This time, the Antioch Township board voted to pay the bills, with trustee Steve Turner as the lone no vote. Once gain, Turner expressed concern about a “governmental body deciding where taxpayers donate their dollars.” According to Illinois state law, the township can distribute funds from the general fund to community action agencies that serve township residents. In the past, Antioch Township has made contributions to Nicasa and AAHAA. Prior to the vote, trustee Peter Grant was reluctant to vote to pay the bills. Antioch township attorney Larry Clark, present at the meeting, explained the ramifications. “You can request that a particular bill be pulled, and that request is never denied,” Clark said. “But if you don’t pay the
bills, you will see a one percent charge added to those bills.” Grant waived that since the bills with which he had issues, the assessor Heather Kufalk-Marotta’s mileage/travel reimbursements since there appeared to be no supporting documentation. An Illinois man was sentenced Friday to 15 years in prison and 10 years extended supervision in the Jan. 2 shooting death of his best friend in the Village of East Troy. Robert M. Sterling, 32, of McHenry, Ill., or Bobby as his friends and family call him, faced up to 65 years in prison after pleading guilty July 19 to first-degree reckless homicide with the use of a dangerous weapon for killing David A. Bauspies. Bauspies’ family asked for the maximum sentence for Sterling at his sentencing hearing in Walworth County Circuit Court Friday. BausRobert pies’ 66-year-old father, Dave Bauspies, asked Sterling that he never have to see Sterling walking down the street again in his lifetime. Bauspies said Sterling is no stranger to weapons and violence. At 12 years old, Sterling robbed a retail store in Illinois and shot an employee in the head through the glass doors as he fled the store, said District Attorney Zeke Wiedenfeld. “He knows the feel of a gun,” Bauspies said. “He knows what it feels like to point it at another human being.” After that incident, Sterling spent his youth in the juvenile detention system in Illinois and Florida and received services intended to rehabilitate him, Wiedenfeld said. Nevertheless, on Jan. 2, he drank alcohol, took drugs, handled a gun, pointed it at David Bauspies’ face “and blew the back of his head right off,” Bauspies said. “That man is a killer.” Bauspies’ brother and mother also addressed the court – Chad Bauspies shaking and Joanna Bauspies crying. They showed a range of emotions, Judge Kristine Drettwan noted, from anger to forgiveness. Chad Bauspies recounted the devastation his brother’s death has had on his family. “Our lives are just ruined. Just ruined,” he said. “What this man

Slices of life Do-it-yourselfers will attest to two universal truths: projects beget projects and the outcomes are often funny if you are willing to laugh at yourself or others. Both phenomena happen to me all the time. This week at our house it involved stickers. My husband and I recently updated our bathroom by framing the mirror. With the mirror framed and looking lovely, it became apparent (to me) that our soap dispenser was lacking. Or better put, we were lacking a soap dispenser. We were simply using the bottle the soap came in when purchased from the store. Next to the newly framed mirror it looked practically plastic (because it was). We were in need of an

upgrade. I found a suitable plain white ceramic dispenser and put it in the bathroom next to the sink. It was an improvement, but I couldn’t shake the feeling that something was missing. And then it hit me: what we needed was a label. I didn’t trust my artistic prowess enough to paint a label on the ceramic. Instead I opted for stickers. I got some nice black letters and placed four of
them on the dispenser to spell SOAP. It was perfect. So perfect that I got two more dispensers – one for the other bathroom and one for the kitchen – and labeled them with SOAP stickers as well. I was satisfied with my mini-projects and for most DIYers the story would end here. But I am not only a DIYer; I am a penny-pincher. And in this case, I had extra, unused stickers. I looked around the kitchen for something else to label. Next to the sink, I have a spray bottle filled with rubbing alcohol to clean the stainless steel and other surfaces needing disinfecting. There wasn’t enough space to spell
