There’s ‘silent’ yoga, ‘chanting’ yoga, ‘upside down whilst surrounded by crystals that Richard Gere once glanced at sideways on his way to get an espresso with the Dali Lama’ yoga right through to yoga in a park at sunrise whilst wearing lose fitting attire (also known as ‘toga yoga’). Granted, they all sound like great ways to relaxercise, but I just couldn’t bring myself to do it. Instead, I felt as if I was forever on the brink of being turned over to the hippie police and charged with being too uptight. And, quite frankly, they’d have a point. stuart@stuartmccullough.com

By Toe Punt FRANKSTON YCW made it three premierships in a row and six in the past seven years after beating Mt Eliza by 22 points at Frankston Park on Sunday. The Peninsula Division champs booted seven goals to one after half time, totally controlling the last hour to win the “three-peat�. After conceding the first six goals of the game in the second semi-final against YCW, it was important that Mt Eliza got off to a good start in the big one – and they did. Mt Eliza led by four points at quarter time and when Jordan Capkin snapped a left foot goal halfway through the second quarter, the margin had blown out to 21 points. Matt Lillie was playing a pivitol role in the ruck, Rohan Heasley was winning ball in the middle, the Mt Eliza defence was standing up and the ball movement and forward structure
looked dangerous. The Redlegs needed to match YCW’s ability in contested footy and were doing the job there, as well as trying to exploit them on the outside. At the 25-minute mark of the second quarter, Mt Eliza was in total command. However, in time on, the Stonecats went coast-to-coast, Dave Bodley slipped out the back, took a mark and kicked a mark just before the half time siren. The dangerous, all-conquering Stonecats had a sniff! The message from YCW coach Scott Mathers was simply – “start taking risks and take the game on�. The Redlegs were controlling the game and playing on their terms – YCW needed to respond. As all great teams tend to do faced with adversity, Frankston YCW took a stand. Ash Eames started to will himself higher in the ruck and started to get his hands on the footy first more regularly.
Best man on the ground Scott McLeod, along with Tony Lester, Kyle Hutchison and Luke Collins, started to win that contested footy and the forwards started to work harder. In the first half, YCW forwards were a little lazy, waiting for the easy ball to some to them. They worked harder in the third and the result was four third quarter goals to Anthony Bruhn. The Stonecats started to switch the play, cut the angles and move the ball through the corridor – they started to take risks. Within a blink of an eye, the 16 point half time margin was back to four points and by three quarter time, YCW had hit the front. When Zinzi Mosimaine grabbed hold of the footy from 50 metres at the Kars Street end in the opening minutes of the final quarter and converted, the game was over. YCW was dominating in all areas of the ground and Mt Eliza just could
not penetrate beyond their half forward line. Byron Barry and BJ Credlin were monumental – unstoppable! Credlin stopped Justin Van Unen completely, not just in the last half, but the entire game. YCW youngster Jake Lovett was outstanding throughout, as were fellow youngsters Michael Debenham and Matt LaFontaine. The Stonecats booted three goals to a single behind in the final quarter, the last one coming from a left footer from Bruhn on the run from 50 metres. After the game, a retiring Mathers said “this is the most wonderful feeling I have ever had in football. “We knew we needed to just stay with them and grind away, which we were able to do,� Mathers said straight after the final siren. “Our intensity needed to lift and we needed to start taking risks, which we were able to do after half time,� Mathers said. Ash Eames, who celebrated his sixth
flag, said “we just had to keep going. I thought we were able to absorb all of their pressure in the first half and then get the game on our terms in the second half. We wouldn’t get our game going or get clean footy in the first half but I’m glad we did in the second half,� Eames said. Byron Barry, who also celebrated his sixth flag, said “we made too many mistakes early. “We needed to take the game on and get some lateral movement – I thought we did that after half time,� Barry said. There have been many great teams talked about throughout the footy journey over the past 30 years – YCW in the 90’s, Edithvale, Mornington and Seaford in different eras. On Sunday, Craig Nankervis broke the MPNFL record of playing in seven premierships – a handful of others won their sixth flag. Make no mistake, this YCW footy era is the best we will see. Ever.

Hastings embraced after huge win NEPEAN LEAGUE By Toe Punt What a week it has been for the Hastings Football Club. After beating the Frankston Bombers in a memorable Nepean League Grand Final 11.15 (81) to 6.18 (54), as you would expect, the celebrations continued through the ensuring week and were felt by the whole community. The Hastings community has always embraced the Hastings Football Club and the township celebrated as one
following their first flag since 1995. Premiership coach Brendan Dunne said the “premiership feeling” started to sink in on Monday. “It wasn’t until we got together on Monday and watched the replay of the match that it really sank in,” Dunne said. “To be truthful, I don’t remember much of the game, so to see it again and then take a walk up High Street Hastings and see tears of joy in supporter’s eyes, it was such a humbling feeling.
