Nursing students keep tradition with pinning parade College of Lake County (CLC) nursing students celebrated their graduation with faculty on Saturday, June 13. Thirty-three students completed their nursing degrees and participated in a nontraditional pinning ceremony in a parking lot parade suitable for the times. With the help of CLC police, custodial and grounds crews, faculty and staff waved signs in celebration as graduates drove by in decorated cars to accept their pins. “I wanted to celebrate our accomplishments with friends and family even though a traditional ceremony was not feasible in this unprecedented time,” said nursing student Rachel Adams. She helped prepare for the ceremony. “Sharing this moment with our instructors is so special because they have been our cheerleaders and
challenged us to do things we never thought we could do.” The pinning ceremony is a time-honored nursing school tradition. The modern ceremony dates to the 1860s, when Florence Nightingale was awarded the Red Cross of St. George in recognition for her tireless service to the injured during the Crimean War. To share the honor, she in turn presented a medal of excellence to her brightest graduates. By 1916, the practice of pinning new graduates was standard throughout the U.S. At CLC, the new nurses are traditionally presented with nursing pins by a faculty member, or a loved one chosen by the graduate who has been important to them in their nursing education. The pinning ceremony symbolizes the graduate’s achieve-

ment of completing the educational requirements and marks their transition into the profession. “While our traditional pinning ceremony is more intimate, this parking lot parade still celebrated new nursing graduates and their families as well as faculty members,” said CLC nursing instructor Mary Scheffler. “We were so proud to see our students take pride for all their hard work and accomplishments. It was a great ceremony given the situation and we look forward to hearing back from our students as they pursue their new career.” Adams added, “Any nurse you ask will tell you that the pinning ceremony is like a rite of passage, more important than the actual graduation ceremony. I wanted to make sure that COVID didn’t take that away from us.”

Lake County officials warn of contact tracing scams Lake County officials are warning residents of contact tracing scams where criminals pretend to be contact tracers to steal vital information like social security numbers and banking information over the phone, via email, and text message. At least one Lake County resident has claimed to have given vital information such as their Social Security number during what they thought was a contact tracing call. “Preying on people during a pandemic is pathetic,” said Lake County State’s Attorney Michael Nerheim. “Anyone in Lake County arrested and charged with scamming the citizens during this pandemic will be prosecuted to the fullest extent of the law.” “We are very concerned to hear that scammers may be targeting our residents,” said Dr. Sana Ahmed, Medical Epidemiologist at the Lake County Health Department. “Thorough contact tracing is crucial to our response to
this pandemic. It is a very effective tool that our staff use to identify and notify people who may have been exposed, and we take very seriously the trust our residents have in public health.” Knowing what to expect if you are contacted by a Lake County Health Department contact tracer can help you avoid contact tracing scams. Here is an overview of the process: The Health Department reaches out to people who test positive for COVID-19 and those who have been in close contact with a confirmed case. Contact tracers first try to reach you via the phone, then via text message. The Health Department will only leave messages asking you to call back at (847) 377-8130. Contact tracers interview people who test positive for COVID-19 over the phone, help them recall where they have been and who they have seen while infectious, and give guidance and support so
you can take steps to protect others. Time is crucial in the process, because a person may spread COVID-19 to others before they know they are infected. The interview is voluntary, and you may choose what information you share. A contact tracer will never: • Ask for your Social Security number; • Ask for money, bank account or credit card numbers, or any other form of payment; • Ask for your immigration status; or • Threaten consequences of not participating or answering questions. Contact tracers notify the COVID-19 case’s close contacts about their possible exposure. They do not disclose the name or any other personal details of the COVID-19 case to the contacts. After speaking with a contact tracer, people who need to self-quarantine will be asked to log their symptoms each day using new contact
tracing software implemented by the State of Illinois. These daily messages will be sent via email or text messages. If you receive a suspicious call, text message, or email about contact tracing or exposure to COVID-19, you may call the Health Department’s Communicable Disease program at (847) 377-8130. Staff can help verify if you have been contacted by the Health Department. If you believe you have been a victim of a contact tracing scam, please call the Lake County State’s Attorney’s Office at (847) 377-3000, or your local police department. Public entrance to jail now located on south side of building With the completion of the latest phase of renovations at the Lake County Jail, the new permanent public entrance is now located on the south side of the Lake County Sheriff’s Office at 25 South Martin Luther King Jr. Ave, Waukegan. The previous entrance at 20 South County Street, Waukegan is no longer in service. Inmates being released from custody will be released at the new entrance. Any professional visitors (attorneys, etc.) coming to the Lake County Jail (when COVID-19 restrictions are lifted) and those coming to post bond, should utilize the new entrance. Visitors who come to the jail to use video visitation will continue utilizing the entrance at 15 South Martin Luther King Jr. Ave (CBCC).

