DIXON â€“ The Jim Burke era will end after 16 years. Burke, 76, announced Thursday that he will not seek another term as mayor in the April 7 municipal election. Had Burke won a fifth term, it would have been the most consecutive terms for a Dixon mayor since 1911. The mayor made the announcement during a news conference at City Hall Thursday afternoon, with nearly two dozen residents, city staff, and other council members in attendance. He received a standing ovation shortly after he announced his decision. â€œIt has been a fantastic, rewarding experience to be a part of all the positive changes in the community during my 16 years as mayor,â€? Burke

said. Local businessman Liandro Arellano Jr. is the only person to file a petition to run for mayor. Commissioner Jeff Kuhn picked up a petition for mayor and commissioner, but hasnâ€™t announced his decision. Candidates have until Monday to file petitions. Burke was elected to his first term in 1999, when he defeated 2-term incumbent Don Sheets by 235 votes. He also served three terms as a commissioner, from 1967 to 1979, for the streets and public property departments. The role of local government has changed during Burkeâ€™s four terms in office, he said, from strictly providing police and fire services and plowing streets. â€œCommunities donâ€™t grow and canâ€™t grow now unless youâ€™ve got active involvement from city officials, city resources

day afternoon, the mayor addressed the events that followed Crundwellâ€™s arrest and conviction, saying that he thought all along that some good would come from the scandal, one of them being the way the city was forced to financially operate â€œlean and mean,â€? which, he said, continues today. Mayor changed mind about 3 weeks ago BURKE

After the scandal Burke’s announcement Thursday came 2 years, 8 months and 1 day after Crundwell’s arrest. His last day as mayor will be 3 years, 13 days after. On April 18, 2012, the day after the arrest, Burke addressed the media and residents from the very place he announced his decision Thursday. “This is a traumatic, upsetting event the citizens and council are experiencing,” Burke said at the time, adding that when he first met with FBI personnel in Rockford, he told them he hoped his suspicions about Crundwell were wrong. The mayor ended his nearly 7-minute statement that day on an optimistic note, even though at the time Crundwell was suspected of stealing only $3 million. “This is a strong city that will recover,” Burke said in 2012. “We have strong leadership, in both professionals and volunteers, in every facet of the community. This is a beautiful city, bursting with vitality, and citizens should be proud of its past and confident in its future.” After being convicted of wire fraud, Crundwell was sentenced to 19 years, 7 months, a term being served at a federal prison in Waseca, Minnesota. The city later settled a lawsuit with its former

auditors and bank for $40 million, a quarter of which went to legal fees. From the sale of Crundwell’s property and assets, the city has received about $9.3 million in restitution. The government continues its efforts to make the city whole.

Burke’s legacy The Crundwell scandal and aftermath will have accounted for less than a quarter of Burke’s 16 years as mayor. When he was elected in 1999, he said riverfront development was a priority and needed public support. Ten years later, the Heritage Crossing Riverfront Plaza was dedicated. On Dec. 5 of this year, Burke spoke at the dedication of the downtown streetscape project, which included new roads, sidewalks, curb and gutter work, and landscaping elements. He said the streetscape is a continuation of the riverfront work, and both will make the downtown “a source of beauty and a destination point.” Other major projects completed during Burke’s tenure include business development near Interstate 88, the Public Safety Building, and reconstruction of bridges over the Rock River. The city’s efforts during Burke’s administration attracted Walmart and Raflatac, and helped to create the Presidential Parkway Plaza.

