Ex-Madigan aide sentenced to 30 months in prison for obstruction of justice attempt, perjury Judge tells Mapes his ‘loyalty was greatly misguided’ in lying to grand jury investigating former speaker By Hannah Meisel Capitol News Illinois

For most of his adult working life, Tim Mapes only had one boss: former Illinois House Speaker Michael Madigan. And for the more than 25 years he served as Madigan’s chief of staff, Mapes was known for his extreme loyalty to the powerful speaker. His office décor in the state Capitol in Springfield featured a sign inspired by the 1939 classic film “The Wizard of Oz” that read: “Nobody gets in to see the wizard. Not nobody, not no how.” But federal prosecutors say that instinct toward loyalty in his longtime role as

gatekeeper to the speaker led Mapes to lie to a grand jury in 2021, a few months after Madigan left office amid a growing criminal probe into his inner circle. And on Feb. 12, U.S. District Judge John Kness agreed, telling Mapes he didn’t understand the longtime political operative’s actions before sentencing him to 30 months in prison for his August conviction on one count each of perjury and attempted obstruction of justice. “Perhaps this was out of some sense of loyalty, but if that was the case, your loyalty was greatly misguided,” Kness said. Mapes, who didn’t testify in his own defense during

trial, chose to make a statement before the judge handed down his sentence, saying he was proud of the decades he put into public service in Illinois government. But Mapes was also selfaware, having seen two governors and many other politicians indicted, convicted and sentenced to prison during his time in Springfield. “I also recognize that many people in the state of Illinois have lost faith in their government,” Mapes said. “And that breaks my heart.” ‘Protect the boss’ Flanked by his attorneys, Mapes stood stoically receiving the news of his sentence, which was preceded

Lake County officials attend White House Communities in Action forum Lake County Board Chair Sandy Hart attended an event at the White House to discuss the positive impacts of President Biden’s Investing in America Agenda for communities in Illinois and Indiana. The “Communities in Action” forum, held on Feb. 1, gathered leaders who shared their success stories about community revitalization, economic recovery, sustainable energy initiatives, and increased access to health services. It was hosted by the White House Office of Intergovernmental Affairs and the Office of Public Engagement and attended by Senior Advisor and Assistant to the President of the United States Tom Perez, U.S. Secretary of Transportation Pete Buttigieg along with Greg Jackson and Rob Wilcox, Deputy Directors of the Office of Gun Violence Prevention. At the event, Chair Hart was able to showcase some of the work that Lake County is doing with the $135.2 million the county received in American Rescue Plan Act (ARPA) funding. She discussed the Lake County Gun Violence Prevention Initiative (GVPI) which is one of the many ARPA funded programs the county has invested in. This critical program puts teams of violence interrupters called Peacemakers in the targeted communities of Waukegan, Zion, and North Chicago. Since the Lake County Peacemakers began their work in 2022, 31 community members have been referred to social service agencies, 93 percent of all mediations have been successful, and they have had a presence at 49 community events, with these

efforts being focused on reducing and preventing gun violence. She also shared how the stateappropriation of $30 million in ARPA funding was used by the Lake County Stormwater Management Commission (SMC) and local partners to alleviate flooding in hard hit communities across Lake County. These 12 projects protected over 2,400 properties and 23 primary and 84 secondary roadways from flooding in Lake County. “We have been able to expand behavioral health services, mitigate flooding, improve public safety, increase job training resources, improve transportation, upgrade voting services, and much more, as a result of these oncein-a-lifetime investments,” said Sandy Hart, Lake County Board Chair. by more than 30 minutes of near-monologue from the judge. Kness wondered aloud if Mapes was operating under the old mafia logic of “omertà,” an Italian term for the mob honor code wherein members of organized crime outfits were pressured to solve disputes among themselves and to never cooperate with law enforcement. During trial, a retired FBI special agent testified that Madigan ran his political organization almost like “the head of a mafia family.” “I have to say the law of omertà had no place in that grand jury room,” Kness said. “And now you will pay a price for it.” Prosecutors have frequently claimed that Mapes could have been a star witness in the government’s probe but chose to tank his own grand jury interview instead. “(Mapes) was evasive, he was non-responsive and he flat-out lied,” Assistant U.S. Attorney Julia Schwartz said in closing arguments last year. “He did it to protect the boss and stay in the foxhole.” Both “protect the boss” and “stay in the foxhole” were nods to phrases heard throughout trial. Many witnesses who worked alongside Madigan testified “protect the boss” was a common refrain for those who worked under the speaker, and it was also heard on wiretapped calls played for the jury. Kness said he took Mapes’ age, 69, into account in sentencing him but said the other factors in the case played a larger role, including the message a multi-year sentence would send to elected officials and the general public. “The people of this state cry out for accountability,” Kness said. “A wise person I once knew said, ‘account-

