The threat of boating-related CO poisoning Boating is a popular summer pastime. Few activities can be as relaxing and aweinspiring as a day spent on the water. Safety is an essential component of responsible boating. Veteran boaters know that the work is never done in regard to ensuring their vessels are safe for everyone on board. One potentially harmful component boaters must be aware of is carbon monoxide, often referred to as “CO.” Understanding CO and the threat it poses can help boaters and their passengers stay safe this summer.
UNDERSTANDING CO When carbon-based fuels burn, they produce CO. Gasoline, oil and propane are some common examples of carbon-based fuels. CO also can be a byproduct of gaspowered generators, cooking ranges and water heaters.
CO BUILDUP According to the Centers for Disease Control and Prevention, large boats, including houseboats, sometimes have generators that vent toward the rear of the boat. This venting makes people on the rear swim deck or water platform of the boat vulnerable to CO poisoning. The CDC also notes that traveling at slow speeds and idling can lead to a buildup of CO in the cabin, a buildup that can increase due to wind coming from the aft section of the boat. Poorly ventilated canvas enclosures, enclosed spaces, which can trap CO, and
blocked exhaust outlets are some additional ways that CO can accumulate on a boat.
THE SIGNS OF CO POISONING The CDC says that CO can poison or even kill people who breathe in too much of it. As a result, it’s imperative that boaters and people who plan to spend time on a boat, learn to recognize the signs of CO poisoning, which include: • Headache; • Dizziness; • Weakness; • Nausea; • Vomiting; • Chest pain; and • Confusion. When on a boat, it’s important that people do not write any of these symptoms off as seasickness.
MAINTAINING A BOAT The CDC notes that symptoms of CO poisoning may not be evident, so it’s important that appropriate measures are taken to ensure boats are always in proper working order. When purchasing a CO detector for your boat, make sure to buy one listed by the Underwriters’ Laboratories as appropriate for marine use inside the boat. The following are some additional measures boaters can take to maintain their boats and reduce their risk, and their passengers’ risks, for CO poisoning, courtesy of the CDC: • Properly install and maintain all fuelburning engines and appliances;

• Educate all passengers about the signs and symptoms of CO poisoning; • Swim and play away from areas where engines vent their exhaust; • Watch children closely when they play on rear swim decks or water platforms; • Never block exhaust outlets, as blocking outlets can cause CO to build up in the cabin and cockpit areas even when
hatches, windows, portholes, and doors are closed; and • Dock, beach or anchor at least 20 feet away from the nearest boat that is running a generator or engine. This is important because exhaust from nearby vessels can send CO into the cabin and cockpit of a boat.

Boating is booming How to ride the wave of demand and get top dollar for your boat Not only is it peak boating season, but the impact of COVID-19 has inspired a renewed interest in boats from coast-tocoast as people start getting outside and enjoying the water while maintaining social distancing. Boat Trader – boating’s largest online marketplace – confirmed this spike in demand in all regions across the country and reported that their traffic in the second quarter jumped 74% over 2019. Even areas less known for boating are seeing recordhigh listing engagement. What’s more, all boat types, new and used, are experiencing a buying boom with center consoles, pontoons, and ski/wake boats among the most popular segments in terms of lead volume. Because many boat manufacturers around the world were forced to reduce or halt production in the wake of the global pandemic, the current rise in market activity suggests there will be tighter inventory later in the year. As interest in boating shows no signs of slowing and supply shrinks as new boaters buy boats, the time is ripe for current boat owners to ride this wave of demand and sell and upgrade now before a possible waiting
period for new models sets in. What do surging boat sales mean for boats currently sitting in driveways? Buyers are snapping up affordable inventory: Right now, as historic numbers of people are looking to buy a boat, marketplace insight shows the highest demand is for vessels priced under $25,000, followed by boats under $50,000.
SALE PRICES ARE UP According to data from Boat Trader, in May and June the average sale price per boat sold in the used, under 26-foot category, increased 5.24% – more than $1,600 – over last year. Though there are many factors that determine the sale price of a boat, like condition, engine hours and age, this trend is yet another signal that demand is strong.
FAMILIES WANT TO GO BOATING Americans, to the tune of more than 10 million boat shoppers per month, are relying on the convenience of technology more than ever to get on the water. For a minimal price, you can sell your boat locally on Boat Trader and get up to 10 times the exposure of free ads. The site also populates boat specs from the manufacturer, making it easy to list and market your boat.
HOW TO SELL FOR TOP DOLLAR Beware the buzz – There’s a joke in real
estate about spotting watchwords in listings. For example, “close to shopping,” could mean you can hear traffic noise from the backyard. Be careful writing a boat listing with phrases like “custom paint!” or “rebuilt engine!” because, without explanations, these wellmeaning buzzwords can raise red flags. Picture perfect – Upload multiple photos to your boat listing and post the best photo first to encourage maximum engagement. The “sweet spot” falls between 11 and 25 photos, and in these times of social distancing, share video tours. Listings with video tours see more activity than those without. Market price – Position your boat as the catch of the day with competitive pricing. To determine an accurate price range for your boat, look at listings for similar boats in similar condition. For quick research, use the Boat Trader Price Checker tool. Be responsive – As the seller, it’s important that you build trust with a potential buyer, which can lead to a faster sale and willingness to pay more money. Respond within 24 hours – if not sooner – to keep interest high and attract that perfect sale. The bottom line is this: Timing is everything. If selling your boat has crossed your mind, either in order to upgrade or put money in the bank, the time is now. (BPT)

