State’s Attorney announces Gun Violence Prevention Initiative team and the request for proposal process On Friday, June 3, the Lake County State’s Attorney’s Office, along with other state and local officials, announced the leadership team of the Gun Violence Prevention Initiative (GVPI). The Lake County Gun Violence Prevention Initiative will partner with community and law enforcement to address the root causes of gun violence, and implement proven short-term and long-term strategies, to immediately interrupt cycles of gun violence. To help introduce the new initiative at a press conference, State’s Attorney Eric Rinehart was joined by Congressman Brad Schneider, State Representative Rita Mayfield, State Senator Adriane Johnson, IDHS Assistant Secretary and Office of Firearm Violence Prevention Chris Patterson, Sara Knizhnik, Chair of GVPI Implementation, Marcus McAllister, MC&T LLC, Dr. Vernice Wright, and other community leaders. “Gun violence is not only ripping at our nation in schools, movie theaters, and grocery stores due to near unfettered access to legal weapons. It is also, on a daily basis, becoming a tool to settle social media disputes or to retaliate for past shootings,” said State’s Attorney Eric Rinehart. This initiative was possi-
ble with the substantial investment by the Lake County Board through ARPA funds and the State of Illinois through budget allocation. The $1.06 million will give the Lake County State’s Attorney’s Office the ability to help a community-based organization hire and manage a team of at least 10 violence interrupters in Lake County to help curb the rising street violence in Waukegan, North Chicago, and Zion. The Initiative will be aided by Marcus McAllister, a nationally renowned trainer, technical assistance provider, and Lake County resident. McAllister has been involved with many violence interrupter programs for nearly 20 years. He has trained interrupters throughout the country and the world. “This job, when I became a violence interrupter, it changed me. It was something bigger than me to give back,” said Mr. McAllister. He added, “Mediating conflict in North Chicago, mediating conflict in Waukegan, they gave me a chance and I wasn’t going to let them down.” Violence Interrupters (VIs) are street-level staff who will work with high-risk individuals to help prevent gun violence before it happens. They will be hired for their credibility,
relationships, and influence within the targeted communities and trained to resolve conflict. They will meet the high-risk individuals where they are and implement unique risk reduction plans that will help put them on the right path, away from gun violence. Murders and shootings have been on the rise in
Lake County. In 2021, we saw 21-gun violence related homicides and 28 suicides by firearm. This is the highest ever recorded in both categories for our County. Dr. Vernice Wright, a licensed clinical professional in mental health who has been serving the community of Lake County and lost her son to gun violence in 2021,
stated how proud she was that Lake County was doing something to prevent the violence. “July 13, 2021, my son, didn’t survive. He was shot by gun violence, and it was the State’s Attorney’s Office that said, ‘we can help you too. You know, you’re a victim.’” said Dr. Wright. Community-based or-
ganizations will be able to submit applications to receive funding starting early next week. During the first two years in which the initiative will be staffed, additional funding will be sought through state, federal, and private grants in order to sustain the program and reduce gun violence in the long run.

Dunn Museum offering free admission to military families through Labor Day The Bess Bower Dunn Museum of Lake County in Libertyville is joining museums across the country in offering free admission to military personnel and their families. The free admission program runs through Sept. 5, Labor Day. The Blue Star Museums program is a partnership between the National Endowment for the Arts and Blue Star Families, working with the Department of Defense and museums across the U.S. “We have been involved in this important program in the past and have received such positive feedback,” said Director of Education Nan Buckardt. “This is one small way we can show our appreciation to those who serve our country.” The program is open to those currently serving in the Air Force, Army, Coast Guard, Marine Corps, Navy, Space Force, members of the National Guard and Reserve, U.S. Public Health Commissioned Corps, NOAA Commissioned Corps – plus up to five family members. Those eligible

The one-day event will take place on Saturday, June 25, from 8 a.m. to 3 p.m. at Prairie Ridge High School, 6000 Dvoark Drive, Crystal Lake. nization that applied through Solar for All, the Defenders serve as a unique example of how these projects can be achieved and what their reach can be. Electing not to compete with very large projects through the Adjustable Block Program, and in alignment with the Defenders’ Strategic Plan, which includes reaching out to underrepresented communities, the organization decided to move the project through the Solar for All application system. Now, the dream to bring the Defenders’ project to life on their property in Woodstock has become a reality. Because the Defenders are funded through Solar for All, the goal will be to supply as much as 70% of the energy produced to low-middle income (LMI) households/families throughout the region. This helps keep the price for energy low for everyone. The Defenders will be the anchor tenant and will utilize 10% of that energy by agreement.

