Development Update HOUSING AND ECONOMIC DEVELOPMENT The city continues to see new commercial and residential development, reinvestment, and construction despite the pandemic. In the past few years, Shoreview has added more than 1,200 apartments and townhomes, expanding the variety of housing choices available. The following is a summary of commercial and housing development over the past year.
New Housing Edison at Rice Creek - St. Louis-based JPL Development is developing a total of 401 rental housing units including 300 apartments and 101 townhomes and carriage homes. The city helped support 22 affordable units with the project through a local tax abatement. The final phase of a 150-unit apartment building and an additional 33 townhomes are currently under construction and scheduled to open by the end of 2022. Edison at Rice Creek
Midland Terrace - construction is nearing completion of a new apartment building within the Midland Terrace rental community. The project involved the tear down of an older 42-unit apartment building to be replaced with a new 103-unit building. The new building is being constructed adjacent to the luxury Lakeview Terrace building, and is expected to open by this summer. Emrik SV - the second apartment building of the nearly $90 million, multi-family residential redevelopment project opened in November, 2021. Along with the first building, Loden SV, a total of 410 upscale apartments were constructed. The city is providing funding assistance in support of 24 affordable units in both buildings.
Business Development The Lex at 4100 – a major redevelopment and upgrade to an older office building was completed in Shoreview Corporate Center campus at Lexington Avenue and County Road F. The city assisted with the renovations to modernize the offices to convert it to a high-end, multi-tenant facility. Once fully leased, the developer anticipates as many as 600 jobs at this site. Nextek Development - Gradient Financial Group purchased and undertook major upgrades to a vacant medical office building at 4625 Churchill Street north of Hwy 96. Gradient moved their software division Nextek to the Shoreview location, and their growth plan projects up to 100 employees in the next several years. The project was financially supported with a grant from the city.
Other commercial projects that were approved and/or completed this past year include: •

Construction activity The city experienced another very busy year with construction permits in 2021. Some of the highlights included: •
$88,716,640 total building valuation in 2021, up from $69 million in 2020.

The city also issued 33 townhouse permits at the Edison, which is currently under construction.

Shoreview Down Payment Assistance Program for New Home Buyers Improved Boat & Trailer Parking Wondering where to park or store your boat, camper, ATV, snowmobile, or trailer? We have the answers below! Can I store my boat/ATV/snowmobile/camper in the garage? Yes! Can I store my boat/ATV/snowmobile/camper in a shed? Yes! Can I store my boat/ATV/snowmobile/camper in my yard? •
Yes – with the following conditions:
•
No more than two vehicles are stored outside.
•
Only one of the stored vehicles can be an RV including: campers, trailers, tent trailers, travel trailers or motorhomes.
• •
New home buyers in Shoreview can qualify for up to $30,000 in down payment assistance. Low interest loans are available for homes under $425,000. Amortizing: For buyers with incomes below 120% of the Area Median Income, you can get up to $30,000, with low interest, paid back in monthly payments. Due on Sale: For buyers whose incomes are at or below 80% of the Area Median Income, up to $20,000 is available in a due-on-sale loan with 0% interest and no payments, paid back when the home is sold, transferred, or no longer owneroccupied. Additional funds, up to a combined total of $30,000 may be used. •
Examples: a camper and a boat; a boat and an ATV; an ATV and a motorhome.
Applies to single-family homes, townhomes, duplexes, and condominiums within Shoreview city limits.

Vehicles are at least 5 feet away from the side or front property line, and 10 feet away from the back property line.

Watering tips Save water this fall while keeping your lawn healthy! Healthy lawns only need around two inches of water each week. That’s about 20 minutes of watering twice a week. Be sure to water before 11 am or after 5 pm.

Keep it clean
Shoreview’s beautiful lakes, wetlands, and streams need your help! Sand, salt, dirt, leaves, and pet waste can find their way into our storm sewers, leading to pollution and algae, turning our lakes green. You can help keep our city’s water supply clean!
Pick up after your pet Whether its in your lawn, on the sidewalk, or at the park, pet waste carries harmful bacteria and phosphorus into the water supply. Pick up after your pet and put pet waste in the trash to make sure it doesn't reach the storm sewer system and our local bodies of water.
Recycle your leaves Mulch them, bring them to county yard waste sites, or contact your trash hauler to find out what yard waste options they provide. If you use a leaf blower make sure leaves don’t find their way into the street. Grass clippings should also be kept out of the street.
Adopt-a-drain Residents can adopt a storm drain online! By adopting a storm drain near your home, you’re protecting the water supply throughout the city. Simply keep the drain clear of leaves, trash, and debris. In winter you can help keep the drain clear of salt and sand build up. Visit adopt-a-drain.org to adopt a drain near your home.

Emerald Ash Borer in Shoreview All native ash trees in the city either are or will become infested with emerald ash borer (EAB) unless they are treated. EAB is an invasive beetle that is killing ash trees throughout the Twin Cities and beyond. What are some of the primary signs that a tree has EAB? •

What are the options for ash trees? The only options for ash trees are treatment or removal Treatment An insecticide injection is an effective method for trees that have minor signs of EAB damage The city treats hundreds of public and private trees through the EAB treatment program in the summer. Private tree companies also offer insecticide treatments for eligible trees. The city is removing ash trees in the public right-of-way based on available funding and priority.

