Holiday cheer on deck at Sailors Dinner This past weekend, 250 sailors from the Naval Station Great Lakes had an opportunity to enjoy an extravagant holiday meal, along with entrainment, and plenty of community cheer. The annual Antioch Community Sailors Dinner was held on the evening of Dec. 11, at the Antioch VFW. The dinner was organized by over 80 community volunteers. Last year’s event was canceled because of COVID, so this year, the volunteers from the Antioch community worked to make sure the event could be held. For the dinner to happen, the group had to follow strict COVID protocols that were required by the Navy. The volunteers worked to plan the event, arrange transportation for the sailors, serve the meals, and provide tableside service. Most importantly, the volunteers spent the evening talking, exchanging stories, and laughing with the sailors. The sailors were treated to a homestyle holiday meal, music by several local musicians, Christmas carols by the Westosha Sweet Adelines Choral Group, trivia games, and a speech about “the honor of
one’s service to their country.” One of the event organizers, Village of Antioch Trustee Scott Pierce, said the evening was a big success. “The sailors were thrilled to have a special visit from Santa Claus,” Pierce said. “They lined up for pictures with Santa to share with their families and friends. The sailors also took the opportunity to tell Santa their Christmas wishes, which included opportunities for advancement and time with their families. It was a great evening for all!” In addition to the dozens of volunteers, local businesses stepped forward to help. The Raymond Auto Group (Raymond Chevrolet/ Kia) provided motor coaches to transport the sailors to and from Naval Station Great Lakes in North Chicago. Piggly Wiggly and Lovin’ Oven provided food for the meals. Community organizations including the VFW and Auxiliary, American Legion and Auxiliary, Antioch Junior Women’s Club, Antioch Lions, 885 Club, The Moose, the Yost Family, Village of Antioch Trustee Mary Dominiak, and many others, all financially contributed to the evening.

Pritzker touts infrastructure funding in southern Illinois stops State also announces water bill shutoff avoidance funding

Gov. JB Pritzker continues to make frequent stops across the state to tout one of the marquee policy accomplishments of his first year in office and its ongoing benefits to Illinois communities. That is the $45 billion Rebuild Illinois capital infrastructure plan, and on Wednesday he made multiple stops in southern Illinois to publicize the projects made possible by the bipartisan-approved infrastructure package. The governor appeared at the Benton Municipal Airport with area Republi-
can lawmakers and Illinois Department of Transportation officials last week to promote a widening of Interstate 57 in the southern Illinois region. He was accompanied by Sen. Dale Fowler, R-Harrisburg, and Rep. Dave Severin, R-Benton. “This is an example of good bipartisanship work between both the federal and state government,” Fowler said. “By investing in Illinois infrastructure, we are investing in jobs. We’re investing in our local economy, which will continue to put southern Illinois on the map for many years to come.”
About $268 million from the $33.2 billion in transportation-related expenditures in the Rebuild Illinois plan will go toward I-57 reconstruction or improvements, according to the governor’s office. Next month, work will begin on a $67.6 million project to expand nine miles of I-57 from four to six lanes from north of Illinois 149 to south of Illinois 154. The project will install a median barrier, resurface existing lanes, update guardrails and add rumble strips. It also includes bridge replacement over the Big Muddy River. The project is expected to conclude in 2025.

