Session recap: Assembly passes bills to allow pharmacists to administer preventive HIV meds, fentanyl test strips Lawmakers say the expanded access can be lifesaving

Legislation allowing pharmacists to administer or dispense preventive HIV medication and fentanyl testing strips were among health-related measures passed by the Illinois General Assembly during the final week of session. House Bill 4430 allows pharmacists to order and conduct testing and dispense pre- and post-exposure HIV medications to individuals who are at high risk for infection. The pharmacists would need to have a standing order issued by a licensed physician or county health department that would allow them to offer care for the individual seeking help. The medications, referred to as PrEP for the pre-exposure drug and PEP for the post-exposure one, are designed to mitigate the risk of HIV infection. Sen. Mike Simmons, D-Chicago, the bill’s chief Senate sponsor, said it will
help cut down on waiting times and provide “potentially lifesaving” care to thousands of Illinoisans. According to the AIDS Foundation of Chicago, there are about 45,000 people living with HIV/AIDS in Illinois and 1,300 people each year learn they have HIV or AIDS. The bill also lays out insurance reimbursement requirements for pharmacists offering the services. Sen. Jason Barickman, a Bloomington Republican, was the only GOP lawmaker from either chamber to vote yes for the measure. Barickman said the solution to the issue “may be imperfect,” but that Simmons has worked with the Illinois State Medical Society and the Illinois Pharmacists Association to find a solution to lower HIV exposure across the state. “The proposed solution is much better than the status quo that exists today,” Barickman said. The measure passed the Senate 37-12 with 10 Sena-
tors not voting and passed the House 72-30 with 12 members not voting. Throughout debate in both chambers, Republicans raised concerns about legal, emancipated minors having access to the medication and receiving the medication on multiple occasions for their own personal use. In Illinois, a legal emancipated minor must be 16 years or older and have court documentation proving they are legally emancipated. Under the Consent by Minors to Health Care Services Act, if a minor 12 years of age or older who possibly comes into contact with any sexually transmitted disease can give consent to health care providers to prevent, diagnose or treat a potential disease. For an emancipated individual to receive HIV medical care from the pharmacist, under the Consent by Minors to Health Care Services Act, they must show the pharmacist documentation proving
they are emancipated in order to receive the medical care they need. Sen. Darren Bailey, R-Xenia, said the language leaves “too many loopholes” for minors, whether emancipated or not, to go to different pharmacies and refill their medications several times. But Simmons said it is unlikely that an individual will become addicted to the medication since it has no side effects, and the hypothetical scenario is impossible because the individual must receive lab testing before a prescription can be given. Under the bill, pharmacists are required to complete a training program that is related to HIV care before they can dispense the drugs. If an individual needs to get another prescription for the medication, follow-up lab tests must be done to determine if they are still at risk for infection or are HIV-positive, Simmons said. Sienkiewicz exhibition open through September 5 at Bess Bower Dunn The work of a legendary comic book artist is coming to the Bess Bower Dunn Museum of Lake County, 1899 W. Winchester Road in Libertyville, Illinois. Bill Sienkiewicz: Pop Culture Revolution will be on exhibit from April 16 through September 5. Sienkiewicz (pronounced sin-KEV-itch) is best known for revolutionizing the style of comic and graphic novel illustration over the past four decades. The Eisner-winning and Emmy-nominated artist grew up in a New Jersey
farming community where there was not a lot of exposure to artists and their work, at least none that were creating comic books. He later attended the Newark School of Fine and Industrial Arts. It was in art school that he was introduced to the wider world of art, falling in love with abstract expressionism. His landmark works, including Marvel Comics’ Elektra: Assassin and his acclaimed graphic novel Stray Toasters, have earned him an international reputation and cult-like following across me-
dia industries. “The Dunn Museum is honored to work with Bill Sienkiewicz on this amazing museum exhibition,” said Angelo Kyle, president of the Lake County Forest Preserves. “The artist brings an unprecedented balance of realistic rendering and expressive enthusiasm to comics.” The Dunn Museum is accredited by the American Alliance of Museums, a distinction held by only 3% of American museums. This exhibition showcases sketches and original paint-
ings spanning the artist’s career from the 1980s to present day. Visitors can view more than 60 works of art and video interviews to discover how Sienkiewicz’s renderings incorporate abstract and expressionist influences. Many art experts attempt to differentiate between “fine art” and “illustration.” In Sienkiewicz’s mind you can do both. “Being an illustrator means being adept and committed to making a thing or a concept look like what it’s supposed to look like. My aim was to be able
to execute what the client wanted, but through fine art techniques,” he said in a published report. Sienkiewicz brought influences from outside the art world to his work, such as his father teaching him electrical wiring, which led him to create art with electrical components. He also incorporated jazz music and fashion illustration into his style. “I think my innate sense is that I’m more interested in how something feels. I pursue the emotional truth of something, as opposed to simply
the visual truth,” according to the report. A large variety of programs and events will take place during the five-month exhibit, Director of Education Nan Buckardt said. “It is really exciting to host an exhibition that has such broad appeal. Low-cost microchip for cat and dog owners in McHenry County
Warmer weather coupled with a challenging economy are leading to an increase in vehicle break-ins. Parking lots, including those in the forest preserves, are prime locations for these crimes. Every vehicle that has been burglarized had a valuable item left inside. The Lake County Forest Preserves Ranger Police are reminding the public that during difficult economic times, it is more important than ever to take additional precautions to protect against vehicle break-ins. Ranger police are strongly urging preserve visitors to lock car doors, close windows, and keep personal property out of plain view, take it with you, or leave it at home. It takes less than a minute to break a car window, unlock the door and remove items left inside. Often there are no witnesses to these offenses because of the ease and speed. These larcenies can be prevented with a little foresight and planning. If visitors see suspicious persons, vehicles, or activities, they should call 847-549-5200 immediately. The simple act of placing valuables in the trunk of your car and out of plain view before you arrive at your destination can significantly reduce the likelihood of being a victim of auto burglary. This funding will be used to hire a full-time Director of the GVPI who is tasked with identifying and providing micro-grant funding to capable community-based organizations that will manage teams of violence interrupters in targeted areas around the county. The State’s Attorney’s Office is collaborating with nationally known violence interruption specialists to implement this program. “Our communities are suffering from senseless gun violence that disproportionally impacts young men and women of color,” said Representative Mayfield. “This funding to the Lake County State’s Attorney’s Office and additional funding provided to community-based organizations across Lake County will infuse much needed resources into stemming this tide of violence in our most impacted communities.” Rinehart added, “As is the case nationally and throughout the state, we’ve seen a rise in gun violence in Lake County over the last several years. Every homicide is a tragedy. A State’s Attorney’s job is to urgently marshal every possible resource to stop the damage from crime, support victims, and prosecute criminals. We have built a violent crime unit to proactively investigate; we have updated antiquated forensic software to use digital evidence against drivers of violence; and, through the GVPI, we are now aggressively addressing the lack of services those most at risk.” The State’s Attorney’s Office continues to finalize protocols surrounding the GVPI and will be implementing a rigorous vetting process to identify those organizations who will receive funding to hire violence interrupters. The office will also seek additional funding through public and private grants in order to provide more sustainability to the GVPI.

