The Penny’s Purpose honors mother’s memory, gives back to those in need

Purpose was established in 2019 by April Soulak-Andrews, to honor the memory of her mother, Penny Soulak. Penny lived a life of giving, even when she did not have enough. That’s where The Penny’s Purpose mission is derived from, “Learn to give, even when blessed with less.” When Penny was in hospice, she received many blankets which provided her with warmth and comfort. After Penny’s passing, April was home and feeling a chill so she asked her husband, Bob, to hand her a blanket. He covered her with one that had belonged to Penny, a pink one, and at that moment, April knew that she had to do something, so she took her mother’s love for blankets along with her generosity toward people and animals and started The Penny’s Purpose. April, along with her Board of Directors are excited to announce two upcoming fundraisers. On February 23, there will be a fundraiser at Johnny’s Snack Shack in Antioch. April 17, there will be a fundraiser and silent auction at The Lodge in Antioch. The Penny’s Purpose is so grateful to these local businesses for donating 20% of food sales back to their organization, just remember to mention The Penny’s Purpose when ordering. The code word for Johnny’s Snack Shack on February 23 is Penny. New this year is a blanket giving program. The team donates blankets to comfort individuals who are ill or struggling. These blankets are specifically chosen by the board based on the interests and favorite colors of the recipients. The Friends of Volo Bog is offering three $1,000 Environmental/Natural History Scholarships to outstanding students interested in pursuing an environmental career. Scholarships are awarded at two levels - Entering College and Continuing College. The third scholarship will be awarded to an applicant in one of the categories to be determined. Application deadline is March 31, 2021. Mailed applications should be postmarked by Saturday, March 27. To be eligible for the Entering College Scholarship the applicant must reside in Lake, McHenry, Kane, Cook, DuPage, Kendall, or Will County, attend a high school in one of these counties, have a minimum B average for the first three years, and plan to attend an accredited college or university. be about what the community needs and what the community wants,” he said. “And since it is a community-first initiative, we want people to kind of come up with the partnerships and collaborations that they think could come together to meet the needs of their community.” Rep. Tom Demmer, R-Dixon, who also serves on the Medicaid Working Group, said one of the biggest challenges in crafting the bill was getting all the various players to come to a shared understanding of what a health care “transformation” should look like and what kinds of local programs the state was looking for.

During the early hours of the morning on one of the last days of the lame duck session, Illinois lawmakers passed a sweeping piece of legislation that seeks to revamp the way hospital services and health care generally are delivered in communities throughout the state. The so-called “Hospital Transformation” bill, Senate Bill 1510, House Floor Amendment 3, was not part of the Legislative Black Caucus’ agenda, which was the focus of much of the activity during that session. But it did pass unanimously out of both chambers and will soon head to Gov. JB Pritzker for his signature. In short, the bill makes about $150 million a year available to local communities to form partnerships that will develop and implement plans that improve medical access, with a focus on the uninsured and Medicaid users. The funds are meant for “integrated” health care, such as community-based services, preventive care, obstetric care, chronic disease management and specialists. The program specifically targets what are known as “safety net hospitals,” which serve large numbers of Medicaid and uninsured patients, as well as “critical access” hospitals,” which are small hospitals in sparsely-populated rural areas that offer acute care and emergency medical services. Funding for the grants will come from a statewide hospital assessment to earn federal dollars, which lawmakers renewed during the abbreviated

It also calls on them to submit proposals specifically designed to improve health care outcomes and reduce health care disparities, including specific metrics that can be used to track whether or not the project is meeting its goals. Beyond that, the bill puts few limitations on the types of proposals that will be considered. Evan Fazio, a spokesman for the Department of Healthcare and Family Services, which will administer the grant program, said that was intentional. “We want to cast a really wide net and we want this to

regular session in May, combined with federal matching funds for Medicaid. The bill was the result of a years-long effort by a group called the Medicaid Working Group, made up of lawmakers from both parties and both chambers as well as officials from the governor’s office and the Department of Healthcare and Family Services. The group consults with hospitals, clinics and other stakeholders to design Medicaid policy. House Majority Leader Greg Harris, D-Chicago, who is part of that working group, said during an interview that for the last several years, it has been focused on trying to design a modern Medicaid system that reflects a very different health care environment than the one that existed decades ago. “When our system was designed, most healthcare was delivered in hospital settings, in medical surgery settings,” he said. “Now, you know, huge amounts of that kind of work is being done in outpatient settings, whether it’s diagnostic imaging or specialty care, or same day surgery. Hospitals are not the central hub for a lot of services like they used to be.” The problem being faced in many parts of the state, he said, is that not all communities have access to the full array of medical services, resulting in health care disparities that cut across racial and ethnic lines, income categories, and the divide between urban, suburban and rural communities. “So, whether you’re living in a densely populated urban area with very low automo-

