Pritzker urges Biden to intervene amid ‘untenable’ pace of migrant arrivals Buses from Texas accelerate as Illinois counts 15,000 new arrivals in 13 months

As Chicago prepared for an increase in the already steady stream of migrants arriving from the southern U.S. border last week, Gov. JB Pritzker is once again publicly pressuring President Joe Biden to play a larger role in coordinating relocation efforts. “There is much more that can and must be done on a federal level to address a national humanitarian crisis that is currently being shouldered by state and local governments without support,” Pritzker wrote in a three-page letter to the White House on Oct. 2. Without naming GOP figures like Texas Gov. Greg Abbott, Pritzker blamed political leaders who “have shipped people to our state like cargo in a dehumanizing attempt to score political points.” But he also faulted the Biden administration for its lack of support for Illinois, which has already dedicated $330 million to addressing the influx of 15,000 migrants and counting. “Today, Illinois stands mostly unsupported against this enormous strain on our state resources,” Pritzker wrote. Since last August, Chicago has been one of the cities targeted by Republican leaders like Abbott, Florida
Gov. Ron DeSantis and others who’ve paid for buses and air travel to relocate asylum-seekers from their states. Migrants hail mostly from Central and South America, including a large contingent fleeing economic and political collapse in Venezuela. New York City, which began receiving migrants earlier in 2022, has seen more than 110,000 asylum-seekers enter the city in the last year and a half, though some have moved onto other places, including Chicago. On Sept. 29, Pritzker’s office announced the state would send an additional $30.3 million to Chicago to address the needs of asylum seekers, along with roughly $11 million to be split among several municipalities in the Chicago area and $250,000 for downstate Urbana. The money represents nearly all of a $42.5 million line item in the state’s budget for the current fiscal year, which began in July. The governor has been a vocal Biden ally, including in his monthslong effort to bring the Democratic National Convention to Chicago next summer. During a visit to Chicago in June, the president praised Pritzker as having “helped me more than anybody in America” in his 2020 election bid. In his carefully worded letter, the governor thanked
Biden for steps his administration had taken to assist Illinois’ response to the migrant crisis, like providing “modest” funding through the Federal Emergency Management Agency. But he was unequivocal in expressing the need for more federal aid. “The burden of funding the state and city have taken on is not sustainable only by our budgets,” Pritzker wrote. ‘Untenable’ Pritzker accused the federal government of “abdicating responsibility” for asylum-seekers once U.S. Customs and Border Protection releases the migrants after any initial detention at the border. The states busing migrants to Illinois have typically given no warning to state and city officials, and the pace of arrivals has been accelerating in recent weeks. Volunteer groups have worked to fill in the gaps of the ad hoc response. Pritzker urged the Biden administration to “take a much more active role in managing the transport and destination of the transport of asylum seekers.” “Unfortunately, the welcome and aid Illinois has been providing to these asylum seekers has not been matched with support by the federal government,” Pritzker wrote. “Most critically, the federal government’s lack
of intervention and coordination at the border has created an untenable situation for Illinois.” The governor also criticized the White House for having a disorganized and disjointed system for responding to leaders in states and cities taking on migrants. Pritzker recommended that instead of the current system of “too many different federal department contacts—who are uncoordinated with one another,” the federal government should create “a single office with an identified leader” to coordinate with state and city leaders. The governor sent the letter one day after he, Chicago Mayor Brandon Johnson and the White House spoke on a conference call. Last week, tensions flared between Pritzker and the new mayor’s allies on the Chicago City Council after Johnson’s administration signed a $30 million contract with a security firm to set up a “base camp” for migrants, many of whom are sleeping in airports and police stations across the city. Work permits At the end of August, when the number of asylum-seekers who’d arrived in Chicago numbered approximately 13,000, Pritzker and other political and business leaders urged the Biden ad-

Friends of Hackmatack National Wildlife Refuge hosting annual Walk for the Wild 5k Challenge on Saturday