Fluorescent and other high-intensity discharge lamps/bulbs may also be brought to the collection.

tex paint, explosives, propane tanks, fire extinguishers, smoke detectors, needles/ sharps, DEA controlled medications, agricultural chemicals and business wastes. Latex paint is not a hazardous waste. Latex paint can be dried or solidified and placed in the regular garbage. The Department of Health and Heritage Environmental (contractor for IEPA) has the right to refuse any waste if it is thought to be commercial, business, or agricultural.

For safe transport of household hazardous waste, participants are asked to: • Pack household hazardous waste items in a disposable box to avoid spilling during transport. • Keep like chemicals together and separate unlike chemicals. • Secure lids and make sure containers are not leaking. • Place box(es) of household hazardous waste in your vehicle’s empty trunk away from passengers. • Remain in your vehicle at all times at the collection site. Event staff will remove the household hazardous waste from the vehicle. If you are not able to register or attend the June 25 event, there are four permanent collection facilities available for the disposal of household hazardous waste in northern Illinois. Parental notice of abortion law officially ends Repeal takes place as abortion becomes central campaign issue

Doctors in Illinois may now perform abortions on minors without notifying the child’s parents or obtaining a judicial bypass of the notification requirement. That’s because a bill passed by the General Assembly during last year’s fall veto session and signed into law by Gov. JB Pritzker repealing the state’s 1995 parental notification requirement officially took effect June 1. That development came as the U.S. Supreme Court appears poised to overturn its landmark 1973 decision in Roe vs. Wade, which legalized abortion nationwide, and
as the debate over abortion rights has become a central issue in this year’s elections. House Bill 370 passed the General Assembly in October despite opposition from some Democrats. It creates the Youth Health and Safety Act which, among other things, declares it to be public policy in Illinois that residents and people coming into the state should have access to reproductive health care, free of unnecessary barriers or bans on particular procedures. It also repeals the 1995 Parental Notice of Abortion law, which did not go into effect until 2013 due to prolonged litigation. Supporters of repealing the law argued that it im-
posed an undue burden on young pregnant women, especially those who became pregnant through rape or incest, while opponents argued that the notification requirement protected a parent’s right to guide their child’s health care. Those same arguments were reiterated June 1 as groups on both sides of the issue reacted to the new law taking effect. “It is a grave injustice that the Illinois General Assembly and Governor Pritzker repealed this law,” the Catholic Conference of Illinois said in a statement. “The Parental Notice of Abortion Act was a broadly-supported, reasonable safeguard that allowed
Illinois’ parents to properly exercise love and care for their children.” But the ACLU of Illinois, which lobbied in favor of the repeal, said the new law gives young people more autonomy over their own health care. “Prior to today (June 1), pregnant young people could make any medical decision without barriers except abortion. Now thankfully they have the same right to make a confidential decision about their health care as everyone else,” Emily Werth, staff attorney at the ACLU of Illinois, said in a statement. “Today abortion is treated just like all other forms of health care in this state.” Meanwhile, Pritzker was
on the campaign trail in East St. Louis June 1 where he hosted an event with local lawmakers and Planned Parenthood of Illinois to tout his support for abortion rights and to criticize his Republican challengers for their opposition to abortion. “Every Republican running for governor of Illinois this year wants to make Illinois an anti-choice state. Every single one of them,” he said. Asked about those remarks at a separate news conference, Aurora Mayor Richard Irvin, who is leading the GOP pack in recent polls, avoided discussing his own views about abortion but instead accused Pritzker of using abortion to sidestep other
issues. “He doesn’t want to talk about the fact that crime is spinning out of control in the state of Illinois. Taxes and wasteful spending is spinning out of control,” he said. “He doesn’t want to talk about the corruption that has prevented us from going forward and progressing as a state. He wants to talk about things that are already determined to be codified law in the state of Illinois.” When pressed by a reporter to say whether he would reinstate the parental notification law if he is elected governor, Irvin said, “absolutely.” Reinstating that law would require action from the General Assembly.