The 34-acre park, located on the city’s southeast side at 407 S. Wisconsin St., includes playground equipment, a shelter, restrooms and more. The park’s large hill is a popular sledding destination in the winter months. An open shelter, picnic area and restrooms make this a year-round park.

Covering 640 square acres, Whitewater Lake is clearly the largest of the area’s lakes and is located in the Town of Whitewater. The lake is 38 feet deep at maximum depth, and is fully stocked with bluegill, largemouth bass, northern pike and walleye. This lake can be accessed through a barrier-free ramp.
Community Parks STARIN PARK
Starin Park’s 34 acres date back to 1888. It is one of the oldest recognized parks in the state, and boasts the second oldest operating municipal water tower. The park, 504 W. Starin Road, provided housing for veterans during and after World War II, and has hosted many celebrations and recreation events ever since. A Veterans War Memorial was erected to honor area servicemen. The Community Building, built in 1934, was rebuilt after a fire in 1998, and provides a community meeting place and hosts the Seniors in the Park program. Located in the north-central portion of the city, Starin Park is adjacent to the UWWhitewater campus and offers a variety of recreational activities including: basketball, baseball, horseshoes, sledding and hiking. There is also a playground, picnic area, two open shelters and restrooms.
TRIPPE LAKE PARK
Trippe Lake Park was dedicated as a City Park in 1958. The lake was named in honor of Dr. James and Rosepha Trippe, credited as being the founders of the city. Trippe Lake was formed as a result of a dam that was constructed to operate or power the old sawmill. Trippe Lake serves as the local “swimming hole.”
MORAINE VIEW PARK
Moraine View Park, established in 1998, is located in the Whitewater Technology Park in the northeast section of Whitewater at 1201 E. Innovation Drive. The park itself is home to soccer fields, the Community Garden and Whitewater Bark Park.
BARK PARK
Located in Moraine View Park at the east end of Commercial Drive, as its name suggests, this portion of the park is the only area in the city dedicated solely to dogs. The park opened in 2006. A dedicated group of dog enthusiasts raised more than $25,000 for the project, and convinced many local businesses and organizations to donate their time and resources to the creation of the park. Licensing and membership fees help offset the maintenance costs.
WHITEWATER CREEK NATURE AREA Nestled between Fremont Street and Whitewater Creek, this nearly-60-acre nature area offers a picnic area, hiking and cross-country ski trails, fishing and a wildflower planting area.
Neighborhood Parks BREWERY HILL
This park, 116 W. North St., received its name from a George Streng’s brewery that had stood on the top of the hill, beginning in 1859. The 7.3-acre indoor and outdoor recreation area, located along Whitewater Creek, contains Rotary Skate Park and a portion of the Whitewater Creek Path. It is also adjacent to the Downtown Armory that offers a gym, dance studio and workshop area.
MEADOWSWEET PARK
Meadowsweet Park, developed in 2002, is located in the northwest corner of Whitewater along Tratt Street. Working with the neighborhood and developer, the four acres feature native grasses and plantings that provide seasonal color and habitat for a variety of birds and other creatures.

