Many residents and businesses invested their savings with Kelly, who promised a 16 to 19 percent return on their money. In less than four years, Kelly’s investment business flourished allowing him to move to a mansion along the lakeshore in what he believed to be Antioch. He began to purchase a variety of high-end toys including several Mercedes Benz automobiles, two airplanes, additional homes and several boats. He was considered to be a very friendly and generous man, often taking friends and investors out on his yacht. Life appeared to be very good for Kelly before things started to go wrong. First was Kelly’s problems with the Antioch High School District. According to a 1986 article in the Chicago Tribune, the high school district requested payment for his children’s tuition as the mansion Kelly was living in was actually over the state line and located in Wisconsin. A portion of his property was in Illinois, said to be the area where his tennis courts were located. Kelly was aware that his life and his financial security were about to crumble as the Illinois Secretary of State’s office began to look into his work after they received a complaint
The Lake County Health Department and Community Health Center’s Animal Care and Control program will offer a low-cost pet vaccination clinic from 9 a.m. to noon on Saturday, Aug. 11, at the Antioch Township, 1625 Deep Lake Road, Antioch, and from 9 a.m. to noon on Saturday, Sept. 8, at the Village of Grayslake, 10 South Seymour Ave., Grayslake. Standard vaccine, tag and microchip costs for the vaccination clinics are priced based on if the pet is spayed/neutered or not. For pets that are spayed or neutered prices are as follows: • One-year rabies vaccination and Lake County tag is $20 • One-year rabies vaccination, tag and distemper is $25 • Distemper complex only is $10 • Microchip is $15 For pets that are not spayed or neutered prices are as follows: • One-year rabies vaccination and Lake County tag is $60 • One-year rabies vaccination, tag and distemper is $65 • Distemper complex only is $10 • Microchip is $15 Pets will be taken on a firstcome, first-served basis. All animals brought to the clinic must be at least four-months-old. Dogs must be leashed and cats placed in carriers. Only cash will be accepted on site. Proof of spay/neuter may be required. Florida and a fire Captain who claimed to have seen him in 1991 in Waukegan. Although these two sightings were recorded, Kelly was not apprehended. In 1992, Kelly’s wife Ann tried to have him declared legally dead. However, partly because of these two witnesses who claimed to have seen him, he was not declared legally deceased but instead was indicted on 18 counts of fraud and a warrant for his arrest was issued. Kelly was reported to have had three life insurance policies. One for $200,000 with Jackson Life Insurance would have reverted to an Antioch Bank as it was being held for collateral for a loan. The other two policies with other insurance companies would go to his wife Ann who had divorced him by default in 1988. After 10 years of being considered an outstanding citizen in Antioch, Woodruff “Woody” Kelly made as flamboyant an exit as he had lived his life. The story of Woody Kelly was featured on an episode of “Unsolved Mysteries.”

reach it by radio. Because it was so close to the shore in shallow water, the 41-foot Coast Guard boat could not get close enough to the craft to see what was going on. A crewman was volunteered by the Watch Commander to dive into the 58-degree water and get closer to the ship. The diver found no one on board and a non-working ship to shore radio. Kelly’s sunglasses were on the boat. The starboard engine was still running, digging the craft deeper into the sand. There was no sign of Kelly. Over a period of time the Coast Guard continued to search for him. No body was found in the water. Many rumors were circulating about Kelly’s disappearance. Was it because of the suits filed by unhappy investors? Had someone picked him up by boat or helicopter? While Kelly was never again seen in Antioch, there were two reported sightings of him that prevented his being declared legally dead. One was a deputy chief from Antioch who claimed to have seen Kelly in 1990 in Tampa,

unknown. On June 8, 1985, Kelly left for Kenosha to take his recently purchased yacht on a test run since he had not officially taken possession of the boat. The Piscator was a 21-ton cabin cruiser equipped with twin diesel engines that was worth over $200,000. It slept six and was equipped with multiple high-end items including radar and autopilot. Usually, the boat company required a second person to accompany the boat owner on the test run, but Kelly insisted on going alone. After his trial run, the boat was to be taken to Florida to be fitted as a sport fishing boat. Leaving the dealership at approximately 3 p.m., Kelly headed toward Waukegan, about 20 miles south. He had told his family that he would return home at 6 p.m., but this was not to be. At approximately 9 p.m. that evening, the boat was spotted near the northern edge of Illinois Beach State Park. It did not have any lights turned on, yet was moving along the shoreline. There was no response when the Coast Guard tried to

