Antioch Village Board approves measure restricting sale of delta-8 THC and kratom The Antioch Village Board has voted to prohibit businesses in the village with liquor and tobacco licenses from selling products containing delta-8 THC and kratom. Additional legislation is expected to be discussed in the near future, which would further limit the sale of these products through amendments to the village’s zoning ordinances. Village trustees voted 5 – 0 to amend Ordinance No. 23-11-32, which now prohibits liquor and tobacco license holders from selling the products. Delta-8 THC has a simi-
lar molecular makeup to delta-9 THC, which is regulated by the state and only legally sold in licensed dispensaries. Antioch Mayor Scott Gartner has pushed for the village to be a leader within the state, restricting the sale of delta-8 THC and kratom. “By simply manipulating the molecules that make up delta-8 THC by exposure to heat, someone can create a similar form of THC that is found in marijuana, creating psychoactive effects,” said Gartner. “Additionally, there is no way to verify who is manufacturing these products,
or what is contained in them. We want to keep these types of products off store shelves and away from children in our community. The Village of Antioch appears to be the first non-home rule community in the State of Illinois to ban these substances but is by far the last. We’re seeing more and more legislative bodies coming to the same realization that we have, that these products do not belong in our communities.” Last year, the U.S. Food and Drug Administration (FDA) issued a warning to consumers about the risks of
delta-8 THC. On its website, the FDA stated, “It is important for consumers to be aware that delta-8 THC products have not been evaluated or approved by the FDA for safe use in any context. They may be marketed in ways that put public health at risk and should especially be kept out of reach of children and pets.” Due to health and safety concerns, several states have outlawed the sale and possession of kratom, including the boarding states of Wisconsin and Indiana. The FDA also warned consumers of kratom,
because of risks of “serious adverse events, including liver toxicity, seizures, and substance use disorder (SUD). In rare cases, deaths have been associated with kratom use, as confirmed by a medical examiner or toxicology reports.”. Antioch Police Chief Geoffrey Guttschow says that, unlike delta-8 and kratom, the State of Illinois requires rigorous regulations on licensed cannabis dispensaries, where delta 9 THC is sold, as compared to the quick marts and gas stations where delta 8 THC products are commonly
found being offered for sale in an unregulated market. “These dispensary regulations are in place to ensure the safety of the products sold within them,” said Guttschow. “They encompass stringent quality control measures, rigorous testing requirements, strict age verification protocols, and comprehensive labeling standards designed to minimize potential risks associated with cannabis products.” The ordinance goes into effect ten days after passage, which will be December 8, 2023.
Board appoints Police Chief as acting administrator social unrest. In August 2020, the Antioch Village Board appointed Guttschow as the permanent Police Geoffrey Chief. Guttschow C h i e f Guttschow holds an associate degree in Police Science, a bachelor’s degree in Criminal Justice Administration, and has completed Northwestern University’s School of Police Staff and Command. Actively involved in professional associations, he is a member of the Illinois Association of Chiefs of Police, the Lake County Chiefs of Police Association, and serves on the
Board of Directors for the Lake County Major Crash Assistance Team. Community-focused, Chief Guttschow served multiple terms on the Antioch Community High School District 117 Board of Education, where he held the position of Vice President. Together with his wife, Chief Guttschow is a proud resident of Antioch, raising five children. Outgoing administrator Jim Keim concludes nearly 20 years of service with the village. He has opted to take advantage of the Village’s early retirement incentive program. Before serving as Village Administrator, Keim started his career with the village as a village engineer.
Illinois Supreme Court: FOID records exempt from public disclosure The Illinois Supreme Court ruled Nov. 30 that people may obtain records about their own Firearm Owners Identification cards, but they may not use the state’s Freedom of Information Act to do so. In a 7-0 ruling, the court said the Illinois State Police acted properly when it denied FOIA requests from individuals who sought copies of letters explaining why their FOID cards had been denied or revoked. But the court also said those individuals could have obtained those records through other means. “ISP does not dispute this point but simply maintains, as we have found, that FOIA is not the proper means for obtaining the requested information,” Justice Joy Cunningham wrote for the court. The case revolved around a 2011 amendment to the Freedom of Information Act that exempts from public disclosure the names and information of people who have applied for or received FOID cards or concealed carry permits. According to briefs filed with the court, state lawmakers passed that amendment after the Associated Press filed a blanket FOIA request seeking the names of all FOID cardholders in the state, along with the expira-

