Keeping Families Covered and Closs Tire & Auto are joining forces to ensure that families struggling to afford car seats not only can obtain them, but also receive professional instruction on their secure installation. Sue Dickson, owner of Closs Tire & Auto in Waukegan, completed last summer a 30-hour National Child Passenger Safety technician certification course offered through Safe Kids. She and Ann Marie Mathis, founder and CEO of Waukegan-based Keeping Families Covered, know one another through a business networking group called BNI, or Business Network International. “We were talking and realized that this would be a great way for us to partner up,” said Mathis, whose organization not only provides hundreds of thousands of diapers and period supplies annually to families in need, but also provides new car seats. “I can’t tell you the number of people who come to our mobile diaper pantries with young children who are not in car seats,” Mathis continued. “Our new collaboration will be a way to ensure that people not only have the equipment that they need, but also that their seats are installed properly and safely.” Through an Illinois Department of Transportation grant,
Dickson also has access to free or reduced-cost car seats, which go for $70 or more at most retailers. The women said that their effort will serve clients who are referred through any of the dozens of community partners working with Keeping Families Covered. Listed under “About Us” on keepingfamiliescovered.org, the partnering entities include churches, governmental agencies and charities working throughout Lake County and beyond. Keeping Families Covered will provide vouchers to referred clients, Mathis said. Voucher recipients then will schedule an appointment with Closs Tire & Auto to pick up their new seat and receive installation instruction — all free of charge. “This is a way to give back to the community,” Dickson said. “We want to educate consumers, keep kids safe and help save lives.” Dickson added that each installation-and-instruction session typically takes about 45 minutes and includes a thorough safety check of all tethers, hooks, buckles and fasteners for the seat provided. Deputy awarded ‘Officer of the Year’ by Illinois Association of Chiefs of Police At the Illinois Association of Chiefs of Police banquet on April 29, McHenry County Sheriff’s Deputy Sgt. Trent Raupp was recognized as “Most Outstanding Law Enforcement Officer of the Year” for his dedication in solving a missing personturned-murder case.
Raupp, a 15-year veteran of the Sheriff’s Office, was nominated for Sgt. Trent this award by Sheriff Prim, citing Raupp Raupp’s “outstanding achievements as an investigator and his dedication to protecting the community and bringing justice.” Raupp, who began his career as a corrections officer in 2007, then becoming a deputy and eventually a detective, was recently promoted to sergeant in early 2022. Raupp played a critical role in investigating the disappearance of Michelle M. Arnold-Boesiger, who was reported missing in early January 2021 from Holiday Hills. His diligent and thorough work, along with the assistance of multiple agencies, led to the discovery of Michelle M. Arnold-Boesiger’s body and the arrest of her boyfriend for murder. Sgt. Raupp was assigned the case while working as a detective in the Sheriff’s Office Criminal Investigations Division. From there, he successfully developed a victimology based on Arnold-Boesiger’s cell phone data, social media accounts, and previous police interactions. Despite many dead ends, Raupp was successfully able to plot the movements of Aronld-Boesiger, and her boyfriend Jonathan Van Duyn. Raupp noticed that the couple frequented a storage unit in Roscoe, Illinois. After obtaining a search warrant, law enforcement located Arnold-Boesiger, deceased within Van Duyn’s vehicle housed in the storage unit. After subsequent interviews and search warrants, along with the help of the Winnebago County Sheriff’s Office and Winnebago County State’s Attorney’s Office, Van Duyn was arrested and charged with the murder of Arnold-Boesiger. Van Duyn also pleaded guilty to kidnapping his 10-yearold daughter, which reportedly happened a month after the murder of Arnold-Boesiger.