ability is liberating.’ That may not mean much to you right now, but I think it might down the road.” Mapes began working for the Illinois House in 1977, a couple years after his graduation from Western Illinois University. Madigan wouldn’t become speaker until 1983, but Mapes continued to climb the ranks within House staff until Madigan tapped him as chief of staff in 1992. Mapes built upon his position as chief of staff, taking over as director of the Democratic Party of Illinois under Madigan’s chairmanship later that decade, and serving as clerk of the Illinois House for the last seven years of his career. But all three roles ended abruptly in 2018 when, at the height of the #MeToo movement, a House staffer accused Mapes of sexual harassment and bullying. It was the third accusation made against a member of Madigan’s top deputies that year, and the speaker responded by demanding Mapes’ resignation. In the summer of 2020, the prosecutors announced electric utility Commonwealth Edison had entered into a $200 million deferred prosecution agreement and agreed to cooperate with the feds’ investigation into an alleged bribery scheme aimed at currying favor with Madigan. Several months later, Madigan’s close confidant and ComEd’s longtime top contract lobbyist Mike McClain was indicted for orchestrating the alleged bribes, along with the utility’s former CEO and two other ex-lobbyists. Emails and wiretapped phone calls shown at trial also established Mapes’ close relationship with McClain, though attorneys for Mapes attempted to minimize their friendship to the jury.

Against this backdrop, Mapes sat for the grand jury in March 2021 after having been put under an immunity order, meaning he wouldn’t be charged with any wrongdoing related to the criminal probe into Madigan’s inner circle. However, Mapes was warned multiple times that if he lied under oath, he’d be charged. Two months later, he was. On Feb. 12, Kness said Mapes’ case was “very sad,” and especially “aggravating” because Mapes was placed under immunity. “Whatever compulsion you felt to protect Michael McClain and the former speaker of the House, Mr. Madigan, as far as I can tell was not reciprocated … and was not necessary,” the judge said. “You were immunized. You had no personal risk in going to the grand jury other than you didn’t tell the truth. And that’s what you did.” McClain was convicted along with his three co-defendants in the ComEd bribery case in May, and also awaits trial alongside Madigan in October on related racketeering and bribery charges. Mapes will report to prison on June 11, though a facility assignment was not immediate. Before Kness gaveled out Monday’s hearing, Mapes’ attorney asked that he be sent to a federal prison in Pensacola, Florida, as his family would be able to visit him on trips nearby. Asked for comment as he emerged from the conference room he’d retreated to after the sentencing hearing, Mapes shook his head and gave a thumbs-down signal to reporters as he walked across the hall to a men’s bathroom. He later left the building with his wife, exiting quickly past cameras waiting in the courthouse lobby.

