The low-cost vet is in Clinic part of national program BY BRENDEN WEST

ROCK FALLS â€“ Happy Tails Animal Shelter and Humane Society is expanding its mission to help animals stay healthy while keeping the pet population in check. Shelter organizers have hired traveling veterinarian Dr. Timothy Dayton of Rochelle to run a low-cost Wellness Clinic from 9 a.m. to 5 p.m. Thursdays. For now, Dayton will be spaying, neutering and administering vaccinations only, with surgeries to be available in the future. The services are available not only to shelter animals waiting for adoption, but also to those that already have homes to call their own. His arrival has Donald Czycyk, the nonprofit, no-kill shelterâ€™s director of operations, ecstatic. â€œPart of our mission is to service the community as much as possible,â€? Czycyk said. â€œThe largest part of that is having a veterinarian who can offer low-cost services, so people who canâ€™t afford normal vet fees can get a reduced cost.â€? Dayton, a vet for 33 years, typically does at-home visits. He has run White Oaks Veterinary Service in Rochelle since 1982, and also has practiced at Amboy Veterinary Clinic and Bellwood Animal Hospital in Rockford. He will be paid per animal â€“ a bargain for what the shelter will get in return, Czycyk said. Dayton started off caring for large animals before switching to smaller

pets. He brings a â€œlifelong loveâ€? of animals, and the expertise to treat complex health issues. â€œIâ€™m providing the same exact services I would provide to anyone else,â€? Dayton said. â€œIn some cases, weâ€™re dealing with older animals that may or may not have been abused, abandoned, and no, theyâ€™re not in the best of health when they come in a lot of times.â€? The clinic is being offered as part of the shelterâ€™s Pets for Life, a program of The Humane Society of the United States. The program varies by location, depending on the needs of the community it serves. â€œWe see a need for low-cost preventive services, including spay and neuter,â€? Happy Tails board President Mark Razo wrote in a news release. â€œFor some pet owners, cost is a barrier to getting their pets vaccinated or altered. The Wellness Clinic is there to serve the needs of those owners in particular, but it is open to anyone in the community.â€? Having a regular vet on hand is rare for a nonprofit shelter, Czycyk said. And thanks to medical equipment donations, the shelter eventually will add a surgery center, also not a common feature in humane societies, he said. â€œWe have a very professional board that is pushing the shelter to its next step,â€? Czycyk said. â€œIf you donâ€™t have a knowledge or professionalism, you canâ€™t build your facility the way weâ€™re hoping to.â€?

In the wake of tragedy Durbin: Local program offers hope BY JERMAINE PIGEE

DIXON – A U.S. senator came to Dixon on Thursday to learn about local efforts to curb the burgeoning heroin epidemic by caring for, rather than incarcerating, its addicts. Tragically, the visit came a day after what appears to be a young Dixon woman’s fatal heroin overdose – the sixth in Lee County this year. Democratic Sen. Dick Durbin met with police and city leaders, including Mayor Li Arellano Jr., to discuss the Lee County Safe Passage Initiative, designed to get opioid drug users to come to the police or other agencies as a path to treatment. In June, Durbin introduced the Overdose Prevention Act, which aims to decrease the rate of drug overdose deaths by improving access to nasal naloxone, commonly known as Narcan, a drug that counters the effects of an opioid overdose. According to a news release that came hours after the meeting, Dixon police responded to a home on the northeast side of town about 8:52 a.m. Wednesday, where a woman was found unresponsive. Felicia Lea Halstead, 22, was pronounced dead at KSB Hospital of what police said appears to be a heroin overdose. According to her Facebook page, she worked for Ryder Systems Inc., and originally was from Tripoli, Iowa, where Rettig Funeral Home is handling funeral arrangements. Halstead’s death is the seventh in Dixon since 2010, but the fourth this year alone, the release said. “Our hearts go out to the family of this