They argued the use of plural words indicated lawmakers did not intend to prevent people from accessing their own information. Thomas Maag, an attorney who argued the cases at the Supreme Court, said in an interview Thursday that both individuals claimed they had lost the original documents and that they sought copies so they could appeal the revocations. In both cases, ISP denied the requests, citing the exemption in the Freedom of Information Act. But in both cases, the Madison County Circuit Court sided with the applicants and ordered ISP to hand over the requested information. A ceremonial groundbreaking event was held at the Grayslake Village Hall Nov. 27 to celebrate the Haryan Farm Stormwater Project.
Groundbreaking kicked off the Haryan Farm Stormwater Project On Nov. 27 the Lake County Stormwater Management Commission (SMC), Village of Grayslake, Lake County Board and state legislators celebrated the beginning of the Haryan Farm Drainage System Improvement Project with a ceremonial groundbreaking event held at the Grayslake Village Hall. The completed project will directly improve drainage for 84 homes and alleviate standing flood water on several roads, including Washington and Lake Streets. “Maintaining and updating infrastructure is incredibly vital to all communities, especially here in Lake County with our abundance of water,” said Sandy Hart, Lake County Board Chair. “When infrastructure isn’t updated as needs change, it negatively impacts homeowners and their properties as well as our environment. Thanks also to the State of Illinois for providing some of the funding for the project and other stormwater projects in Lake County,” said the Village of Grayslake Mayor Rhett Taylor. “Working in tandem with our local government partners, the Stormwater Management Commission is overseeing multiple projects using the initial $30 million of grant funding from the Illinois Department of Commerce and Economic Opportunity (DCEO) to make improvements to infrastructure,” said Lake County Stormwater Executive Director, Kurt Woolford. “I’m proud of their work overseeing flood mitigation issues around the county to make the most impact with these grant funds. Funds that can assist not only our residents, but also our environment.” The total project cost, estimated at $1.4 million is partially funded by the Illinois DCEO Grant. These funds will be utilized for the design, easement acquisition and construction. Additional funding was provided by the Village of Grayslake.

This project is a great partnership between the village of Grayslake, our great SMC team, and our state legislators. Sheriff’s reports
Investigation continues into body found on side of road Sheriff’s Detectives are investigating a death, where a woman was left on the side of a roadway in Old Mill Creek. On November 29, at approximately 7:00 a.m., Lake County Sheriff’s Deputies responded to Hunt Club Road south of Route 173 for a report of a possible body on the side of the road. Sheriff’s deputies arrived and located the body of a deceased woman on the east shoulder of the roadway. Based on preliminary investigation, it appears the woman was the victim of a
homicide and her body was dumped on the side of the roadway during the early morning hours. The cause and manner of death are currently unknown, however, the Lake County Coroner’s Office was on scene and an autopsy was being scheduled at the time of this press release. Lake County Sheriff’s Detectives continue to investigate the homicide and additional information will be released as it becomes available.
Inmate dies in hospice care
Randy Little, an inmate at McHenry County Adult Correctional Facility, passed away on December 3, at a hospice facility. Little was transported to a hospital concerning his health on October 20, where he was then transferred to a hospice care facility on November 13. He passed away due to a terminal illness at age 59. In compliance with Sheriff’s Office protocol and state law, the McHenry County Major Investigation Assistance Team was called into assist.

Lake County Sheriff’s Deputies arrested a man for driving under the influence of alcohol, after he crashed into a building. On December 3, 2023, at approximately 3:00 a.m., Lake County Sheriff’s Deputies responded to a business in the 37000 block of North Sheridan Road, Beach Park, for a traffic crash. Sheriff’s deputies arrived and located a Chevrolet Silverado engulfed in flames. Just prior to the arrival of deputies, Good Samaritans pulled the driver and a passenger from the vehicle, likely saving their lives. Preliminary investigation shows the Chevrolet, driven by Roy R. MontoyaMedina, 23, of Waukegan, was traveling eastbound on Blanchard Road at a high rate of speed. For an unknown reason, Montoya-Medina left the roadway,

Montoya-Medina and his passenger a 25-year-old man of Antioch, were transported to an area hospital with serious injuries, including serious burns. It was determined Montoya-Medina was driving under the influence of alcohol. He was subsequently cited with DUI-Alcohol and Reckless Driving. Montoya-Medina is required to appear in court on January 24, 2024. Building inspectors were summoned to the scene to determine the building’s structural integrity. All defendants are presumed innocent unless proven guilty in a court of law.