The first allocation of $50,0000 will be used to pilot a 2-year program that automatically textsvictims and witnesses about upcoming court dates in Lake County. The second amount of $500,000 will be used for the Lake County State’s Attorney’s Office’s newly created Gun Violence Prevention Initiative (GVPI) and will be administered through an Illinois Criminal Justice Information Authority (ICJIA) grant.

Unlike some systems currently used in the state, this system will be interactive, allowing recipients to ask follow-up questions to the office’s victim witness counselors. State’s Attorney Rinehart was motivated to bring this new innovative program to the office after a similar automatic system was established for defendants through a grant provided by the MacArthur Foundation. “It’s pertinent we make the court system as accessible as possible for victims of crime to get justice,” Morrison said. “I worked diligently to secure funding for this pilot program which will make a difference in how Lake County will be able to communicate to victims and their families.” The Lake County State’s Attorney’s office employs 12 full-time victim witness coordinators who guide and support victims through the court process. The coordinators work to connect the survivors of crimes with services while also educating them about how their case will proceed through court. This automated texting pilot will allow coordinators to focus on individualized support for victims and surviving family members. The Lake County State’s Attorney’s office estimated that it supports more than 1,000 victims at a time. While the program would start in Lake County, it would give other prosecutors’ offices a chance build upon the Lake County’s success down the road. The Gun Violence Prevention Initiative (GVPI), which received $560,000 in ARPA funds from the Lake County Board earlier in the year, will now be able to provide even more resources for the communities most impacted by

