Trooper Tracy plants seeds of thought on rural road safety during high-traffic season

As a beekeeper, a longtime Illinois state trooper, and the face and voice of rural road safety, Tracy Lillard knows you catch more flies with honey. With planting season under way, the overseer of the Illinois State Police’s social media channels leverages the ISP’s main Facebook page and its 263,000 followers, 33 other pages, seven Twitter accounts and three Instagram channels to drive home the importance of being mindful of massive, slow-moving farm vehicles. The threat of a ticket, or the horrifying proposition of a deadly crash, can stop people in their tracks. But it’s her authentic, upbeat, slice-of-life posts that go viral. “The public wants those feel-good stories,” said Lillard, better known as “Trooper Tracy.” “We can talk all day long about what drivers are doing wrong, but when we humanize rural road safety, it sticks with people.” For instance, she’ll write and post “Dear so-and-so” letters to farmers and drivers, thanking them, while illustrating the importance of other drivers allowing them to safely plant and harvest the crops that fuel our daily life. Lillard is constantly pa-
trolling for educational opportunities. She recently shared a picture of a semitrailer on the shoulder of a highway, with its lights flashing and a sprayer nearby. She explained what was playing out, while also sharing snippets of their conversation, as it turned out both drivers were longtime friends of her family. “Who’s the guy in the tractor?” Lillard said. “Is it the neighbor? My dad? Is he a 12-year-old kid moving equipment? While these folks are working hard against the clock, people just see it as an inconvenience because they’re late for work.” Let’s pump the brakes so Rodney Knittel, the Illinois Farm Bureau’s assistant director of transportation and infrastructure, can rattle off mistakes drivers make most often while navigating slow-moving vehicles that bear the redtrimmed orange triangle. Of course, the most horrifying scenario is a head-on crash precipitated by a driver passing on the left. Knittel said drivers need to give plenty of space between their vehicle and the farm equipment before passing, and be 100 percent sure there’s no oncoming traffic, and no upcoming intersections where other drivers could be turning into the passing lane. He said it’s also common for drivers to rear-end

machinery that’s traveling around 15 mph. And while such a crash is bad for the farmer, you can imagine who most often gets the worst end of that exchange. distracted “Obviously, driving is always an issue,” Knittel said. “If you look down at a text message and look back up, your reaction time is all of a sudden drasti-
cally shortened. When I was a kid, we had a bag phone, so you didn’t have to worry about a text message or a Snapchat, or all these things we think are so important.” Knittel said another troublingly common scenario is one in which a farm implement driver has to veer left into the passing lane in order to execute a right-hand turn
because of, you know, the laws of physics. Knittel said whether it’s because they’re impatient or simply unaware the driver needs to veer out to make the turn, the tailing driver tries to pass on the right. You’d think that reflective, Slow Moving Vehicle emblem would be universally recognized, but as Knittel

As a youth, she spent about 14 years detasseling corn on her family farm, and her father drove truck in-season and school buses in the off-season. “I see all of those concerns with people behind semis, so I get frustrated,” she said. “I’ve also seen how we can use education, rather than waiting for the crash to happen.”
Health Department expands COVID-19 vaccine opportunities through AllVax Everyone ages 16 and older who lives or works in Lake County can schedule an appointment The Lake County Health Department announced that all people ages 16 and older who register on the AllVax Portal and live or work in Lake County, Illinois are now automatically eligible to schedule an appointment for their COVID-19 vaccine at a Lake County vaccination site. Starting May 5, 2021, the Lake County Fairgrounds vaccination site will offer evening appointments every Wednesday until 7 p.m. to accommodate people who may have difficulty with earlier weekday appointments or weekends. “The Lake County Health Department’s COVID-19 vaccine supply has dramatically increased over the past two weeks, with nearly 47,000 first doses coming this week alone,” said Mark Pfister, Executive Director at the Lake County Health Department. “It is easier than ever to schedule an appointment for a COVID-19 vaccine, and we urge everyone in Lake County to act quickly and get vaccinated as soon as possible. This protects you from severe COVID-19 illness, the long-term effects of COVID-19, hospitalization, and death. It also greatly reduces the risk of spreading COVID-19 to your friends and family. Officials provide vaccination update as doses administered top 9 million State taking steps to address vaccine hesitancy, how to show proof of vaccine

Public health officials gave an update on the status of the state’s vaccination efforts last week as the number of vaccines administered in Illinois topped 9 million. Speaking in a joint hearing of the House Human Services and Health Care committees April 27, Illinois Department
of Public Health Director Dr. Ngozi Ezike said the state is “closing gaps” in providing COVID-19 vaccine doses to underserved populations and anyone in the state who wishes to receive one. “I’m really proud of the work that has been done,” Ezike told the committee. “We have had equity at the forefront for the entire process.”