New law provides $700 million for nursing home staffing Pritzker signs bill that links rate increases to quality improvement By Peter Hancock CAPITOL NEWS ILLINOIS
Gov. JB Pritzker signed legislation last week that will pump an additional $700 million annually into Medicaid-funded nursing homes, provided they use that money to increase staff and wages in their facilities. “This is truly a game changer,” Pritzker said at a bill signing ceremony at a Chicago-area nursing home. “… Together we’ve delivered a victory for the communities of residents that you serve.” The payment reform bill, spelled out in a Senate amendment to House Bill 246, is among the first of its kind in the nation, according to Department of Healthcare and Family Services officials. It passed unanimously out of both chambers of the General Assembly, but only after nearly two years of negotiations between the administration and the nursing home industry—negotiations that at times appeared to reach an impasse. “I’m just I so proud for this administration and this team that we’ve been able to accomplish this. I don’t think anybody really understands how big of a lift this was, and how much of a change it is,” HFS Director Theresa Eagleson said during a recent interview.
The Illinois Medicaid program pays for the care of about 70 percent of all the nursing home residents in the state, or roughly 45,000 seniors and disabled individuals. For years, though, there have been concerns about the quality of care those people receive. HFS officials have cited studies showing Illinois has more understaffed nursing homes by far than any other state, a problem driven by high turnover rates and low wages. That problem became especially acute during the COVID-19 pandemic when nursing homes became the source of multiple outbreaks and accounted for a disproportionate number of COVID-related deaths. “We know that almost half of all COVID-19 related deaths occurred in our nursing homes at the beginning of the pandemic,” said Rep. Anna Moeller, D-Elgin, the bill’s lead sponsor in the House. “And we’ve heard tragic stories of overcrowding and understaffing that happens in far too many nursing homes, especially in homes located in Black and Latino communities. We learned how COVID-19 only exacerbated an already chronically bad situation.” Sen. Ann Gillespie, D-Ar-
lington Heights, who carried the bill in the Senate, said that even before the pandemic, many for-profit nursing facilities were reporting profits even as they operated with staffing levels below clinical requirements. “The data showed long-term care facilities in predominantly Black and Latino communities had among the lowest staffing levels,” she said. “And while the situation worsened during the pandemic, the data was clear that this has been happening well before the pandemic ever started.” The estimated $700 million in new annual funding is split evenly between state and federal funds. Most of the state’s portion comes through an increase in the state’s nursing home bed tax, which is used to draw down additional federal dollars. Under the law, nursing homes can qualify for higher payment rates as they hire additional staff to reach certain target levels. The law also establishes new reimbursement rates for services provided by certified nursing assistants, or CNAs, providing them with wage increases based on their years of experience in the profession, rather than their tenure at the specific facility where
they work. The new law also requires more disclosure about the ownership of nursing homes, something that HFS officials said is needed, particularly with for-profit nursing homes. It was also a provision meant to address concerns among nursing home owners that the new payment model could force some nursing homes to close their doors. “You cannot measure profit if you don’t know who owns a facility,” HFS deputy director Andy Allison said in a recent interview. “Profit, net and loss, is a function of the definition of the business that you’re describing. Man arrested for attempted murder following road rage incident Juan Colon, of Waukegan, was arrested and brought to the McHenry County Adult