IN MEMORY OF A TRUE FRIEND AND LEADER IN THE SHEET METAL INDUSTRY On the morning of Monday, September 22, 2025, I was notified that Stan Capelli, Executive Vice President of Tri-Counties SMACNA, Executive Manager of Monterey Bay Area Sheet Metal Contractors Association, and Chapter Manager of Northern San Joaquin Valley SMACNA and Central Valley SMACNA had sadly passed away. Being a member of Local 104 for just over 40 years, from an apprentice, journeyman, foreman, business representative, assistant business manager and business manager, I have had the privilege of working with hundreds of members, and numerous contractors and their representatives. As I look back, as a young man who at times did not make the wisest choices, I can say that Local 104 afforded me the opportunity to turn my life around. My reason for telling you this is because I am passionate about the opportunities that our Union and the signatory employers provided those of us who were not on the college path, and these opportunities continue to this day. In Local 104 we applied a skillset (visualization) that, along with a strong work ethic, allowed us to work and create with our hands and minds, building and installing projects that made us proud of who we are. Of course some jobs were a bit shitty, but it was those jobs that I found most challenging and rewarding. I say this just to shed a little bit of light on my experience and what I would like to communicate about our dear friend Stan Capelli. Stan Capelli began his career at Ventura Air Conditioning Company, a non-signatory shop where he worked for five years. In 1987, Stan became a member of SMW Local 273 and began working for F & F. Once he became a Journeyman, Stan worked on and ran numerous jobs, from residential tract homes to commercial projects. In 1992, Stan and his wife, Sue, decided to go into business with a partner. The shop, Environmental Heating & Air Conditioning, Inc., signatory to SMW Local 273, was a prominent employer in Ventura County. After several years of owning and managing this successful company and growing it to over 100 employees, in 2012 they decided to sell the business to Anderson Systems and move on. In 2013, Stan became Executive Vice President of Tri-Counties SMACNA. He and I met in 2016 when Local 104 and 273 merged (District 3), and it was clear at that time that he was extremely passionate about sheet metal

workers, sheet metal contractors, and about everything related to our industry. Stan treated everyone with respect and would go out of his way to help anyone in the industry who reached out. I recall an instance a few years back: Stan had fostered a relationship between a non-signatory employer who was selling his business and a signatory employer who eventually purchased the business. This was something quite rare and a testimony to the trustworthy relationships Stan cultivated in the industry during his five years working in the non-union sector and his 40 years as a member, owner/member, and employer representative of Locals 273 and 104. In 2023 Stan also became the Executive Manager of the Monterey Bay Area Sheet Metal Contractors Association, and Chapter Manager of Northern San Joaquin Valley SMACNA (Stockton/Modesto) and Central Valley SMACNA (Fresno). Given Stan’s knowledge and professionalism, this was an extremely positive outcome for 104 members and our employers—a true blessing for everyone involved. As I mentioned earlier, during my time as a sheet metal worker, I’ve met hundreds of people; I do not recall anyone who has demonstrated every positive character trait that Stan resonated—respect, honor, devotion, passion, leadership, and a no-nonsense approach that was second to none. Stan will be greatly missed by every single person who has had the privilege of working with and/or knowing him on a personal level. He was a gift. Hopefully, we will never cease striving to be the best we can be—just what Stan would like to see. Stan was a devoted Dodger fan who attended many home games during his life. He also enjoyed nature; Stan was an avid hunter and fisherman. And above all, Stan was a man who profoundly loved his wife and family.

ON THE EVERCHANGING WORLD OF AI AND AUTOMATION SMW Local Union No. 104 has always been a proponent for progressing with technology, staying up to date, and advancing with the world we live in. The rise of Artificial Intelligence (AI) is neither inherently good nor bad, it represents a shift. For unionized sheet metal workers, the goal isn’t to resist new technology, but to take an active role in shaping how it’s introduced and applied. By doing so, members can ensure that innovation strengthens their work and opportunities, rather than diminishing them. In a proactive step toward embracing the technological advancement of AI, the staff of Local Union No. 104 recently completed comprehensive AI training programs. As your Recording Secretary, protecting our membership and union records remains a top priority. The training was designed to educate the staff on the benefits and potential challenges of using artificial intelligence in our working environments. This initiative ensures that every staff member understands not only how AI can improve efficiency and productivity but also the importance of responsible and ethical use. With AI technologies increasingly integrated into workplaces, it is critical that we remain informed and prepared. The training focused on practical ways to identify and mitigate risks related to data security, privacy, and the accuracy of AI-generated information. Our Union is committed to staying ahead of technological change while maintaining the highest standards of integrity and protection for our members. By investing in education and awareness, we are taking every precaution to ensure that the evolution of AI strengthens, not compromises, our ability to serve and safeguard our membership. When we take the initiative to seek training, provide input, and ensure protections and representation in technology rollouts, we position our trade to grow stronger and more skilled than ever before. Local Union No. 104 has selected a group of officers and representatives who are actively expanding their knowledge to remain aligned with the rapid advancement of emerging technologies. We are also taking an active approach by incorporating AI training into its instructional programs. Partnerships are being established to integrate various AI platforms and related technologies, including 3D printing, 3D building scanning/surveying, and other emerging tools. Our training programs now also feature Virtual Reality (VR) training, which supplements hands-on instruction and allows members to expand their learning beyond what is available in the physical training facility. Additional opportunities have been developed to enhance skills in diagnostics and troubleshooting HVAC systems, including work

