Tulip Festival at Richardson Farm opened on Friday, April 23, and should last through mid May. Visitors can enjoy 5 acres of tulips of all colors, 30 different varieties spread out in colorful blocks. The tulip field will be open every day from 11 a.m. until 7:30 p.m. and the gift shop closes at 8 p.m. Prices for age 4 and up are $12 Monday through Friday, and $15 Saturday and Sunday, ages 3 and younger are free. Admission includes entrance to the flower field, access to the picnic area around Richardson Lake, an activity area with free games to play, live music on the weekends, and one tulip for each visitor. Food trucks, beer and wine are available for purchase in the picnic area by the lake. Richardson Farm is at 909 English Prairie Rd., Spring Grove, Illinois. LCFP offering many virtual programs in May The Lake County Forest Preserves educators are offering a bevy of popular virtual programs during the month of May. Searching for wildflowers, learning about Lake County history, or celebrating World Turtle Day are a few options provided virtually. In addition, a self-guided trivia walking program is also available. Most programs require a ticket available on the LCFPD website. After registering, a Zoom link is emailed to participants no later than one hour prior to the start of the program. Registration closes at 12 a.m. on the day of the program. A Zoom meeting has been set up. 3. “Family Trivia Night” is a free virtual program that takes place from 6:30 to 7:30 p.m., Thursday, May 6. Gather your family to test your knowledge on Lake

If you’ve ever budgeted your finances, you know there are a lot of factors to consider when balancing your income and expenses. Over time, many of those factors will change and you’ll need to recalculate and reorganize your priorities based on what’s available. Southwest Illinois farmer Richard Guebert Jr. says farmers manage the needs of their soil, crops and animals in similar ways. The decisions they make regarding the use of their land, water and other natural resources directly affect the food, fuel and fiber they produce. Guebert serves as president of Illinois Farm Bureau, the largest farming organization in the state. With Earth Day being celebrated last week, he shared information about how environmental stewardship influences Illinois farmers’ decisions. How do farmers manage natural resources on the farm? Guebert: We are blessed to have some of the most fertile soils right here in Illinois. Thanks to the high productivity of our land, farmers can raise a lot of different crops and animals on their farms. But

keeping the soil healthy can be difficult, especially since most of what’s grown on the farm is influenced by the weather. Just like other farmers in the state, managing the health of my soil and crops while protecting the integrity of those resources for the future are top priorities for me. Before planting each spring, I work with a crop specialist to assess the soil nutrients on my farm. Based on soil samples collected from different areas of each field, the crop specialist prescribes specific amounts of nutrients I should apply to each field based on what’s needed for crops to grow. That information is plugged into the technology on my tractor and nutrients are precisely applied to each part of the field. This precision cuts down on cost for the farmer and is better for the environment. From the variety of seeds planted to types of nutrients and fertilizers applied, farmers make decisions like these every day to maximize their production while protecting our natural resources. What does your farm look like and how does it compare to a typical Illinois farm? Guebert: I raise corn, soybeans, and wheat on my farm

in Randolph County. Some of our land has been farmed by my family for generations. In many ways, my farm is similar to others in Illinois because a majority of farms are family owned and operated and because corn and soybeans are the most popular crops in our state. Illinois farmers also raise a wide variety of livestock including pork, beef, dairy and poultry. We grow a lot of different specialty crops, like horseradish, pumpkins and Christmas trees. How does agriculture impact Illinois? Guebert: In Illinois, nearly a half-million jobs are supported by agriculture and related industries. We have tremendous assets in Illinois such as rich soils, river and rail transportation, many food manufacturing companies located in the Chicago metropolitan area. Another way agriculture impacts our state is through biofuel production. The corn used to produce ethanol and the soybeans used for biodiesel are a more carbon-friendly alternative to gasoline and diesel fuel. The biofuels industry as a whole also adds jobs to our state and promotes a healthy economy.

