Village of Antioch Police Dept., Raymond Auto Group team up for ‘Shop with a Cop’
The Village of Antioch Police Department along with several community partners including the Raymond Auto Group, worked to spread holiday cheer to over 50 local children and their families recently. This is the 18th year the Antioch Police Department has hosted a “Shop with a Cop” event. The Antioch Police Department works with the Antioch School District in identifying needful families with children between the ages of five and twelve years old. The police department invites those children along with their parents or legal guardians to meet at the Raymond Auto Group. In previous years, a pizza party was held at the police station before the shopping event, but because of COVID restrictions, there was not a pizza party this year. Instead, the children and their families received a Piggly Wiggly gift card. After meeting at the auto dealership, the children headed to the Antioch Walmart Supercenter to meet up with a member of the police department and “Shop with a Cop”. The Antioch Police Department would like to highlight the contribution by the Raymond Auto Group to the Shop with the Cop event. This event would not happen without the generous support of the Scarpelli family and their dealership,
along with the dealership employees. The Raymond Auto Group has been a sponsor of the event since the beginning, 18 years ago. This year
every employee of the dealership purchased a gift for a participating child. The employees presented the gifts to the children just before they went shopping.

Seven Lake County law enforcement agencies partnering to better respond to mental health calls Sheriff John D. Idleburg is excited to announce a new pilot multi-agency collaborative initiative in responding to mental health-related calls for service.
Gurnee Police Department, Lake Forest Police Department, Libertyville Police Department, Lincolnshire Police Department, Mundelein Police Department, Vernon Hills Police Department, and the Lake County Sheriff’s Office are partnering to participate in a co-responder model for mental health related calls. Members of the partner agencies have been working together throughout 2021 to establish operational procedures for the pilot initiative. The program will be an expansion of the Crisis Outreach and Support Team (COaST) already in place at the sheriff’s office. This new co-responder approach is modeled after Orange County’s (FL) Behavior Response Unit, with modifications to meet the needs and structures suitable for Lake County. This new expansion of COaST will feature a social worker, clinician, or peer specialist who will be partnered with a sheriff’s deputy or police officer from a partner agency. The Sheriff’s Office will have a full-time deputy and mental health worker assigned as one team. The other team will
be a rotation of officers from the member agencies, and those officers will be partnered with a separate mental health worker. The teams will respond to mental-health calls in areas normally patrolled by the sheriff’s office, and in Gurnee, Lake Forest, Libertyville, Lincolnshire, Mundelein, and Vernon Hills. When not on the scene of a call in one of these areas, the teams will conduct follow-up with those who had a previous law-enforcement encounter, where the police officer believes mental health was a factor of the interaction. The co-responder teams will have a wide-range of options when interacting with an individual who is in mental crisis. These options will range from being a bridge to connect the individual with future professional assistance, providing the person with a ride to the Independence Center Living Room Wellness Center, or providing a ride to a hospital if the situation necessitates immediate professional care. While this team is not a replacement of normal police operations, it will provide added benefits for the partner law-enforcement agencies when responding to calls involving someone in mental crisis. The initiative will be fully operational on January 31, 2022. The success and operational procedures of this pilot program will be regularly evaluated. It is the hope of the partner agencies that the program will be a success and can be expanded in 2023.

‘Test to Stay’ strategy lets students and staff stay in school after COVID exposure.
Lake County keeps more kids in the classroom with ‘Test to Stay’ and masking A new Morbidity and Mortality Weekly Report from the Centers for Disease Control and Prevention (CDC) released on December 17 confirms that the Test to Stay (TTS) strategy can help keep kindergarten through grade 12 (K-12) students in the classroom. The Test to Stay (TTS) strategy is an option for allowing close contacts who are not fully vaccinated to remain in the classroom as an alternative to home quarantine. “Children and their parents have been impacted by the different school learning models (remote, hybrid and in person) and other interruptions throughout the COVID-19 pandemic,” said Lake County Health Department Executive Director Mark Pfister. “Vaccination remains the best way to protect against COVID-19 for those aged 5 years and older, but the Test to Stay strategy is an option for allowing close contacts to keep kids in the classroom. The Test to Stay strategy has allowed students and staff to benefit from in-person learning while being protected from COVID-19. This is exciting progress from where we were at the start of the pandemic.”