The toll booths at the exit ramps at I-88 and state Route 26 were moved east of Dixon after the mayor petitioned the Illinois State Toll Highway Administration. Burke was mayor through two economic recessions. And he was mayor in 2004, when President Ronald Reagan died. He also oversaw changes in city government as a result of the Crundwell scandal. Burke called for a governmental task force to explore different types of government and recommend which was best for Dixon. That seven-member body recommended that the City Council let citizens decide which form of government was best by asking a question on the Nov. 4, 2014, ballot: “Shall the city of Dixon adopt the managerial form of municipal government?” Voters overwhelmingly favored the change from commission form to managerial, with 76 percent voting to switch. On Thursday, Burke said for the first time publicly that he had voted in favor of the change. He had tried, but he wasn’t able to get a good feel for how the vote might go. So when he saw the results, he said, he was surprised. “I think the folks spoke loud and clear on it,” he said the night of the election. Even though he voted

During the first council meeting after the municipal election in April, the new council will pass an ordinance to establish the new form of government. Then the city will move to hire a city manager. Once the city has a city manager, the new form of government will take effect. “It needs to be given a chance,” Burke said. “There doesn’t need to be any effort by anybody to try and sandbag it. It needs to be given a chance, and it may very well work good.”

upcoming Burke’s 235-vote margin of victory over Sheets in 1999 for his first term wasn’t the only close election he had. In the last election, in 2011, Burke defeated Bob Gibler by 109 votes. Gibler filed a petition on Monday to run for commissioner in the April 2015 election. Burke defeated Sheets again in 2003 to win a second term as mayor. In 2007, he had his easiest victory, winning re-election to a third term by 571 votes. The April 2015 election will be the first since 1999 without Burke’s name on the ballot for mayor. Police warn of seasonal scams Policy on DUIs Chief: Bogus calls increase to gain teeth this time of year BY CHRISTI WARREN

STERLING – It’s that time of year again, police agencies say – phone scams are on the rise. Just in the past week, Rock Falls Police Chief Mike Kuelper says, he’s talked to about 12 people in person about scam phone calls, and six people have called the station.

“It does increase during the holidays,” he said. “People who are trying to get quick holiday cash.” Callers represent themselves as members of the IRS, ComEd, and the Publishers Clearing House prize patrol, among other ruses. The callers ask for a credit card number, checking account number, or for the unassuming call recipient to send a money order to pay fines to avoid being arrested, or to ensure utilities aren’t shut off. Kuelper warns that any of those types of phone calls are not legitimate:

The IRS will not call without first sending a letter. Rock Falls residents don’t have ComEd’s utilities. And if the folks from Publishers Clearing House call, they never require a credit card or money for them to send a prize. In Dixon, Police Lt. According to a news release from the Supreme Court of Illinois: Callers are apparently telling resi-

dents that they’ve missed jury duty, and that a judge has issued an arrest warrant for them. The victims are then told that the only way to avoid arrest is to pay a fine over the phone, using a “money pack,” which is a type of prepaid credit card available at retail stores. That type of call has not been reported in Dixon, Rock Falls, or Sterling, but authorities want residents to remain vigilant. If you believe you’re the recipient of a scam call, contact your local law enforcement agency, using the non-emergency number.

DIXON – Lee County fire departments hope to make their county a little safer by raising funds to equip each sheriff’s department squad car with a defibrillator. More defibrillators out in the county means more lives saved, rationalized Amboy Fire Chief Jeff Bryant, who’s spearheading the effort.

At a meeting Dec. 2, Bryant challenged all 10 fire departments in the county to raise $3,500 each, which would buy two defibrillators. “We’re going to buy them as we go,” Bryant said. “Just to get them out on the road as soon as possible. There are a lot of things going on in each community, but this is a great way to help out. It’s really going to make a big difference

for what we do, especially as far as improving the patient outcome.” The fire departments, in addition to Bryant’s, are Dixon City, Dixon Rural, Franklin Grove, Ashton, Paw Paw, Compton, West Brooklyn, Harmon, and Sublette. The idea is that deputies patrolling in their squad cars are likely be somewhere nearby if someone has a cardiac

problem, providing a 24-hour lifesaving service. “Everybody has been affected by somebody who’s had a cardiac episode,” Bryant said. “If we can get 20 [defibrillators] out on the road, then that helps everybody in the county. Even people commuting through the county are going to be affected by this.” That goal needs $35,000 to be achieved.

