City to host USS Illinois event Nuclear sub first ship named after state since 1897 BY PAM EGGEMEIER
STERLING – The city will host a commissioning event for the USS Illinois, the first Navy ship to carry the state’s name since 1897. The $2.7 billion Virginia-Class nuclear submarine was christened on Oct. 10 in Groton, Connecticut. Mayor Skip Lee was one of about 7,000 people on hand for the event led by the ship’s sponsor, Michelle Obama. Sterling’s involvement in the hoopla surrounding the warship is the result of a chance meeting between the mayor and Len Wass, a retired Navy captain who is heading up the USS Illinois Commissioning Committee. Wass splits his time between Oswego and Savanna. “Len Wass and I have a common friend, and she told him about my Navy background, and that he should contact me,” Lee said. Wass eventually contacted Lee and asked if Sterling would be interested in doing a fundraising event for the ship’s commissioning. “I was at the Galena Steakhouse in Dixon, and I knew the owner’s daughter had a restaurant in Sterling,” Wass said. “She said the mayor came to her restaurant quite a bit, so I asked her to pass along my information.” Lee comes from a U.S. Naval Academy family – his father was a submariner after graduating from the military school in Annapolis, Maryland. “Some of my earliest memories are of diesel ships,” the mayor said. “I’m still what they call a blue and gold officer – I help young people who are interested in attending the Naval Academy.” The service academies don’t have field admissions staff, so the schools rely heavily on volunteers. Lee’s
appointment tasks him with overseeing a certain number of schools and its applicants. Lee’s roles as mayor, academy appointee, and event host scored him an invitation to attend the christening in Groton, where the state-of-the-art warship was made. The mayor wanted it known that the city did not contribute to his trip expenses. “Anytime I can go out and tell people about Sterling, Illinois, and see an incredible sub like this, I’m happy to do it,” Lee said. The highlight of the trip for Lee was meeting fourstar Navy Adm. James F. Caldwell Jr., the new director of the Naval Nuclear Propulsion Program. The position, created in 1949 and coordinated with the Department of Energy, is one of the most powerful in the military. The controversial Adm. Hyman Rickover, known as the father of the nuclear Navy, was the first director, serving there for 33 years, despite numerous attempts to replace him. “I’ve always been fascinated by Rickover and the establishment of that office, so meeting Adm. Caldwell was something I’ll always remember,” Lee said. The first lady, Secretary of the Navy Ray Mabus, and Illinois Gov. Bruce Rauner were keynote speakers at the christening event. The local commissioning event will be from 6 to 9 p.m. Nov. 14 at Kunes Country Ford Lincoln, 2811 Locust St. in Sterling. Wass said Master Chief David DiPietro and three sailors from Groton will be in Sterling to talk about the boat. “The chief of the boat will give a presentation on the boat’s composition, its capabilities, how it fits in with nation’s defense strategy, and the Virginia Class of ships,” Wass said. The event will be open-house style, so the presentation will be given more than once. Wass said the Navy doesn’t pay for expenses related to the commissioning and launch, so the committee is trying to raise about $800,000 for work that needs to be done to the ship and for the actual events. “We are chartered to raise money for costs that the government doesn’t pick up,” Wass said. “There are a lot of expenses related to these commissioning events.”

Research: Parental anxiety rarely realized Bullying cases dip nearly 25 percent between 2011-13

DeKALB – A number of factors have made even the places children are expected to feel safest become a cause for concern. And the worry is weighing on parents, according to recent studies by Gallup and Pew Research Center. Between bullying at school, strangers on the streets, and a technological overload in a seemingly unregulated digital world, reasons for parents to worry about their children seem to lurk around every corner. But as more dangers present themselves, the more preventative measures schools, law officials and parents are taking to ensure the safety of a younger generation. DeKalb County schools are taking steps to prevent bullying on and off campuses by talking about the issue with students and offering anonymous reporting, while local police are keeping an eye open for suspicious strangers out in public. Sometimes, behind-the-scenes efforts keep kids better protected than they seem, said Dennis Young, president of Ittner Architects, a company that equips schools with security measures and safe rooms. “What I find is that they have a perception of something being unsafe when it truly is safe,” he said.

Todd’s suicide and others like it have sparked conversation surrounding bullying and legislation to punish online harassment. The resulting push to target bullying has seemingly paid off, as fewer students say they are being bullied at school, according to the National Crime Victimization Survey. Twenty-two percent of students 12 to 18 said they were bullied in 2013 – 6 percent less than those who reported being bullied in 2011, and also the lowest level since the National Center for Education Statistics began surveying students on bullying in 2005, the study showed. Students who do experience bullying, however, are more likely to struggle in school, skip class, face substance abuse and commit suicide, survey results show.