Lake County Board members present at National Legislative Conference At the recent National Association of Counties (NACo) Legislative Conference in Washington D.C., two Lake County Board Members, Jennifer Clark and Sara Knizhnik, were featured panelists in different sessions on the issues of broadband access and gun violence. Lake County continues to be a leader and show its dedication to affecting change in both our county and country by driving discussions to address pressing issues for counties across the U.S. “For the first time, two Lake County board members were asked to present at the national county conference because of our leadership on critical issues,” said Sandy Hart, Lake County Board Chair. “It was an excellent opportunity to learn and share best practices on topics such as public safety, mental health, affordable housing, work force development, and sustainability that we can

bring back to Lake County for the benefit of our residents.” Jennifer Clark, Lake County Board Member and Chair of the Special Committee on Broadband, was the moderator and a featured speaker for the panel on Public/Private Collaborative Efforts in Broadband Deployment. This panel spotlighted Lake County’s practical strategies for engaging stakeholders to create a broadband plan for digital equity and technology skills. Member Clark is also a vicechair of NACo’s Telecommunications and Technology Policy Steering Full Committee. “Our Lake County Broadband and Digital Equity Action Plan offers a nationwide roadmap to enhance broadband accessibility and ensure fair access for all by prioritizing the efficient use of federal funding and fostering collaborative partnerships to promote equal digital opportunities,” said Lake County Board

Member Jennifer Clark. The Lake County Digital Growth Initiative was launched in 2023 to better understand the current state of high-speed internet service and digital equity in the county in order to implement solutions for improvement. Closing the digital divide generates wide-ranging impacts for residents, businesses, and communities, including promoting economic prosperity, increasing access and opportunity for disconnect households, and improving social, economic, and health outcomes for marginalized communities. Lake County Board Member Sara Knizhnik moderated the Gun Violence Prevention Initiatives panel. Tierra Lemon, Director of the Gun Violence Prevention Initiative (GVPI) in the Lake County State’s Attorney’s Office, was a speaker on this panel along with Wesley Dawson, Direc-

tor of the Office of Community Safety for Prince William County, VA, and Greg Jackson and Rob Wilcox, co-Deputy Directors of the White House Office of Gun Violence Prevention. The panel highlighted the new, innovative approaches being taken by counties to address increasing gun violence nationwide. Member Knizhnik and Director Lemon shared important information with other counties on how to implement a local initiative like the Lake County Peacemakers, which is known for building a violence prevention community of support to address and prevent all types of gun violence in our county. The Lake County Peacemakers are part of the Lake County GVPI, a program partially funded by American Rescue Plan Act (ARPA) dollars. This program puts teams of Peacemakers into the communities of Waukegan, Zion

and North Chicago. Since the Lake County Peacemakers began their work in 2023, 31 community members have been referred to social service agencies, 93 percent of all mediations have been successful, and they have had a presence at 49 community events, with these efforts being focused on reducing and preventing gun violence. “I’m so proud that Director Lemon and I were able to share the amazing strides Lake County and the Lake County State’s Attorney’s Office are making in curbing gun violence through the GVPI with county elected officials from all over the country at this week’s conference. The GVPI is an evidence-based, trauma-informed, community-focused approach that is making everyone in Lake County safer. There was overwhelming interest from my colleagues on the Justice & Public Safety Committee of NACo in learn-

ing more, and I want everyone to know that Lake County is doing ground-breaking work in the area of violence prevention,” said Lake County Board Member Sara Knizhnik. A number of Board Members and County staff also attended the four-day conference to learn at an array of sessions focused on topics such as public safety, emergency management, environmental sustainability, and more. Valuable insights into optimal practices and possible funding opportunities were collected and will be shared with the teams within Lake County government for thorough evaluation and consideration. The NACo Legislative Conference brings together county officials with members of Congress and federal agency officials each year to focus on federal policy issues that impact their counties and residents.

