Free Insurance for Active Members
Have you predesignated your primary care physician (PCP) with your employer? As so few members have taken the time to ensure that they are properly cared for in the event of an on-the-job injury, the chances are that you have not. You should know that if you are injured on the job and have not predesignated your PCP, you will be under the care of a doctor designated by the employer’s workers’ compensation policy, or ADR policy for 30 days after an injury. Especially depending on the severity of an injury, it is important to be aware that if you have predesignated your PCP, your PCP will be making decisions that are in your best interest during the 30day period following an injury.
As stated on the Predesignation of Personal Physician form:
In the event you sustain an injury or illness related to your employment, you may be treated for such injury or illness by your personal medical doctor (M.D.), doctor of osteopathic medicine (D.O.) or medical group if:
• on the date of your work injury you have health care coverage for injuries or illnesses that are not work related;
• the doctor is your regular physician, who shall be either a physician who has limited his or her practice of medicine to general practice or who is a board-certified or board-eligible internist, pediatrician, obstetrician-gynecologist, or family practitioner, and has previously directed your medical treatment, and retains your medical records;
• your “personal physician” may be a medical group if it is a single corporation or partnership composed of licensed doctors of medicine or osteopathy, which operates an integrated multispecialty medical group providing comprehensive medical services predominantly for nonoccupational illnesses and injuries;
• prior to the injury your doctor agrees to treat you for work injuries or illnesses;
• prior to the injury you provided your employer the following in writing: (1) notice that you want your personal doctor to treat you for a work-related injury or illness, and (2) your personal doctor’s name and business address. You may use this form to notify your employer if you wish to have your personal medical doctor or a doctor of osteopathic medicine treat you for a work-related injury or illness and the above requirements are met.
If you seek medical care for an illness/injury that you believe to be work-related, you are to immediately inform your supervisor, who will give you a
Workers’ Compensation Claim Form (form DWC-1), and notify your personal/regular physician that you were injured on the job.
Since your employer is to be notified in writing prior to an on-the-job injury that you want to be treated by your personal physician, if you change employers, you need to provide your new employer with a Predesignation of Personal Physician form. Should your personal physician change, you would need to provide your employer and new physician with an updated Predesignation of Personal Physician form.
Please, take the time to predesignate your physician; it costs you nothing but a little time and can save you so much in terms of care.

In Loving Memory of Mary Mammini
For our members who either know, or know of retired President/Business Manager Robert Mammini, it saddens me deeply to tell you that on Sunday, February 8, 2026, Mary, his wife of more than 64 years passed away. Those of us who have had the privilege of knowing Bob hold him in the highest esteem, not only for his accomplishments professionally, but also personally. As President/Business Manager, Bob was a powerhouse. Let me impart just a little history: Early on in his career as President/ Business Manager, Bob, with Mary’s support, leveraged their personal residence to enable Local 104 to purchase its own building in San Francisco. Mary always supported Bob and Local 104’s membership 110%.
If you would, please keep Bob and his family in your thoughts and prayers during this very difficult time; and do not ever forget that the reason we enjoy this quality of life is solely due to the dedication of sacrifices others have made.

Staying Focused on the Work Ahead
During President Donald Trump’s second term, several federal initiatives and publicly funded developments that had been expected to move forward including several clean energy and infrastructure projects have been paused, scaled back, or cancelled altogether as a result of fluctuating federal priorities. When major projects are halted or funding is withdrawn, it directly reduces the pipeline of work that union construction workers rely on for steady employment and job stability.
As your Financial Secretary-Treasurer, maintaining a strong and consistent position for work hours is critical not only for employment opportunities, but also for the continued health of our benefit funds, training programs, and the ability to support our members regardless of economic or political changes.
The delay or cancellation of major projects have ripple effects throughout the construction industry. Sheet metal workers have played an essential role in major construction and infrastructure projects, particularly in the installation of HVAC systems, ventilation, and architectural sheet metal. These systems keep buildings operating safely and efficiently, from hospitals and schools to factories and public facilities. The specialized skills of a sheet metal worker remain in high demand across a wide range of sectors. Your Local Union No. 104 leadership closely monitors new projects as they move through the planning and development stages, while continuing to advocate for policies that promote meaningful investment in infrastructure, manufacturing, and energy projects that create quality union jobs.
Our country’s investment in infrastructure, energy development, and manufacturing projects remains vital to sustaining strong unions. These projects support stable, middle-class livelihoods and contribute directly to the pension, health, and training programs that our members and their families rely upon. Supporting these projects means supporting skilled workers, strong local economies, and the long-term future of our trade. The strength of our union has always been rooted in the skill and professionalism of our membership. Despite changing political and economic conditions, our training programs, solidarity, and pride in our craft continue to set union sheet metal workers apart.
Moving forward, our focus remains clear: advocating for policies that support good union jobs, maintaining the financial strength of our organization, and ensuring that opportunities remain available for both today’s members and the next generation entering our trade.