Riding the
waves
Local program helps people with disabilities experience watersports by Heather Ruenz STAFF WRITER
couple of summers ago, Julie Davis, of Lauderdale Lakes and a volunteer with Adaptive Adventures, offered her lake house to start an adaptive waterski program in the area. Adaptive Adventures aims to “provide progressive outdoor sports opportunities to improve quality of life for children, adults and veterans with disabilities and their families.” It offers programs, clinics and camps throughout the country in cycling, climbing, dragon boat racing, paddle boarding, skiing, scuba, waterskiing, kayaking and wakeboarding. The program Davis offered to start, dubbed Watersports Wednesdays, took off immediately and was held every other Wednesday during the summer. It offered not only adaptive waterskiing to its participants, people with disabilities and veterans primarily, but also wakeboarding and kayaking. Last winter, Davis and Greg Zbrzezny, the Chicago program director for Adaptive Adventures who had teamed up with Davis when the program began, spent time brainstorming about how they could expand the program. To do that meant moving it to a larger, or commercial area, but they wanted to keep the program at Lauderdale Lakes. “Naturally, we thought about reaching out to the Lutherdale Bible Camp since the venue has everything we would need. They were very supportive of what we were trying to do,” Zbrzezny said. They were welcomed with open arms, and as a result, Watersports Wednesdays is now held along Lutherdale’s lakefront. The program also relies heavily on volunteers. “Our volunteers are a big part of what we do, and it takes roughly 20 individuals to make this happen,” Zbrzezny said. “Julie has done a great job involving lake residents who donate their time, boats,

personal watercraft and even help prepare food for the groups.”
Helping hands
One of the local volunteers is Lauderdale Lakes resident Bonnie Speer. She drives a boat pulling participants – including veterans and people with disabilities, all riding in or on equipment adapted so they can safely waterski – around the lake. “This is an amazing program and it’s great to be part of it and to see the smiles,” Speer said. A jet ski with two people on board follow the boat, and if a skier goes down, the jumper, or person riding on the back of the jet ski, jumps in the water to assist. Fay Corbett and Phyllis Belzer, both of Lauderdale Lakes, have been volunteering with Adaptive Adventures for three and two years, respectively. “Julie lives next door to me and told me they needed volunteers and to ask whoever, so I talked to Phyllis,” Corbett said. Belzer said she was a volunteer for years with Veterans Affairs. “I like to do anything with veterans. This is that and more because they work with a lot of people,” Belzer said. The two women are humble about their dedication.