with wiring schematics. We are further expanding Testing, Adjusting, and Balancing (TAB) training to provide apprentices with the ability to balance and calculate systems virtually. This method allows the members to safely practice on simulated electrically energized systems without the hazards of live equipment. Moreover, Revit training for fabrication has been incorporated into our programs. The Revit platform itself is increasingly integrating AI modeling capabilities into fabrication design, aligning our training with the future of digital construction and automation. AI and automation are transforming the way we work, but not the value of the work we do. Our strength will always come from skilled, dedicated people who understand their craft and the systems that keep our industries running. What’s different today is that technology and data have become part of that craft. The unions that will thrive in this new era are those that protect information, invest in training, and ensure members have a strong voice in how new tools are implemented. JATC UPDATES & Announcements District 1 The TAB and BT Service five year apprenticeship program curriculums have been approved by Foothill College to be eligible for a two year Associate Degree. These programs now join the BT Sheet Metal apprenticeship as Foothill College degree programs. Starting July 1, any apprentices in the TAB and BT Service programs are eligible. Upgrades to the San Jose and Castroville Service and TAB labs are underway. The Training Program is utilizing California HRTP and federal DOE grants to help fund these projects. These improvements will help members build stronger Service and TAB skills and will create more opportunities to earn nationally recognized third party certifications. The Training Programs recently used state grant funding to purchase vouchers for beginning apprentices to buy Union Made or American Made boots, American Made work wear, and American Made leather tool pouches and suspension systems. New apprentices often struggle to afford top quality gear and begin their careers at a disadvantage. This program provided a combined value of $28,000 dollars. Due to the level of accreditation and availability of ITI grants, the Training Program has added facility upgrades that improve both learning and the learning environment. These grants have supported environmental improvements and new equipment in the labs.

New Shop Equipment and Assignments New press brake assignments have been added to the curriculum, giving apprentices hands on experience with precision metal forming. Our laser cutting system will be fully operational soon, and once the computer link is connected, third and fourth year classes will begin laser training. Upcoming Training and Events • RSD Vendor Trade Show, December 17 from 12 p.m. to 4 p.m. This event offers opportunities to connect with vendors, explore new tools and products, and strengthen contractor relationships. Recent Events On November 5, the JATC hosted the ASHRAE Sacramento Chapter meeting. Our DAS and LEA representatives provided presentations, and attendees toured the training center to see the latest updates in training technology. TAB Certification Lab Now Open The JATC now operates a certified TAB lab for member certification. Members interested in earning their TAB certification may contact Alex Tiechner, JATC Administrator, to register for testing.

The Training Program recently held a graduation event for 317 graduates. Since January 1, 2025, the Training Program has indentured 185 new apprentices.

Sacramento Welding Program Expansion The welding curriculum now includes training in GMAW (Gas Metal Arc Welding) and Dual Shield and Flux Core Welding. These additions strengthen member skillsets in high demand areas. Both methods provide versatility and productivity on job sites and are already making a strong impact in shop training sessions. Leadership and Power Skills The Leadership and Power Skills class continues to help apprentices and journeypersons build communication, problem solving, 9

New Apprentice Class We welcome 47 new apprentices to the program this year. This is one of our largest classes and reflects the continued strength and future of our trade.

Fresno Job Site Training Structure We have completed our Job Site Training Structure and look forward to the training and recruitment opportunities it will create.

Metal Apprenticeship their CTE Champion, a recognition we are proud of. We have also developed strong ties with local junior college welding programs and the local AWS chapter. These relationships and our presence at trade and career events are helping us recruit high quality candidates. Upcoming Career Fair In February, we will take our new trailer to the Tulare World Ag Expo. More than 300,000 people attend this three day event. It is excellent exposure, and we welcome visitors to stop by our booth.

TAB Lab Scope of work letters and preliminary drawings have been sent to signatory contractors for bid. We expect full construction to begin in early December. Welding Program Development Our welding program has launched a beginning welding class using the new ITI project curriculum. We made slight adjustments to match local needs. This project uses all welding processes we offer including SMAW, GMAW, GTAW, FCAW, and laser welding. It gives each apprentice exposure to multiple processes before advancing to a higher level class that will offer certification.

