DIXON – Although Anna Sacco-Miller is charged with two misdemeanor counts of driving under the influence of alcohol, she can be convicted of only one. Prosecutors often file multiple counts of the same crime, each with varying elements that must be proven, which gives jurors options when determining guilt, and attorneys leeway when working out plea agreements. Misdemeanor cases rarely make it to the trial phase. This is Sacco-Miller’s first DUI, and she was alone in the vehicle. Upon her arrest, she completed a field sobriety test and submitted to a breath test, Dixon Police Chief Danny Langloss said. Here’s a brief description of how the process generally works:

If the tests indicate a BAC of less than .05, the driver is not considered impaired. If it is between .05 and .08, there will be no mandatory driver’s license suspension, but the driver still could be charged with DUI, and then must await court action. If the BAC is above .08, the driver will be charged.

The fines and penalties increase if the BAC is higher than .16, and a minimum of 100 hours of community service is imposed, along with fees and fines. If a child younger than 16 was in the car, it becomes an aggravated DUI, a felony with a potential of 3 to 7 years in prison, or 3 to 14 years if there is a death, or 6 to 28 years if there are multiple deaths.

They provide alternative sentences and treatment for those with mental health or addiction issues. “Good people make bad decisions sometimes, and they deserve a second chance.”

Turning brown green City seeks grant, wants you to help fight blight BY BRENDEN WEST

DIXON – In layman’s terms, a brownfield is simply “a property with a past,” according to Shelly Griswold. It can also be a property with a future – which is what Dixon officials are hoping for. Griswold, the Fehr-Graham engineering community development specialist, along with city officials and project manager Shawn Ortgiesen, simply want to know: What properties do Dixonites want to rejuvenate? “They’re properties that had prior uses that may have led to some type of contamination – properties that need to be investigated in order to make them more attractive for redevelopment,” Griswold said after her presentation to a dozen people Thursday at City Hall. Dixon is applying for a $400,000 grant through the U.S. Environmental Protection Agency’s Brownfields Assessment Program. City offi-

cials have identified 30 potential sites for which the grant could be used. Now, they’re hoping community members will help them identify areas the public wants to see cleaned up. Time is of the essence. The application deadline is Dec. 18. “We wanted citizens to come in, learn about brownfields and weigh in on potential sites,” Griswold said. During her presentation, a requirement in the grant application process, Griswold explained brownfields grants have been used to clean up properties in cities such as Pearl City, Freeport, Loves Park and Ottawa. The first step, Griswold said, is to build a team. Residents, governing bodies, businesses, and organizations are invited to help create what Dixon’s plan for the grant will be. That leads to the next step: identifying sites. Mayor Li Arellano Jr. said many of the places brownfields organizers have identified are along

DIXON – The Dixon School Board is looking for applicants for its vacant seventh seat. Terry Shroyer stepped down earlier this month after 2 years on the board. Whoever is appointed will serve the remainder of his term, which ends in April 2017. “The board decided the best way to find someone is to make this an open

process,” rather than choose a replacement on its own, Superintendent Margo Empen said. “The best board members truly have an interest in serving the public

and making sure they are child-centered,” Empen said. “We want to make sure that anyone appointed has an interest in kids. One thing that is helpful, but not required,

very year on Thanksgiving Day, the same scene plays out on countless American dinner tables. You score with the holiday birdâ€™s thigh meat (so moist and juicy) but its breast, most unfortunately, is a dry and stringy epic fail. Thank goodness for gravy. It doesnâ€™t have to be so. Break the bird down into parts to be cooked individually, or buy your turkey legs and a breast separately from the getgo, and you solve the problem. White and dark cook on their own terms, and as a result, no one gets stuck with over- or under-cooked poultry.