to a vineyard and other entertainment and event venues. “Walker’s Bluff was already a popular attraction, bringing in tourists and business meetings from across the region,” Pritzker said. “Now with the addition of hundreds of slot machines and game tables, and an onsite hotel, this expansion will bring in even more visitors to take advantage of the beauty and hospitality of southern Illinois.” State tax revenue derived from the casino, as well the legalization of sports gambling and other new casinos, will go toward the state’s building infrastructure plan. Wastewater funding Pritzker also made a stop in Alto Pass in Union County, announcing $16.8 million in funds will be released to five communities throughout the state through the Illinois Environmental Protection Agency’s Unsewered Communities Construction Grant Program. Rebuild Illinois included $100 million for sewer projects across the state over the next five years. Alto Pass will receive $4.4 million in state funding for infrastructure replacement. Other grants include $2.2 million to the city of Freeport in Stephenson County to provide sewer service in a subdivision currently utilizing private septic systems; $5 million for the village of Westfield in Clark County to construct a wastewater treatment plant; and $2.2 million in the city of East Dubuque in Jo Daviess County to extend the sanitary sewer to 84 residences that are currently on private systems. The Northern Moraine
Water Reclamation District and the village of Holiday Hills in McHenry County will receive $3.5 million for the first phase of the extension of sanitary sewer service to 276 single-family residences in Holiday Hills and 29 homes in in another subdivision.
Water bill assistance Pritzker’s office announced that $42 million is available to help Illinois residents avoid water shutoffs. The Low-Income Household Water Assistance Program, or LIHWAP, is funded through the federal American Rescue Plan Act and other federal sources. The program was authorized in the state’s operating budget. Residents unable to pay a water or sewer bill can find more information on applying for assistance at www. helpillinoisfamilies.com. The funds are available to low-income families who are facing disconnection, those who have already been shut off, or those with outstanding bills of $250 or more. Applications are available online now through August 2023, or whenever funds are exhausted. Eligible Illinoisans must be at or below 200 percent of the poverty level, meaning a family of four would have a combined income of $54,000 or less. More than $200 million in Low-Income Household Energy Assistance Program funding remains available as well, according to the governor’s office. To Illinois prisoners, commissary is more than candy bars, shaving cream and socks. It represents normalcy and choice. “It’s everything to them,” said Melly Rios, whose husband is in Stateville Correctional Center serving 45 years for murder. A recent report from the John Howard Association, a prison watchdog group, detailed widespread supply shortages at Illinois Department of Corrections prison commissaries around the state. Soap, deodorant, detergent, writing materials, thermal shirts, socks, underwear and canned meat and noodles are all in short supply. “It’s not like luxury items like candy bars or the hot new Christmas gift. These commissaries provide items that are basic necessities,” said Alan Mills, executive director of the Uptown People’s Law Center. Mills has litigated prisoner civil rights cases for more than 40 years. An IDOC spokesper-

hygiene items, toothpaste and brushes, into care packages to all inmates. It’s a nice short-term solution, Mills said. But with an agency facing staffing shortages and a global pandemic, Mills said this should be an easy fix. Under current security protocols, care packages from the public cannot be accepted at IDOC prisons. The John Howard Association put forth the suggestion to allow friends and family members of inmates to purchase care packages from already approved vendors so they could be shipped directly to inmates. “Right now, that is not approved, but we hope they will consider it,” Vollen-Katz said. Rios told Capitol News Illinois in a phone call that she talks to her husband every day. As she headed home to call him, she raised her voice to speak over the traffic noise. She’s worried, she said. He’s lost weight since he is unable to get noodles and canned meat. But it’s more than that. It’s his state of mind, she said, at losing one more thing. “I know many people may think that they are bad people, but if you are going to put them in there, you have to take care of them,” Rios said. “I have to be his voice. It’s the only one he has right now.”

Essential raw materials are not making it to distribution centers and there is a shortage of workers in manufacturing centers and logistic companies, she wrote. But the John Howard report released Monday points to a new vendor and a contentious bidding process. In June 2021, Keefe Group was awarded the contract for the entire IDOC system. The contract award was contested by another vendor that was not awarded the contract. IDOC then contracted on an emergency basis with Keefe to provide items. Jennifer Vollen-Katz, the executive director for the John Howard Association, believes both things are contributing to the shortages. “I think that it’s a combination of those things,” Vollen-Katz said. “But it’s confounding to me why it has taken so long to resolve.” IDOC received approval and entered into five emergency contracts with vendors, according to an IDOC spokesperson. The department expects that the expanded contracts and more available avenues for purchasing will allow for the restocking of prison commissaries. Two weeks ago, IDOC distributed bags of food and