The 2026 Local Union No. 104 budget was presented at the November 20, 2025 General Membership meeting. The comprehensive lined item budget was explained in detail and the budget was passed unanimously. I would like to thank all of those who assisted my office with the preparations and projections and a special thanks to my staff accountant, Christina, for all her hard work on this annual project. I would also like to thank the membership for your continued support and confidence you bestow upon me as your Financial Secretary-Treasurer.
A Change to Local 104 Office Hours
Effective March 2, 2026, office hours for all Local 104 offices have been updated to better serve our membership and improve accessibility to staff and services across the region. The North Bay, East Bay, West Bay, South Bay, Monterey Bay Area, Fresno, Sacramento, Manteca, and Ventura offices will now operate Monday through Friday from 7:30 a.m. to 4:30 p.m. Members are encouraged to plan visits, calls, and appointments during these hours to ensure staff availability and timely support.

6. There will be an 8 oz. deduction per dead fish at weigh-in.

A major investment in the future of the trade is rising on California’s Central Coast as construction continues on the new Sheet Metal Workers’ Tri-Counties Joint Apprenticeship Training Center in Nipomo. Located at 1220 Professional Parkway, the new facility will serve apprentices and journey-level members throughout District 3, providing a modern space for hands-on training and workforce development in San Luis Obispo, Santa Barbara, and Ventura counties.
The project is being performed by J.R. Barto Heating, Air Conditioning & Sheet Metal, Inc., a longtime signatory contractor with Sheet Metal Workers Local 104 District 3. Founded in 1987 and based in nearby Santa Maria, J.R. Barto has built a strong reputation across the Tri-Counties for complex commercial, industrial, and residential HVAC and architectural sheet metal projects. The company operates a 10,000 square foot sheet metal fabrication facility, producing ductwork as well as custom architectural metal products including roof systems, flashings, fittings, commercial kitchen hoods, and specialized fabrications for projects ranging from medical facilities to wineries.
NEW TRAINING CENTER IN NIPOMO!

Construction on the new training center began in February 2025 and remains underway as of March 2026. The project consists of a 7,200 square foot, two-story building designed to support the next generation of Sheet Metal Workers. The building features architectural sheet metal roof panels, wall panels, custom flashings and trims, and a complete metal roof drainage system. Mechanical systems include three heat pump split systems with both exposed and concealed ductwork, offering future apprentices the opportunity to study real-world installations as part of their training. A second-floor mezzanine houses the building’s air handling equipment and will also function as additional instructional space for apprentice technicians and installers.
From the perspective of the sheet metal crew, the project has already required significant coordination and craftsmanship. To date, Local 104 members have logged more than 3,100 labor hours, covering detailing, layout, fabrication, and field installation. Much of the work has been supported by J.R. Barto’s fabrication team in Santa Maria, where custom components were produced to
meet the project’s architectural and mechanical requirements.
One of the most notable aspects of the project has been the smooth collaboration among all contractors involved. According to the team at J.R. Barto, the job has progressed without major challenges, thanks in large part to the professionalism of the contractors on site and the leadership of the Sheet Metal Workers Local 104 Tri-Counties JATC team.
The project has also provided valuable on-the-job training for apprentices working alongside experienced journeypersons. Leading the field work is Project Foreman Johnny Kuma, supported by journeypersons Eddie Killian and Lou Cossa. Apprentices Dylan Adams, Bijan Laden, and Joshua Fabela have been gaining hands-on experience throughout the installation process, helping ensure the next generation of Local 104 members develops the skills needed to carry the trade forward.

When completed, the Nipomo training center will stand as a lasting investment in Local 104’s commitment to training, craftsmanship, and opportunity for the members of District 3. More than just a building, it will serve as a hub where apprentices learn the skills of the trade, where experienced members continue to sharpen their craft, and where the future of the sheet metal industry in the Tri-Counties will take shape for decades to come.