Lake County receives $30 million in grant funding for stormwater infrastructure projects On May 9, Lake County welcomed Illinois Governor Pritzker to Waukegan. Officials from the State and County gathered at Cristo Rey St. Martin College Prep in Waukegan to announce and share their gratitude for the initial $30 million of the total $122 million in funding granted to be received from the Illinois Department of Commerce and Economic Opportunity. This funding will be used to support local initiatives in managing regional stormwater and related infrastructure maintenance and improvement projects to reduce flooding for hard hit communities across the county. Project lo-
cations will include Antioch, Fox Lake, Grayslake, Highland Park, Lake Forest, Libertyville, Park City, Shields Township, Warren Township, and Waukegan, in the weeks to come. “I want to extend my heartfelt thanks to Governor Pritzker and his administration, the Illinois Department of Commerce and Economic Opportunity (DCEO), Stormwater Management Commission (SMC) as well as our state and federal legislators and local partners for being here and, more importantly, for their commitment and never-ending work in protecting our communities from these
catastrophic flood events,” said Lake County Board Chair Sandy Hart. Kurt Woolford, Executive Director of the Stormwater Management Commission shared, “The initial 14 projects designated to receive the first phase of capital funding will provide critical upgrades to aging infrastructure and improved water drainage that is crucial for our county. Our goal in choosing these first projects is to have an immediate positive impact on the lives of countless Lake County residents who face continued challenges because of our region’s persistent stormwater issues.”
Grant funds will be used for costs associated with the implementation of the initial 14 component projects in Lake County. In all, it is estimated these improvements will provide stormwater management benefits to more than 2,300 properties and 25 roadways across Lake County. The initial projects are: 1. Retired Army Officer inducted into Loyola University ROTC Hall of Fame On April 29, Colonel (Retired) Paul J. Hettich of Antioch, was inducted into Loyola University Reserve Officers Training Corps (ROTC) Hall of Fame Class of 2022. This was Loyola University Chicago Rambler Battalion’s 75th Annual Military Ball and Hall of Fame Induction Ceremony. Hettich served his country with three decades of service in the Army that included five combat deployments in Iraq, Bosnia, Kosovo, Operation Enduring Freedom and the Horn of Africa in his career. He has commanded at all levels, from Platoon leader to Special Forces’ Detachment to an Army Component Command. He is qualified in 5 brances, has 19 additional skill identifiers and 2 PDI/ PDSIs. Colonel Hettich retired while serving as a Civil Affairs Officer. Hettich currently works part-time as a technical director for Center Stage Productions, as a deputy ranger police officer for Lake County Forest Perserve, and as a court security police officer for the Lake County Sheriff’s Department. The Village of Antioch has partnered with local radio station 95 WIIL Rock (95.1, WIIL-FM) to bring Utahbased rock band, Royal Bliss, to the Antioch Bandshell for an all-ages concert. The June 9 concert will kick off the village’s Thursday Concert Series at the downtown Bandshell. Additionally, the concert will serve as the kick-off show for 95 WIIL Rock’s 30th Anniversary Summer Concert Series. Opening for Royal Bliss will be Lines of Loyalty, and Ignescent. The show will begin at 6 p.m. at the Antioch Bandshell. Antioch Bandshell Concert Series opens with ‘Royal Bliss’

MCDH is hosting a residential recycling event to McHenry County residents in partnership with Elgin Recycling and the Environmental Defenders of McHenry County. Of the 2,746 positions that were funded, 21 percent, or 573, were vacant. As of May 12, there are currently 2,970 DCFS employees, representing an increase from when the audit was conducted. Twanka Davis, Ta’Naja’s mother, pleaded guilty to her daughter’s murder and is currently serving a 20-year prison sentence. After Ta’Naja’s death, TaNaja’s sibling was taken into DCFS care. Davis, 23, gave birth to a third child as she began her prison sentence for Ta’Naja’s murder. Twanka’s boyfriend, Anthony Meyers, also was convicted in Ta’Naja’s death and sentenced to 30 years in prison.

MCDH hosting residential recycling event Saturday
14 percent had not had a vision checkup, 56 percent had not undergone a hearing exam and 88 percent had not had a dental exam. State auditors tried to study 50 cases from calendar year 2020 to see if children were up to date on their immunizations, but they found that the reporting system was too unreliable to make a determination. After reviewing 10 cases from the sample of 50, the auditor ended testing because “the data failed to meet the standards required in order to conduct a meaningful analysis.” The data in the 10 cases included a case where two children received too many vaccinations and one child who had not received enough. The data also included children receiving the wrong number of doses for vaccinations. The audit also found that,

The audit found that in the 50 cases surveyed, 29 did not have at least six months of documented aftercare services. DCFS also failed to update their procedures to reflect the changes in the law for more than a year after it went into effect. About 18 percent of those cases surveyed found no documentation that services were provided at all. DCFS stated in a response that they can recommend services, but if a family refuses them, the department’s response depends on the risk involved and the legal status of the case. Families can object in a legal response to any court-ordered services, so mandatory participation is based on the extent of court involvement. DCFS also administers an aftercare supervisory conference checklist to make sure that the family is making progress towards the return home goal and to determine if any more services are needed. The checklist includes information about the family’s financial status, whether individuals who frequent the home have been subject to sex offender registry searches, whether the child is attending school or day care, and whether the family requires additional services. The audit also found deficiencies in medical and dental check-ups for children in DCFS care. Of 50 cases, the auditor found 18 percent of the children hadn’t had at least one medical check-up,

