Analysis: Poll shows Pritzker’s popularity remains steady as Biden’s slides in Illinois Governor had $60 million cash on hand at end of June compared to $363,000 for Bailey By Jerry Nowicki CAPITOL NEWS ILLINOIS
A new poll from the firm Morning Consult showed Gov. JB Pritzker’s approval rating at 51 percent among Illinois voters, or seven points “above water” in polling lingo. It’s the latest quarterly poll from the firm, and data included 14,258 registered voters polled from April 1 through June 30. While it’s a truism of polling that any poll is just a “snapshot in time,” Pritzker’s numbers have been remarkably consistent in the Morning Consult measurements since January 2021. His approval has ranged from 50 to 51 percent while disapproval ranged from 43 to 44 percent. President Joe Biden’s approval rating in Illinois as measured by the same firm, however, is an example of how quickly public sentiment can change. Morning Consult distributed the polling results under the headline “Democratic Governors Facing Re-Election Are Resisting Biden’s
Drag Effect.” The firm measured Biden’s approval at 47 percent in Illinois while disapproval measured at 50 percent. It was a major drop from one year prior for Biden, who logged a healthy 58-38 approval-disapproval rating in Illinois for the quarter ending in June 2021. The discrepancies between the approval ratings of Biden and Democratic governors help explain the level of intrigue in national news outlets regarding Biden potentially being replaced atop the Democratic ticket in the 2024 election cycle. Pritzker’s name—along with California Gov. Gavin Newsom, who had a 53-40 approval split according to the poll—has been floated time and again in that conversation. Many news outlets, including Capitol News Illinois, have asked him about his plans should Democrats seek a new presidential candidate next time around. He hasn’t directly denied an interest in a presidential run, but he told Capitol News
Illinois at the end of June that Illinois remains his focus. “I’m not talking about running for president. I’m talking about running for governor,” Pritzker told said in an interview after the June 28 primary. “And it’s what I’m focused on. I really do believe that, you know—I love this state—and I love the job that I have. I believe there’s a lot more to get done. I mean, you wouldn’t look at me and say that Illinois doesn’t have more to get done.” The intrigue has also been largely stoked by the governor’s recent speaking engagements. In June he spoke at a gathering of Democrats in New Hampshire, normally one of the country’s first states to hold a primary, and last weekend he spoke at Florida Democrats’ Leadership Blue gala. The Florida speech took an unapologetic tone, championing progressive policies passed in his first term in Illinois while also focusing on abortion rights and gun control. It also included a faux
“apology” from the governor to Floridians for defeating ex-Gov. Bruce Rauner by nearly 16 points in 2018, a win Pritzker said caused Rauner to move to Florida in “humiliation,” according to prepared remarks reported by Politico. Pritzker also mentioned Ken Griffin, the Republican megadonor and founder of the hedge fund Citadel, who spent $50 million in an unsuccessful effort to nominate Aurora Mayor Richard Irvin in the GOP primary. Pritzker dedicated millions of his own personal fortune to attack Irvin. Pritzker likened Griffin to a “spoiled rich kid” for announcing Citadel’s move to Florida amid Irvin’s primary struggles, and he attempted to tie the self-styled GOP moderate wing, as well as Florida Gov. Ron DeSantis, to former President Donald Trump. “The funny thing is that both Rauner and Griffin claim they don’t come from the Donald Trump wing of the Republican Party,” Pritzker said. “Instead they would
say they’re DeSantis Republicans—which is a little bit like saying you’ve never been a fan of Darth Vader but you support the Empire’s political agenda.” Within days of returning home from Florida, Pritzker announced a positive test for COVID-19, and his team said he was experiencing mild symptoms. Prior to the Florida trip, he spent time at the White House last week and in Augusta, Maine, at a gathering of the National Governors Association. State Sen. Darren Bailey, the Xenia farmer who gained the GOP nomination and has vowed not to be outworked in the race for governor, saw Pritzker’s recent East Coast trip as a line of attack. “Gov. JB Pritzker spent the weekend hobnobbing in Florida with wealthy liberals and fueling his presidential ambitions,” Bailey’s campaign said in a news release. “Meanwhile in Illinois, rampant crime continued unabated. Seven people were killed over the weekend in Chicago, and eight carjackings terror-
ized Chicago neighborhoods in the span of just one hour.” Bailey’s battle will be uphill on the fundraising front as he looks to knock off the incumbent, who is partial heir of the Hyatt hotel fortune and has a net worth of $3-4 billion. Pritzker’s campaign fund had $60.8 million cash on hand as of June 30, while Bailey’s campaign fund had just $363,918. Pritzker’s campaign spent $27 million from April to June, while Bailey’s camp spent $9.2 million. Bailey’s main financial backer has been Richard Uihlein, founder of the shipping supply company Uline, having donated $9 million to the candidate and $8 million to other political action committees working on Bailey’s behalf during the primary. Uihlein gave another $5 million to the pro-Bailey People Who Play By the Rule PAC on July 6. Irvin’s campaign ended June with $763,515 cash on hand, having spent $40.5 million.
