Arceo, 17, of Elkhorn; possession with intent to deliver non-narcotics, possession of marijuana and possession of drug paraphernalia. According to the criminal complaint, Arceo was a passenger in a car stopped for impaired driving on Interstate 43 in Delavan on March 28. He was found with 85 Xanax pills, a vape pen and a THC cartridge for the pen, the complaint states. Bail jumping • Latrice L. Braggs, 47, of Milwaukee; felony bail jumping and misdemeanor theft as
a party to a crime. While under bond conditions on a Milwaukee County charge of possession of narcotic drugs, Braggs was involved in a scam that allowed two women to purchase $2,300 worth of fireworks July 1 from Black Bull Fireworks in Delavan using an invalid credit card, according to the criminal complaint. Identity theft • Ryan C. Kyburz, 37, of Genoa City; identity theft for financial gain and theft of movable property valued at $2,500 to $5,000. Kyburz allegedly stole his grandmother’s checks in the Town of East Troy and wrote out 14 checks for $3,110 to himself between Sept. 1 and Feb. 1. He also is suspected of making unauthorized charges on grandfather’s credit card in January, according to the complaint. • Jean M. James, 49, of Burlington; two counts of identity theft for financial gain. According to the criminal complaint,

Forgery • Kahleif Whitfield, 30, of Chicago; uttering a forgery as a party to a crime. Whitfield bought a $300 gift card and a beverage using four counterfeit $100 bills at Walmart in Lake Geneva on Feb. 3 and received $96.07 in change, according to the complaint. Strangulation • Russell W. Bennett, 30, of Elkhorn; strangulation and suffocation, substantial battery, felony bail jumping and misdemeanor bail jumping. While under bond conditions on Racine County charges of possession of a firearm by a felon, disorderly conduct and criminal damage to property, Bennett allegedly choked a 38-year-old woman, hit her in the forehead and threw her on the porch Dec. 7 at an Elkhorn residence where the woman was helping a friend. Dispatch placed a call to her and she will be coming in to claim the wallet. 4:08 p.m. – officer assisted Delavan Township with traffic control due to a crash on Remer Road. 5:41 p.m. – vehicle broken into theft of watch on North Amparo Street. 9:57 p.m. – caller states house is having a party worried about them not complying with safer at home order on North Pheasant Way. Officers drove past and did not see people nor hear anything. Vehicles in street belonging to residence in front of the house. April 10 1:20 a.m. – officer observed enclosed trailer door standing open on West Deere Road. Nothing appeared to have been gone through. Cleared the building and secured the door. 7:47 p.m. – officer had vehicle turn in front of squad when light changed green with a yellow turn arrow on East Oconnor Drive. Vehicle stopped and driver verbally warned for failure to yield to right of way. 9:26 p.m. – dispatched to alarm on North Sandy Lane. Officer arrived and contact made trying to reset the phone. All was okay. 10:44 p.m. – dispatched to loud music and a party on South Lincoln Street. Officer and deputy made contact. warned for loud noise, fire without a permit and governs order since there was a large number of people there. Party shut down and fire put out. It did not appear to be any damage most had been washed off from the rain. 2:11 p.m. – dispatched to retail theft complaint on West Market Street. Informed by the store manager that he saw the male placing items in his jacket. Man allegedly sold LSD at Lake Geneva YMCA
An initial appearance is scheduled for June 23 for a Lake Geneva man charged with selling LSD at the Lake Geneva YMCA. Gabriel R. Chavez, 19, was charged April 8 in Walworth County Circuit Court with manufacturing or delivering LSD near a youth center, second and subsequent offense and as a repeater. He faces maximum penalties of 10 years in prison and $25,000 in fines. According to the criminal complaint, police conducted a controlled buy of 10 doses of LSD from Chavez on Aug. 27 at the YMCA in Lake Geneva. Chavez was convicted of felony bail jumping and possession of marijuana in Walworth County in 2019.