Friends of Hackmatack National Wildlife Refuge will host a free Walk for the Wild 5K community walk along the Prairie Trail in Richmond, on Saturday, Oct. 14 from 9 to 11:30 a.m. The aim of the walk is to introduce more people to Hackmatack National Wildlife Refuge (NWR), one of the newest refuges in the USA and the refuge right here for folks who live in McHenry County, Illinois and Walworth County, Wisconsin. Hackmatack NWR is also the nearest refuge to the major metropolitan areas of Chicago, Milwaukee and Rockford. To celebrate National Wildlife Refuge Week (October 8-14), everyone is invited to join Team Friends of Hackmatack NWR for the Walk for the Wild 5K Challenge in one of two ways. One is to join in on the 5-kilometer (3.1-mile) community walk on the morning of October 14, beginning at 9:30 a.m. at the north end parking lot at Richmond-Burton Community High School, 8311 St Rte 31, Richmond. From the starting point, the walk will take the group past an oak savanna north of the school that has been restored by refuge volunteers and high school students, then will proceed along the Prairie Trail to the 11-acre Blackmon Tract of Hackmatack NWR for a refreshment stop before heading back to the high school. During the walk, Friends of Hackmatack volunteers will provide an update on the refuge’s first 11 years, hand out information about the other refuge sites open to the public and share educational and stewardship opportunities at the refuge. All 5K finishers will receive an official Walk for the Wild sticker. There is also an option for participants to complete a 5K walk on their own, anywhere they live. Man charged after battering family member, striking K9 Dax A Round Lake Beach man has been charged with aggravated domestic battery and striking a police dog, stemming Sanjuan from an earReyes ly Saturday morning incident. At approximately 5:50 a.m., on October 7, Round Lake Beach Police requested the assistance of a Lake County Sheriff’s Office Canine Team to search for a man wanted in an aggravated domestic battery. Earlier in the morning, Sanjuan Reyes, 36, of the 900 block of Bugle Court, Round Lake Beach, drove to a relative’s home in Joliet. Reyes was covered in blood and intoxicated. He left the Joliet home shortly after arriving and his family became concerned, he may have killed a different family member he lives with, in Round Lake Beach. The family called Joliet Police Department who then notified Round Lake Beach Police Department. Round Lake Beach Police responded to Reyes’ residence, but did not locate anyone. They developed informa-
tion Reyes might have been in the area of Route 83 and Rollins Road, Round Lake Beach. When they arrived, they located Reyes’ vehicle in a parking lot, which had a significant amount of blood inside of it. It was then learned that Reyes battered the family member he lives with, at a location in Waukegan, before driving to Joliet. The victim, a 39-yearold woman, sustained several injuries in the battery, including broken bones. She was admitted to an area hospital. Lake County Sheriff’s K9 Dax responded to the scene and conducted a track. K9 Dax tracked approximately a half-mile, and located Reyes hiding in a thick bush line in the area of Route 83 and Rollins Road. Reyes refused to surrender and K9 Dax bit him. Reyes struck K9 Dax during the apprehension, however, K9 Dax was uninjured. Reyes was arrested and after reviewing the facts and circumstances of the case, subsequently charged with: Aggravated Domestic Battery (Class 2 Felony), Aggravated Battery (Class 3 Felony), and two counts of Domestic Battery (Class 4 Felonies). Reyes is also being charged with: Striking a Police Animal (Class A Misdemeanor)

Man sentenced to 26 years for involvement in shooting
A Lake County Judge sentenced a man to 26 years in the Illinois Department of Corrections for his involvement in a 2022 shooting of two Waukegan men that left one dead. Fernando Andino, 20, pleaded guilty to one count of Aggravated Battery with a Firearm, a class X felony, on May 18, 2023. Andino was a cooperating witness for the State and testified in Jorge Medina’s trial, which concluded on August 31, 2023, with “guilty” verdicts on first-degree murder charges. Andino was first charged in May 2022, after Waukegan Police Officers responded to a report of persons shot near a local restaurant parking lot. When officers arrived, they found two men with gunshot wounds. One survived and the other, later identified as Stefan Filipovic, was pronounced dead later that day in the hospital. During the sentencing hearing, Presiding Judge Daniel Shanes heard two victim impact statements from Stefan’s parents. The statements described Andino’s choices as vicious and thoughtless acts that led to Stefan’s young life being cut short. They mentioned how instead of picking out gifts for Stefan’s 25th birthday last year, they were left with picking out flowers for his funeral and asked the judge to sentence Andino appropriately for the choices he made. Assistant State’s Attorney Lauren Kalcheim Rothenberg
stated that Stefan’s life was full of hope and how Andino’s actions led to the senseless, cold-blooded murder of Stefan. “Our team, which consisted of Assistant State’s Attorneys Lauren Kalcheim Rothenberg, Scott Hoffert, and Ayah Elfarra, State’s Attorney investigators, and victim specialists were able to start the process of healing for the family by earning the conviction of the shooter, Jorge Medina. Mr. Andino will now spend decades in prison because of the role he played in assisting this shooter. Neither Medina nor Andino had prior convictions. When we think about young individuals gaining access to guns and solving their disputes violently, it is clear we need to push deeper into root causes even as we also sentence these offenders to decades in prison after the fact,” said Lake County State’s Attorney Eric Rinehart. Andino had been held on a $3 million bond in the Lake County Jail from the time of his arrest until entering a “guilty” plea. After pleading guilty, Judge Shanes revoked his ability to post bond. The 26-year sentence is to be served at 85%.
Fatal Lake Bluff crash under investigation
Lake County Sheriff’s Traffic Crash Investigators are investigating a deadly crash involving a dump truck. On September 30, at approximately 9:20 a.m., Lake County Sheriff’s Deputies responded to Route 43 and Muir Avenue, unincorporated Lake Bluff, for a traffic crash with injuries. Sheriff’s deputies arrived and found a 2004 Mack Semi Truck, hauling a loaded trailer, driven by a 21-yearold man of Round Lake Beach, and 2010 Toyota Tacoma, driven by a 36-year-old man of Wadsworth, collided. Preliminary investigation shows the Toyota was traveling southbound on Route 43 and the Mack was travel-