In the spring of 2007, the White Memorial Building, once the city’s library, became home to the Whitewater Cultural Arts Center.
SKYWAY PARK
BIG BRICK PARK
This 4.1-acre park on the city’s far northwest side sits in the Parkcrest Subdivision. Its close proximity to Gutzmer’s airport off Tratt Street gave it the moniker Skyway Park. It offers Playground equipment, open space and an environmental corridor. The park is located at 1302 W. Tower Hill Pass.
Archeological Park WHITEWATER EFFIGY MOUNDS PRESERVE This collection of effigy mounds – numbering between 12 and 15 – is on the city’s far southwest side. The mounds were built between 800 A.D. and 1200 A.D., with the oldest ones being geometric shapes, ranging from 60 to 300 feet. Studies suggest these mounds were a gathering place for several Midwestern tribes. Sammual Prince was the first settler of Whitewater to build a log cabin in this area. Today, the 21.5-acre park, located at 288 S. Indian Mound Parkway, is a nature study area for school children learning about Whitewater’s Native American heritage. It also features a hiking trail. In 2006, the park was expanded by five acres and, according to the city’s 200813 Park and Open Space Plan, further expansion is possible to both the west and north.
Mini Parks CLAY STREET NATURE PARK In 2008, an additional .79 acres was purchased by the City of Whitewater to expand this park that consists of a turtle nesting mound, fishing pier and small boat launch at 511 E. Clay St.
MAIN STREET SHOPPES COURTYARD The site is a picnic area downtown, adjacent to a municipal parking lot at 112 N. First St.
FLAT IRON PARK
This triangular park, 402 W. Main St., is home to the Birge Fountain, a War Memorial and park benches and serves as an appropriate entrance to the Whitewater Cultural Arts Center. Its point is at the intersection of North and Main streets. The Birge Fountain, which was designed by J.W. Fiske, was donated to the city by Julius “Jule” Birge and dedicated on July 4, 1903. The fountain is 17 feet high and nine feet in diameter. Birge required the fountain
Big Brick Park, 611 W. Center St., was acquired by the City of Whitewater in 2001 from the Whitewater Unified School District. The park inherited its name from “Big Brick” school, which was located on this site. Also known as Union School, it served the community as a grade school from 1857 until 1928, when it burned to the ground. The basement had a very short ceiling and in stoking the furnace too high, the timbers caught fire and burned down Whitewater’s first high school. Today, it offers ice-skating, hockey, a basketball court, a playground and picnic areas.
MILL RACE PARK
A chance meeting between Asaph Pratt and Dr. J. Trippe led to the raising of a mill on Whitewater Creek in 1839. It provided the settlers with their biggest needs: flour and grain products. Men from LaGrange, Milton and Fort Atkinson provided labor. The Village of Whitewater grew around this mill. William Birge purchased the mill in 1853 and added on in 1856. This .6-acre park is located downtown on the north side of Main Street along Whitewater Creek, and offers an observation area for Cravath Lake.
TURTLE MOUND PARK
Located on the southwest side, this oneacre park is situated in the Mound Park Acres Subdivision and contains a playfield, play equipment and a picnic area. In 2008, through the help and support of the Whitewater Optimists, a shelter was added to the park, located at 1602 W. Turtle Mound Circle.
WALTON OAKS PARK
This 2.6-acre park was dedicated in 2008 and is a natural wooded oak-lot located in the Park Crest Subdivision.

State camping for 50 people or less allowed
The Wisconsin Department of Natural Resources will begin to allow group camping for groups of 50 or less with reservations on Monday, July 13. The DNR will also begin placing camp hosts at state park campgrounds, and firewood is now available at select state parks. Special park operation conditions remain in place to ensure the safety of staff and visitors. Some changes campers and park visitors will experience beginning July 13 include: Group camping allowed at outdoor sites with a capacity of 50 people or less, with reservations; limited special events permitted with up to 50 people; unreserved use of open-air shelters with capacity limits and provisions for social distancing.
RESERVATIONS • Shelter, amphitheater and group camping reservations, as well as special events through July 12 will be canceled and refunded. • Reservations for a longer stay at outdoor group campsites with a capacity of 50 people or less that begin before July 13 and extend beyond July 13 will automatically be adjusted to begin July 13. • Camping reservations are required before setting up camp and are accepted by phone 1-888-947-2757 and online only. • Same-day camping reservations are available by phone 1-888-947-2757 and the online reservation system. • Check-in is not necessary at the office or visitor station when coming to a property with an existing camping reservation. Aquatic and Fitness Center open with limitations By Dave Fidlin CORRESPONDENT
After sitting dormant for more than three months amid COVID-19 precautions, the Whitewater Aquatic and Fitness Center opened July 1. But it is not business as usual. In the first phase of reopening, members will have the opportunity to use the lap pool and fitness center. Plans also call for holding outdoor cycling classes. Several areas of the facility will remain closed off to visitors for the foreseeable future, including the locker rooms. Enhanced disinfecting and other protocols also are planned, including rearranging some of the furniture and fixtures within the facility to encourage social distancing. “We want to use an abundance of caution in any forward movement,” City Manager Cameron Clapper said. Talk of reopening the center surfaced at a Common Council meeting June 16. The city operates the facility through a joint agreement with the Whitewater Unified School District.

