W
elcome to April! Cross your fingers, but I think we have finally emerged from what was, by most accounts, one of the worst winters we’ve ever experienced. Many, if not most, of you remember well the winter of 1978-79. I think, in future years, this winter will be mentioned in the same breath as that one. And it is certainly the worst winter our children and grandchildren have experienced.
But now that Mother Nature has, hopefully, breathed her last winter breath, we have lots of great weather and fun events planned. First, however, I would like to thank all of you who came out in support of our chili/soup supper and 50/50 drawing this year. Once again we served more than 200 people for supper, and the 50/50 drawing earned both of our winners and Lee County Council on Aging
$1,000! Thanks again and congratulations to 50/50 winners Tim Broos and Jeremy Blaine! First up in April is our fourth annual Spring Prom, this Saturday, April 5. We can’t wait, as this has become one of the most popular events on our calendar. All of your favorites – the music, the dancing, the Grand March, the King and
Queen – are back. And enjoy your favorite beverage from the Post House bar. (I don’t remember that part from prom!). Each year, our crowd has grown, and people say they wish they’d come earlier. Don’t be that person. Get your tickets early at the Senior Center and save $2. Tickets are only $10 in advance, but will be $12 at the door. Where would we be without volunteers? The many people, young and old, who volunteer here at the Dixon Senior Center really help keep us going. From high school youth from the Dixon High School Key Club, to our adult volunteers, to our all-volunteer Board of Directors, through
our programs to meet the needs of the community. Much of our support comes from grants, which are wonderful when the funding is available, but many times the funding or the expenses the funding can be used for change and we have to adapt accordingly. We went through some of these changes about a year ago and, fortunately, we haven’t had to cut any of our programs, operations or staffing. During the next 12 months, we will need to revamp some of our funding sources and rely more on annual and special fundraising activities to meet many of our daily expenses. Overseeing a nonprofit charitable organization is always a challenge, but we enjoy the challenge or we wouldn’t be here every day working for the best of the people who need our
assistance! We know we are making a difference in people’s lives, as we hear lots of “thank yous” from those we have helped and they keep referring their family and friends to us for help with their life issues! We appreciate everyone taking the time to seriously consider making a donation to the Whiteside County Senior Center! Concert sponsorships, annual support donations and membership are three ways you can help us financially. You do not have to be a senior to join the WCSC; anyone of any age can join! All proceeds from the concert, annual fundraising, special events, and membership are used to support the programs, operations and staffing of the WCSC! Thanks again for your support! On the 8th, our friends from Extension will be here to discuss the role of grandparents in their grandchildren’s lives. Unity Hospice will present a program on keeping your brain power on the 9th. also are programs coming up on fall prevention April 10, sponsored by Oregon Living and Rehab; tornado awareness on the 16th, presented by American Red Cross; a medication management program from Lifescape on the 17th; and a special program on Social Security with representatives of Edward D. Jones, on the 24th. Details can be found elsewhere in this copy of the Golden Echo. And, of course, we have our usual social activities like Bingo (six opportunities in April), card playing, exercise and more. There’s always something going on at the senior center. ee County Council on Aging and Whiteside County Senior Center are selection centers for the free amplified telephone program sponsored by the Illinois Telecommunications Access Corporation. You need to be certified as hard of hearing, be an Illinois resident, and have a landline telephone to qualify for this program. Please bring your phone bill with all the pages, proof of address (driver’s license, state ID, or a bill with your name and address on it) and we will help you with this program. LCCOA and WCSC have outreach caseworkers who provide Options counseling, Medicare counseling, information and assistance to anyone who is 60 or older and persons with disabilities. The caseworkers are Certified Information and Referral Specialists for Aging (CIRS-A) and Senior Health Insurance Program volunteer
counselors. They receive training on a variety of programs and network with several agencies in order to be informed of the options available to their clients. WCSC also offers a monthly Medicare Information class. In order for our caseworkers to best assess your needs, ask what to bring when making your appointment or bring all of the following information: proof of all income for this year (Social Security benefits, pensions, interest, wages, any other income), Medicare card, Medicare Part D card, Medicaid card, value of all assets (bank accounts, CDs, any investments, investment property, business assets, cash value of life insurance, car, house, prepaid burial, burial plots, etc.), proof of income for 2013 (even if you do not file income taxes, we will need tax documents for Social Security benefits (SSA1099), pension (1099-R),
interest (1099-INT), dividends (1099-DIV), and wages (W-2, etc.), Social Security cards, and a list of current medications (including 30-day quantity and dosage). You should call ahead for an appointment. Home visits can be provided to clients who are homebound. Caseworkers also travel to several locations each month in both Lee and Whiteside counties (see below). Some assistance programs may be seasonal, may have deadlines, time frames, or may require renewal.