consequences of shaking a baby and leaving a child with an appropriate caretaker, if necessary. The law states that “at a minimum,” DCFS must complete a home safety checklist one day prior to a child’s return home and again within five working days after a child’s return. Checklists must be completed every month thereafter until the child’s case is closed. The auditor found that checklists are not being completed as required by the law, and the checklists had not been updated with new required language that went into effect on Jan. 1, 2020. The law also mandates that DCFS provide aftercare services to the child and the child’s family beginning the date the parent regains custody and continuing for at least six months. Per DCFS policy, 30 days before a child is scheduled to return home, DCFS holds a meeting to determine services and develop an aftercare plan. The plan is presented for approval to the court so services will be in place when the court orders the child to be returned home. Those services can include counseling, case management, physical, behavioral and mental health services, and substance abuse services. They can also include linking families to community resources like food pantries, housing, employment training and continuing education programs.

Ta’Naja Barnes was two years old when she was found wrapped in a urine-soaked blanket amid rodent droppings, garbage and rotting food. The temperatures dipped to 45 degrees inside the Decatur home on Feb. 11, 2019, the day Ta’Naja was found. Medical personnel couldn’t get a temperature reading from Ta’Naja. She was too cold. An autopsy revealed the former Department of Children and Family Services ward died from neglect, malnutrition and hypothermia. DCFS had been involved with Ta’Naja and her family for more than half of her life after allegations of abuse and neglect. Ta’Naja had already spent two stints in foster care before her case was closed and she was returned to live with her mother six months before her death. Ta’Naja’s death led to a law named in her honor that requires DCFS to complete home safety checks before and after a child is returned to their parents and to provide aftercare to the child and their family for at least six months after their return home. Nearly a year after the law’s passage, a state auditor found that DCFS has yet to implement it. “I’m really not surprised,” said State Rep. Sue Scherer, D-Decatur, who sponsored Ta’Naja’s Law. “This is what we feared all along was happening, but this audit just con-
firms it.” Despite the audit findings, DCFS officials said they have and are continuing to take aggressive measures to improve services and care to keep children safe. “We have trained thousands of workers, expanded resources to support the child welfare system and addressed the many hiring and staffing challenges facing child welfare organizations,” said DCFS spokesman William McCaffery. He said DCFS had previously identified that its data tracking systems were outdated, limiting the agency’s ability to track new requirements. “As a result, DCFS was already undertaking significant steps to address these issues, including a complete replacement of the department’s child welfare information systems,” he said. “DCFS works diligently to provide resources and guidance to its staff and external partners to continue its work of protecting vulnerable children and strengthen families.” The report found DCFS was unable to provide home safety checklists, which are mandated when a child leaves state care to be returned to their home, in 192 of 195 cases studied. The checklist contains basic safety information, such as whether the house has smoke detectors and whether poisons and firearms are secured. It also requires caseworkers to check a box that they discussed with the parents the

Stroud convicted of involuntary manslaughter and child endangerment On May 10, a jury trial concluded in Lake County Courthouse with two “guilty” verdicts after less than two hours of deliberation.
Jennifer Stroud, 41, was convicted of one count of Involuntarily Manslaughter, a class 2 felony, and one count of Child Endangerment, a class 3 felony. Stroud was first charged with both counts in January 2017, for failing to take her son, Jason Stroud, to regular hospital visits after a heart transplant and not giving him his daily medication that was needed to prevent his body from rejecting his new heart. The parents’ inaction eventually led to the death of the 11-year-old child on September 11, 2016.
Prior to trial, Stroud posted $7,500 cash bond in order to be released from Lake County Jail. But after the verJennifer dict, presiding Stroud Judge Daniel Shanes ordered that Stroud be placed into custody while awaiting her sentencing date. Stroud faces up to 14 years in prison. Defendants who gain freedom by posting money as bond are often ordered into custody after a guilty verdict. evidence that covered months of failure on the part of the defendant. Both parents knew that Jason’s transplant required lifetime care, and they knew the risks of failing him. They were reckless with his life, and we hope these verdicts start a path toward justice for Jason.” The trial began May 2, 2022, lasting several days. The jury heard from 13 state witnesses that included medical experts who explained how Stroud missing numerous appointments and failing to give medication led to Jason’s heart failure and death. Several social workers and medical professionals testified that Stroud was offered free transportation and lodging in order to assist her in attending the appointments. State witnesses also established that the medications and testing procedures were free of charge to Ms. Stroud. The defense brought in a witness from Arizona, and Stroud chose to take the stand on Monday. Witnesses admitted Jennifer and Jason Stroud received a $60,000 settlement for a car accident and were receiving disability payments
from the government on behalf of their son. They also admitted Jennifer’s father was willing to provide financial assistance for medication and other expenses that went with getting Jason to Lurie’s Children Hospital for his appointments, but Stroud never sought his help. Rinehart stated, after the verdict, “The Park City Police Department, DCFS, and the Child Protective Services Team at Lurie’s Children Hospital conducted a fantastic investigation on Jason’s behalf. I want to thank them, the prosecutors, and all the medical professionals who strived to save Jason. We will continue our efforts to hold Stroud responsible at the sentencing hearing.”

