McHenry County Historical Society hosting ‘Memories of Wartime in Hampshire 1944-45’ on Nov. 11
The
McHenry County Historical Society will host “Memories of Wartime in Hampshire – 1944-45” by Sleepy Hollow resident John Fenzel at 7 p.m. Thursday, Nov. 11, at the McHenry County History Museum. As a 12-year-old boy, John Fenzel, Jr. was able to meet the “enemy” on friendly terms – from the safety of his hometown.
A newsboy for Hampshire druggist George Wilcox, the young Fenzel was tasked with delivering copies of the Chicago newspapers – the Daily News, Herald-American and Tribune – to the German POW camp in town. Located on the eastern end of Keyes Avenue, Camp Hampshire housed 260 German prisoners, with 50 enlisted men and officers as guards. While the German POWs idolized their former commander, Field Marshal Erwin Rommel, Fenzel said all but a few were just like their American counterparts: doing their bit and desperate for the war to end. “They were not Nazis,” he said. “We assimilated with them pretty well. On Sundays when they’d go to church, they’d march down Main Street 12 abreast – all in their summer uniforms with hobnail boots. Half would peel off to the Cath-
olic church and half to the Lutheran church. And when they came back they’d meet in the town and John Fenzel square sing. They had beautiful voices.” The prisoners, volunteers with Germany’s elite Afrika Korps, were captured in Libya and transported to the United States to plug holes in the labor force. In the case of Hampshire, they worked alongside locals harvesting peas and corn, and then prepping the produce for canning at the J.B. Inderrieden Co. “There were not enough people to run the plant,” Fenzel said. “They had them (Germans) at Camp Grant in Rockford and the mayor thought that was a good idea. Three weeks later they started construction of a concrete fence. They had squad tents and five, semi-permanent buildings – including commander’s office and mess hall.” It was while delivering censored newspapers (Fenzel was in charge of clipping out violent stories) that the newspaper boy met Hans Finkel. “He could speak better English than I could,” Fenzel recalled with a laugh. “He
had a master’s degree in English from the University of Berlin.” Under Finkel’s tutelage, Fenzel improved his English scores from C to an A. But he also learned many other things from German prisoners – not the least of which was how to play pinochle and euchre. “I learned what you finish what you start and when you do a job you do it right,” said Fenzel, 88. “Then take

Latest school report card shows impact of COVID on learning 2020-2021 Pre-K-12 enrollment fell 3.6 percent from previous year
The COVID-19 pandemic resulted in significant drops in enrollment, academic performance and the likelihood of graduating high school on time, according to the latest school report card released recently by the Illinois State Board of Education. The report card is an annual report that tracks how the state, and each school and district, are progressing on a wide range of educational goals. But the report also showed that more Illinois students than ever are preparing for college and careers by taking dual credit, Advanced Placement and career and technical education, or CTE courses, while schools themselves are doing a better job of retaining veteran teachers. “We have witnessed both tragedy and heroism in our schools over the past year,” State Superintendent of Education Dr. Carmen I. Ayala said in a statement. “Students and educators have lost so much and lived and learned through unthinkable obstacles, but loss is not the whole story. Illinois’ schools
also stepped up the rigor of high school course work, ensured students still graduated and earned early college credit along the way.” According to the report, which covers the 2020-2021 academic year, total enrollment in Pre-K-12 schools fell 3.6 percent from the prior year, or by about 70,000 students, to just under 1.89 million. State officials said recent trends would have predicted a 1.1 percent decline, meaning the additional 2.5 percent can be attributed to the pandemic. The biggest enrollment declines were in Pre-K and kindergarten, with pre-K enrollment dropping 17 percent and kindergarten enrollment dropping 8 percent. The report also shows a disturbing increase in chronic absenteeism since the pandemic began. More than one in five students, or 22.8 percent, missed 10 percent or more of all school days in the year. That’s up from 13.4 percent in 2019, the most recent full pre-pandemic year. The increase in absenteeism was especially notable among English learners, Black and Hispanic students.
