It was removed. 8:31 a.m. – a warrant attempt was made on a subject at business on East Geneva Street. The person was not there. 9:28 a.m. – responded to a sign that had been nailed into complainant’s vehicle tire on East Longneedle Lane. 1:12 p.m. – took complaint of an ongoing issue with a dog running at large on North Sandy Lane. 1:22 p.m. – off duty officer reported man pan handling on West Market Street. The person left prior to officers’ arrival. 4:19 p.m. – the same dog there has been an issue with is again running at large on North Patricia Street and the caller is concerned for the dog’s safety. 10:47 p.m. – person believes a transformer blew in the area on East First Avenue. Officer checked and did not observe any signs. 11:21 p.m. – observed a semi truck on the side of the highway on North Wisconsin Street. The driver was in the sleeping quarters and stated he was waiting on a mechanic due to transmission issues. Dec. 24 2:04 a.m. – observed a vehicle swerve in the road to avoid box on South Lincoln Street. Removed the box. 8:56 a.m. – observed water that had frozen on the sidewalk and the street on West Westlawn Avenue. It appears to be coming from a sump pump discharge in the
terrace adjacent to the sidewalk. Information will be forwarded to the DPW. 10:36 a.m. – an officer met with a complainant who said a window is broken in a vehicle on North West Street. Observed a small impact that could have been made by a small caliber bb or pellet. 10:44 a.m. – small brown poodle roaming around on North Jackson Street. Caller later advised he was able to capture the dog and find the owner. 11:27 a.m. – an officer took a report of retail theft on East Geneva Street. 5:57 p.m. – officers were dispatched to a subject under the influence causing a disturbance on North Lincoln Street. The subject was detained and it was found he started a fire in the garage. Subject was brought to the hospital and later confined on arson charges. Dec. 25 2:05 a.m. – observed a vehicle with headlight out and third brake light out on West Court Street. Officer stopped the vehicle and issued a verbal warning. 4:05 a.m. – observed a trunk open on a vehicle on West Centralia Street. Spoke with one of the residents who was asked to have the owner advise if anything was missing. 6:45 a.m. – an officer observed a vehicle in lot that usually is empty on North Wisconsin Street. Learned the vehicle is leased by the business. 9:50 a.m. – report of music being loud on South Lewis Street. Officer heard what sounded like music from the hallway. Made contact with the resident who stated he was watching a movie. Edu-

cated about noise ordinance and issued a verbal warning. 10:23 p.m. – observed a vehicle with a faulty headlight on East Geneva Street. Driver was stopped and issued a citation for operating after a suspended registration. Dec. 26 1:26 a.m. – an officer observed two unoccupied vehicles at a closed business on North Wisconsin Street. The area was checked and everything appeared OK. 2:08 a.m. – observed a vehicle going at a high rate of speed on North Wisconsin Street. The driver was stopped and given a warning. 4:01 a.m. – dispatched to an alarm at a business on East Koopman Lane. Upon arrival found the west side door open and employees working inside. Made contact with a supervisor who stated an employee tripped the alarm. 12:58 p.m. – an officer checked a building on East Commerce Court Street and found the door unlocked. Contacted the key holder. 5:47 p.m. – observed a vehicle with only fog lights on and not headlights on North Lincoln Street. The vehicle was stopped and the driver was warned. Dec. 27 12:49 a.m. – observed a vehicle with a trunk and passenger door open on Chelsea Drive. Spoke with the vehicle owner and everything appeared OK. 12:54 a.m. - Officers responded to a truck in the creek on Petrie Road. Subjects were uncooperative and upon the truck being towed out refused to exit for an operating while intoxicated investigation. A window was broken so officers could take the driver into custody for the investigation. The driver was arrested for OWI, resisting and being armed while intoxicated and confined in the jail. 7:58 a.m. – report of con-
crete sticking up from the road on Highway 12. An officer responded and observed a large chunk of black top had broken away. Pieces removed. 9:18 p.m. – observed a vehicle with headlights on in the parking lot of the middle school on East Court Street. The driver had stopped to talk on the phone. 11:04 p.m. – found unlocked doors during building checks on South Lincoln Street. An officer searched inside and found nothing suspicious.
Dec. 29 1:36 p.m. – noticed vehicle in a closed business parking lot on East Court Street. Officer spoke to driver who was delivering, which was verified by ID. 7:35 a.m. – a vehicle was parked for a while at intersection on South Devendorf Street. Officer arrived and it was a contractor working with We Energies and looking at sewer lines. 10:21 a.m. – an officer stopped a driver for no seatbelt on North Wisconsin Street. Upon contact, the driver had it on but wasn’t properly wearing it. 2:17 p.m. – an officer took a subject into custody on North Broad Street with an active Walworth County warrant. Transported to jail without incident. 3:45 p.m. – report of a wallet stolen at a business on East Court Street. The victim advised he set his wallet down on a desk and forgot about it. Came back a couple minutes later and it was gone. While officers were on scene another customer found the wallet on a merchandise rack. It was returned to the owner and appeared nothing was missing. 10:37 p.m. – caller upset that plows knocked over garbage cans of elderly neighbor on West Court Street. An officer got in touch with DPW. It appeared to be from the snow being pushed up onto the terrace where the cans were, not a direct hit to the cans.
Court blotter The following people were charged with these Class H and I and unclassified felony offenses in Walworth County Circuit Court between Dec. 22 and 29:
Class H Class H, punishable by up to six years in prison and $10,000 in fines: Failure to report • Stephanie Leiann Schober, 32, of Janesville; felony failure to report to jail and felony bail jumping as a repeater. Schober failed to report to jail by Nov. 27 as required to serve 90 days in jail for retail theft and felony bail jumping, according to the criminal complaint. She was under bond conditions at the time in five Rock County felony cases. Bail jumping • Timothy Ratcliff, 58, of Lake Geneva; felony bail jumping. Ratcliff allegedly failed to appear in court as required Dec. 17 on a previous charge of felony bail jumping. • Ashley L. Pina, 33, of Lake Geneva; felony bail jumping, misdemeanor bail jumping and possession of drug paraphernalia. According to the criminal complaint, an officer saw two hypodermic needles in plain view in a car Pina was driving at the Darien Food Mart on Dec. 22. Pina was also found with a crack pipe and was under bond conditions on Walworth County charges of possession of narcotic drugs and possession of
drug paraphernalia, according to the complaint. Drunken driving • Arnaldo Morales, 54, of Darien; operating a motor vehicle while intoxicated and operating with a prohibited alcohol concentration, both fourth offense. Morales was apprehended for drunken driving after stopping at a stop sign for about 10 seconds with no other vehicles around at Beloit and West Washington streets in Delavan at about 7:35 p.m. Nov. 17, 2018, according to the criminal complaint.
Class I Class I, punishable by up to 3-1/2 years in prison and $10,000 in fines: Theft • Lisa M. Straight, 43, of Nora, Ilinois.; felony retail theft, felony bail jumping, obstructing an officer and misdemeanor bail jumping. Straight tried to steal a power tool from Fleet Farm in Delavan on Dec. 21 by concealing the item in her purse and then attempting to return it without a receipt, according to the complaint. She gave police a false name when confronted and had $510 worth of stolen merchandise in her bag, according to the complaint. She was under bond conditions in two Walworth County cases, two Jefferson County cases, two Dane County cases, a Waukesha County case and six Rock County cases.
