Officer stopped vehicle and issued a written warning. 11:51 p.m. – officer heard vehicle horn during a building check on East Commerce Court. Talked with an employee in the parking lot. Officer asked about the honking. They stated everything was OK and that there was a vehicle honking. Officer talked with operator of the vehicle who stated wife was getting impatient. Nov. 6 9:35 a.m. – noticed clipped branches in the roadway of the condo complex on Market Street. Walked the area and found that this unit trimmed bushes recently. Left a green tag to remove it. 2:01 p.m. – officer performed traffic control at middle school on East Court Street. 2:47 p.m. – observed a vehicle speeding on Market
Street. Vehicle stopped and driver verbally warned. 3:31 p.m. – found a large amount of broken glass in the grass by the dumpster on Wright Street. DPW was contacted for clean up. 4:18 p.m. – officer dispatched to take threats complaint of a patient who was declined narcotics and threatened to shoot up the clinic on Morrissy Drive. 6:14 p.m. – officers responded to a crash on Robincrest Lane. Found it was in Geneva Township and assisted with shutting down Highway H. 6:25 p.m. – officer observed individual walking down median on South Lincoln Street. Checked on individual who stated he was walking to friend’s house. Subject was advised to walk on shoulder of road and did not want a ride. 11:29 p.m. – located door unlocked on South Devendorf Street. Interior checked. Door secured.

Officer spoke to a group of juveniles who stated they were playing ghost in the graveyard. They will be staying at the residence for the rest of the night. Nov. 8 12:11 a.m. – an officer found a door open during a building check on Deere Road. Cleared the building and secured the door. Green tag was left. 12:59 a.m. – officer observed a vehicle in a closed business on Lincoln Street. Spoke with two individuals who were looking at a car. They were informed they can’t be looking at cars during closed hours. 3:36 a.m. – subject possibly not breathing on North
Nov. 7 12:07 p.m. – officer observed three males on gas powered boat fishing in Elkhorn Lake on Proctor Drive. Officer spoke and advised them about getting permission from the parks director to fish in the lake. Also advised them they cannot launch the boat into the water. 3:33 p.m. – officer responded for assist motorist on Interstate 43. Driver stated car had broken down and needed a tow. Fibish, 28, was charged Nov. 19 in Walworth County Circuit Court with possession with intent to deliver heroin, possession with intent to deliver methamphetamine, possession of marijuana, two counts of possession of a controlled substance and possession of drug paraphernalia, all as a party to a crime and a repeater. According to the criminal complaint, Fibish and Amber Drummond, 35, were found slumped over in the driver’s and passenger seats, respectively, in a car that had been parked at Kwik Trip in East Troy for several hours at about 4:40 a.m. Aug. 13. The car was searched and the following items were found: 125 drug bindles, a pipe used to smoke meth, crystal meth, a metal spoon with residue, a metal scooper used to prepare heroin, a one-hitter pipe, hypodermic needles, a digital scale, sandwich bags, 19 buprenorphine/ naloxone film packets, marijuana, a THC brownie, blacktar heroin, seven pills of Alprazolam and two capsules of Vyvanse. Fibish is charged in a separate case with escape and criminal damage to property. Fibish allegedly cut off his electronic monitoring bracelet Nov. 10 at the Crossroads Motel in the Town of Lafayette. The damaged bracelet was found in the bed of a truck near the Silver Lake neighborhood in the Town of Sugar Creek, according to the complaint.

Cited for possession of THC. 10 a.m. – responded to an alarm, new employee was dropping off and picking up items on Koopman Lane. She was informed that alarm would not be on and it was. It was confirmed that she was an employee and officer cleared. 2:57 p.m. – officer ran vehicle’s plates on Wisconsin Street and found they were expired. Officer stopped vehicle and cited driver for no registration. 4:40 p.m. – bales of hay in the road on Interstate 43. Officer removed. 5:25 p.m. – noticed a large fire going in the backyard on Eastown Manor. Officer made contact and advised home owner of burning ordinance and instructed her to put out fire. 5:28 p.m. – car versus deer on East Geneva Street. Deer was dead on arrival. Driver claimed deer and was given number for DNR to call to register it. 7:23 p.m. – officer observed a fire in a homemade pit on East Geneva Street. Contact made with subjects and the burning ordinance was explained.

Man charged with sex assault of girl A warrant was issued Nov. 24 for the arrest of a Massachusetts man charged with repeatedly masturbating in front
of a girl when she was 7 to 11 years old. Richard R. Trottier Jr., 32, of Athol, Mass., was charged Nov. 23 in Walworth County Circuit Court with first-degree child sexual assault and three counts of causing a child younger than 13 years old to view or listen to sexual activity. He faces lifetime supervision based on the seriousness of the offense. According to the criminal complaint, a 13-year-old girl revealed in October that Trottier “did inappropriate things” around her and had touched at a residence in Delavan from 2014 to 2016 and at a motel in Lake Geneva from 2016 to 2018. The girl was 7 to 11 years old at the times of the alleged assaults. The girl said Trottier would stand outside her bedroom door with the door “cracked,” masturbate and “make sure she could see,” according to the complaint. The girl said Trottier did that “pretty much every day” except on weekends when her mom got up early, the complaint states. On one occasion at the home in Delavan, the girl said Trottier came into her room and rubbed her inappropriately, according to the complaint. She said Trottier also masturbated in front of her when they lived in Lake Geneva but not as frequently as when they were in Delavan because he would get caught, according to the complaint. The girl said Trottier also made comments about her body and touched her hips and thigh, according to the complaint. Trottier told police he is a “chronic masturbator,” and said he would picture the girl in her 20s when he masturbated but denied ever touching her, the complaint states.