dinate the nation’s migrant response and provide additional resources. “As critical funding for this ongoing humanitarian crisis stalls in Congress, Cook County stands committed to the well-being of the region,” Preckwinkle said in a news release. “We cannot wait for additional resources and Cook County is proud to stand alongside Governor Pritzker in this joint funding plan, ensuring that shelter capacity, healthcare and wraparound services remain accessible to those in need.” A compromise deal in the U.S. Senate that was meant to help address the increase in border crossings disintegrated last week after Republicans backed out of the agreement. The state in November committed to a $160 million spending plan, although portions of that plan—such as a 2,000 bed shelter in Chicago—have yet to come to fruition. The state also claims that it has spent $478 million through existing channels, such as through the Illinois Emergency Management Agency, over the past two years. The influx of migrants coming from Texas has slowed in recent weeks, with Chicago’s shelter system being at its lowest capacity since last fall. As of Feb. 14, there were about 12,900 people staying in city shelters—down from a peak of around 15,000 a few weeks ago. There were also no migrants at the city’s airports or at the “landing zone” facility, the location that the city instructs bus companies to drop people off.

The state and Cook County announced Feb. 15 a roughly $250 million plan to provide shelter, health care and other services for recently arrived migrants. But according to their own plan, there’s still a roughly $70 million funding gap for the rest of 2024. That missing money could come from Chicago, although a proposal for additional funding has not been brought to Chicago’s city council. At a news conference, Chicago Mayor Brandon Johnson did not indicate any plans for the city to fill the remaining budget gap, noting that a lack of federal intervention could be an “incredible burden for the city of Chicago.” A source briefed on the matter told Capitol News Illinois Johnson had committed to providing the remaining funds at a Feb. 5 meeting between the mayor, governor and Cook County Board President Toni Preckwinkle. When he was asked about this on Feb. 15, Johnson said he was “not aware” of any deal between the three, also adding that “there is no disconnect” between his administration and Pritzker’s. In a news release, the governor’s office said the state’s portion funding will come from the state’s fiscal year 2025 budget. Gov. JB Pritzker, who committed the state to providing more than half of the needed funds, was expected to provide more detail about where the money is coming during his annual budget address that took

place on Wednesday. House Democrats’ chief budget negotiator, Rep. Jehan Gordon Booth, D-Peoria, and the head of a working group focused on recently arrived migrants, Rep. Jennifer Gong-Gershowitz, D-Glenview, told Capitol News Illinois in a joint statement they will review the full details of the state’s portion of the spending plan next week. “We will remain focused on continuing to bring stakeholders together to continue making smart and compassionate decisions for our state and all of our communities,” they said. In December, following a Governor’s Office of Management and Budget forecast, the governor urged caution for this year’s budgeting process. That office projected a potential $891 million deficit for the upcoming fiscal year. But GOMB also predicted a $1.4 billion surplus for the current fiscal year, due to several one-time revenue streams. In a statement, Pritzker indicated disappointment at the lack of a coordinated federal response to the influx of migrants. “With thousands of asylum seekers continuing to come to Chicago in desperate need of support and with Congress continuing to refuse to act—it is clear the state, county, and city will have to do more to keep people safe,” Pritzker said. Pritzker has been outspoken in calling for more federal involvement, repeatedly calling on President Joe Biden and congressional leaders to designate a federal office to coor-

Karels sentenced to life for the brutal killing of his three children On February 16, Jason Karels, 36, was sentenced to life in prison without the possibility of parole, after entering a “guilty but mentally ill” plea on December 15, 2023, for the killing of his three children who were ages 2, 3, and 5. “Our thoughts are first, with the family today. This has been a devastating case for the family and community. They will always have this Office’s support. The law enforcement officers from Round Lake Beach performed unbelievably in the most difficult of circumstances imaginable. We are thinking of them too. Finally, I want to thank our team of lawyers, Jeff Facklam, Eric Kalata, and Mary Daly, and the victim specialist, Dawn Patch. These dedicated professionals worked tirelessly to support the family and ensure that this offender was brought to justice,” said State’s Attorney Eric Rinehart after the sentencing. At the sentencing hearing, Judge James Booras considered three victim-impact statements written by the children’s mother, maternal grandmother, and aunt. In the statements, that were read in open court, the family described the three children as beautiful, innocent children who did not deserve what happened to them, stating that Karels is a “monster” who destroyed many lives. The family stated that Karels was the one person who was supposed to love and protect them at all costs and instead, he did the complete

