DIXON – The stage is set for the April 7 election in Dixon. Four people filed Monday to run for city commissioner on the final day to pick up and file petitions. Voters will choose a mayor and four council members in the April 7 election. No new petition for mayor were filed Monday, which leaves City Commissioner Jeff Kuhn and local businessman Liandro Arellano Jr. as the only candidates. Last week, Mayor Jim
Burke announced that he would not seek re-election to a fifth term. A total of 11 candidates will campaign for the four commissioner seats. Incumbent Colleen Brechon filed her petition Monday, as did Mike Venier, owner of Venier Jewelers; Ryan Marshall, owner of The Stables and a former member of the Lee County Board; and Christopher Bishop, head wrestling coach at Dixon High School and a teacher at Reagan Middle School. Candidates who filed last week to run for commissioner were Jesse Arjes, Chuck Brainerd,
Tamara Brooks, incumbent Dennis Considine, Bob Gibler, Mitch Tucker and Josie Whaley. Commissioner Dave Blackburn did not file for re-election. Venier said the first job for the new council would be to assist in the transition to a new form of government and then to analyze the city’s strengths and weaknesses. “Well, I guess I’m running for City Council because I want to be a part of building a better Dixon,� he recently said. “I think we’re entering a big era and a transitional time in Dixon.�

On Nov. 4, more than 76 percent of Dixon voters chose change city government from commission form to managerial form. In the commission form, which will remain through April, commissioners have both legislative and executive authority. In the managerial form, commissioners have legislative authority and a city manager has executive authority. After the new council is seated, it will hire a city manager.
STERLING – Sterling schools Superintendent Tad Everett has been named a Superintendent of Distinction for the current school year by members of the Illinois Association of School Administrators. This recognition serves as a nomination for the group’s Superintendent of the Year award for 2016, the winner of which will be announced in the fall. Everett will represent its Northwest Division. Everett has been superintendent of the
Tad Everett Sterling School District since 2008. Under his leadership, Sterling Schools have managed to operate a balanced budget during a difficult financial period, settle two union contract negotiations, improve facilities, and implement a new student mentoring program, the IASA said in a release announcing the honor.

DIXON – The U.S. government has found about 700 trophies won by former city Comptroller Rita Crundwell during horse competitions, and has filed a motion in federal court to seize them. The motion, filed Friday afternoon, also seeks custody of Crundwell’s show clothing collection and miscellaneous household items such as artwork, hats, bar stools
and framed photographs of her. If the motion is granted, the U.S. Marshals Service will collect and liquidate the items. The proceeds would be sent to the city as part of a court-ordered monetary judgment, separate from restitution for the nearly $54 million she stole from the city. Also filed Friday was the government’s response regarding the seizure of two of Crundwell’s retirement funds, as well as turnover orders repre-
senting $38,434.13. Ruth Robinson, Crundwell’s attorney, had filed a response to the government’s motion that sought to take the retirement funds for reimbursement. She objected to the motion, saying the city already had recovered its losses and that the funds had not been included in the assets identified to be seized before Crundwell entered a guilty plea last year. In his response, Joe
Stewart, of the Financial Litigation Unit of the U.S. Attorney’s office, said assets don’t have to be previously identified to be seized. And even if the money the city has received in restitution and its settlement were to be combined, it would not equal the amount Crundwell stole from the city, he argued. Crundwell was arrested in 2012 and later convicted of wire fraud in the theft of $53.7 million over 2 decades. A federal

judge not only issued a restitution order, but also a money judgment, which means the government can seize about $106 million in money or assets. The city has received about $9.3 million, so far, from the sale of her assets and property. Separately, the city settled a lawsuit with its former bank and auditors in 2013 for $40 million, a quarter of which went to legal fees. A final order of forfei-
ture was filed in May 2013, listing items the government was going to seize. It was amended in June 2013. But, according to the motion filed Friday, “based on further investigation by the United States Marshals Service following sentencing,” the trophies and other items were discovered. The government continues its search for assets that can be seized.