Officials cautioned, however, that the 2021 figures might not be reliable because of the number of students who were engaged in remote learning, where taking accurate attendance counts can be more challenging. “We know from national studies from the (U.S. Centers for Disease Control and Prevention) that school districts serving primarily Black and Hispanic students provided the least access to in-person learning last year,” Brenda Dixon, ISBE’s research and evaluation officer, said during a briefing on the report. “We suspect that less access to in-person learning contributed to lower engagement among Black and Hispanic students.” The report card also showed declines in student performance on standardized tests, although those numbers are still preliminary because schools were given the option of administering those tests this fall due to the number of buildings that were still not fully open in the spring. The McHenry County Department of Health (MCDH) will begin to hold COVID-19 clinics on select days at its Crystal Lake and Woodstock locations to vaccinate children who are 5 to 11 years old. The Pfizer-BioNTech vaccine approved for young children is a two-dose series that should be administered at least 21 days apart. MCDH will provide vaccine at 2200 N. Seminary Ave, Annex A, in Woodstock, and at 100 N. Virginia Street in Crystal Lake. An appointment must be made in advance and a parent or guardian must be present. Appointments for the pediatric population are available on McHenry County website www.mchenrycountyil.gov. Children receiving the vaccine will need to show proof of their age (birth certificate, passport, school identification with their birthdate displayed or information provided by their school). Appointments are expected to fill up quickly. Pediatric clinics and 12 and older clinics offered by MCDH will be held on different days. “Many parents have experienced loss of work and witnessed the emotional impact of COVID-19 on their children. Choosing the vaccine for our youngest children will lessen their chance of COVID-19 disease and hospitalizations,” said MCDH Medical Advisor Dr. Laura Buthod. “Common side effects experienced by children in this age group, which occur less frequently than older children and adults, are generally mild

The preliminary results showed fewer students meeting grade-level standards compared to 2019, especially among younger students who may have struggled more to engage in remote learning, Dixon said. The number of students meeting grade-level standards dropped 17.8 percent in math and 16.6 percent in English language arts, with the biggest declines seen among English language learners and low-income students. The rate of ninth-grade students who were on track to graduate dropped 5.1 percent from 2019, reflecting an increase in students receiving failing grades, ISBE said. Students are identified as on track if they have earned at least five full-year course credits and have received no more than one semester of an “F” grade in a core subject. Agency officials said ninth-grade students who are on track are almost four times
more likely to graduate than those who are not on track, and one of the most effective ways to increase graduation rates is through active, early intervention by identifying ninth-graders who are at risk and providing them with tutoring, additional instruction and other individualized services. “The Illinois State Board of Education is encouraging schools to watch this cohort closely and to utilize federal pandemic relief funds for research-based interventions, especially for current ninthand 10th-graders who are not on track for graduation,” Ayala said during the briefing. “We are also launching a $25 million high-impact tutoring program early this coming year to provide these types of individualized services to students across the education continuum.” Ayala also noted that Illinois has received nearly $8 billion in federal pandemic relief funding to address the gaps that resulted from remote learning. Ninety percent of that money was paid directly to school districts that will decide locally how to spend
it, but ISBE has earmarked the remaining 10 percent for things like bolstering special education services, closing the digital divide, and mental health services for students and educators. One area of academic performance that did improve was in college and career preparation. The report card showed the number of students taking courses for both high school and college credit grew 12 percent from the prior year, to 72,490. Advanced Placement enrollment grew 1.6 percent, to 129,574, and CTE enrollment inched up a fraction of a percentage point to 287,191. Officials attributed that to increased funding in recent years for programs that cover the cost of taking AP exams for low-income students as well as for CTE education overall. The state’s overall teacher retention rate—the three-year average of the percentage of full-time teachers returning to the same school from the previous year—also rose more than a percentage point, to 87.1 percent, although retention rate was lower among Black teachers.