out rubbing or alcohol so I took three letters – A, L and C – and placed them on the bottle. I wasn’t done yet. There was a similar spray bottle on the stovetop that held olive oil – of the extra virgin variety. Again, space was an issue, so I went with the well-known (or so I thought) abbreviation: EVOO. (Extra virgin olive oil, for those who have never heard of Rachel Ray.) I still had some stickers left, but it was time to make supper so I put my projects on hold. And here’s where the funny part comes in. As we were prepping for our meal, my husband (who is a Rachel Ray fan) reached for the olive oil and reacted with a
start. “What the heck is ee-vu?” he asked (He pronounced EVOO as though it rhymed with emu.) Then he repeated his question, sort of. “Ee-vu? That’s not even a word. I’ve never heard of eevu. Is this some sort of joke?” By this time, I couldn’t answer him because I was laughing my ee-vu off. Sensing an opportunity to laugh at a parent, the kids gathered nearby. None of them let my husband in on the joke. God bless the children. My husband remained incredulous. “Ee-vu? Are you messing with me? Ee-vu, really?” Each time he said the “word” we all burst out in laughter. The
kitchen was a very happy place, unless you were my husband. Finally one of the kids took pity and let him in on the secret. We all got a good laugh out of that one and my husband learned a new vocabulary word. All in all it was a good day. Especially for a DIYer. And I’m not done yet. I still have a few stickers left. I just have to figure out what I can spell and where I can put them. Kufalk-Marotta presented in September showed a total mileage from April to August of 2017 is 832 miles. At $0.535 a mile, that’s a total of $45.12. The explanation for those miles written at the top of the invoice is, “mileage/travel reimbursement; field inspections, appointment, post office, meetings. Mileage invoices indicated the following: April 120; May, 226; June, 133; July, 162; August, 192. A review of several reimbursement requests from Kufalk-Marotta in 2016 yields a similar lack of information.
Lake County raises tobacco age The Lake County Board approved changes to its tobacco ordinance Sept. 12 to increase the minimum legal sales age (MLSA) for tobacco products to 21. Effective January 1, 2018, individuals in unincorporated Lake County must be at least 21 years of age to purchase tobacco products, including e-cigarettes. “This is a major milestone in our efforts to prevent tobacco use among our youth,” said Mark Pfister, Executive Director of the Lake County Health Department. “Each year, an estimated 6,300 Illinois youth start daily smoking habits. This is detrimental to their health and well-being.” Lake County is the first county in Illinois to raise the MLSA to 21 in unincorporated areas. To date, five Lake County communities including Deerfield, Highland Park, Lincolnshire, Vernon Hills, and Buffalo Grove are

among 11 municipalities in the state of Illinois to adopt Tobacco 21 ordinances. “Passing Tobacco 21 today is another example of Lake County’s commitment to leading the state and nation on the critical issues related to behavioral health,” said Lake County Board Chairman Aaron Lawlor. “Whether it’s mental health challenges, opioids, or tobacco, we have a responsibility to deliver science-based and proven solutions that help people stay healthy.” Tobacco use continues to be the leading preventable cause of disease and death in the United States and is responsible for 480,000 deaths annually. Studies have identified that 95 percent of current adult tobacco users started before the age of 21. Policies raising the MLSA of tobacco help delay the onset of smoking by increasing the social distance between those who can purchase to-
bacco and youth still attending secondary school. A 2015 report by the Institute of Medicine identified that raising the MLSA of tobacco products lowers the rate of youth (ages 1517) who start smoking by 25 percent. “We commend our County Board for taking this important step and approving Lake County’s Tobacco 21 ordinance,” said Mark Pfister. “We hope that this action will inspire other communities, counties, and our state to take action to prevent youth smoking, improve health and save the lives of our future generations.” The Lake County Health Department’s Tobacco Free Lake County program offers education and technical assistance to municipalities considering Tobacco 21 policies. proper receipts and the mileage log. In an email response that same day, Kufalk-Marotta claimed an auditor told her that the request did not come from the board, but Trustee Grant. Kufalk-Marotta also wrote that the auditor told her she did not need to fill out the logs
for mileage. In a later telephone interview, Heffernan stated that the mileage log was new and everyone would, moving forward, make sure to fill it out. She also said that those others requesting reimbursement did give the proper details and receipts.