MORRISON – Morrison Community Hospital will borrow $1 million to make repairs and improvements to the facility, in an attempt to keep the federal government from yanking its Medicare funding. Building problems date back to a recertification survey conducted by the Illinois Department of Public Health in summer 2011, when the hospital was found to be out of compliance with Medicare standards. The federal government has threatened several times since to terminate its payments to MCH, but has granted the hospital several extensions to bring itself into compliance. Losing its Medicare funding could put the hospital out of business. The violations include an unsafe sprinkler system, which the loan, approved Tuesday by the hospital board, will be used to upgrade. The current system on the original part of the building, which was built in 1934, does not cover the whole building, nor does the system in newer parts of the building. The money will also be used to update the generator and improve the separation of electrical circuits.
During a monitoring visit in 2013, state inspectors found medical and surgery rooms had only normal electricity receptacles and no emergency power outlets, and the recovery area did not have emergency outlets labeled with panel and circuit numbers, among other electrical problems. Some work already has begun, MCH CEO Pam Pfister said. She expects all work to be completed in the spring. “At this point, we don’t have final numbers for some of the projects, so we don’t have a true picture of what the expenses will be,” she said. The upgrades will not affect patient care, she said. Hospital officials still are negotiating an interest rate for the 2-year loan from Triumph Community Bank, which has a branch in Morrison. Once the work is done, the hospital will be inspected again. “I can tell you we expect the hospital to be in substantial compliance following the recertification,” said Stephanie Magill, a spokeswoman with Medicare certification. “The surveys are unannounced, so I can’t tell you when that will occur.”
Joe Cocker regarded musical genres the same way he did musical notes: as mere suggestions. Over the course of a career that spanned a half-century – ending Monday, when he died at age 70 at his home in Colorado – the English singer blurred the lines separating rock, soul, country and blues, pulling deeply from each to create a sound as stylistically expansive as it was specifically rooted in one man’s outsized emotion. And he did it in a voice that famously maintained only a casual relationship with pitch. To listen to Cocker’s renditions of the Band’s “The Weight,” one of the many hits by other artists that he put his indelible stamp on, is to hear a singer remaking a melody in real time, an interpreter veering off script in search of more meaning than what’s on the page. You’d call it sloppy, Cocker’s all-over-theplace growl, if he hadn’t put so much obvious effort into it – and if he hadn’t managed to find his way back nearly every time. Watch his reputationmaking performance of “With a Little Help From My Friends” at the Woodstock festival in 1969 (as captured in Michael Wadleigh’s documentary). Cocker starts out faithfully, tracing the Beatles’ sturdy tune even as he roughs it up a bit with the grain in his voice. Before

Just as Cocker drew inspiration from singers before him (most notably Ray Charles), younger artists reflect Cocker’s influence. No charge for ex-officer in fatal shooting MILWAUKEE (AP) – A white Milwaukee police officer fired after killing a mentally ill black man in April won’t face criminal charges, the top county prosecutor said Monday, a decision that prompted the U.S. attorney to later announce a federal investigation of the incident. Milwaukee County District Attorney John Chisholm said Christopher Manney won’t be charged because he shot Dontre Hamilton in selfdefense. Manney is at least the third white police officer across the country to avoid charges in the past month after a confrontation that led to a black man’s death.

They also urged protests be peaceful “so as not to dishonor Dontre’s name and the Hamilton family name.” But Hamilton’s brother, Nate, spoke bitterly, saying the family doesn’t “have to be the voice of reason.” “We need to stop the violence in our communities so we can get rid of these pigs that kill us,” he said

Our streets!” The group eventually dispersed without incident. Later Monday evening, more protesters gathered in a pouring rain at the park where Manney shot Dontre Hamilton. Nate Hamilton told the group to remain peaceful because media outlets are looking to broadcast