Lake County Sheriff John Idleburg and Lake County State’s Attorney Michael Nerheim are pleased to announce that Lake County has been chosen for inclusion in the High Intensity Drug Trafficking Area (HIDTA) program, operating under the White House Office of National Drug Control Policy. This program provides federal support to law enforcement agencies in designated counties with coordination, equipment, technology, and additional resources to combat drug production and trafficking. The funds will aid the collaborative effort between the Lake County Sheriff’s Office Special Investigations Group (SIG) and the Lake County State’s Attorney’s Office in combating Lake County drug trafficking. To be considered for HIDTA designation SIG showed the disruption and dismantling of organized crime, conducted long-term investigations focused on drug trafficking leading to arrests and convictions, and partnered with municipal as well as federal agencies to combat drug trafficking. “This is a huge opportunity for the people of Lake County to reduce the effects of drugs in our community,” said Lake County State’s Attorney Michael Nerheim. “This designation is a real game changer for us and it will expand our strategy of aggressively targeting the drug supply that has crippled areas of Lake County, while at the same time working to compassionately reduce demand by stressing education, treatment, and harm reduction practices.” Last year SIG seized $110,256 worth of heroin, $1,200,313 worth of cocaine, seized 55 guns and conducted 22 presentations to connect and better educate the community on human/gun/drug trafficking. Since January of 2020, SIG seized $117,300 worth of cocaine, $108,710 worth of crack cocaine, $8,676 worth of heroin, $41,280 worth of meth, $2,880 worth of prescription pills, $1,640 worth of ecstasy, $5,100 worth of fentanyl, conducted 10 Presentations and charged 61 felonies. Sheriff John Idleburg said, “Being selected as a recipient for a HIDTA grant is a significant accomplishment and the collaboration between the sheriff’s office, state’s attorney’s office, our municipal and federal partners, as well as our community, were crucial components for being selected. With Lake County being positioned between Chicago and Milwaukee, it is a hub for drug trafficking. The Lake County community will see great benefits with the additional resources to target drug traffickers. We expect to see an increase in the arrest of drug traffickers and a decrease in the number of overdose deaths afflicting our community.” SIG currently consists of Lake County Sheriff’s Office, Lake County States Attorney’s Office, Drug Enforcement Administration (DEA), Federal Bureau of Investigations (FBI), Homeland Security Investigations (HSI), Alcohol Tobacco and Firearms (ATF), Zion Police, Park City Police, Grayslake Police, North Chicago Police, Lake County Forest Preserve Police, Round Lake Beach Police, Lake Villa Police, Wauconda Police, Lake Forest Police, and is expanding.

A 21-year-old McHenry woman was rescued by the McHenry County Sheriff’s Office Marine Unit after her kayak capsized on the Fox River on Saturday, June 13. At 8:36 p.m. members of the McHenry County Sheriff’s Office, McHenry Township Fire Protection District, and Illinois Department of Natural Resources Police were dispatched to the Fox River just south of the McHenry Dam for a water rescue. Upon their arrival a woman was located clinging to downed trees in the middle of the river. Members of the Sheriff’s Office Marine Unit were able to throw the woman a life ring and pull her to safety. It was discovered that as the woman was kayaking across the river she encountered a strong current causing her kayak to collide with partially submerged trees. As a result of the collision her kayak filled with water and capsized. She was able to cling to the tree until she was rescued. She was not wearing a life vest at the time of the incident.