opposite. The statements also expressed how the loss of those three children Jason Karels was like a “light lost,” leaving an eternal darkness in their lives. One of the statements explained how even using the term “murder” makes the loss more difficult. The family discussed how the loss would be a wound that remained unhealed forever. Throughout the case, the State was represented by Chief of the Criminal Division, Jeff Facklam, Chief of the Domestic Violence Division Eric Kalata and Assistant State’s Attorney Mary Daly. Today, Mr. Kalata argued that the life sentence absolutely necessary and appropriate. Mr. Kalata described Karels’ actions as “brutal, evil, and sinister.” He stated that Karels caused panic, fear, and absolute terror in those children’s final moments, using them as pawns in a scheme of revenge. Before Judge Booras accepted the negotiated sentencing, and he described Karels’ actions as “sickening” and “despicable.” Round Lake Beach Police Chief Wayne Wilde and detectives were present at the sentencing in support of the mother and children. Karels will serve his life sentence without the possibility of parole in the Illinois Department of Corrections.

Man who made school bomb threat identified and charged

L a k e County Sheriff’s Detectives identified and arrested a man who called in a bomb threat to a school D. district in Jan- Markeese Guider uary. On January 25, at approximately 1:30 p.m., Lake County Sheriff’s Deputies responded to the Special Education District of Lake County (SEDOL) for a bomb threat. A caller called Gages Lake School and informed the receptionist that he will blow up a car in the parking lot if a specific employee did not come outside. Sheriff’s deputies and explosive detection canines from Great Lakes Naval Station conducted a thorough search of the area and did not locate any signs of a bomb or explosives. Students remained inside the school and were not dismissed until the area was deemed safe. Sheriff’s detectives conducted further investigation, which revealed the call was placed by a telephone belonging to Markeese D. Guider, 27, of the 200 block of North 2nd Street, Maywood. Sheriff’s detectives determined Guider was in a relationship with a person working at one of the schools on the property. Sheriff’s detectives also determined Guider, who is on parole for aggravated vehicular hijacking of a handicapped person, was the offender in a November incident that occurred in Green Oaks, where he pointed a firearm at someone. On February 1, sheriff’s detectives obtained an arrest warrant for Guider for unlawful possession of a firearm by a felon (class 3 felony), aggravated unlawful use of a firearm (class 4 felony), aggravated assault (misdemeanor), and criminal trespass to property (misdemeanor), stemming from the November incident in Green Oaks. On February 14, Guider was arrested at his residence by his parole officers, for his active arrest warrant. Guider was

Suspicious package left outside government center An unattended package was found at the east entrance of McHenry County Government Center, on Feb. 14. At approximately 1:30 p.m., a suspicious package was located at the east public entrance of the McHenry County Government Center. After reviewing security footage, a white female, driving a white GMC truck was observed removing the package from her truck and placing it at the east entrance. The immediate area was secured, and the building was evacuated. Kane County Sheriff’s Office Bomb Squad was called to assist with the suspicious package. Upon inspection, it was deemed safe. The Government Center was evacuated for approximately two hours and the Jail was put on lock down because of this incident. No injuries were reported. This is an ongoing investigation. One vehicle crash under investigation A 23-year-old Woodstock man is in critical condition following a crash in the 17000 block of McGuire Road, in unincorporated Harvard. On Thursday February 15, at 4:47 a.m., members of the McHenry County Sheriff’s Office, Harvard Fire Department, MD 1 responded to a crash involving a single vehicle. Preliminary investigation indicates that the 2017 Chevrolet Sonic driven by a 23-year-old Woodstock male was traveling westbound on McGuire Road and for unknown reasons crossed over the roadway, exiting the roadway to the west, where it came to rest after striking a tree. There was airbag deployment, and he was not

wearing a seat belt. The driver and sole occupant of the Chevrolet was transported to Javon Bea Hospital- Riverside in Rockford in critical condition. Weather conditions may have been a contributing factor in the crash. The investigation is ongoing and is being investigated by the McHenry County Sheriff’s Office Major Crash Investigation Unit.