Maple Syrup-Mustard Glazed Turkey Breast Serves: 6, with leftovers It takes some planning, but brining your turkey makes the meat super-moist and tender. This easy recipe is flavored with apple cider and maple syrup. I used a half breast (about 3 pounds) and it turned out great. For brine and turkey: 2 cups apple cider Â˝ cup maple syrup Â˝ bunch fresh thyme leaves 2 bay leaves Â˝ cup kosher salt 1 orange, cut into quarters 1 whole bone-in, skin-

on turkey breast (about 5 pounds) For spice rub and glaze: 2 tablespoons unsalted butter 1 teaspoon paprika Â˝ teaspoon dry mustard Â˝ teaspoon dried sage Âź teaspoon granulated garlic Âź teaspoon freshly ground black pepper Âź cup maple syrup 2 tablespoons Dijon mustard For brine: In pot large enough to hold the turkey breast comfortably, combine 2 quarts water with cider, maple syrup, thyme, bay leaves, salt and orange quarters. Bring just to a simmer. Add 2 quarts ice water (about half ice/half water). Let come to room temperature. Submerge turkey in brine, cover and refrigerate overnight or all day (about 12 hours). Preheat oven to 400 degrees. Arrange a rack in large roasting pan (a V-neck roasting rack is ideal, but any rack will work). Remove turkey from brine, rinse well and pat dry. Loosen skin off turkey breast with fingers and rub butter under the breast skin. In small bowl, stir together paprika, dry mustard, sage, granulated garlic and pepper and rub all over the turkey breast. Set turkey on rack breast side up and roast for 30 minutes. Meanwhile, in small bowl, stir together maple syrup and mustard. After 30 minutes, reduce oven temper-

ature to 325 degrees and brush turkey with some of the glaze. Continue to roast, basting twice more, until meat thermometer inserted into the thickest part of breast reads 165 degrees, about 1.5 hours, depending on the size of breast. Rinse and dry turkey legs; season on all sides with salt and pepper. Set aside. Place bacon in a large Dutch oven and cook, stirring occasionally, over medium heat until bacon begins to crisp, 3 to 5 minutes. Using a slotted spoon, transfer bacon to a paper towel-lined plate and set aside. Increase heat to high and add olive oil. Add turkey legs, skin side down, working in batches if nec-

essary. Cook, turning, until turkey is browned on all sides, about 5 minutes per side. Transfer legs to a plate and discard all but 1 tablespoon of rendered fat from Dutch oven. Add carrots, celery and leeks to Dutch oven and cook, stirring, until golden brown, about 5 minutes. Add brown sugar and cook until it begins to bubble. Add thyme, sage, bay leaves, and cider; bring to a boil and stir, breaking up any browned bits at the bottom of pan. Continue boiling until cider is reduced by half, about 5 minutes.

Add chicken stock and bring to a boil; reduce heat to a slow simmer and add reserved bacon. Return turkey legs to the Dutch oven, skin side down; cover and transfer to oven. Cook for 40 minutes, turn turkey legs, uncover, and continue cooking until legs are tender and starting to fall off the bone, 45 to 50 minutes more. Transfer turkey legs to a serving platter. Skim fat from top of braising liquid and discard; season braising liquid with salt and pepper and spoon over turkey legs. Serve immediately.

•Keep work area clean •Follow plant safety practices and demonstrate understanding and proper operation of equipment and tools •Utilize ordering procedures in the Maintenance Storeroom •Move equipment using proper lifting/rigging procedures •Set and align plant equipment with minimal supervision •Working knowledge of all plant equipment and material flow •Correctly layout and install steam, acid, sprinkler, slurry and hydraulic piping systems with minimal supervision •Perform Arc, Tig, and Mig welding procedures on both plate and pipe. Able to weld different material thicknesses out of position •Layout, fabricate and install all types of spouts, hoppers, transitions, and mechanical guards •Diagnose mechanical reasons for failure •Perform maintenance of shop equipment without supervision •Weld both carbon steel and stainless T-304 & T-316L •Perform basic machine shop skills such as turning shafts and milling, cutting keyways •Breakdown, assess, and rebuild gear reducers, pumps •Perform various other duties as assigned