2022 Community Survey Shoreview will launch a community survey in August. This will be the first communitywide survey conducted with Polco, and the first with an online or mail-in option. Previous surveys were conducted over the phone. Keep an eye out for your invitation to participate. The survey will be open to all residents from September 12 - 26. Resident Resources Shoreview Community Foundation 2022 Grant Recipients The Shoreview Community Foundation provides grants to programs that focus on arts and cultural activities, recreational places such as parks and trails, community educational initiatives and leadership development, historical preservation, and human services. A total of $28,000 was awarded to the following projects in 2022:
Oak Hill Montessori Community School/Ramsey County Library/ Shoreview Human Rights Commission: “Peace of Mind” exhibit that encompasses art and storytelling while focusing on what we have in common, rather than what divides us.
Arden Hills-Shoreview Rotary Club, in partnership with Shoreview Parks and Recreation and Public Works Department and the Rice Creek Watershed District: 2000 square foot pollinator garden at McCullough Park Midwest Special Services: Teaching artist for a class for adults with disabilities
Tubman: Legal services for victims of domestic violence in Shoreview
North Suburban Chorus: Performances for residents at 5 senior living facilities in Shoreview as well as one at the Shoreview Community Center
Gallery 96: 3 Plein Air painting session workshops in Shoreview parks
Sacred Grounds Coffee House: Funding for cow-tipping workshops which are creative writing workshops for people with disabilities and those from underrepresented communities
Shoreview Northern Lights Variety Band: Professional grade interior tie down system for the trailer to secure instruments during transport

A Peace of My Mind A Peace of My Mind, a multimedia arts project created by award-winning photographer John Noltner, uses portraits and personal stories to bridge divides and encourage dialogue around important issues. The program will be held October 24-28 at the Shoreview Community Center and will include: •
American Stories Banner exhibit featuring 54 portraits and personal stories from people of diverse backgrounds responding to the question “What does peace mean to you?”

On-site studio allowing up to 100 community members to have their picture taken and answer questions such as “When have you bridged a divide?” or “When have you found unexpected courage?”

Keynote presentation by Mr. Noltner. He will share his cross-country story to reveal the wisdom of everyday Americans and their stories of hope, transformation and forgiveness. More information on this program will be coming in August.

Group Fitness Kettlebell training
This class uses kettlebell conditioning drills to provide a total body workout. Power strength This weightlifting class uses barbells and dumbbells and is focused on building muscle mass and strength. We’ll use heavier weights with lower reps to focus on technique.

The first 60% of the class is cardio – either high/ low impact cardio, step, kickboxing, or dance followed by the remaining 40% of class time to execute effective resistance exercises.

Ideal tool to compliment the outdoor cyclist. Doing hills, sprints, flat roads while using time, speed, and distance drills, this workout will help increase your overall performance in speed, power, and endurance.
In each energizing and targeted workout, you’ll use the barre and exercise equipment such as mini-balls and small hand weights to sculpt, slim, and stretch your entire body.

Mind/Body Classes Stretch and balance
Fitness Pilates
A beneficial blend of balance exercises and static (holding) and dynamic (moving) stretches.
Focus on balancing all muscle groups, strength, and flexibility, with an emphasis on challenging the core muscles with each movement.
Yin/restorative yoga This grounding practice will have fewer postures which you hold for longer periods of time, allowing you to focus on breathing into the connective tissue (fascia) that surrounds the joints in the body.
Yoga basics This class is based on physical postures, deep breathing, mindfulness, and listening to the body. A slower paced class that focuses on fundamental postures. Great class for beginners or for one seeking a modified (gentle) yoga class option.

Swim Lessons Shoreview Parks & Recreation swim lessons We use a fun and imaginative approach to help students create a lifelong love of swimming. Students will learn new skills and build on previously learned skills through group or private instruction. Our instructors participate in ongoing training sessions and are selected based on their desire to teach, enthusiasm, and swimming ability. Parent - instructor communication is vital to the success of each swimmer. Our mission is to provide an inclusive program for all.
A note about swim lessons •
Swim lessons are not canceled if Mounds View School District cancels after school activities due to weather.

We do not provide make-up lessons.
•
Group classes with fewer than three registered participants will be canceled.
•
Students cannot swim before or after lessons.
•
Students should use the bathroom and shower before entering the pool area. Staff aren’t allowed to take students to the bathroom.
•
If your child needs a quieter environment to learn, look at our Tuesday, Thursday, Saturday, and Sunday lessons.
•
Children ages 4 and under may use any locker room. Children ages 5 and older must use the same sex locker room or family locker room.
•
The pool water temperature is kept between 83 and 84 degrees.

HELPFUL TIPS FOR SKATERS: Lace skates more snugly in the middle of the shoe than at the top or bottom for best support. Skates should fit correctly – don’t use skates that are too big. Keep the blades sharp. Wear one pair of light weight wool or synthetic socks. Cotton socks are not suitable for skating. If a child does not meet the basic requirements of the level registered for, the instructor will adjust the child’s level.