Sheriff’s Office investigating serious injury crash A 19-year-old Harvard man was injured following a three-vehicle crash in the 17100 block of US Route 14, in unincorporated Harvard. On Monday February 12, at 2:15 p.m., members of the McHenry County Sheriff’s Office, Harvard Fire Department, Marengo Fire Department, Woodstock Fire Department, MD 1 and LifeNet responded to a crash involving three vehicles which resulted in injuries to one driver. Preliminary investigation indicates that a 2017 Chevrolet Cruze was traveling southbound on US Route 14 and attempted to pass a semi through the intersection with Dunham Road and continued into a no passing zone. The Chevrolet then entered the southbound lane of travel and rear-ended a 2011 Infinity causing it to exit the roadway to the west, where it came to rest in an open field. The Chevrolet continued southbound, crossed over the roadway, and exited left into the parking lot of a business where it struck an unoccupied Hyundai Sonata head on. The units severed a natural gas main and came to rest in the parking lot area. The driver of the Chevrolet a 19-year-old Harvard man and sole occupant was transported to Javon Bea Hospital Riverside in Rockford in critical condition. There was air bag deployment, and he was not wearing a seat belt. The driver of the Infinity, a 63-year-old Lake Barrington man and his passenger a 63-year-old Chicago female were not injured. They both were wearing seat belts. NICOR gas also responded to the scene for the natural gas leak and rendered the scene safe. Alcohol is believed to be a factor in the crash. The investigation is ongoing and is being investigated by the McHenry County Sheriff’s Office Major Traffic Crash Investigation Unit.

Intoxicated man attending DUI impact panel attacks sheriff’s deputy A Lake County Sheriff’s Sergeant sustained minor injuries while arresting an intoxicated man who was attending a victim impact panel, for those previously arrested for DUI. On February 14, at approximately 6:45 p.m., the sheriff’s sergeant was at a victim impact panel in the 19300 block of West Washington Street, unincorporated Grayslake, to provide security for the event. The sheriff’s sergeant noticed a member of the audience sleeping. The sheriff’s sergeant woke the man and informed him one of the requirements to receive credit for attending was to stay awake. As the sheriff’s sergeant spoke to the man, later identified as Nicholas R. Goheen, 41, of the 3400 block of Mary Avenue, Park City, he smelled alcohol coming from the man’s breath. The sheriff’s sergeant asked the man to exit the room. As the sergeant spoke to Goheen, Goheen became increasingly aggressive, at one point pushing the sheriff’s sergeant. The sheriff’s sergeant attempted to take Goheen into custody, but Goheen actively resisted and began pushing and grabbing, scuffling with the sheriff’s sergeant. The sheriff’s sergeant was eventually able to take Goheen into custody.

The sheriff’s sergeant sustained minor injuries including abrasions and bruises. He was treated and released R. at a nearby Nicholas Goheen hospital. After reviewing the facts and circumstances of the case, the Lake County State’s Attorney’s Office charged Goheen with aggravated battery to a peace officer (class 2 felony), aggravated battery in a public place (class 3 felony), resisting arrest, and obstructing identification.

transported to the Lake County Jail, where sheriff’s detectives found the call to Gages Lake School on January 25 in his cellular phone’s call log, when the bomb threat was made. The Lake County State’s Attorney’s Office reviewed the facts and circumstances of the case and approved the charge of disorderly conduct – transmitting a bomb threat (class 4 felony) for Guider. Sheriff John D. Idleburg said, “Ensuring the students, teachers, and staff are safe inside our Lake County schools is of the utmost importance. Because of the close working relationship we have with SEDOL and school districts throughout the county, our deputies and detectives were able to work quickly and efficiently to make an arrest in this case. The offender caused major fear and disruption at the school and we will ensure he is held accountable for his reckless actions.” The Illinois Department of Corrections issued a parole violation warrant for Guider.