Ezike said the state is continuing to reach all populations through strategically-placed vaccination sites as well as regular mobile missions conducted by members of the Illinois National Guard. As of April 28, Illinois had administered just over 9 million vaccine doses, while just over 30 percent of the state’s population has been fully vaccinated against COVID-19. Over half of the state’s eligible population has received at least one dose. A total of 106,173 COVID-19 vaccine doses were administered across the state April 27. While the state’s overall vaccine picture continues to improve, some lawmakers questioned Ezike on the steps being taken to address lingering vaccine hesitancy among some people. Ezike told lawmakers the state’s health communication can only go so far in educating the public. She said individuals who have gotten the vaccine, along with trusted members of the community such as med-
ical providers and religious leaders, should remind those they know to get vaccinated. “We know that it’s not always going to be about messages that come from public health, people want to hear it from people that they personally know.” Ezike said. “If there’s someone in the community that has been vaccinated, and they have 10 friends that have not been vaccinated, it’s now their charge to support their friends, to support their community, by answering their questions, (and) leading them to trusted websites where they can get good information,” she added. Andrew Friend, deputy director at IDPH’s office of preparedness and response, added that as more of the state’s population receives the vaccine, the state would begin to shift from a “mass vaccination” approach to “convenience vaccination” strategy. Ezike and Friend said this next phase could include allowing residents to get vaccinated by their primary care
physician rather than needing to visit a mass vaccination site or pharmacy provider, and allowing walk-in vaccinations at all vaccination sites. “It’s going to take all the pieces of the puzzle to come together and be successful,” Friend said. “That shifting strategy is coming.” Ezike said allowing primary care providers to administer COVID-19 vaccines could also be helpful in addressing any lingering vaccine hesitancy, and would make it easier for residents who are unsure of how to get a vaccine. “An individual who maybe has some hesitancy, wasn’t sure about it, hears it from their trusted health care professional, and then they can get it right then,” she said, as opposed to having to sign up at a mass vaccination site and make an appointment online. “We are absolutely pivoting to get it in as many hands of actual providers,” Ezike said. Republican Rep. Adam Niemerg, of Dieterich, questioned Ezike over the state’s
mask mandate and public health guidelines, including how the state or businesses would be able to prove residents have been vaccinated when attending events. Ezike said the state would continue to follow guidance from the U.S. Centers for Disease Control and Prevention regarding the wearing of masks, and that the state is considering ways for people to prove their vaccination status, including through a digital app or another alternative less prone to damage, loss, or forgery than the CDC-issued paper cards. While Ezike said IDPH would not require individuals to show their vaccination status to attend events, individual businesses and establishments could have their own rules in place. “Technology companies are working on whatever protocols they want to put in place. It’s not IDPH mandated, but people, I hear, are interested in trying to make sure that their venues and their events are as safe as possible,” she added.

Playground renovation a community affair Road rage shooting near school results in 10-year sentence An early afternoon road rage-related shooting incident, within 600 feet of a middle school in Waukegan, resulted in a 10-year prison sentence for a Waukegan man under a plea deal approved Friday, April 16 in Lake County Circuit Court. Although no one was hurt in the shooting, the defendant, Aaron Johnson, 28, shot twice at a vehicle that was driving away from him on New York Avenue toward Grand Avenue just after 1 p.m. on Nov. 26, 2019. “The Lake County State’s Attorney’s Office has zero tolerance for road rage and is committed to protecting motorists from shootings,” Jeff Facklam, Chief of the State’s Attorney’s Felony Division, said Friday after the plea deal was completed in court. “This was a busy area of Waukegan right in the middle of a school day.” Under the plea deal, agreed upon by the State’s Attorney’s Office as well as Johnson and his attorney, Johnson pleaded guilty to aggravated discharge of a firearm within 1,000 feet of a school, in exchange for a 10-year prison sentence. The resolution to the case was approved Friday morning by Lake County Circuit Judge James Booras. Prosecutors said Johnson was the passenger in a car that cut off a pickup truck near the intersection of Grand and Lewis Avenues. The man in the truck, now a 61-year-old Waukegan res-

ident, told police that after he was cut off, Johnson and a woman in the other car began “flipping him off,” and that he pulled into a parking lot at Grand and New York avenues. The car Johnson was in then pulled up to the parking lot, and Johnson got out with a gun in his hand and began walking toward the victim’s vehicle. Seeing the gun, the victim then pulled out of the parking lot, driving past Johnson, who chased the truck briefly on foot and fired two shots in its direction. Facklam said it is not clear where the two bullets ended up, but they were fired toward the victim’s vehicle in a busy area. He said school was in session that day, and a witness in the case who saw the shooting was going to pick up his child from school at the time. Business surveillance cameras in the area caught the incident in the parking lot and Johnson shooting at the pickup as it drove away. According to police reports, the shooting occurred about 564 feet from Daniel Webster Middle School. Under the plea agreement, the sentence will be served at 85 percent and Johnson will be given credit for time served in Lake County Jail since his arrest on the same day that the shooting occurred. Prosecutors said Johnson has prior convictions for weapon and drug charges. Johnson expressed remorse and apologized for his conduct during the court proceedings.

If suspected counterfeit pills are discovered, notify local law enforcement immediately. The Lake County Sheriff’s Office Special Investigations Group and the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) – Downers Grove Field Office & Chicago Field Office, concluded a narcotics investigation which resulted in the arrest of a drug dealer and the seizure of a firearm. On Friday, April 23, 2021, following the investigation, Lake County Sheriff’s Special Investigations Group Detectives obtained a search warrant for the apartment of Anthony L. Brown, 38, of the 100 block of North Milwaukee Avenue, Lake Villa. Brown is a documented street gang member and currently on bond from a 2020 arrest made by the Lake County Sheriff’s Special Investigations Group. During the search warrant, Brown was found to be in possession of nearly three kilograms of powder cocaine and a semiautomatic firearm. After reviewing the facts and

The McHenry County Sheriff’s Office Narcotics Task Force has seen an increase in counterfeit prescription medications containing fentanyl. Several overdoses and deaths are suspected to be attributed to counterfeit prescription medications and the Sheriff’s Office wants to make the community aware of these potentially lethal pills. Fentanyl and numerous other substances have been discovered in counterfeit Percocet (oxycodone hydrochloride) pills which are stamped with “M 30”. These counterfeit pills are known are “Perc 30s” or “Blue M30” and look identical to factory manufactured Percocet pills. The Sheriff’s Office is