young woman,” Police Chief Danny Langloss said in the release. “It’s devastating to see another life lost to this deadly epidemic. Residents who are struggling with addiction, please know we are here to help.” The Safe Passage Initiative allows those seeking treatment to contact police without fear of arrest, as long as they don’t have any outstanding warrants. It launched Sept. 1, and 27 people have since been placed in treatment centers. People can also turn over drugs and paraphernalia without being charged. “This is in the early stages, but it’s one of the most hopeful signs I’ve seen,” Durbin said Thursday. “For the last several months in Dixon, they have tried something new. This really has some potential.” Langloss and Lee County Sheriff John Simonton have taken a risk with this program, and it has paid off, the senator said. “They have stuck their necks out for this,” he said. “Instead of the traditional way of throwing people in jail and throwing away the key, they are encouraging them to come forward and work with them outside the correctional system. That is a political risk on their part, and I respect them for it.” Before the program began, it was difficult getting people in treatment, Langloss said. “If you don’t have insurance, or if you are on Medicaid, you were at the bottom on the list,” he said. “You were always waiting to get into treatment.” Durbin’s bill would provide funds to community-based organizations to buy and distribute Narcan and to train first responders,

community members and others how to use it. “We are trying to move naloxone across the board in law enforcement so they can carry it, and even make sure it’s available at schools,” Durbin said. “In extreme situations, we can save a child’s life.” Simonton said Safe Passage could be behind a drop in new Lee County Jail inmates in recent months. “The average jail population ... it’s been down about 15 percent since this has started,” he said. “I don’t know if this is a trend right now, but we will look at that in more detail as time goes on.” Addicts who turn themselves in do not go through the process alone. Volunteer Safe Passage guides, many of whom are former addicts themselves, provide emotional support, rides to facilities, help with intake paperwork, and act as liaisons between the participant and treatment providers. “if you come to the police department and ask for assistance, we will gladly connect you to treatment right away,” Langloss said.

Lawrence Lofts shifts into construction mode Development group working on second downtown project BY PAM EGGEMEIER

STERLING – One downtown redevelopment project is moving from financing to the construction stage, while another is in a conceptual phase. Sterling Today, the city’s nonprofit development arm, learned last month that it would receive tax credits for the Lawrence Lofts project at 101 E. Third St., the building that houses the Whiteside County Courthouse on

its ground floor. The tax credits were the key component in funding the $5.5 million project and, now that financing for is falling into place, construction plans are beginning. The project is facilitated by Rock Island Economic Growth Corp., a national nonprofit group that has worked with Sterling since 2009. The organization specializes in redeveloping blighted downtown buildings for residential and mixed use.

The development group and city representatives have called an informational meeting for local contractors, suppliers, and lenders from 4:30 to 6:30 p.m. Wednesday at The Rusty Fox, 1 E. Third St. “This is a meet-andgreet to get local contractors involved, and help determine who is interested in bidding for work on the project,” said Janna Groharing, executive director of Sterling Today and Sterling Main Street. The two stories above the courthouse, vacant since the 1960s, will be converted into 20 affordable hous-

ing rental units. The one- and two-bedroom units will be 484 to 780 square feet in size. Rock Island Growth President Brian Hollenback said, after 2 years of work, financing should be finalized in February or March. Construction would then start in the spring. More details on the timeline should be available at the meetand-greet. Groharing said she has been told that construction would take about a year. The development group is also working on a second project in Sterling’s downtown. Sterling Today owns

the 138-year-old structure at 117 W. Third St., most commonly known as the Mercantile Building. Fred Boese Floor Covering was there from 1946 to 2007. “They are still looking at feasibility, so this project is a lot further from reality,” City Manager Scott Shumard said. “It’s probably going to be mixed use, but there might not be a low-income element.” That project now carries the Mercantile Lofts moniker, but the exact nature of its transformation is still being discussed. The initial plan called for mixed use – commercial on the first floor,

and between 17 and 21 housing units on the second and third floors. Sterling Antiques & Collectibles is doing business on the red brick building’s ground floor. “Something is going to be done with this building, but we’re just not sure what,” Groharing said. “They are trying to get the numbers to work with the initial plans.” Sterling Today had hoped that work on both developments could be done simultaneously to save money on construction costs. An estimated cost for the Mercantile Lofts project is not yet available.