West Bay Business Representative
Anthony Urbina began his sheet metal career in September 1988 as a pre -apprentice with Valley Sheet Metal after graduating from El Camino High School. He completed the Sheet Metal Workers’ Local 104 Apprenticeship Program in 1995 and became a Journeyman Sheet Metal Worker. Anthony went on to serve as a foreperson for signatory Local 104 contractors, including Marelich Mechanical, where he worked on and ran crews for many projects across the Bay Area. Some of the major projects he helped supervise include work at San Francisco International Airport, the GSA Federal Building in San Francisco, El Camino Hospital, various school projects, and various Kaiser Hospital facilities.
Anthony served 12 years on the Sheet Metal Workers’ Local 104 Executive Board before being elected Business Representative in 2012, representing San Francisco and later San Mateo County. Over his 36 year career, he also served as a trustee, delegate, committee member, and executive board member on numerous benefit plans, building trades councils, and labor organizations, always focused on improving the quality of life for Local 104 members and their families.
Anthony retired on January 1, 2026. In retirement, he looks forward to vacationing with his wife and family, tackling home projects such as kitchen and bathroom remodels, yard maintenance, gardening, painting, and general upkeep. He plans to stay active with mountain biking, skating, wake surfing, running, hiking, kickboxing, and exercising, while also spending more time playing his bass guitar, jamming with friends, writing music, and hopefully performing live. He is also looking forward to relaxing, reading good books, enjoying great food, and focusing on staying healthy and enjoying life as much as possible.
Dominic Torreano
South Bay Business Representative
Dominic Torreano began his career with Sheet Metal Workers Local 104 in 1987, following two older brothers into the trade directly out of high school. He worked his way through the apprenticeship to journeyman and later foreman, spending 14 years in the field building strong experience in the sheet metal industry.
In 2001, Dominic became an organizer for Local 104 and in 2015 was appointed Business Representative, first serving Monterey and later the San Jose area beginning in 2018. A member in good standing for more than 38 years, he also served the broader labor movement as First Vice Chair of the Santa Clara and San Benito Counties Building and Construction Trades Council.
After nearly four decades of service to the trade and the labor movement, Dominic proudly retired on January 1, 2026.
Matt Richard
Production Representative
Matt Richard began his apprenticeship with Sheet Metal Workers’ Local 104 in 1995 having worked as a Pre Apprentice and also as an AC Specialist prior to being indentured. As an apprentice, Matt rotated through various shops getting to work in several aspects of the sheet metal trade, turning out in 1999. Matt transferred to Local 162 (prior to the merger) in 2007.
While working as a foreman at ACCO of Sacramento, Matt was encouraged by Former Business Reps Armando Guerrero and Randy Young to apply for the Union organizer position. Matt was chosen and was appointed in November 2009.
With Matt’s potential and dedication, in 2014 he was appointed, then elected, to serve as the Modesto Business Representative. In 2019, he was transferred to the Production Business Representative role by President/Business Manager Rick Werner. Matt would also be appointed to serve on several boards and committees, including the San Joaquin and Stanislaus Building Trades Councils, the Local 104 Pension & Supplemental Pension Plans, and both the Sacramento and Modesto JATCs.
Matt recently moved to Sebastopol with his wife, Michele. Matt plans on fully enjoying his retirement by spending time at the beach, hiking, traveling and occasionally getting in some “good trouble”.

Protecting Vallejo Residents
In early February, Sheet Metal Workers Local 104 members in the North Bay partnered with Rebuilding Together Solano County to install 94 smoke alarms and 30 carbon monoxide detectors in the homes of disabled, senior, and veteran residents at a low income mobile home park in Vallejo.
Rebuilding Together Solano County fills a pressing need in our communities, as the rising cost of living and shrinking social service budgets have left many of our most vulnerable neighbors without the most basic necessities, a warm, safe, and dry home. This effort reflects Local 104 members’ deep commitment to safety, not only on the jobsite but throughout the communities where we live and work. By volunteering their time and skills, our members helped ensure these residents have critical life saving protection in their homes, continuing the tradition of union members stepping up to keep their communities safe.
CFJ Raffle Winners!
SMW Local 104 held it’s annual CFJ raffle at the February General Membership meeting. Local 104 members are eligible for the raffle based on participation in CFJ actions. Local 104 members receive 1 raffle entry to the $500 raffle for each of the first two CFJ actions they participate in each year. Members then receive 1 entry to the $750 raffle for the third and fourth CFJ action they participate in the year. Spreading Some Holiday Cheer
This holiday season, members of Sheet Metal Workers Local 104 once again showed what solidarity and community service look like. From Fresno area members supporting a holiday gift giveaway in Biola with VFW Post 5845 and turkey giveaways in Fresno, to Sacramento apprentices volunteering their time to box toys and food for 483 families across Yuba and Sutter Counties, Local 104 members stepped up to make a real difference for families during the holidays. In the South Bay, our members provided crowd control and community services at the Santa Clara Christmas Parade. In the East Bay, members partnered with Food for Thought of Contra Costa County to pack 720 boxes of food for families whose children rely on school meals when school is out, and in Modesto, Local 104 members joined fellow building trades unions to support the Trades United for Kids toy drive at Purpose Built.
These efforts were just a few of the many events supported by the Campaign for Jobs (CFJ) program and Local 104 volunteers across the state this holiday season. Time and again, our members show that being Union means showing up for the communities where we live and work. Thank you to every Local 104 member who volunteered, donated, and gave their time to help others during the holidays. Your commitment truly reflects the spirit and values of our Union.