Launch pad to success transforms Lake County In pursuit of a college education and career, Candis Hollimon became an inaugural member of the Transform Lake County program at College of Lake County (CLC), an opportunity provided by a $1.5 million Illinois Workforce Equity Initiative grant. She was one of nearly 200 students selected from thousands of applicants to attend classes at CLC in pursuit of a short-term program, completely free. Besides free tuition, textbooks and fees, Hollimon also received a stipend that she was able to use to pay for additional expenses including transportation, childcare and other items to keep her on track during school. She says without the financial help, this would have been a dream deferred. “Going through courses with the same students, instructor and material facilitated a strong bond,” said Hollimon. “The environment of the class fostered accountability and encouragement.” The goal of the Transform Lake
County program is to prepare residents in Lake County to fill much needed workforce opportunities. Besides for a college certificate, students receive career advice to help with resume writing, mock interviews, job site visits and job fairs. “Working and collaborating with different personalities, work ethics and perspectives helps to mimic the workplace,” Hollimon said. “The class also helped me better understand of what kind of resumes and cover letters are expected in the current job market.” Hollimon will work with career coaches to find a job after she completes her certificate this summer. She hopes to pursue her bachelor’s degree in business administration at the University Center of Lake County, conveniently located at the Grayslake CLC campus. “Transform Lake County gave me more confidence,” Hollimon reflects. “I am very grateful this program helped me grow, not just in intellect, but as a person.”
Anyone who cast a ballot in the last three years or who registered to vote or changed addresses after the March primary will be sent an application to vote by mail after Gov. JB Pritzker signed a bill expanding the program June 16. In a news release, Pritzker’s office said the program is aimed at ensuring “safe and active participation in the 2020 general election during the ongoing COVID-19 pandemic.” Pritzker signed Senate Bill 1863 and House Bill 2238, which also expands early voting hours at permanent polling places and makes election day a state holiday. Local election authorities must mail or email the applications to voters who cast a ballot in the 2018 general election, the 2019 consolidated election or the 2020 general primary election, as well as voters who registered or changed addresses after the March primary. Any eligible voter who submits an application by Oct. 1 will receive their ballot by Oct. 6. “Sending vote-by-mail applications to residents who have participated in recent elections will allow more people to exercise that right from the safety of their own homes and help reduce the spread of COVID-19 in our communities,” Pritzker said in a news release. The changes were backed by the House Democratic Women’s Caucus and sponsored by Rep. Kelly Burke, D-Evergreen Park, in the
plication for a vote by mail ballot on its website; allow a new registrant to apply for a vote-by-mail ballot when completing the online registration; provide notice to election authorities about compliance with the new law; and adopt emergency rules to provide reimbursement for expenses related to the 2020 general election incurred as a result of COVID-19 and the new requirements. The legislation also raises the standard for rejecting a vote-by-mail ballot by requiring local election authorities to appoint a bipartisan panel of three election judges to verify voters’ signatures and the validity of the ballot. Previously, only one election judge made this determination. Also, per the new laws, permanent branch polling places are required to be open from 8:30 a.m. to 7 p.m. on weekdays and from 9 a.m. to 5 p.m. on the weekends and holidays for early voting. Curb-side voting, allowing voters to fill out the ballot outside of the polling place, will also be permitted. Completed vote-by-mail ballots can be returned at new collection sites, which HB 2238 requires to be locked and opened only by election authorities. The legislation also requires local election authorities to establish a central voting site where anyone who lives in the jurisdiction can vote, regardless of precinct. The new laws take effect immediately and only applies to the 2020 general election.

In Illinois Senate floor debate last month, Republicans raised questions on costs, input from county clerks, the security of collection sites and automatic sending of ballot applications. Sen. Paul Schimpf, R-Waterloo, argued the bill creates a system with “significant” costs that are unnecessary given that Illinois already allows any citizen to vote by mail. He added it would also place a “significant burden” on local election authorities, whom he also argued have not been able to offer enough input. The Illinois State Board of Elections filed a fiscal note saying that if the bill’s provisions are fully implemented by every local election authority, it would eat up every dollar of the more than $16.7 million the state will receive from the federal CARES Act for elections. The legislation also requires the Illinois State Board of Elections to: post an ap-