Starbucks in Dixon? Sorry, nothing brewing But it would be good news for the city if the rumors were true BY BRENDEN WEST

et me begin by saying I’d love it if a Starbucks arrived in Dixon. I’m an avid coffee drinker. I usually consume a whole pot throughout the day at work. I like javas brewed by corporations large and small, from cappuccinos to frappuccinos. But that’s not why I favor Starbucks. Landing one – landing any type of development – is usually a good sign

for a local economy. It creates jobs, generates sales tax and benefits city operations. It could encourage other developments from businesses that might want to be located near a Starbucks. When a person recently posted on Facebook that a Starbuck’s was coming to town, it spread through this community like a wildfire. People, I think, shared my enthusiasm. But after spending a few days chasing leads, following rumors and

talking to the people who likely would be involved in bringing a Starbuck’s to town, there is no evidence that the wellknown coffee shop will come to this city in the foreseeable future. There’s the corporate

emailed response to my inquiry: “Starbucks is always looking for great locations to better meet the needs of our customers. At this time, we have no store-opening plans to announce in Dixon, but

feel free to check back in at a later date.” There’s the response from the Dixon Chamber of Commerce: no knowledge of a Starbucks development in the works. Another resident gave me a tip that Starbucks could be coming to Sauk Valley Community College. Apparently, new President David Hellmich made a comment at a recent public gathering that something “like a Starbucks” would be a great amenity for the new student support services center. I wonder if this is where the rumor started. I checked with Sauk

officials Tuesday, who said there are no plans to bring any sort of brand coffee shop to the college at this point. The school is exploring the option as part of its “long-term planning” process, though. Sauk officials haven’t heard about the development of one elsewhere in Dixon, either. As a reporter, I can only take their word for it. As much as I would like to report that Starbucks is coming, I can’t. But there are still plenty of ways in town for me to get my caffeine fix.

’m the cook for Thanksgiving, and every year I work at fine-tuning the menu and preparation. In doing so, I’ve tried many things that have made my life easier and, in turn, created a healthier meal. Here are just a few examples: Green bean casserole: This has never been one of my favorite dishes, so it was the first thing I targeted. In its place, I now roast a sheet pan full of fresh green beans and mushrooms with a little olive oil, salt, and pepper. Sometimes I do Brussels sprouts, too.

Corn pudding: I know this a favorite of many people, but it’s a calorie and sodium disaster. And small children are not always fond of it. What the younger members of my family do like is plain corn. Yep – a couple of bags of microwaveable sweet corn

kernels makes one of the easiest side dishes ever. Mashed potatoes: I used to spend quite a bit of time on Thanksgiving morning peeling potatoes. Then a couple of years ago, I found a good method for doing them the night before and reheating them the next day. I thought I had perfected the process, and then last year it struck me: Why am I peeling the stinking potatoes? Any time I make them for myself and my husband, I leave the skins on for more fiber and vitamins. So I skipped the peeling last year and heard no complaints. Sweet potatoes: I’m

not sure who was the first person to put marshmallows on a sweet potato casserole, but it doesn’t make sense to me. Sweet potatoes are already sweet! Last year, I decided to just bake some plain sweet potatoes. Turns out my family does not really like sweet potatoes all that much, and I ended up with a lot of leftover sweet potatoes – which brings me to my next point. Another benefit to simpler whole foods is that the leftovers are much more versatile. I can easily add the roasted vegetables and leftover corn to a soup or casserole.

Plenty of polenta for price Trendy dish was first a fad for poor BY DANIEL NEMAN Tribune News Service

ou can go to a fancy store and buy a fancy 24-ounce bag of cornmeal for polenta, and it will cost you $3.99. I think that’s hilarious. In recent years, chefs at many of the best restaurants have discovered polenta, though the fad is dying down a bit. But it is easy to understand why it is so popular. Properly made, polenta is smooth, creamy and astonishingly versatile. It’s also cheap.

Polenta with Gorgonzola Yield: 4 servings 2½ cups coarse polenta flour (cornmeal) 4 tablespoons butter, divided 5 ounces Gorgonzola cheese, sliced Parmesan cheese to serve, optional 1. Preheat oven to 350 degrees. 2. Bring 5 cups of salted water to a boil, and have another pot with at least 5 cups of salted water boiling also. Sprinkle the polenta flour into the first pot while continuously stirring. As soon as the polenta stiffens, soften it with a bit of the reserved hot water (polenta thick-

ens with heat and softens with water). Cook, stirring frequently or constantly and adding hot water when needed until soft and smooth, about 45 minutes to 1 hour. 3. Pour the polenta into individual ovenproof dishes while it is still hot. Put a piece of butter in the middle of each, pushing it down slightly into the polenta, and lay a small slice of Gorgonzola on top. Bake until the butter and Gorgonzola have completely melted. Serve with Parmesan, if desired. Per serving: 590 calories; 25 g fat; 15 g saturated fat; 62 mg cholesterol; 15 g protein; 79 g carbohydrate; 2 g sugar; 4 g fiber; 496 mg sodium; 194 mg calcium – Adapted from “The Silver Spoon”