House passes bill to reclassify smallamount drug possession as misdemeanor Bill expands expungement eligibility, treatment programs for drug possession offenses

A bill to lessen penalties for possessing and selling small amounts of drugs, including heroin and cocaine, narrowly passed out of the state House of Representatives April 21 after a contentious debate. The discussion over House Bill 3447 provoked strong emotions on both sides of the aisle, passing by a 61-49 vote, or just one more than was needed to pass. The bill—filed by Rep. Carol Ammons, an Urbana Democrat—would reclassify small amounts of drug possession from a low-level felony to a misdemeanor. For example, a person who possesses less than three grams of heroin would be charged with a Class A misdemeanor. Currently, that offense would be charged as a Class 4 felony, which carries a one- to fouryear prison sentence. Misdemeanors under the bill would also include possession of less than five grams of cocaine, less than five pills of most schedule III substances such as Xanax and Valium, and less than 40 pills of oxycodone and similar painkillers. Class A mis-
demeanors are punishable by a prison sentence of less than one year. The bill would create a new category of drug possession for medium amounts of possession, such as three to 14 grams of heroin and five to 14 grams of cocaine, that would be charged as a Class 4 felony. Currently, those amounts of possession are a Class 1 felony, which is the second highest class of felonies and is punishable by a prison sentence between four and 15 years. It would also reclassify some low-level drug dealing offenses as a Class 4 felony, from a Class 3 felony. Ammons said the impetus for the bill came in part from a constituent who was forced to leave a state university after being charged with a felony for illegally possessing a prescription medication, which the student was addicted to. “This initiative will give them an opportunity to true treatment as opposed to putting a felony on people for possession of drugs,” Ammons said. “It will also remove the barrier to housing and jobs that comes along with giving people felonies. state’s attorney in Cook County, said he opposed the bill because it would benefit individuals charged with drug possession but who should have faced drug dealing charges. “Here’s a typical situation, you have an area, anywhere in the state of Illinois that has a lot of activity, crime activity, and also a history of drug activity. These (police) officers will see an individual on a street corner, they will look in his direction, that person will drop bags on the ground, and possibly flee,” Durkin said. In these cases, prosecutors are only able to charge the person with possession rather than distribution of drugs because of legal precedent, he said. “So those are the people who are going to get the benefit of this bill. A lot of them are drug dealers, and I have zero tolerance for
that,” Durkin said. “Mark my words, it’s a mistake.” The bill applies, retroactively, so it would allow individuals whose offenses have been reclassified as a lesser felony or a misdemeanor to seek resentencing for their conviction. It also would enable any circuit court or state’s attorney to create a misdemeanor drug program for low-level drug offenders to obtain addiction treatment. The program would not be available to anyone who is charged with a crime involving violence. A person who successfully completes the drug treatment program would be eligible to have their charges dismissed. The bill would also expand the types of drug possession offenses that an individual convicted of a crime can seek to have expunged or sealed by a court. Under the bill, individuals who are

Jeff Keicher, a Sycamore Republican, spoke against that provision. He said one of his cousins died of an overdose from heroin laced with fentanyl and he condemned the possibility that the person who gave his cousin those drugs could have their record expunged under the bill. Keicher, with his voice cracking, expressed frustration over the “people that will continue to flaut the law and seek every chance they can to continue to damage lives beyond their own, because that is their path in life.” The bill goes to the state Senate where it must receive at least 30 votes to pass.

Tragic vehicle accident claims life of a toddler and had been pronounced deceased. Further investigation revealed the incident occurred in the 25600 block of West Drake Road, Unincorporated Barrington. Lake County Sheriff’s Detectives and members of the Sheriff’s Technical Crash Investigations Team responded to the scene. Preliminary investigation shows the toddler’s father, a
48-year-old male (of the same address on Drake Road), entered his Chevrolet pickup truck, which was parked in his driveway. On April 20, 2021, at approximately 6:35 p.m., Lake County Sheriff’s Deputies responded to a call at Advocate Good Shepherd Hospital (450 Route 22, Unincorporated Barrington), regarding a toddler that was brought to the hospital who had been run over by a vehicle at a different location. Sheriff’s deputies arrived at the hospital and discovered the 18-month-old boy succumbed to his injuries