Welding student awarded national scholarship
We’re still making a difference
Twenty-five years ago you helped my grandma when she was raising me after my mom died. I remember some of the poverty we lived in but I always felt loved. On the days we went hungry I remember my grandma crying. Now I know those were tears of fear and shame over not being able to feed me. Once you helped my grandma and me that all changed. We moved into a different neighborhood and she was able to work again. It made such a difference in our lives and I can never thank you enough for the guidance and the help that was provided to us. Now I am an adult and a single mother to two wonderful children. My grandma passed away last year and she was the only family I had left. I lost my job early this year when the company I work for shut down due to the coronavirus. I worked from home for a few weeks and then they shut down completely. I applied for unemployment but have not received it yet. I used my stimulus check to pay our overdue rent and utilities but am behind again. I was able to sell some of my belongings, kid’s clothes and toys to have enough money for food but now I have nothing else to fall back on. I do not receive child support as my ex-husband passed away a few years ago. The only thing I have is my car and I don’t want to lose that as I’m hopeful I will have a job again soon. I recently remembered your charity and decided to look it up online. I could not believe you are still helping people just like you were 25 ago. I remember all the good things my grandma said about The Time is Now to Help and I am hopeful you can help us just like you helped my grandma and me so many years ago.

I agreed and I know we can’t hide everything from our children but we do not need to add extra stress to their lives right now. The woman told me about her sons who were aged twelve and ten. She worried about their future, especially catching the virus and told me what it was like trying to keep two active boys inside and worried now every time they went for a bike ride or played basketball. Her youngest son has diabetes and she knows it’s a risk factor so insists they wear masks but had concerns about comments over them wearing the masks. “I’ve had a person actually laugh at us, which is very upsetting to my boys. I don’t understand why people would try to make us feel bad about being extra cautious,” she said. We talked about their budget and she shared the good news that her unemployment was scheduled to begin that week, which would greatly help them going forward. For now her overdue rent and utilities were her main concern. She told me the small amount she made from selling her used belongings but was grateful she had the money to prevent her boys from going hungry. She said they try to all eat a healthy balanced diet so her son did not feel like he had to eat different foods. We talked about a lack of childcare if she returned to work and school does not resume in the fall, a concern of many parents out there. The mother sent me pictures of her bills and a budget, which we went through line by line as I offered suggestions to help ease the monthly shortfall. She told me about her loss of health insurance and how she had to pay out of pocket for her son’s insulin the past month. She had since been approved for state health care and hoped that would ease that burden. She also sent me a picture of her car and I had concerns

Plus, class sizes are capped at 15, allowing for individual attention and a safe working Henry Kingwill environment.” CLC instructor and welding program chair Karsten Illg says, “While the pay is great, the real satisfaction is the self-pride generated from building things with your hands and contributing to the success and future of our community.” Kingwill is extremely grateful for his scholarship and plans to explore a career in the custom fabrication side of the welding industry after he graduates from CLC next year. “Welding is sewing with fire,” Kingwill says passionately about his craft. “Making custom welding pieces and build projects is my calling.” Other scholarships are also available for students interested in pursuing welding. Metallica’s All Within My Hands Foundation granted the college $100K to give to students who study one of nine programs, including welding. These Metallica Scholars receive full tuition scholarships and stipends to complete their program and help the local workforce.

A prestigious national scholarship was recently awarded to one of College of Lake County’s career and technical education students. Welding certificate student and Glenview resident Henry Kingwill received $2,000 from the American Welding Society (AWS) Foundation. “This scholarship means everything to me,” said Kingwill. “Without it, I couldn’t afford to finish my program because I was recently furloughed due to COVID-19. It would be impossible to return to school without financial help.” AWS Foundation scholarships are often the extra push to help students fulfill their goals. It covers tuition, fees, books, supplies or equipment required for the course of instruction. According to AWS, by 2024, there will be shortage of 400,000 skilled welders across America and 7,500 available welding jobs available in the greater Chicago area. CLC’s welding program strives to fill the major shortage of skilled welders and fabricators in Lake County. The welding program and other career and technical education programs at the college are at the forefront of discussion and future expansion. CLC is working towards a new facility to better meet the demands of community industry in providing highly trained-skilled welders and fabricators. The college continues to evaluate, refine and build courses offered in order to better align with industry needs. “The welding instructors at CLC are