Welding Program Development Modesto now has a Certified Welding Inspector to support apprentice and journeyperson training and certification needs in the region. Testing and certifications will be offered soon. New welders have been purchased to support training with modern technology including aluminum wire fed machines and new GMAW FCAW feeders and power supplies capable of pulse spray. Training Center Upgrades The facility has been updated with new paint, furniture, and LED lighting. These improvements create a more professional environment and expand our ability to host tours and outreach events. Recruiting and Outreach Trades and apprenticeships remain strong career pathways. We provide presentations for the MC3 apprenticeship readiness program and participate in local career fairs. At the recent Apprenticeship Expo at Modesto Junior College, about 300 high school students attended our booth to learn skills and gain an introduction to the sheet metal trade.

POWERING UP WITH INTECH MECHANICAL Intech Mechanical has been a trusted Union contractor in Northern California for more than twenty years, building a strong reputation for quality work and dependable service. The company was established in 1993 as a minority owned business and has grown into a full service HVAC, plumbing, process piping, mechanical, service, and special projects contractor. Intech operates out of a thirty five thousand square foot facility in Roseville that includes its own inventory, welding shop, and duct fabrication capabilities. With nearly two hundred employees across the office and the field, and with Registered Professional Engineers and a strong VDC and detailing team, Intech handles a wide range of work in healthcare, higher education, government, municipal, and school projects. The company is known for its hands-on approach, its investment in technology, and its commitment to the workers who build its projects every day. This major utility’s office project highlighted here shows exactly how Intech Mechanical and Local 104 members tackle fast paced, technical work.

The job required a full three dimensional BIM coordination effort, tight scheduling, and early fabrication. The mechanical scope includes forty two Trane and Mitsubishi fan coil units, inline exhaust fans, four large exterior louvres, and the duct systems that tie everything together. Intech was awarded the project around July 1 of 2025 and needed boots on the ground by August 7. That meant the VDC team had to move fast so the shop could begin fabrication right away. Rough in was targeted for mid November of 2025, with final turnover expected on January 1 of 2026. From the field perspective, Local 104 members put in about four thousand hours of sheet metal work to get this project where it needs to be. The crew installed fan coil units and stands across multiple mezzanine levels, placed inline fans in tight areas, and prepared for the installation of large exterior louvres once delivered. Early coordination between Intech’s detailers, the general contractor, and the design team made a big difference. Instead of waiting for answers, all groups worked

together to solve issues quickly. Vendors were also brought in early, which meant materials and equipment showed up when the field needed them. There were challenges along the way, and Local 104 members played a key role in solving them. When the framing contractor could not complete the blocking under the mezzanine, Intech teamed up with Seegert and the structural engineer to create a new plan. The solution required lagging strut into joists through one and one half inches of gypcrete to support the stands. It added some hours, but it kept the entire project on schedule. That change also shifted elevations by one and five eighths inches, so the crew field measured and fabricated new transitions and square to rounds for all forty units. A design revision added control dampers to outside air connections that did not include mixing boxes, so the team made additional field adjustments to make everything fit correctly. To stay ahead of schedule, Sheet Metal Workers installed strap and duct on the north side before roofing was in place, using the Z purlins so inspections could happen early. The team also installed all perimeter duct around the mezzanine while the mezzanine structure was still going up. With forty six duct penetrations that had to land within one foot of their final locations, the crew had to be precise before framing closed everything in. Fall/Winter 2025

The work on this project shows what can be accomplished when experienced Union craftworkers, strong planning, and good communication all come together. Intech Mechanical and Local 104 members continue to deliver high quality projects across Northern California, proving once again that skilled Union labor sets the standard for mechanical construction in our region.

SMW 104 and the fight for Democracy Local 104 is proud to have stood on the front lines in the successful fight to pass Prop 50, protecting our ability to collectively bargain. From the Bay Area, the Central Valley, Northern California, and across the Central Coast from Monterey to Ventura, Local 104 members volunteered in local efforts to spread the word, power the campaign, and turn out voters. On GOTV Weekend, members joined the South Bay Labor Council for a pivotal precinct walk, taking our message directly into neighborhoods and reminding families of the importance of supporting Prop 50.

As the campaign moved toward Election Day, members across our jurisdiction staffed phone banks, canvassed door to door, and participated in text banking with local labor councils. These efforts, from every corner of Local 104, helped drive momentum and ensured voters understood the importance of this measure. Because of your commitment and hard work, California passed Prop 50. Local 104 thanks every member who volunteered time, energy, and heart to make this victory possible.

The company recently moved into its new 30,000-square-foot shop and office, which it purchased last year. The shop relocation took place in January, followed by the construction of 9,000 square feet of new office space. By late July, the team had fully transitioned into its new facility—all while keeping up with a busy project schedule. Bell Products had operated out of its previous location since 1964 and now employs up to 100

workers at its summertime peak. Owners Paul Irwin, Jeff Alcayaga, and Gary Awai credit the company’s success to its customer-first philosophy and the values instilled by founder Joe Bell.