Correctional Facility on May 27, for an attempted Juan Colon murder charge stemming from a road rage incident. On April 24, at 12:30 p.m., the M c H e n ry County Joseph Sheriff’s OfCrisara fice was dispatched to the 800 block of Black Partridge Road, in unincorporated McHenry, for a report of shots fired. The investigation revealed two unknown males who were occupants in the same vehicle were involved in a road rage incident with another vehicle. That incident led to shots being fired into the victim’s vehicle. The victim was uninjured during the shooting. Investigators learned the identity of the two offenders and they were identified as Juan Colon and Joseph Crisara. Crisara was arrested five days later at his residence in the 300 block of Tulip Circle, Island Lake, where he was found in possession of a large amount of narcotics. An arrest warrant for attempted murder was issued for Colon and he was arrested last week in Lake County. Colon, of Waukegan, was arrested and charged with: 1 count of attempted first degree murder (class X), 1 count of armed habitual criminal (class X), 3 counts of aggravated discharge of a firearm (class 1) and 1 count of unlawful possession of weapon by a felon (class 2). He was being held without bond until his hearing. Criara was arrested and charged with: 1 count of unlawful possession with intent to deliver, controlled substance (class X), 1 count of unlawful possession of a controlled substance (class 1), 1 unlawful possession with intent to deliver cannabis (class 1), 1 count unlawful possession of cannabis (class 2), 1 count of obstructing justice (class 4) and 1 count of concealing or aiding a fugitive (class 4). conducted an investigation into the suspected sharing of child pornography. The investigation resulted in the Jordan L. Cybercrimes Curtis Unit obtaining a search warrant for a residence in the 2500 block of Waterbury Lane, Buffalo Grove. On May 27, sheriff’s detectives conducted the search warrant and seized numerous electronic devices. Forensic examination of those devices revealed Jordan L. Curtis, 18, of the same address, possessed dozens of videos of girls under the age of 13 engaged in sexual acts with adult males. On May 31, sheriff’s detectives presented the facts and evidence to the Lake County State’s Attorney’s Office, who authorized an arrest warrant for Curtis for three counts of possession of child pornography (class 2 felonies). After hearing the facts of the case, a Lake County Judge signed the warrant and set a bond of $200,000. Curtis was arrested at his residence without incident on June 1, 2022. Additional charges are possible.
Canine Dax apprehends nine suspects in 24-hours
Lake County Sheriff’s Canine Dax apprehended nine people in a 24-hour period. Around 1:00 a.m. on June 1, a Lake County Sheriff’s Deputy located a vehicle crash in the area of Wadsworth Road and Delany Road, Wadsworth. The vehicle was reported stolen from a neighboring community. When the vehicle was stolen there were reportedly three suspects involved in the theft. Deputy John Forlenza and Canine Dax responded to the scene to conduct a track of the offenders who fled from the crash. Canine Dax tracked for just over a mile, when he located three juveniles who ran when they heard Canine Dax. The three juveniles ran onto the roadway where another sheriff’s deputy was waiting. They were taken into custody by sheriff’s deputies and turned over to the neighboring community, where the vehicle was stolen. in unincorporated Deerfield. Multiple occupants fled from the vehicle when it crashed. Canine Dax and Deputy Forlenza responded to the scene and conducted a track. Canine Dax tracked northwest into a heavily wooded area where he located three juvenile offenders hiding. They were subsequently taken into custody. He then continued tracking along the shoreline of the Des Plaines River where he located three more juvenile offenders hiding. They too were arrested, and all were turned over to the Illinois State Police.
Kamen pleads guilty to fatally stabbing wife
On June 1, a Deerfield man pled guilty to one count of First-Degree Murder committed in a brutal and heinous manner.