Clapper said he and other municipal staffers have received feedback from residents interested in using the center. “We know and have heard from a select group in the community,” Clapper said. “It’s not necessarily a broad group.” Eric Boettcher, director of parks and recreation with the city, also weighed in on the interest his department has received from residents who would like to see the facility resume operations. “J-Hawks Swim Club, the high school swim team and other community members have requested that the lap pool be opened for lap swim immediately,’ Boettcher said. “There has been much discussion as to how and when to open safely, and the financial impact that opening will have during the ongoing COVID-19 pandemic.” While there was nothing precluding the center’s reopening prior to July 1, Clapper in his recommendation said he believed it would be prudent to holding off on relaunching the amenity in a sign of solidarity with the other governing party operating it. As with all districts across Wisconsin, all of the
Whitewater Unified schools remained shut down for all in-person activities through June 30. While he expressed concerns about the long-term ramifications of COVID-19 – including a possible “second wave” of spiking cases linked to the virus – Council President Lynn Binnie said he was supportive of the center reopening at this time since documented cases, locally, are not at the forefront in this snapshot in time. With more than a quarter of the year already claiming use of the facility, Binnie said he believed multiple age groups would likely find news of the center’s reopening a welcome development. “(Seniors) may be anxious to have something to do,” Binnie said, prefacing his remarks by pointing out the Starin Park Senior Center has also been closed throughout the pandemic. On the other end of the age spectrum, Binnie said, “Young families haven’t had a lot to do either.” The council gave a favorable recommendation to the reopening plan. The city’s Parks and Recreation Board, which takes up matters related to the center, gave the official go-ahead when it met after the council meeting.
DNR encourages use of life jackets on bodies of water Summers make for long, busy days on the 84,000 miles of Wisconsin rivers as residents and visitors load picnics, canoes, kayaks and kids’ toys for memorable fun along the shores and in the waters. This season, Wisconsin Department of Natural Resources’ conservation wardens, local authorities and first responders are urging attention to safety when planning activities near and in rivers. River safety tips stem from a foundational belief of having respect for the river and its shores. Be smart and stay aware because a river’s potential danger is often not visible to the human eye. These potential risks are why conservation wardens and area agencies stress the importance of wearing a life jacket - especially for children who find shorelines particularly inviting. The higher, fast-moving water can tax an individual’s boating, paddling and swimming skills. “What may look like a flat, inviting river or stream, may disguise a fast-moving current pulling debris out of your sight and under the surface - and could put you in danger without a lot of warning,” said Capt. April Dombrowski with the DNR Bureau of Law Enforcement. The same life jacket tip applies to lakes, which also are subject to changing conditions often linked to weather events. However, rivers present continually changing conditions - most often choreographed by the ever-changing currents. Currents are powerful forces that can reconfigure shorelines, carry and hide debris and construct or destroy sandbars that otherwise look deceptively solid. Life Jackets Are A Top Safety Tip Wardens and authorities say their unified goal is to highlight the importance of wearing life jackets and how to be safe while having fun. There are many styles and sizes of life jackets, making them comfortable for any outdoor activity. Authorities say putting a life jacket on a child looking to play in the sand near the water is a must. “Always wear a U.S. Coast Guard-approved life jacket when venturing out on the water,” Dombrowski said. “Wearing one just might save your life.” The sad truth is that most drowning victims on Wisconsin waterbodies were not wearing life jackets. Wisconsin rivers are safe and family-friendly places to spend a summer day or a few days, but safety and respect for the water should always be on your mind.