In today’s challenging political climate, Local 104 is working harder than ever to ensure that our political engagement is responsible, strategic, and focused on delivering real results for our members. Our advocacy isn’t about partisanship, it’s about protecting working hours, growing our union, safeguarding pensions, and confronting the skyrocketing cost of healthcare that impacts every one of our families. By building relationships and advancing thoughtful policies at the local and state levels, we are making sure that working people remain at the center of the conversation and that our members see tangible outcomes on the job.
At the local level, we have been actively securing strong Project Labor Agreements with both private developers and public municipalities. Recently in Oakland, we successfully helped pass a first-in-the-state ordinance requiring that smoke dampers be inspected by certified technicians, a commonsense public safety measure that also ensures this critical life-safety work is performed by properly trained professionals, such as our Local 104 members. At the state level, we are advancing and supporting legislation to expand skilled and trained workforce requirements, strength-

ening existing provisions, protecting local labor standards, and ensuring that when state funding is invested in construction and infrastructure, strong labor standards come with it. Taxpayer dollars should always support highroad employers and skilled Union labor.
All of this progress depends on sustained political strength. Those of you reading this, including the retirees who helped build Local 104 into what it is today, know that the wages, pensions, and healthcare benefits we enjoy were not handed to us; they were won through solidarity and sustained engagement. The same commitment is needed now to protect pensions, defend healthcare, and secure future work hours for the next generation. A strong and well-funded PAC is essential to that fight. New Hands On Architectural Wall Panel Course
The Sheet Metal Workers and Bay Area Industry Training Fund recently developed an architectural wall panel installation class at the Livermore Training Facility, utilizing the Livermore training steel structure. This course is a hands on installation of ACM wall panels on the structure and incorporates layout technology using Trimble Total Station in the vertical plane. A student in the course learns OSHA regulations which govern scaffold erection and usage, architectural panel installation, and Trimble Total Station setup/takedown/layout. Stratus Training for Shop and Field Productivity
Training In Stratus Now Available
The Sheet Metal Workers and Bay Area Industry Training Fund is proud to offer training in Stratus for Shop and Field Use at the Livermore Training Facility. Stratus is new software which is used for tracking and data metrics of job productivity. This software attaches to Revit and can be used to give quality metrics of time spent in all phases of a job’s build from detailing, shop fabrication, pre fabrication, hanger assemblies, deliveries, installation and jobsite completion.
This class will be held over 3 evenings, and will cover efficiencies and best practices using Stratus software for tracking productivity. This class is a pilot class built in conjunction with the iTi and will be offered throughout the calendar year. The first class session will be March 24, March 25, and March 26 from 4:30 pm - 7:50 pm. JATC Training Center Updates
The Northern California Valley JATC continues to stay busy with training initiatives, competitions, and facility improvements that support both our apprentices and the future of the trade.
Heavy Metal Summer Experience Camp
The JATC will host the Heavy Metal Summer Experience Camp July 14–17 at the training center. The camp will welcome 25 students for a hands-on introduction to the sheet metal trade. Participants will learn about careers in the industry while gaining exposure to tools, fabrication, and basic sheet metal skills under the guidance of instructors and apprentices.
Apprenticeship Competition – March 14
On Saturday, March 14, the Northern California Valley JATC will host its annual Apprenticeship Competition. Apprentices will demonstrate their skills in layout, fabrication, and installation as they compete for the opportunity to represent the program at the Western States Apprenticeship Competition scheduled for July.
TABB Technician Certification Exam
The training center will also host a TABB Performance Exam the weekend of March 14. Ten candidates will be working toward their TABB Technic
cian Certification, demonstrating their knowledge and practical skills in testing, adjusting, and balancing HVAC systems.
Training Center Facility Upgrade
Comfort Air recently completed a major HVAC replacement project at the JATC. The project replaced nine rooftop gas package units with high-efficiency heat pump package units. This upgrade will improve energy efficiency at the training center and aligns with California’s zero-carbon initiatives. In addition to the energy savings, apprentices will benefit from hands-on training opportunities using the new equipment as part of their HVAC curriculum.
Modesto
We are now an accredited Test Facility
The Modesto JATC underwent an audit on February 27, 2026 to become an Accredited Test Facility for its welding program. The audit was conducted by the ITI and was successfully completed. As a result, Modesto JATC Coordinator Mitch Koch, a Certified Welding Inspector (CWI), is now authorized to issue American Welding Society (AWS) weld certifications to apprentices and journeypersons at the Modesto JATC.