On September 21, 2018, Gary Kamen, 59, admitted to police that he held his wife hostage for several Gary Kamen hours in their home and stabbed her. “This has been a long and difficult case for the victim’s family and friends. I want to thank the prosecutors, investigators, and victim-witness counselors who have been working on this case since the beginning. Our office will continue to focus on the brutal nature of this crime during sentencing,” said State’s Attorney Eric Rinehart. Kamen has been held in the Lake County Jail since he was arrested in September 2018. Originally, Kamen’s bond was set at $10 million. But after Assistant State’s Attorneys Lauren Kalcheim Rothenberg and Scott Hof-
fert argued he was a threat to the family, the court ordered that he be held without the ability to post bond. After the guilty plea, defense attorney, James Schwarzbach, asked that his client be given a mental health evaluation as part of the pre-sentence investigation. A sentencing hearing is set to be on July 18, 2022. Kamen is facing at least 20 years in prison with a potential life sentence. Presiding Judge Daniel Shanes said that with this type of conviction, a person must serve 100% of the sentence imposed.
Two vehicle fatal crash
A 77-year-old McHenry man died following a two-vehicle crash that occurred in unincorporated McHenry on Thursday morning. On June 2, at 11:35 a.m., the McHenry County Sheriff’s Office, McHenry Township Fire Protection District, and Spring Grove Fire Department responded to a two-vehicle crash involving a red 2012 Ford Fusion and a red 2008 Ford Expedition on Spring Grove Road at Miller Road. Preliminary investigation indicated that the Fusion, driven by a 77-year-old McHenry man, was traveling west on Miller Road approaching a stop sign at the intersection of Spring Grove Road. The Expedition, driven by a 70-yearold McHenry man was traveling north on Spring Grove Road approaching the intersection at Miller Road, and did not have a stop sign. For unknown reasons, the Fusion pulled out into the intersection in front of the Expedition and a crash occurred. The driver of the Fusion died at the scene. The driver of the Expedition was transported by ambulance to
Northwestern McHenry Hospital with non-life-threatening injuries. The intersection of Spring Grove Road and Miller Road was closed due to the investigation for approximately four hours. The driver of the Fusion was wearing a seatbelt and alcohol is not believed to be a factor in the crash. The investigation is ongoing by the McHenry County Sheriff’s Office Major Crash Investigation Unit and the McHenry County Coroner’s Office.
Two men charged in shooting
On May 31, the Lake County State’s Attorney’s Office filed First-Degree Murder charges against two men in connection with a Waukegan shooting that took place on May 29. Fernando Andino, 19, was originally taken into custody on Sunday, May 29, after attempting to flee officers in a high-speed chase. Andino is being charged with First Degree Murder, Aggravated Battery with a Firearm, and Aggravated Fleeing and Eluding. Jorge Medina, 18, was taken into custody May 30. Medina is being charged with First-Degree Murder, Attempted First-Degree Murder, and Aggravated Battery with a Firearm. Both defendants appeared before Lake County Judge Theodore Potkonjak June 1. Andino is being held on a $3 million bond while Medina is being held with no bond. On Sunday, May 29, at approximately 4:51 p.m., Waukegan Police Officers responded to a report of persons shot near a restaurant parking lot. When officers arrived, they found two men with gunshot wounds. One of the victims was pronounced dead at the scene and the other is was in the hospital and expected to
recover. Investigators retrieved multiple surveillance videos from nearby businesses and r e si d e n c e s, Fernando including Andino video of the shooting. Investigators determined Medina exited a vehicle driven by Andino near the restaurant and proceed- Jorge Medina ed to walk toward the parking lot where he shot the victims. After he was dropped off, Andino waited for him on the corner of Washington Street and Washington Park as Medina walked towards the restaurant parking lot. After the shooting, Andino drove back around, picked up Medina, and left the scene. “The Waukegan Police Department and the Lake County Violent Crimes Unit did a fantastic job in obtaining and analyzing the evidence. They will continue to devote extensive resources to gun violence, work aggressively with our law enforcement partners, and support the victim’s families,” said State’s Attorney Eric Rinehart. Chief Keith Zupec of the Waukegan Police Department also expressed his appreciation for the professionalism and hard work displayed by Department’s Investigations Divisions. Detectives have been working non-stop on this case since it happened. The investigation into this incident continues.