Update: Judge grants state’s motion to deny pre-trial release On Friday afternoon, a Lake County Judge granted the State’s Motion to deny pre-trial release to Demetrius Fisher, who stabbed a 9-year-old child in Beach Park. Fisher is being charged with one count of Attempt Murder, a class X felony. “Our entire office is thinking about the child that is currently undergoing medical treatment. We will support the child and the family, and we are glad to hear that this defendant will be detained during the pendency of the case. We also want to thank the Sheriff’s Office for quickly arresting this dangerous defendant,” Lake County State’s Attorney Eric Rinehart said after the detention hearing. Fisher’s next court hearing is scheduled for March 12, at 1:30 p.m., for a preliminary hearing. Olea promised housing, safety, and jobs, but after arriving, Olea took possession of their identification, money, and other goods. Olea forced the adult victims and the 15-year-old into jobs to pay off their “debt” for safe entry into the United States. The victims were forced to give the money they earned to Olea. The “debt” they owed Olea continually grew, and it appeared very unlikely they would be able to pay off the “debt.” The victims were under the control of Olea. There were padlocks around the kitchen cabinets and refrigerator in order to control what the victims ate and when they ate. Additionally, Olea forced the 15-year-old victim to work rather than attend school, creating a fraudulent identification for him to make it appear he was 19 years old. According to statements, Olea would prevent the two-year-old from falling asleep during the day by giving him cold baths, in order to make the baby sleep longer during nighttime hours. Additionally, the victims were told their remaining family in Mexico would be killed if they did not continue to comply with Olea. On February 13, the Lake County State’s Attorney’s Office reviewed the facts and circumstances of the case. The state’s attorney’s office drafted an arrest warrant for the following charges against Olea: Eight Counts of Trafficking in Persons (Human Trafficking) (Class 1 Felonies), Three Counts of Involuntary Servitude (Class 3 Felonies) and Four Counts

Highland Park’s initial investigation determined the tip had merit and warranted referral to the Lake County Sheriff’s Office Special Investigation Group (SIG) for further investigation. Members of SIG, Highland Park Police, and Homeland Security Investigations conducted further investigation and obtained substantial evidence showing Gladys Ibanez Olea, 34, of the above address, was engaged in human trafficking. Detectives presented the evidence obtained to the Lake County State’s Attorney’s Office, which approved and drafted a search warrant for Olea’s residence. After hearing the facts and circumstances of the incident, a Lake County Judge authorized the search warrant. On February 7, SIG, Highland Park Police, and Homeland Security Investigations conducted the search warrant. Additional evidence was located, showing Olea’s involvement in having trafficked four people from Mexico. All four victims were rescued: a 19-year-old woman and her two-year-old son, as well as a 22-year-old woman and her 15-year-old brother. All four were relocated to safety and are receiving services. On February 15, at approximately 10:45 a.m., Lake County Sheriff’s Deputies responded to a residence Demetrius in the 38000 Fisher block of N. Manor Avenue, Beach Park, for a report of a stabbing. When Sheriff’s Deputies arrived, they found a nineyear-old child with multiple stab wounds inside the residence. The child was transported via ambulance to Advocate Condell Medical Center in Libertyville with critical, life-threatening injuries. In the morning on February 15, the child’s mother was called by officials at her child’s school inquiring as to the reason her child was not in attendance. The child’s mother returned to the home in the 38000 block of N. Manor Avenue, and she saw Demetrius Fisher, exiting it. The child’s mother is in a dating relationship with Fisher and lives in a home with him and the child. Fisher ran away upon seeing her. The child’s mother entered the home and discovered her child inside with multiple stab wounds. The 30-year-old suspect was located at a nearby train station and he was taken into custody. Lake County Sheriff’s Detectives conducted a thorough investigation into this incident that left the nine-year-old child in critical condition and following the investigation, Sheriff’s Detectives arrested Demetrius Fisher.