The larger question was the lack of supporting documentation for Antioch Township assessor Heather Kufalk-Marotta and her former deputy assistant, Heidi Healy along with current mileage for the assessor’s office with deputy assessor Lee Perry. “There is no going back, but we would like to make sure things are done properly and the IRS rules for documentation are followed as we move forward,” Smouse said. has taken from us is incomprehensible.” After asking Drettwan to impose the highest sentence possible, Chad Bauspies looked at Sterling, sitting shackled and handcuffed next to his attorney, and said, “Why did you kill my brother?” Joanna Bauspies showed compassion for her son’s friend. “I don’t know how to feel,” she said, through tears. “Bobby was David’s best friend. I know he loved David, and David loved him. “I know it’s hard for Bobby knowing what he did, and I do forgive you, Bobby.” Sterling’s family also attended Friday’s hearing. Sterling turned to the gallery of the courtroom and exchanged smiles with each of them before proceedings began. His mother, Simona Napierkowski, seated at a table in front of Bauspies’ family, addressed the court and the victim’s family. “I cannot even imagine the devastation you guys are going through, and I’m sorry from the bottom of my heart,” she said. “I know,” replied Joanna Bauspies. Napierkowski took the blame for Sterling’s rocky upbringing. “I wasn’t the best mother,” she said. “I wasn’t focusing
on my children like I should have.” She said David Bauspies spent time at her home, and she also mourns his loss. “I loved him,” she said. “And I miss him.” She said Bauspies and Sterling were friends and Sterling never meant to hurt him. Drettwan agreed that Sterling never intended to hurt his friend and he is genuinely remorseful. She said she does not believe Sterling intends to hurt people but displays reckless behavior and bad choices with no regard to human safety that make him a danger to the public. Drettwan said in sentencing Sterling she must consider whether the crime was vicious or aggravated. She said the fact that Sterling “knew better” makes the crime aggravated. “You are a grown man,” she said. “You know better than to play with a gun. To play Russian roulette? My God! You’re not 16 years old.” Wiedenfeld displayed a picture of David Bauspies on a screen in the courtroom and explained the circumstances that resulted in his death. Sterling, Bauspies and Richard D. Pryor, 48, were helping Tyler M. Odell, 22,
move in East Troy on Jan. 2. The friends were drinking, taking drugs, being rowdy and behaving recklessly, he said. At one point, Odell brought out a large revolver, put a bullet in the chamber, put it up to his own head and talked about having suicidal thoughts, Wiedenfeld said. Sterling took the gun, pointed it at his own head and pulled the trigger, but nothing happened. Sterling then pointed the gun at David Bauspies’ face and pulled the trigger, Wiedenfeld said. “That reckless choice of the defendant … cost David his life,” he said. “The life of David was ended just because of this careless macho behavior the defendant was trying to display.” The bullet entered near Bauspies’ left nostril and went through his head and into the wall, Wiedenfeld said. Odell and Pryor ran from the scene while Sterling stayed with Bauspies, called 911, tried to perform CPR and cooperated with police, he said. “Everyone else that was around him ran,” said Sterling’s defense attorney Julia May. “But David was his best friend, and he didn’t want to leave his best friend alone.” May said Sterling did not

know a bullet was in the gun when he pulled the trigger and is traumatized by Bauspies’ death. “When he closes his eyes, he has images of his friend,” she said. May said Sterling suffers anxiety attacks, post-traumatic stress syndrome, has nightmares and shook throughout Friday’s hearing. She said he took a plea instead of being tried because he didn’t want to go through the trauma of a trial or put Bauspies’ family through it. Sterling also addressed the court. Reading from a yellow sheet of legal paper held between his cuffed hands, he apologized to Bauspies’ family. “I cry every night and pray
for Dave,” he said. Drettwan said Sterling staying with his friend was a mitigating factor in sentencing. “I think it’s important to note you did not run like the other two men did,” she said. Odell is also charged with first-degree reckless homicide and is scheduled to go on trial in November. He had no alcohol in his system 5 ½ hours after Bauspies was shot but had cocaine, marijuana and “benzos” in his blood stream, Wiedenfeld said. Baupsies had a blood-alcohol content of .385 at the time of his death and had cocaine and metabolites in his system, he said. Sterling had a .128 BAC 3 ½ hours after the shooting and had cocaine and
marijuana in his system, Wiedenfeld said. Drettwan said Sterling clearly needs treatment for alcohol and drug use and psychological help but also needs prison time for punishment and as a deterrent. She sentenced him to 15 years initial incarceration and 10 years extended supervision with conditions that he pay restitution to Bauspies’ family for funeral expenses, maintain employment or schooling, undergo any assessments the Department of Corrections recommends, possess no alcohol, drugs or weapons and have no contact with Bauspies, Odell or Pryor. Pryor was not charged in connection with Bauspies’ shooting.