“We’re just the cooks,” Belzer said. “Yet I was cooking today and someone asked me for a water, which we also do,” Corbett added. They also help participants get their wetsuits and life preservers on, if needed. “Basically, we just won’t go in the water,” Belzer said. “Whatever someone needs, they come to us and we help,” Corbett added. The food is supplied, for the most part, but Belzer said she and other volunteers “help fill in anything else that’s needed.” The women said volunteering allows them to witness firsthand the inspiring moments that happen regularly on the shore and lake. “It’s simply amazing to watch them,” Belzer said. “One thing that stands out is when a group of eight or nine veterans – all of whom were visually impaired – went out kayaking. It was really great,” Corbett said. Boathouse on board How you can help Adding to the excitement of the program’s growth, Zbrzezny said a new partnership with The Boathouse of Chicago will be providing ski boats for future programming. Each program features participants from various groups, hospitals and organizations. “We work with individuals with physical disabilities and primarily disabled veterans, so there is always a VA attending this program with either a spinal cord injury unit, blind unit or outpatient unit with their recreational therapist,” Zbrzezny said. The VAs that have participated this summer include Jesse Brown VA, Chicago; Hines VA, Chicago; and Clement Zablocki VA, Milwaukee. Other groups taking part in Adaptive Adventures in Lauderdale Lakes include Shriner’s Children’s Hospital, Synergy Adaptive Athletics and Lincolnway Special Recreation Association. Independent, local residents have also participated at this summer’s events, Zbrzezny said.
The adaptive waterski program is one of the only ones not funded through grants, so it’s difficult to sustain, according to Zbrzezny. “We have started a fundraising campaign in hopes of raising $30,000 for new equipment and resources to continue the program at Lauderdale Lakes,” he said. A fundraiser will be held Sept. 27 from 3 to 9 p.m. at Lauderdale Landing, W5625 Westshore Drive in Elkhorn. “We’ll have a kayak race and a corn hole tournament along with raffles and great food,” Zbrzezny said. The final program for this summer at Lutherdale is scheduled for Aug. 22. To further support Adaptive Adventures, individual donations as well as corporate sponsorships are accepted, and there is an ongoing need for volunteers – details can be found on the website. Lake County Sheriff’s Office achieves accreditation Sheriff Mark Curran announced that the Lake County Sheriff’s Office has been officially accredited through the Commission on Accreditation for Law Enforcement Agencies. “When we initially enrolled in this process I said the Lake County Sheriff’s Office will be known for our leadership, contemporary practices and use of technology. I am very proud to say we are known for these values and so much more,” said Sheriff Mark Curran. In order to receive accreditation, the Lake County Sheriff’s Office was required to meet 167 internationally accepted standards for the operation of police organizations. In March of 2018, a team of assessors conducted an on-site assessment. The team ensured the Sheriff’s Office is in compliance with the Commission on Accreditation for Law Enforcement Agencies’ practices, policies, procedures and standards. Following their assessment, commissioners analyzed the final assessment report and voted to grant accreditation to the Lake County Sheriff’s
Office. Members of the Lake County Sheriff’s Office accepted the accreditation on July 28, at the CALEA Conference in Grand Rapids, Michigan. “CALEA is considered the ‘gold standard’ accreditation in public safety. CALEA is another independent, objective organization to endorse the Lake County Sheriff’s Office as a premiere law enforcement agency. I’ve promised to ‘raise the bar’ at the Lake County Sheriff’s Office and I’m extremely proud to say as an organization we’ve attained both ILEAP and CALEA accreditation. We are the first sheriff’s office in the State of Illinois to achieve these dual accreditations,” said Sheriff Curran. The Lake County Sheriff’s Office is part of an elite group of only three percent of United States sheriff’s offices to achieve this accreditation. The Lake County Jail holds dual accreditations through the National Commission on Correctional Health Care and the American Correctional Association.

Watercolor show at Antioch Fine Arts Foundation By Gail Peckler-Dziki CORRESPONDENT
During the month of August, about 30 artists from the Lakes Region Watercolor Guild will show their art, some of it is for sale, at the Antioch Fine Arts Foundation. A public reception for the show and the opportunity to meet some of the artists is scheduled from noon to 4 p.m. on Aug. 11. Mary Norvell was the Lakes Region Watercolor Guild member on hand in early August and talked about the Foundation and the watercolor guild. “I moved here from East Texas about a year ago,” she said. “My son-in-law had Googled AFAF and we came for a visit.” “There was a music combo
playing,” Mary remembered, “and everyone was warm and friendly and I found a new art home that day.” Mary has been painting since 1970. “I taught physical education and a friend encouraged me to take a watercolor class. I found the missing part of my soul.” As all artists tend to do, Mary has explored and evolved as an artist, investigating other areas like sculpt, acrylics and metals. One of her favorites remains watercolor. The Lakes Region Watercolor Guild meets September through May on the second Thursday of each month at the State Bank of the Lakes, 50 Commerce Drive, Grayslake. The meeting time is from 9:30 a.m. until noon.