age. Preliminary investigation shows a Ford F150 Pickup, driven by a 43-year-old man of Streamwood, was traveling southbound on Green Bay Road in the area of Johns Manville Avenue. The driver of the Ford crossed the double-yellow median markings in the center of the road, and drove into the northbound lanes of traffic. The Ford struck a northbound Toyota Camry head-on, driven by a 58-yearold woman of Waukegan. A front-seat passenger in the Toyota (identification pending, unknown age/hometown) was killed in the crash. The driver and a third occupant in the Toyota (identification pending, unknown age/hometown) were transported via ambulance to Advocate Condell Medical Center in Libertyville with non-life-threatening injuries. The driver of the Ford was also transported to Advocate Condell Medical Center in Libertyville with non-life-threatening injuries. Alcohol did not appear to be a factor in the crash. The crash remains under investigation by the Lake County Sheriff’s Office Technical Crash Investigations Unit and the Lake County Coroner’s Office.
Glover sentenced to 21 years in prison
On May 11, a Round Lake Beach man was sentenced to 21 years in prison for fatally shooting a 17-year-old boy and injuring another, who he confronted after finding them in his stolen car.
Lynell P. Glover was convicted by a jury of one count of second-degree murder and one count of aggravated battery with a firearm on March 29, 2022. “We appreciate that the judge understood the seriousness of this attack and the magnitude of this unnecessary tragedy. Mr. Glover planned to attack the teenagers prior to finding them and was in control from the moment he pointed the gun at them that night. Glover decided to take a life over his car being stolen days earlier, and nothing more. Our legal system and our common morality have always valued life over property. Mr. Glover’s premediated vigilantism was condemned by our legal system and our community. Our trial team did an amazing job, and we will continue to support the Awad family.” State’s Attorney Eric Rinehart said. Glover originally reported his vehicle stolen on December 30, 2020. On January 3, 2021, he learned his vehicle was near a Speedway gas station in Volo. He followed the vehicle, which was occupied by two 17-year-old twins from Carol Stream, southbound
on Route 12 until it ran out of gas. Glover chased the boys down and shot them as they were running. One of the vicLynell P. tims, Anthony Glover Awad, sustained three gunshot wounds and was pronounced dead at the scene. The other teen had a gunshot wound on his leg and was transported to a nearby hospital. With the offenses carrying six to thirty years in prison, prosecutors Jeff Facklam and Lauren Callinan asked Judge Mark L. Levitt that Glover be sentenced to 25 years. Defense attorneys asked that he serve the minimum sentence of six years. The defendant’s family and friends were in the courtroom during the sentence hearing. Assistant State’s Attorney, Lauren Callinan, read victim impact statements by the victim’s father and brother that stated how “bad” Glover messed up their lives and how Anthony Awad meant a great deal to both of them. Defense attorneys called eight witnesses to provide testimony to be considered when sentencing. During the hearing, Judge Levitt said there were no second chances when it came to taking someone’s life. He stated that Glover did not have to go out that night and act as a vigilante and emphasized that property should never be valued over life.
Teen killed in single vehicle crash
On May 11 at approximately 10:20 p.m., Lake County Sheriff’s Deputies responded to a serious traffic crash in the 29300 block of North Callahan Road, Unincorporated Wauconda. Sheriff’s deputies arrived and located a 2000 Jeep Wrangler rolled over, with major damage. Preliminary investigation shows the driver of the Jeep, an 18-year-old male of Wauconda, was traveling northbound on Callahan Road, just north of Old Rand Road. For an unknown reason, the driver of the Jeep failed to negotiate a curve in the roadway and drove onto the gravel shoulder. The driver then overcorrected, which caused the Jeep to slide into a ditch on the west side of the roadway. The Jeep then struck several large rocks, causing it to roll. The driver, who does not appear to have been wearing a seatbelt, was partially ejected and sustained major injuries. The driver was subsequently pronounced deceased at the scene. The crash remains under investigation by the Lake County Sheriff’s Office Technical Crash Investigations Unit and Lake County Coroner’s Office.