State police broaden use of ‘clear and present danger’ reports Administrative rule change seeks to close gaps identified with alleged Highland Park shooter By Peter Hancock CAPITOL NEWS ILLINOIS
The Illinois State Police announced last week they will start using a broader definition of what constitutes a “clear and present danger” when reviewing a person’s Firearm Owners Identification card. That’s a factor ISP considers when deciding whether to grant someone a FOID card or to revoke or suspend a card that has already been issued. The change is meant to address gaps in the process that were identified in the wake of the July 4 mass shooting in Highland Park. The alleged shooter in that case had been the subject of a clear and present danger investigation, but under standards used at that time, ISP determined there was insufficient evidence to
support such a determination. “These changes will immediately allow ISP to see a fuller picture of an applicant’s history and keep the people of Illinois safe from those who should not be in possession of firearms,” Gov. JB Pritzker said in a statement. Under current law, known as the Firearm Owners Identification Card Act, ISP can deny a FOID card application or suspend or revoke an existing card for any person deemed to be a clear and present danger of harming themselves or someone else. Under that statute, a physician, clinical psychologist or other qualified examiner can classify someone as a clear and present danger if he or she “communicates a serious threat of physical violence
against a reasonably identifiable victim or poses a clear and imminent risk of serious physical injury to himself, herself, or another person.” A person can also be classified as a clear and present danger if they demonstrate “threatening physical or verbal behavior such as violent, suicidal, or assaultive threats, actions or other behavior, as determined by a physician, clinical psychologist, qualified examiner, school administrator, or law enforcement official.” That law requires physicians, clinical psychologists, law enforcement officers and school administrators to promptly report any such behavior to ISP. as “emergency rules.” That’s allowed under state law when an agency determines it needs to take swift action to protect public interest, safety or welfare. But those rules are still subject to review by the General Assembly’s Joint Committee on Administrative Rules, or JCAR, whose next scheduled meeting is Aug. 17. ISP said it also plans to submit the changes to JCAR in the form of permanent rules through the regular rulemaking process as well. ISP took the rulemaking action in response to the July 4 shooting in Highland Park after authorities announced the local police department had several interactions with the alleged Highland Park gunman that predated his application for a FOID card. provide a stricter, more limiting definition. Those rules defined a clear and present danger as someone who poses “an actual, impending, or imminent threat of substantial bodily harm to themselves or another person that is articulable and significant or who will be likely to act in a manner dangerous to public safety or contrary to the public interest if they were granted access to a weapon.” ISP said the new rules announced will revert to the original, statutory definition, allowing them to consider a broader range of information when determining whether someone poses a clear and present danger. The 2013 rule also prohibited ISP from maintaining report records of people who are not determined to be a clear and present danger. The new rules would require ISP to maintain those records. lice Department filed a clear and present danger report regarding the man who is now the suspect in the July 4 mass shooting, Robert Crimo III. The report indicated Crimo had made threats to his family. When police went to Crimo’s house, both he and his mother denied there had been any threat of violence and Crimo told police he did not feel like hurting himself or others. The reviewing officer concluded there was insufficient evidence, under the standards in place, to support a clear and present danger determination. At the time of that incident, Crimo had not applied for a FOID card. Roughly three months later, however, he did apply for a FOID card and, because he was only 19 at the time, his father sponsored his application. When his application was reviewed in January 2020, according to ISP, there was insufficient information to deny his application on the basis that he posed a clear and present danger.