If your pharmacist told you that your Medicare Part D plan will not cover the drug you need, you should contact your Part D plan directly. It’s helpful to do this to find out why your Part D plan is not covering the drug you need. If the denial is due to an administrative error, it should be resolved when you call your plan. Remember to write down the date and time in which you call, the name of the Part D plan agent you speak to, and the outcome of your call. If the issue is not due to an administrative error, get in touch with your doctor. Your doctor may be able to prescribe you a different drug that is covered by your Part D plan, so that you do not have to file an appeal. If your doctor cannot prescribe a different drug that is covered by your Part D plan, you should ask your doctor to help you file an exception request, also known as a coverage determination. An exception request is a
formal request you make to your Part D plan, asking your plan to cover the drug you need. Filing an exception request with your Part D plan is the step you take before you can file an appeal. While plans generally provide decisions on exception requests within 72 hours, you and your doctor can request that your plan make a quicker (expedited) decision to your exception request in 24 hours if your health would be harmed by waiting the standard 72 hours for a plan decision. Dear Marius, This is a great question. An appeal is a formal request you can make to your Medicare coverage if you disagree with a coverage decision on a health care service or drug you need. In this case, you can start to file an appeal if your Medicare prescription drug plan, also known as a Part D plan, will not cover a medication you need. Remember, you can get Medicare Part D coverage in two different ways. You can either get Medicare Part D through a stand-alone Part D plan that works with Original Medicare or through a Medicare
Advantage Prescription Drug Plan, also known as a Medicare private health plan that provides you with prescription drug coverage. Note that your pharmacist should also give you a notice called, Medicare Prescription Drug Coverage and Your Rights. This is a notice that explains the process of contacting your Part D plan to request coverage of the drug you need. Keep in mind that this is simply an educational notice that provides you with very general information on the first steps of the appeal process. This is important to know, since you generally need to receive a written, formal denial notice from your Part D plan in order to begin the appeal process. The Medicare Prescription Drug Coverage and Your Rights notice is not a formal denial from your Part D plan. However, you should still read it for your own understanding.

It was National Puzzle Day on Jan. 29. The first-place winner was Thelma Rivers (right), and the second-place winner was Kay Bryant. But hang on folks! Spring is coming, or so the calendar says, let’s hope. One thing for sure, spring is showing up at The Emporium. The many volunteers are dusting, waxing and polishing. They have stocked, sorted and hung up a full line of clothing for spring for the entire family. All at reasonable and affordable prices. We offer more than clothing. We have garden tools, patio dÊcor,
flower pots, camping supplies, to name a few. There is a good supply of hard back books, puzzles, etc. stitchery its, fabric, curtains, bedding, yarn, kitchen items, dishes, pots and pans, seasonable decorations. The list is endless. Stop in and see for yourself. We continue to thank all of you for the many donations. That’s what keeps our shelves stocked. One more thing, the many faithful volunteers are awesome. They do all the sorting, stocking and arranging on the shelves. They are
to be commended for their efforts. When all the snow is gone, keep watch for all the baby green plants that start peeking thru this great earth entrusted to us. Thank you for your continued support. Partnering for success Recently, Whiteside County Public Transportation has made a point to get out and meet our community neighbors. At the end of February we attended the Summit of Hope at Harvest Time Bible Church in Rock Falls. We were able to discuss our services with individuals that are actively on probation or parole. In March, WCPT was fortunate enough to be invited to the Reagan Community Center in Tampico for the grand opening of the center as well as a health fair. Our director was

able to meet with residents to discuss our services and answer any questions residents had. We had a nice time meeting with the residents of Tampico and thank Mayor Hill for her invitation. Last month, we also met with Michelle Miller from the NICIL in Sterling. The NICIL is a wonderful organization with a lot to offer our community! The NICIL and WCPT will be working together to assist individuals with disabilities meet their goals of independent living. We are happy that we made a point to
meet our neighbors last month because we feel that we learned about valuable resources that we can share with our riders and we met wonderful people that will benefit from knowing about our transportation services. Making sure the needs of our community are met is truly a community effort so we encourage our readers to meet with your neighbors. You may find valuable resources for yourself or someone you know!