Four arrested for burglary Woodstock man arrested for multiple to Woodstock business felonies including attempted murder On Sunday, June 14, at 12:02 a.m., Woodstock Police Department patrol officers responded to 315 N. Madison St. (a Shell gas station) in reference to a violation of an order of protection-in progress. Upon the arrival of responding officers, a suspect (later identified as Ricardo James Carreno Jr. of Woodstock) was immediately taken into custody without incident. It was determined that Carreno had an active order of protection against him, which protected a 31-year-old female victim, who was also present on scene. Three children Carreno shares with the female (ages range from 9 to 12) from a prior relationship were also present at the scene. All children were physically unharmed. After further investigation, it was determined the female victim was at the gas station with a 32-year-old male acquaintance/victim. Carreno

On Wednesday, June 17, 2020 at approximately 5 a.m., Woodstock Police Department Patrol Officers responded to 11501 U.S. Route 14 (Blaine’s Farm and Fleet) for the report of a possible burglary. Upon arrival, they located a section of fence that surrounds the rear of the property that had been cut and damaged. Shortly after the location of the damaged fence, investigative information had been developed that identified a potential location of the stolen property. At that location, William M. Culley, 39, of Sandwich; Benjamin M. Holden, 23, of Elgin; Andrea R. Nielsen, 30, of Algonquin; and Cody A. Shambo, 32, of Sandwich, were located by officers in the neighboring jurisdiction with a vehicle and an open trailer that contained two riding lawnmowers. It was confirmed that the two riding lawnmowers and the trailer belonged to Blaine’s Farm and Fleet, and had been taken without consent or purchase from that business. Culley, Holden, Nielsen and Shambo were taken into custody without incident and transported to the Woodstock Police Department for processing and were subsequently transported to the McHenry County Adult
Correctional Facility. According to a City of Woodstock Police Department release, after the police department conferred with the McHenry County State’s Attorney’s Office, Culley was charged with Class 2 felony burglary, Class 3 felony theft, Class 4 felony possession of a controlled substance, Class A misdemeanor possession of drug paraphernalia and Class A misdemeanor criminal damage to property (less than $300). Holden was charged with Class 2 felony burglary, Class 3 felony theft and Class 4 felony possession of a controlled substance. Nielsen was charged with Class 2 felony burglary, Class 3 felony theft and Class A misdemeanor criminal damage to property (less than $300). Shambo was charged with Class 2 felony burglary, Class 3 felony theft, Class 4 felony possession of a controlled substance, Class A misdemeanor possession of drug paraphernalia and Class A misdemeanor criminal damage to property (less than $300). Bond for each of the individuals was set at $50,000 (10 percent to apply). Court dates for Culley, Holden and Shambo were scheduled for June 22. Nielsen was scheduled to appear on June 18.

He was quickly subdued and apprehended by WPD Officers and received an evaluation and treatment by ER staff. After treatment, Carreno was transported to the Woodstock Police Department for processing and will subsequently be transported to the McHenry County Adult Correctional Facility. According to a City of Woodstock Police Department, after the police department conferred with the McHenry County state’s Attorney’s Office, Carreno was charged with Class 1 felony attempted murder, Class 3 felony aggravated battery and Class 4 felony aggravated violation of an order of protection. As of press time, bond and court date were to be determined.

On June 16, 2020, the Lake County Sheriff’s Office Warrants Team in conjunction with the U.S. Marshals Service – Great Lakes Regional Fugitive Task Force (USMS-GLRFTF) attempted to apprehend a man wanted on a first-degree murder warrant. The warrant was from a 2018 homicide in Zion. USMS-GLRFTF developed
approached the male victim and struck him in the back with a baseball bat and proceeded to stab him numerRicardo James ous times in Carreno Jr. the back with a knife, causing injury. The male victim was transported to the Northwestern Medicine Emergency Room in Woodstock, by the Woodstock Fire Rescue District, where he was subsequently flown out via helicopter, to a trauma center in Libertyville. The female subject sustained a laceration to her hand during the physical altercation and was treated and released at the scene by the WFRD. Because Carreno sustained numerous injuries to his head from the physical altercation with the 32-year-old male victim, he was also transported