In collaboration with the CDC and Illinois Department of Public Health, the Lake County Health Department assisted K-12 schools in implementing Test to Stay in August 2021. CDC sent a team to Lake County to support data management and the analysis of COVID-19 school data. During the study period, August 9 – October 29, 2021, 90 Test to Stay schools reported 258 cases of COVID-19. Among 1,035 students and staff enrolled in Test to Stay, secondary cases only accounted for 1.5% of the students. Assuming eight missed school days for every 10-day quarantine, 8,152 in-person learning days were saved among close contacts. “We are grateful to all the schools, students, and parents that have helped us successfully implement the Test to Stay program,” said Dr. Sana Ahmed, Medical Epidemiologist at the Lake County Health Department. “While Test to Stay can minimize disruption for parents and unvaccinated students, it requires resources that schools may not have. Test to Stay is most effective when schools are able to use funding and resources effectively for
planning and implementation.” Implementation of Test to Stay with layered prevention strategies did not lead to further spread within the K-12 school setting and allowed students to sustain in-person learning. This report demonstrates the importance of layered mitigation in reducing the spread of COVID-19. The College of Lake County has begun construction of an Advanced Technology Center (ATC) in Gurnee. The Center is being designed as a destination for students to earn degrees in machining, manufacturing, welding, fabrication, and industrial technology. Dr. Lori Suddick, current Workforce Development Board Member and President of the College of Lake County said, “The ATC will house state-of-the-art equipment to support programs designed for accelerated completion of coursework delivered by subject matter expert faculty that is aligned to industry needs.” The ATC will offer worldclass infrastructure for advanced technical training to fill the high skill, high wage, in demand workforce needs of Lake County manufacturing now and into the future. School officials estimate the Center will provide 40% of Lake County’s skilled labor force over the next five years. Lake County Rising student essay/ Court & crime news poster contest entrants sought Man charged in overdose deaths at motel Lake County Rising is seeking poem and essay contest entries from Lake County high school students, and is holding a poster contest for those in middle school, as part of an effort to raise awareness of violence against women. The program is sponsored by the Lake County State’s Attorney’s Office and several partner agencies. This year’s contest theme is “We Rise to Respect, Grace, and Kindness.” Lake County Rising works to bring members of the community together to focus on the abuse experienced by women, and to commit to doing our part to end this violence. This collective gathering is a demonstration of rising in solidarity with women who have experienced abuse, according to Sandra Bankston, a therapist with the State’s Attorney’s Office. The local effort is modeled after One Billion Rising, a global movement in which individuals come together to demand an end to violence against women. One Billion Rising was founded in 2012 by playwright and author Eve Ensler. High school students are invited to participate in a poem/essay contest in which they take on what it means to rise on behalf of others in today’s society, and how the words respect, grace, and kindness play a role. High School Essay Rules: Essays must be 500 words or less, double-spaced. Preference will be given to any essay or poem that
incorporates diversity and inclusivity. High School Poem Rules: Poems are judged based on originality, creativity, and artistic quality. Any styles (sonnet, haiku, etc.) are accepted, with the exception of block or blackout poems. Poetry submissions should not exceed two pages. Middle School Poster Submission Rules: Posters must be original work and can use any medium, including paint, crayons, stickers, charcoal, computer generated graphics, handwritings, and fonts. Posters should not use any stereotypical representations of domestic violence. Entrants should email their intention to participate in either contest to Sandra Bankston at sbankston@ lakecountyil.gov by Jan. 1, 2022. In the subject line, please write Lake County Rising 2022. Provide your name, an email contact, your school and grade level, and which type of entry you will be submitting. You will receive a release/waiver in acknowledgment of your intent to participate. Deadline for final submissions is Jan. 14, 2022. Please email your entry with the signed release/waiver to Sandra Bankston at the same email address by Jan. 14. The winner will be notified on or before Feb. 1, and is invited read their essay at Lake County Rising 2022, which will be held Feb. 8 at the Round Lake Beach Civic Center. On December 9, 2021, the Lake County State’s Attorney’s Office reviewed and approved charges for drug induced homicide against a McHenry man for his role in delivering drugs to a couple that passed away at a Libertyville motel on Nov. 13.
Erick Ruiz, 22, is charged with two counts of drug-induced homicide, a Class X felony carrying a mandatory minimum prison sentence of 6 to 30 years upon conviction, and an additional charge for delivery of a controlled substance, a Class 2 felony. At a bond hearing on Friday, Dec. 10, Judge Ray Collins granted prosecutor’s request to set bond at $1 million. Assistant State’s Attorney Lindsay Hicks told the court that the couple checked into a Motel 6 at about 11 p.m. on the night of Nov. 12. Just after 11 a.m. on Nov. 13, hotel staff checking on the room heard a baby crying and entered the room. The couple was found dead, and the baby was found
crying on the floor nearby. The baby had no physical injuries. Detectives observed no signs of foul play or trauma Erick Ruiz to the bodies. Detectives found Fentanyl in the motel room. The Lake County Coroner’s Office indicated the couple died from an apparent drug overdose. “People who choose to make their money by dealing deadly drugs like heroin and fentanyl know that overdoses are on the rise. They know that these chemicals will kill,” Lake County State’s Attorney Eric Rinehart said. “The facts of this case are particularly egregious in light of the death of two parents and the risk to a six-month old baby. He was outside of his vehicle assessing damage and speaking to the other party involved, when he then crossed the street to return to his vehicle. While crossing, he was struck by a southbound 2002 Lexus IS300, driven by an 18-year-old man of Wauconda. The pedestrian was transported via ambulance to Advocate Condell Medical Center in Libertyville with critical injuries. The crash remains under investigation by the Lake County Sheriff’s Office Technical Crash Investigations Unit.