Another $164 million in future years of the Rebuild Illinois plan would fund an expansion of the interstate to Mount Vernon, as well as bridge replacements at Marcum Branch, Gun Creek and Dodds Creek. It would also include reconstruction of the interchange of I-57, I-64 and Illinois 15. Pritzker also highlighted another $28.4 million in motor fuel tax headed to southern Illinois counties for infrastructure projects, along with $33.5 earmarked to municipalities in the IDOT District 9 territory, which includes Alexander, Franklin, Gallatin, Hamilton, Hardin, Jackson, Jefferson, Johnson, Massac, Perry, Pope, Pulaski, Saline, Union, White and Williamson counties. The Rebuild Illinois plan was largely funded through a 2019 bill that doubled the motor fuel tax to 38 cents, a rate that now goes up annually at the inflation rate. The measure also increased several fees motorists pay to the secretary of state, including registration fees. Rebuild Illinois also has a vertical infrastructure component to fund construction and improvements on state buildings. Those projects are funded through revenues resulting from a massive 2019 gambling expansion and an increase to taxes on cigarettes and e-cigarettes. Also last week, Pritzker visited Carterville in Williamson County for groundbreaking at the future site of the Walker’s Bluff Casino Resort. The site would have a casino, 116-room hotel, event center, multiple restaurants and other attractions. That site has been in operation since 2008 and is home

Man charged after punching deputy in face On December 10, 2021, at approximately 1:45 a.m., Lake County Sheriff’s Deputies responded to a business in the 14000 block of West Petronella Drive, Unincorporated Libertyville, for a possible domestic battery in progress. A thirdparty caller believed a female family member was being battered by a male inside, in a sleeping area of the business. The third-party lost communication with the family member and believed the male may have been preventing the female from using her phone.

Sheriff’s deputies arrived and began checking to see if the victim was okay. As they were checking, they were approached by Christian Castro, 33, who was living at the business. Castro was verbally and physical aggressive with the deputies. While being detained, Castro managed to punch one of the deputies in the face,
causing a laceration to the deputy’s face and causing the deputy’s eyeglasses to break. He continued pushing both deputies, before they were able to restrain and handcuff Castro. Neither deputy required medical treatment. Sheriff’s deputies located the woman and her baby, both were okay. Further investigation revealed Castro broke the female’s phone and refused to allow her to leave the business. Castro was transported to the Lake County Jail. The Lake County State’s Attorney’s Office approved the following charges for Castro: Two counts of aggravated battery to a peace officer (class 3 felonies), Resisting arrest (misdemeanor), Disorderly conduct (misdemeanor), and two counts of Criminal damage to property (misdemeanors).

Lake County Veterans History Project holds successful event experiences. World War II, Korea, Vietnam, Iraq, Afghanistan and Veterans of other conflicts were encouraged to participate. Each veteran is interviewed by a lawyer or a judge of the county court system. The interview is recorded verbatim by
volunteer court reporters. The transcript is then submitted Library of Congress system to contribute to the body of knowledge about veteran experiences and lives. The veteran also receives a copy of the transcript for their own use.
Once archived, these first-hand accounts of American war veterans will be accessible online to serve as both an inspiration for generations to come, and to be available for use by researchers so that Americans can better understand the realities of war.

‘Celebrate the Solstice’ at Illinois Beach State Park Add some light to the shortest day of the year at Illinois Beach State Park with the ‘Celebrate the Solstice’ event on Dec. 21. From 1:30 to 3:45 p.m. at the state park nature center you can take part in making jar lanterns and learning about
solstice traditions. There will be a nature center tour at 2 p.m. and you can walk the preserve trails at 2:15 p.m. (weather permitting). Participants are also asked to bring food pantry donations. The event is free and open to all ages.