DIXON – Lee County authorities will ring in the new year with a more stringent DUI policy. Starting Jan. 1, the county’s policy when it comes to DUI cases, especially ones involving accidents or repeat offenders, will be to obtain search warrants to compel suspects to take a blood, breath, or urine test. “We always request the blood, or the urine, or the breath test,” Dixon Police Chief Danny Langloss said. “But if someone refuses, we just mark it as a refusal. ... Having the actual breath, blood or urine will make the case that much stronger. “This isn’t going to be everyone who’s stopped – just the high-level DUI cases.” According to a report from the Illinois Secretary of State’s office, in

That same report said that alcohol was involved in 35 percent of the 956 fatalities caused by car crashes that year. “We intend to get tougher on those individuals who continue to drink to impairment and drive,” Lee County State’s Attorney Anna Sacco-Miller said. “By utilizing these new policies and procedures, we can ensure that ... justice is served.”

Not Too Well Stewed Brisket 2 teaspoons salt Freshly ground black pepper 1 (5-pound) brisket of beef, shoulder roast of beef, chuck roast or end of steak 1 clove garlic, peeled 2 tablespoon vegetable oil 2 onions, peeled and diced 1 (14-ounce) can tomatoes 2 cups red wine 2 stalks celery with the leaves, chopped 1 bay leaf ½ teaspoon dried thyme ½ teaspoon dried rosemary ¼ cup chopped parsley 1 pound carrots, peeled and sliced on the diagonal Note: The original English-Yiddish name of this dish is Not Too Gedempte Fleysch. 1. Preheat the oven to 325 degrees. Sprinkle the salt and pepper to taste over the brisket and rub with the garlic. In a large skillet or pan, heat the oil over medium high and sear the brisket on both sides. Put the onions in a large Dutch oven or casserole and place the brisket on top of them, fat-side up. Cover with the tomatoes, red wine,

celery, bay leaf, thyme and rosemary. 2. Cover and bake about 3 hours, basting often with the pan juices. 3. Add parsley and carrots and bake, uncovered, for 30 minutes more, or until carrots are cooked and meat is fork-tender (when you put a fork in the meat and pull it out, there should be a light pull on the fork as you remove it). 4. This dish is best when it is prepared a day ahead of time and refrigerated, so the fat can easily be skimmed from the surface. When ready to serve, remove the layer of fat from the top and replace in the pot with the side that had been covered by the fat facing down. Spoon some gravy over the top and reheat over medium heat or in the oven at 350 degrees until the meat is heated through, about 30 minutes. 2 large parsnips, peeled and cut into 1- to 2-inch pieces 1 pound carrots, peeled and cut into 1-inch rounds 5 ounces dried cranberries 2 cups orange juice ½ cup honey ½ cup brown sugar 2 teaspoons cinnamon 1 teaspoon salt ½ teaspoon black pepper 1½ cups chicken broth or salted water 10 ounces pitted prunes (2½ cups) 1. Mix together sweet potatoes, parsnips and carrots in the bottom of a large, heavy pot. Sprinkle dried cranberries on top. 2. In a medium bowl, thoroughly whisk together orange juice, honey, brown sugar, cinnamon, salt and black pepper. Pour mixture over fruit and vegetables in the pot. 3. Add chicken broth or salted water. Heat pot over medium high until it begins to simmer, stirring once. Reduce heat to a gentle but constant simmer, and cover the pot. 4. After 45 minutes, gently stir again. Place pitted prunes on top of the other ingredients and replace the cover. 5. Cook on lowest heat for 15 minutes until sweet potato pieces are tender and prunes have warmed and softened. Unwrap the potato gratings and place them in a medium bowl. Add the onion, squeeze the lemon over the top and mix thoroughly. Add the eggs, flour and nutmeg, and stir to mix again. 2. Pour oil into a skillet to a depth of 1⁄8 to ¼ inch. Heat the oil over medium-high heat until it is very hot; the oil is ready when a little bit of the potato mixture instantly