Dunne said on reflection that he was always confident that his side would win the flag. “The type of footy we were playing, we didn’t think any team could beat us,” he said. “Red Hill has been our bogy side and when we beat them in the Elimination Final, we gained a lot of selfbelief from that. “Leading into the finals, our form was great and the Frankston game in the final round was a dead rubber as far as we were concerned. By Craig MacKenzie A PATCHWORK Mornington put up a magnificent fight against Altona Magic only to go down 1-0 in Saturday’s State 1 final at Jack Edwards Reserve. The game brought together the champions from both regionalised State 1 leagues but Mornington went into the clash without Simon and Scott Webster, Steve Elliott, Andrew Skledar and Chris Reid either through injury or unavailability. One of the two players on the Mornington bench was teenager Charlie Parker and coach Adam Jamieson was forced to completely revamp his defence with Chris McKenna and Danny Black as central defenders and Paul McEvoy and Nathan Yole full-backs. What proved to be the telling blow was struck in the 11th minute when Magic winger Adamson Ajayi cut in from the left and his deflected shot looped neatly over Mornington keeper Kris McEvoy and into the net. Paul McEvoy got free on the right of the Magic area in the 25th minute and was played in by Shane Tagliaferro only to shoot into the side netting and Magic striker Jon McShane should have scored from point blank range in the 36th minute but Kris McEvoy somehow got a touch and deflected the ball for a corner. Mornington striker Nick Waite was felled inside the area by the flailing elbow of Magic central defender Steven Thomson in the 39th minute but play was waved on as the Mornington bench erupted. Just before the break Waite robbed a defender on the left of the area and decided to shoot from a tight angle but Magic keeper Sebastien Bechaud parried easily at the near post. Mornington striker Brad Blumenthal was forced off at half-time with a shin injury and was replaced by Michael Freeman and the mountain Mornington had to climb grew even larger in the 66th minute after Black clattered into the back of McShane and received a second yellow and was sent off. A minute later Waite hobbled from the field and Parker was thrust into the action. Kris McEvoy was forced to tip over a McShane header in the 77th minute and three minutes later Nathan Yule came to his keeper’s rescue by heading off the line. A long throw by Paul McEvoy in the 81st minute was headed on by Chris McKenna but Magic was able to scramble the ball clear, McShane had a free header shortly after but headed over then Mornington’s Wayne Gordon hammered a firm strike from the edge of the area that forced Bechaud to punch clear. A mix-up between Thomson and Bechaud in the 89th minute allowed Gordon to nip in before being brought down inside the area and the referee immediately pointed to the spot. Paul McEvoy struck a low shot to Bechaud’s left but the keeper was able to get down and palm the ball wide and the 10 men had missed a glorious opportunity to take the contest into extra time. Rosebud Heart strolled into next weekend’s State 5 Victorian final after semi-final opponent Healesville forfeited late last week. Healesville held its annual presentation night on
the Friday before Saturday’s planned semi-final which was due for a noon kick-off. Heart gaffer Scott Morrison was an interested onlooker at Saturday’s other State 5 semi that saw RMIT triumph 2-1 after extra time against North Melbourne Athletic. Morrison is confident that Heart can maintain its perfect record and end a landmark season by winning next weekend’s final. Skye United blew a two-goal cushion in Friday night’s State 4 semi-final against Brandon Park at Skye Recreational Reserve going down 3-2 after extra time. Skye keeper Jonathan Crook was in the thick of the action early making some fine saves, two from long distance efforts by Brandon Park midfield dynamo Harrison Michaelis and Peter Smyth. Skye clawed its way back into the contest in the last 15 minutes of the half and a minute from the interval Matthew Wilson struck a stunning longrange volley from 35 metres that left Brandon Park keeper Joshua Green clutching at air to give the home side a 1-0 lead. Three minutes into the second half Brandon Park failed to deal with a long throw from the right and a close-range shot struck a defender and trickled over the line for an own goal and a 2-0 scoreline. But Brandon Park supporters had their hopes raised two minutes later when a lay-off set up Smyth on his non-preferred right foot and his firm low shot from the edge of the area beat Crook who was at full stretch. Fine close skills from James McNeill on the left in the 58th minute caught out the Skye defence but Crook parried McNeill’s 10-metre strike. The equaliser came in the 82nd minute after a cross from livewire substitute Mourad Sarian on the right was headed back across goal into the far corner by Brandon Park striker Kegham Aminian. The pivotal moment arrived 10 minutes into extra time when Aminian curled a superb strike past Crook to make it 3-2. Two minutes later Skye substitute Luke Camerota cut the ball back from the right to Alex Roberts whose firm shot was parried by Green. The Brandon Park keeper was again called into action shortly after when forced to tip over Marcus Collier’s header from a long throw-in. For much of the second half of extra time Skye pumped long balls forward and the final moments were frantic as Crook charged into the opposition penalty area to contest a corner but to no avail. Both coaches, Brandon Park’s Stan Webster and Skye’s Billy Armour, have enjoyed a lengthy friendship and embraced at the end of a gripping contest. Just 12 months earlier they had guided their respective sides to safety in a bitter relegation battle so their championship successes in 2016 represent a remarkable turnaround in their club’s fortunes. Peninsula Strikers ended the season by defeating visitor Noble Park United 2-1 on Saturday in a State 2 South-East catch-up game. Dejan Blanusa had given the already relegated Noble Park United a 1-0 lead at the interval but second half goals from Jack Carter and Tom Hawkins settled the issue.