Farm stroll on tap County schedules annual event for Sept. 24 Bring the whole family and join University of Illinois Extension for a “Farm Stroll” from 11 a.m. to 5 p.m. on Sunday, Sept. 24. Lake County State Attorney’s Office launches Misdemeanor Alternative Prosecution program Lake County State’s Attorney’s Office has launched its Misdemeanor Alternative Prosecution program for qualified firsttime, non-violent offenders. In exchange for accepting responsibility for their criminal conduct, these individuals will have the opportunity to keep a conviction from being permanently entered on their record and to avoid the impact a conviction may present over a life time. The process begins via a referral that may be made by a victim, state’s attorney, private attorney, public defender or police officer. Part of the screening process includes feedback from the victim and arresting agency. If accepted into the program, the defendant shall agree to satisfy various program requirements which may include: obtaining counseling and/or substance abuse treatment, completing public service hours, paying full restitution to the victim, writing a letter of apology, making a donation to a designated lake County anti crime program and paying court costs to both the Misdemeanor Alternative Prosecution Program and/or to a designated Lake County anti-crime program. Upon successful completion of the Misdemeanor Alternative Prosecution Program, the State’s Attorney will vacate the defendant’s guilty plea and dismiss the charges. The defendant then has the opportunity to immediately file for an expungement of his record. However, if a defendant fails to successfully complete the program in a timely manner, the defendant will be terminated from the program and the case will be returned to court for sentencing on the original charges. This diversion program will hold offenders accountable and address the needs of crime victims. There are magical campfires that add a special glow.” He does not recommend bringing very young children at night because it could be too intense for them. The weekend of Oct. 6-7 is after the full moon and the maze will be open until midnight. Zip lines, paint ball shooting, and the new Zorbing ride are also offered. Riders enter an 11-foot clear ball and strapped in their seat as the ball rolls down the hill. According to Robert, him and George graduated from the University of Illinois and took other jobs. Robert was the first monorail driver at Disney World and George sold farm equipment. Later, the two returned to the farm to begin farming together, a partnership that has worked well. With some
prodding from their parents who are always asking ”What’s next?” they continue to reach out to new activities to keep the farm fresh. “We raised pigs for several years, then planted Christmas trees and began a Christmas tree farm. Then came the corn maze and each year there are additions to the fall activities,” shared the Richardsons. And in true Richardson fashion, the next generation is already starting to take responsibility for the activities. George’s son, Ryan, supervises the young people working the grounds and a granddaughter helps with the pig races. Their wives are also active partners in the business. Trout fishing starts in a month The 2017 Illinois Fall Trout Fishing Season will open on Saturday, October 21 at 54 ponds, lakes, and streams throughout the state. The Illinois catchable trout program is funded entirely by those who use the program through the sale of Inland Trout Stamps. The IDNR stocks more than 80,000 rainbow trout each year in bodies of water where trout fishing is permitted during the fall season. No trout may be taken from any of the stocked sites from October 1st until the fall trout season opens at 5 a.m. on October 21, 2017. Anyone attempting to take (harvest) trout before the legal harvest season opening will be issued citations. All anglers — including those using fly fishing gear who intend to release fish caught before October 21 — must have a
valid fishing license and an Inland Trout Stamp, unless they are under the age of 16, blind or disabled, or are an Illinois resident on leave from active duty in the Armed Forces. The daily catch limit for each angler is five trout. Illinois fishing licenses and Inland Trout Stamps are available at DNR Direct license and permit locations, including many bait shops, sporting goods stores and other retail outlets.