The Village of Spring Grove Recreation Dept, Village of Richmond and Burton Township held their annual Egg Hunt on April 9. There was a record turnout for the event and beautiful weather welcomed guests to hunt for over 3,000 eggs. Ten bins of donations were gathered and delivered to the food pantry. Celebrating our planet needs more than just one day at College of Lake County (CLC), and there are plenty of virtual and in-person events planned for everyone during Earth Week. The combination of in-person and virtual events allows for maximum participation. In-person events will appeal to different groups of people. These events include speakers who work in psychology and on the topic of environmental peace building, performative dance, family-friendly event with live reptiles and a run, walk and bike around the living lab trail, plus an opportunity to do volunteer for hands-on eco-restoration at Rollins Savana. “We’re really expanding this year,” said Sustainability Manager David Husemoller. “The way we’re covering topics will help to get more people engaged.” The final event on Saturday, April 23 is being put on by students from four local high schools. The students are bringing in speakers to talk about climate change and solutions related to transportation, building construction and renewable energy. CLC is recognized as a local and national leader in sustainability. By being more sustainable at CLC,

Driver charged and arrested in 2021 fatal crash Members of the Lake County Sheriff’s Office Technical Crash Investigations Team conducted an extensive investigation into this crash, which resulted in the death of Michael Brennan, then 53, of the 36400 block of Hawthorne Lane, Ingleside. The investigation included a detailed examination and analysis of the scene, interviews with witnesses, vehicle inspections, reviewing materials obtained via subpoena, and more. The investigation revealed as the driver of the Chrysler, Brian J. King, 40, of the 35500 block of Tami Lane, Ingleside, was traveling northbound on Route 59, a witness called 911 to report King was swerving off the roadway while driving. As King approached Stanton Point Road, he continued swerving out of his lane of traffic and struck the pedestrian, Brennan, who was walking on grass and gravel next to the shoulder. Brennan was initially transported to Advocate Condell Medical Center in critical condition, but subsequently died of his injuries on June 16, 2021. King was found to have numerous drugs in his system, which were in his system at the time of the crash, causing him to be impaired while
driving. After reviewing all of the evidence and facts surrounding this crash, the Lake County State’s Attorney’s Office approved the following charges: Aggravated Driving with Any Amount of a Drug in Breath, Blood, or Urine (Class 2 Felony), Aggravated DUI Causing Death (Class 2 Felony), and Reckless Homicide (Class 3 Felony). An arrest warrant was issued on April 11, 2022, and a Lake County Judge set the bond amount at $500,000. King was arrested without incident at his residence later in the day on April 11. Following a hearing on the morning of April 12, King remains held in the Lake County Jail on $500,000 bail. He is next due in court on May 2, 2022. Sheriff John D. Idleburg said, “This was a completely preventable tragedy which took the life of an innocent person, because someone made the careless and selfish decision to drive impaired. I am proud of the tenacious effort put in by our traffic crash investigators to bring charges against the offender. I am also thankful for the witness who not only called 911, but stayed at the scene to provide a statement to traffic crash investigators. I hope this conclusion
brings the first steps of closure to the Brennan family.” All defendants are presumed innocent unless proven guilty in a court of law. Original: Pedestrian in Critical Condition Following Ingleside Traffic Crash (issued 6/4/2021) On June 3, 2021, at approximately 6:40 p.m., Lake County Sheriff’s Deputies responded to a vehicle versus pedestrian traffic crash on Route 59 at Stanton Point Road, Ingleside. Sheriff’s deputies arrived and located a black Chrysler 300 and a critically injured 53-year-old man of Ingleside who was struck by the Chrysler. Preliminary investigation shows the Chrysler, driven by a 39-year-old man of Ingleside, was traveling eastbound on Route 59 in the area of Stanton Point Road (in this particular area, Route 59 runs east and west). The pedestrian was in the same area, walking on the south shoulder of Route 59. There are no sidewalks on Route 59 in this area. For an unknown reason, the driver of the Chrysler veered onto the southern shoulder. The Chrysler struck the pedestrian and the pedestrian sustained major injuries

Round Lake Beach homicide under investigation
On April 14, at approximately 4:20 a.m., Round Lake Beach Police Officers responded to the 400 block of Meadow Green Lane, Round Lake Beach, for a report of shots fired. Officers arrived at the scene and found shell casings outside of a residence. Round Lake Beach Police Officers entered the residence which appeared to be the intended target of the shooting. They located a 30-year-old man inside the residence seriously injured from what appeared to be a gunshot wound. Round Lake Beach Police immediately summoned paramedics to respond. The man was transported via ambulance to Advocate Condell Medical Center in Libertyville, where he was subsequently pronounced deceased. An autopsy was scheduled by the Lake County Coroner’s Office.

Sheriff’s Cybercrimes Unit conducts search warrant, obtains arrest warrant for child pornographer
In January of 2022, the Lake County Sheriff’s Office Cybercrimes Unit conducted an investigation into the suspected sharing of child pornography. After hearing the facts and evidence in the case, a Lake County Judge set bond on the warrant at $350,000. Arias and his family are aware he is wanted, however, Arias is attempting to avoid apprehension.