Programs will be held on the second Wednesday of the month, 6:00 – 7:30 p.m. The first in the series will be held virtually on February 10 and will feature tips on starting plants from seed. The workshops are offered through a collaboration between SWALCO and University of Illinois Extension as part of a grant from USDA, focusing on local efforts to promote composting and food waste diversion. The grant also hopes to increase the generation and use of compost in commercial, residential, agriculture, and community gardens sectors in Lake County, Illinois. The McHenry County Department of Health (MCDH) is entering into a unique and forward-thinking intergovernmental plan to begin inoculating school personnel against COVID-19, an important step to protect educators and children as schools reopen for in-person learning. With the Illinois Department of Public Health allowing the inoculation of senior citizens and educators under Phase 1b of its vaccination plan, the MCDH is tentatively looking to begin inoculating school staff members starting the third or fourth week of February, dependent upon vaccine availability. The MCDH and County Administration have been working closely with McHenry Coun-
ty’s school superintendents and school nurses for several weeks to craft a vaccination plan. “We’ve collaborated with schools since the start of the pandemic, and this is a visible example of the type of work we have been doing behind the scenes,” Public Health Administrator Melissa Adamson said. “This type of collaboration benefits not only the individuals in Phase 1b, but also the entire county. Many people are interested in receiving the vaccine as soon as possible, and this helps speed along the process to get us to those next groups in line as soon as possible.” The MCDH announced earlier this week that it would prioritize its Phase 1b initial doses for seniors ages 65 and
older, and is working with local hospital systems and private pharmacies, which agreed to administer the vaccines to seniors who enrolled through the county or are part of their health system. MCDH will continue to vaccinate those who enroll in Phase 1a, which includes health-related staff in school districts. Once the county finishes administering the second dose to the remaining front-line health care workers and assisted living residents in Phase 1a, which should be nearly complete by next week, it will then expand to begin inoculating educators. Under the plan crafted by county and school officials, Woodstock North High School and Huntley High School will
serve as the primary points of distribution for vaccinating educators, with the help of the MCDH Medical Reserve Corps, school nurses and qualified volunteers from across the county. “Our staff members have been hungry all year to get our schools open to best meet the needs of all of our students,” Huntley School District 158 Superintendent Scott Rowe said. “For that to be possible we have to protect our staff, and the vaccine is an important next step in meeting our responsibility.” The plan is dependent on availability of the vaccine from state and federal sources. The county and MCDH would like to thank the citizens of McHenry County for their patience and understanding.
The McHenry County Sheriff’s Office had three inmates test positive for COVID-19 on January 28, 2021. The Corrections Division is currently working with the McHenry County Department of Health, and are following all CDC recommendations. The Sheriff’s Office policies for communicable and airborne diseases have
been put into place to mitigate the spread of COVID-19. The COVID-19 positive inmates, and those who may have come into contact with them, are currently on quarantine protocol. Out of an abundance of caution, three sections of housing units where the COVID-19 positive inmates were housed are also on precautionary quar-
antine protocol, and contact tracing is being conducted. The Corrections Division has several mitigation protocols in effect to prevent this virus from spreading further into the jail’s population of roughly 300 inmates. This protocol includes testing of inmates with COVID-19 like symptoms, increased cleaning of jail pods,
mandatory quarantine periods for new inmates who enter without a negative COVID-19 test, the elimination of congregate dining, and the use of personal protective equipment by staff and inmates. The Sheriff’s Office will continue to follow all COVID-19 protocols to ensure wellbeing is their top priority.

Train vs. pedestrian fatal accident under investigation On January 22, at 10:34 p.m. the Highwood Police Department and Highland Park Fire Department responded to a train versus pedestrian incident near the intersection of Green Bay Road and Highwood Avenue.
The Lake County Coroner’s Office was notified and responded to the scene for a death investigation. Kristin Avellone, 53, was pronounced deceased at the scene. On January 25 an examination was performed and the preliminary results
indicated that Avellone died as a result of sever blunt force injuries. The investigation into her death is ongoing by the Lake County Coroner’s Office and the incident remains under investigation by the Metra Police Department.