McHenry County Sheriff’s Office hosting IDNR snowmobile safety course Beginning snowmobilers will have an opportunity to learn principles of safe snowmobile operation at an Illinois Department of Natural Resources safety education course scheduled on Saturdays, Nov. 13, Dec. 11, and Saturday, Jan. 15, 2022 from 8:00 a.m. until 4:00 p.m. at the McHenry County Sheriff’s Office, 2200 N. Seminary Avenue, Woodstock, IL. Under Illinois law, the course is required for individuals 12 through 16 years old who plan to operate a snowmobile. The course is also required for individuals who are over the age of 16 and who do not possess a valid driver’s license. These individuals must have a Snowmobile Safety Education Certificate, issued by the Department of Natural Resources upon successful completion of the course. The Snowmobile Safety Education Certificate is recognized in other states requiring a Safety Education Certificate. The Snowmobile
Safety Education Certificate is required in the state of Wisconsin for anyone under the age of 27. The minimum eight-hour course includes instruction in safe operation, rules of the road, snowmobile law, first aid, proper riding techniques and related topics that will help the snowmobiler operate his/her vehicle safely. The course is free of charge and open to the public. Due to COVID-19 concerns, class size will be limited to 20 students. If you are signing up a child, you are welcome to stay and take the

IDNR offers reminders for safe hunting practices during busy fall seasons Autumn is prime time for hunting in Illinois, and the Illinois Department of Natural Resources (IDNR) reminds hunters that whether they are in search of deer, ducks, geese, furbearers, upland species or other game this fall, they need to focus on safe hunting practices. “Illinois’ hunting heritage is second to none, and we encourage hunters to make safety their first priority as they enjoy time in the field during our busy fall seasons and throughout the year,” said IDNR Director Colleeen Callahan. The IDNR Office of Law Enforcement, which administers the state’s Hunter Safety Education Program, investigated 31 reported hunting incidents last year. Five of those incidents resulted in fatalities. Among the hunting incidents last year, 14 involved elevated tree stands. There have been six reported hunting-related incidents so far in 2021. “Many of the hunting incidents our Conservation Police Officers investigate are preventable if safety practices are followed,” said Timothy Tyler, director of the IDNR Office of Law Enforcement. When hunting from a tree stand, hunters should always check that their stand is installed properly, and they should use a Fall Arrest System full body safety harness when in the stand.” Other safety recommendations related to tree stands include checking the harness and straps and replacing worn straps; checking the ladder and other equipment before use to make sure they are in working order; and, being aware of weather conditions that could make steps and stands slippery. IDNR safety educators and Conservation Police also remind firearm hunters to: • Watch the muzzle of their firearm and keep it pointed in a safe direction; • Treat every firearm as if it is loaded and never assume a firearm is unloaded; • Be sure of the target and what is in front of it and behind it; • Keep fingers outside the trigger guard until ready to shoot; • Check the barrel and ammunition to make sure they are clear of obstructions, and carry only the proper ammunition for the firearm being used; • Unload firearms when not in use; • Never run, jump or climb with a loaded firearm – always unload a firearm before climbing a fence or tree; • Store firearms and ammunition separately and safely. Among other safety considerations, hunters are reminded to ensure heating sources are ventilated properly when in hunting cabins and boats; wearing appropriate, high visibility clothing while hunting; and, being familiar with the area being hunted. Illinois’ busiest hunting season, the seven-day firearm deer season, begins Friday through Sunday, Nov. 19-21, 2021, and will conclude Thursday through Sunday, Dec. 2-5, 2021. The Illinois Archery Deer Season opened Oct. 1, 2021, and continues through January 16, 2022. Archery deer season is closed during the firearm deer weekends except in those counties where firearm deer hunting is not permitted. Quilt raffle
The McHenry County Historical Society and Museum is holding a quilt raffle. The design, a nine-patch with “hips,” is rooted in a pattern which appeared in the Quilters Newsletter back in the 1970s. Small Town Square emanates around a central square–the epicenter of social activity in communities worldwide–when people were able to socialize in public. One lesson we’ve learned during this COVID-19 pandemic is that we need each other. We need that human connection– even if it virtual, even if it is by phone or text or email. Small Town Square reflects our sense of community, our realization that we are indeed “all in this together” and that this year-long crisis that has consumed us will pass. “Today is going to be history tomorrow,” said Heritage Quilters’ co-leader Arlen Bird. Woman charged in Lake County mail theft ring
Lake County Sheriff’s Detectives charged a person connected to a group stealing mail from Lake County mailboxes.
On October 30, 2021, Antioch Police Officers stopped a vehicle suspected of being involved in thefts of mail. They took two individuals into custody. One of those people, Kristin A. Siminak, 34, of the 26000 block of West Lakeview Avenue, Ingleside, was suspected of being involved in thefts of mail from unincorporated Lake County. Lake County Sheriff’s Detectives conducted additional follow-up investigation, which revealed Simi-
nak was involved in thefts of checks from mailboxes in northern Lake County. Siminak and others would take the stolen checks, chemically alter them, and then have them cashed, for their own gain. After reviewing the facts and circumstances with the Lake County State’s Attorney’s Office, Siminak was subsequently charged on November 2, 2021, with three counts of forgery (class 3 felonies) and one count of mail fraud (class 3 felony). Siminak remains in custody at the Lake County Jail on $40,000 bail. She is next due in court on November

Wheeler was approximately seven-months pregnant at the time she was killed. Sheriff’s detectives worked with the United States Coast Guard to determine the Lake Michigan water currents during the preceding several days, in an effort to find out where Wheeler might have entered the water. Additionally, Lake County Sheriff’s Detectives followed-up on hundreds of leads throughout this investigation.