ing northbound on the same roadway. For any unknown reason, the driver of the Toyota drifted into the northbound lanes of traffic. The driver of the Mack was unable to avoid the collision and struck the Toyota head-on. Both vehicles rolled following the collision. The driver of the Toyota sustained major injuries and was pronounced deceased at the scene. The driver of the Mack was uninjured. The Lake County Coroner’s Office responded to the scene and an autopsy was scheduled. The crash remains under investigation by the Lake County Sheriff’s Office Technical Crash Investigations Team.
Three vehicle crash ends in fatality
A 21-year-old Rockford man was pronounced dead, and a male subject is in serious condition following a three-vehicle crash on Illinois Route 173, west of Flat Iron Road, in unincorporated Harvard.
On October 1, at 1:52 a.m., members of the McHenry County Sheriff’s Office, Harvard Police Department, Harvard Fire Department, Marengo Fire Department, REACT and MD 1, responded to a crash involving three vehicles. Preliminary investigation indicates that the 2017 Chevrolet Silverado was traveling eastbound on Illinois Route 173. The Chevrolet entered the westbound lane of travel and collided with the left front of a 2017 Lincoln MKX. This caused the Lincoln to exit the roadway to the south. The Chevrolet continued traveling eastbound and collided head on with a 2015 Ford Taurus in the westbound lane of travel. The driver of the Chevrolet, Max P. McNamara, a 31-year-old Lakemoor male was transported via helicopter to Javon Bea Hospital in Rockford in serious condition. He was charged with driving under the influence of the combination of alcohol and drugs, and additional charges are expected. The driver of the Lincoln, a 28-year-old Rockford female and the passenger, a 34-year-old Rockford female were treated at the scene and released. The driver of the Ford a 21-year-old Rockford male was pronounced dead at the scene of the crash.
Investigators looking for homicide information
The Lake County Major Crime Task Force and Round Lake Police Department are investigating a homicide. On October 4, at approximately 8:20 p.m. police officers from the Round Lake area began searching for a cellular phone that dialed 911. A Round Lake Beach Police Officer located a vehicle at a gas station in the area of Cedar Lake Road and Rollins Road, Round Lake Beach, that appeared to be damaged by gunfire. As the officer further investigated, he located a 17-year-old boy of Fox Lake, with a gunshot wound. The victim was transported to Ad-
vocate Condell Medical Center in Libertyville, where he was subsequently pronounced deceased. Further investigation revealed the boy was a passenger in the vehicle that sustained the gunshot damage. It was determined the shooting occurred in the area of Midland Drive and Sycamore Drive in Round Lake. Preliminary investigation shows the driver of the vehicle, the victim, and another passenger stopped in this area, likely to meet someone. They were approached by at least one person on foot, and a shooting took place shortly thereafter. After the shooting, the person who approached on foot fled from the scene, as did the driver. The driver drove to the gas station, where officers located the vehicle and victim. The Round Lake Police Department requested the assistance of the Lake County Major Crime Task Force. Task Force Investigators and Round Lake Officers continue to investigate. The Lake County Coroner’s Office is scheduling an autopsy. Fatal traffic crash under investigation
Lake County Sheriff’s Traffic Crash Investigators are investigating a fatal Saturday afternoon traffic crash that occurred in unincorporated Mundelein. On October 7, at approximately 4:45 p.m., Lake County Sheriff’s Deputies were dispatched to the 29000 block of Gilmer Road, in Fremont Township, for a traffic crash with injuries. Sheriff’s deputies arrived and located a 2019 Ford Expedition with major damage, fully engulfed in flames. Preliminary investigation shows the Ford, driven by a 66-year-old man of Mundelein was traveling southbound on Gilmer Road. For an unknown reason, the driver swerved to the right, then swerved to the left, which caused the vehicle to leave the roadway and strike a tree. The vehicle then started on fire. A backseat passenger, a 36-year-old man of Grayslake, was ejected from the vehicle. The driver was unable to escape the vehicle and sustained major injuries. He was pronounced deceased at the scene. The ejected passenger sustained major injuries, including burn injuries. He was initially transported via ambulance to Advocate Condell Medical Center in Libertyville, but then flow via medical helicopter to the burn unit at Loyola University Medical Center in Maywood, where he remains in critical condition. Two other passengers, a 37-year-old man of Chicago and 36-year-old man of Chicago, were able to escape the burning vehicle and were transported to area hospitals with serious injuries. The Lake County Coroner’s Office is scheduling an autopsy on the driver. The crash remains under investigation by the Lake County Sheriff’s Office Traffic Crash Investigations Team.