Life jackets will keep you on top of the water if you walk off an unexpected drop-off, a current overpowers you or you fall out of a boat. Putting on a life jacket before wading, playing along shores or getting in a boat gets you ready to focus on the fun. Sandbars are not permanent Wardens and authorities say a river’s flow is always rearranging sandbars, which are not permanent islands. The water moves the sand, thereby strengthening and weakening these temporary islands. That means a sandbar may hide a steep drop-off or a deep hole into the rapid current below. The best safety tip is to assume a sandbar cannot support a person’s weight. Currents can overpower anyone Authorities say a river’s current often is not easily noticeable to the person standing on the shore or even wading at the edge. However, it can be strong enough to overpower a person and make even the strongest of swimmers unable to swim against it. Q. Which is a recommended water skiing safety practice? A. Safety is critical, so it’s important to have a few basics covered. Be sure you and your driver have an agreed-upon set of hand signals. Thumbs up to go faster, down for slower, the OK hand signal to indicate the speed is right. There are other signals such as patting the head to indicate you’re finished or want to get back on the boat. Always wearing a life vest, skiers and drivers should always be aware of their surroundings. Having an observer and a driver on board is much safer than just having a driver with a ski mirror. Anybody who has ever watched a water ski show or competition has had the urge to go water skiing. The first towed sport in what has become an industry unto itself, water skiing has spawned offshoots such as slalom, trick and ski jumping, wakeboarding and wakesurfing, and even tubing and kneeboarding. And it all started behind a boat with a guy with two boards strapped to his feet. If you’re interesting in learning how to water ski, Discover Boating says to be sure to follow these basic steps to help you get started: How to get up on water skis Begin with a deep-water start, with your legs together. Let the boat do the work – stay in a crouched position until you’re up on a plane. Once you’re up, straighten your legs. Coach your boat driver on the proper speed for towing – around 30 MPH for waterskiers. Once you feel comfortable on two skis, you can transition to slalom-style skiing by dropping one ski. With kids, the best water skiing tip is to start with the skis that are tied together with nylon rope. This keeps their legs together, and keeps them from doing a split as soon as they get on plane – then doing a face-plant. Even adults first learning to ski can feel like their being split from the groin up. Skiing on two skis will work muscle groups in your legs and back that don’t normally see that much stress. The hardest part of skiing is the hardest part of any water sport, and that’s the deepwater start. The important thing is to let the boat do the work. Trying to stand up too quickly makes things more difficult than they need be. Stay in the crouched position until you’re up on plane, then straighten your legs. Of course, we all want to go water skiing with one ski. One good way to learn is to get up on two skis and then drop one. If you’re on a lake or lagoon, just remember where you left the ski. If you’re skiing on a river, take the current into account when you go back to try to find the other one. This gets you accustomed to slalom-style skiing, and getting up in a
deep-water start on two skis is much easier than trying to get up on one ski. Deep-water starts on a single slalom ski are more difficult, and that’s where the deep-V-handle ski rope can help. Once you’re up and running, the average water ski speed is around 30 MPH. Competition speed for pro slalom skiers is 36 MPH, but you can signal to your driver what speed your comfortable with.

Q. How to slalom water ski? A. For people just starting out, there’s a ski rope with a deep V that helps with deep water starts. You just put the tip of the ski inside the V of the rope, and that helps the ski remained pointed forward as the boat is taking off. The training rope helps a lot because doing a deep-water start on a single ski is not easy. The same logic applies: Let the boat do the work to get you on plane before you try to stand up. Q. What water skis should I buy, or how do I choose water skis? A. Skis are designed and built for people depending on their level of experience and their weight. Typically, they are sold in three categories: beginner, intermediate and advanced, and by weight. The heavier the skier, the longer the ski. Q. How do I teach someone to water ski? A. There are schools around the country that teach water skiing, but you don’t have to go to a professional school to learn to ski. Almost any experienced skier can teach another person to ski. The key to offering tips and corrections is to put them in between compliments. For example, tell them what they did right, offer corrections, then offer another compliment. That keeps the student in high spirits while he or she is learning. Q. How do I tie water ski rope? A. If your boat has a tow pylon, push the rope through the loop at the end of the rope and wrap the loop that creates around the pylon. This allows the rope to tighten when a skier is in tow. If you have a tow eye, twist the loop on the end of the rope to create a figure 8, then fold the 8 over itself and put both loops over the pin in the middle of the tow eye.