On Monday, July 18, 2022, at approximately 4:18 a.m., officers of the Huntley Police Department responded to the 11800 block of Cape Cod Lane for a report of shots fired. Upon arrival, officers secured the scene and provided medical aid to two adult male victims who were later transported to area hospitals. The offender had left the scene prior to officers’ arrival. A preliminary investigation determined the offender drove to the house and approached the front door where gunfire ensued. A male juvenile is in critical condition after being struck by a motorized golf cart on private property in unincorporated Marengo. On July 23, at 9:57 a.m., the McHenry County Sheriff’s Office and Marengo Fire and Rescue District responded to the 19600 block of Harmony Road, in unincorporated Marengo, for a juvenile who was struck by a motorized golf cart. Preliminary investigation indicated that a motorized golf cart was being operated on private property by a female juvenile, along with three juvenile passengers, when the golf cart struck a male juvenile. The male juvenile was transported to Sherman Hospital, Elgin, by ambulance and was subsequently flown to the University of Chicago Medical Center in critical condition. The juveniles riding on the golf cart were not injured. Alcohol or drug use are not a factor in this incident. The case remains under investigation by the McHenry County Sheriff’s Office Major Crash Investigation Unit and Patrol Division.

State’s Attorney approves felony charges, shooter still at large
leaves juvenile in critical condition
Barrington, for a report of a person who left the hospital during treatment. Sheriff’s deputies arrived and learned a 61-year-old female of Lake in the Hills, was being treated in the emergency department and left on foot prior to being discharged. There were concerns about the person’s mental state and sheriff’s deputies immediately attempted to locate her. While searching the immediate area, sheriff’s deputies were joined by friends and family of the missing person. Sheriff’s Canine Duke led deputies to the retention bond on the south end of the hospital property. A sheriff’s drone was deployed, and the drone pilot located the person unresponsive in the water. Fire personnel recovered the person and began life-saving measures, however, she was pronounced deceased a short time later. The Lake Coroner’s Office responded, and an autopsy was scheduled. Foul play does not appear to be a factor, however, the incident remains under investigation by Lake County Sheriff’s Detectives.

The sentence is to be served at 50% with 2 years of supervised release and includes 75 days of credit. Jennifer Jennifer Stroud Stroud, 41, was convicted of one count of Involuntarily Manslaughter and one count of Endangering a Child / Causing Death on May 10, 2022. “As the court noted, this is a tremendous tragedy. Our office prosecuted both parents because Jason’s death was preventable. It was criminal and reckless for them to fail to treat and care for their son. As Mr. Kalata said, they criminally squandered the most precious thing: Jason’s life. After many years, we hope that justice for Jason will also mean that this never happens again,” State’s Attorney Eric Rinehart said. Stroud was first charged with both Class 3 felonies in January 2017, for failing to take her son, Jason Stroud, to regular hospital visits after a heart transplant and not giving him critical daily medication that was needed to

We are pleased that the jury saw the truth of this case, and I want to commend the Libertyville Police Department and the trial team for their outstanding work. The trial began on Tuesday, July 19, and lasted three days. The jury heard two stipulations and from six state witnesses, including forensic and medical experts. Gates open about 6:30 p.m. “The weekend of July 29 and 30 will be especially fun,” Dehn said. “We’ll have ‘Lightyear’ and ‘Thor: Love and Thunder.’ And for those who like to arrive early to
pick their perfect spot and hang out with us before the show, we will have a little extra in store.” Friday night’s festivities will be presented by the McHenry Area Rotary, Dehn said. “They’ll be hosting trivia contests with Blues, Brews & BBQ ticket packages as prizes. Additionally, a portion of all concession sales that night will go to the Rotary to put toward its charitable endeavors, said Dehn, a major sponsor of Blues, Brews & BBQ, coming up Aug. 1921 at Petersen Park. One or more 50-50 raffles also will take place. On Saturday, July 30, Joe Diamond will present an all-ages show before the movies begin. Dubbed “Ameri-