Polenta with Sausage Yield: 4 servings 1¼ cups coarse polenta flour (cornmeal) 2 tablespoons butter 7 ounces Italian sausages, cut into short lengths 2 tablespoons olive oil 1 onion, chopped, see note 1 carrot chopped, see note 1 celery rib chopped, see note 2¼ cups strained tomatoes, see note Salt and pepper Note: Substitute your favorite tomato sauce for

the one cooked in step 5, if you wish. 1. Bring 2½ cups of salted water to a boil, and have another pot with at least 2½ cups of salted water boiling also. Sprinkle the polenta flour into the first pot while continuously stirring. As soon as the polenta stiffens, soften it with a bit of the reserved hot water (polenta thickens with heat and softens with water). Cook, stirring frequently or constantly and adding hot water when needed until soft and smooth, about 45 minutes to 1 hour. 2. Pour the polenta into a skillet or wide bowl, cover with plastic wrap, and refrigerate until set, at least 2 hours or up to overnight. 3. Slice the polenta into wedges. Melt 1 tablespoon of the butter in a skillet over medium-high heat. Fry half of the polenta wedges in the butter until golden brown, about 4 to 5 minutes per side. Do the same with the remaining half of the polenta wedges and remaining tablespoon of butter. 4. Prick the sausages, place in a dry skillet and cook over medium heat for 5 to 6 minutes, until the fat is rendered; then remove with a slotted spoon. 5. Heat the oil in the pan, add the onion, carrot and celery, and cook for 2 minutes. Pour in the tomatoes, season with salt and pepper to taste, and cook for 20 minutes.

6. Add the sausage to the tomato sauce and continue cooking for an additional 10 minutes. To serve, spoon the sausage and tomato sauce around the wedges of fried polenta. Polenta Soup Yield: 4 servings 6 tablespoons butter, divided 1 onion, chopped 1 quart (4 cups) milk 2¼ cups water 1¼ cups coarse polenta flour (cornmeal) Salt and pepper ½ cup heavy cream ½ cup grated Parmesan cheese 1. Melt 3 tablespoons of the butter in a large pan, add the onion and cook over low heat, stirring occasionally, until lightly browned, about 10 minutes. Meanwhile, mix together the milk and water in another pan and bring to just below simmering point, then remove from the heat. 2. Stir the polenta flour into the onion and cook, stirring continuously, for 2 to 3 minutes. Gradually stir in the warm milk and water. Season with salt and pepper to taste and cook for 1 hour. Stir in the cream, the remaining 3 tablespoons butter and the Parmesan cheese, and serve.

Polenta with Ricotta Yield: 8 servings 2½ cups coarse polenta flour (cornmeal) 1 (15-ounce) container, or 2 cups, ricotta cheese 3 tablespoons olive oil 1 onion, chopped 2 ounces pancetta, diced 3 tomatoes, peeled and diced 2 tablespoons butter, plus extra for greasing 2/ cup Parmesan 3 cheese Salt and pepper 1. Bring 5 cups of salted water to a boil, and have another pot with at least 5 cups of salted water boiling also. Sprinkle the polenta flour into the first pot while continuously stirring. As soon as the polenta stiffens, soften it with a bit of the reserved hot water (polenta thickens with heat and softens with water). Cook over medium heat, stirring frequently or constantly and adding hot water when needed until soft and smooth, about 45 minutes to 1 hour. 2. Pour the polenta onto a counter or tray, and let cool and set, then cut it into slices. Beat the ricotta

Add the tomatoes, season with salt and pepper to taste, and simmer for 30 minutes. Meanwhile, preheat the oven to 350 degrees. 4. Grease an 8-by-8-inch baking pan with butter. Arrange the polenta, ricotta, Parmesan and tomato sauce in layers in the prepared dish, finishing with a layer of polenta. Dot with the butter and bake 20 to 25 minutes (place the pan on a baking sheet if it threatens to boil or spill over).