“I think it would be naive to say it wasn’t a problem at any school,” said Clinton Rosette Middle School Principal Tim Vincent. “It’s something that affects the safety at schools so it’s a priority.”
Being safe at school Three in 10 U.S. parents fear for their child’s safety at school, according to a Gallup study published in August. Although the number of concerned parents is down from the 33 percent found immediately after the Sandy Hook school shooting in Newtown, Connecticut, in December 2012, it is still above the 25 percent measured a few months before that incident occurred, the study showed. “When a kid goes to school, at times, [parents] have anxiety,” Young said. “[Kids] have anxiety about being away from their parents; they have anxiet-
ies about taking a test. The last thing we need to do is add to that level of anxiety the things that are most severe, which is an intruder and severe weather.” Legislation passed in January now requires all new schools be built with adequate safety measures – one of the most common of which is a secure entry, Young said. “A welcome center is a control point that all visitors have to check in to,” he said. “It allows you to bring a person into a building, into a lobby. When one door is open, no other doors will open.” But despite increased security, there has been no real reduction in the number of U.S. school shootings since the rampage at Sandy Hook Elementary, according to an Associated Press analysis. “You’re always safe until something happens,” Young said.

Ninety-three percent of parents and 85 percent of teens say they have discussed ways to use the Internet safely, according to a Pew Research survey. But parents still have concerns or questions about their kids’ technology use, and it’s led them to seek out software and techniques to ease their worries, a Pew study shows. More than half of parents said they use parental controls or other means of filtering or monitoring their child’s computerbased online activities, while 39 percent of online teens report that their parents use this type of software or feature in a browser or operating system to manage their teen’s computer habits. But while technology becomes an increasingly large part of everyday life, parents might be happy to learn it’s also being put to use in the classroom. School officials have said the goal is to engage students in inquiry-based learning. This new method is designed help them learn skills to land jobs later in life, while still learning the lesson-plan essentials. In March, DeKalb School District 428 board members approved spending $8.5 million on a 3-year initiative to provide all district students with personal electronic devices. This year, the $1.1 million first phase of the plan was implemented. The district has distributed about 3,300 Chromebooks to its third- to ninth-grade students, who are catching on quickly, Jenn Harrison, a sixthgrade language arts teacher at Huntley Middle School has said. “The kids love it, even if you’re just pulling it out for 5 minutes. A filling morning meal for overnight holiday guests Many families enjoy hosting overnight guests come the holiday season. Waking up to a full house and enjoying a leisurely breakfast with family and friends is a great way to begin a new day, and such moments make for great opportunities to catch up with loved ones. The following recipe for “Gratin of Eggs, Leeks, Bacon, and St. André Cheese” from Betty Rosbottom and Susie Cushner’s “Sunday Brunch” (Chronicle Books) includes the staples of a traditional breakfast: bacon, eggs and toast. But this dish also can be assembled the night before and simply popped into the oven the next morning once everyone wakes up, making it an ideal morning meal that allows hosts to join in the breakfast table conversation.
Gratin of Eggs, Leeks, Bacon, and St. André Cheese

baguette, about 21⁄2 to 3 inches in diameter thick slices bacon, cut into 1-inch pieces cups chopped leeks, white and light green parts ounces St. André cheese, well chilled eggs cups half-and-half teaspoon salt tablespoon minced flat-leaf parsley or chives Unsalted butter, for the baking dish Generous 2 pinches of cayenne pepper
1. Arrange a rack at center position and preheat the oven to 350 F. Generously butter a 9- by 13-inch baking dish. 2. Cut enough 1⁄2-inch-thick slices from the baguette to make a single layer in the baking dish. (You will probably need between 20 and 24 slices; save extra slices for another use.) Arrange the slices on a baking sheet and bake without turning until crisp and very lightly colored, 10 minutes. Remove and arrange the slices in the baking dish. 3. In a medium, heavy frying pan set over medium heat, fry the bacon pieces until crisp and browned, 5

minutes. Drain on paper towels. 4. Pour off all but 1 tablespoon of the drippings and return the frying pan to medium heat. Add the leeks and cook, stirring, until just softened, 4 to 5 minutes. Sprinkle the leeks and bacon over the bread slices in the baking dish. 5. Cut the St. André cheese with its rind into 1⁄2inch cubes and scatter them over the leeks and bacon in the baking dish. In a medium bowl, whisk the eggs to blend, and then whisk in the half-andhalf, salt and cayenne. Pour the mixture into the baking dish. Let the gratin stand at least 1 hour, or cover the pan with plastic wrap and refrigerate for up to 24 hours. (If the dish has been refrigerated, let it stand at room temperature for 30 minutes before baking if you have time. It also can go directly from the refrigerator to the oven but will take longer to
cook.) 6. Bake the gratin until the egg mixture is set, the top is golden and the mixture is bubbly, 40 to 45 minutes (10 to 15 minutes longer if straight from the refrigerator). Remove and let cool for about 5 minutes. Sprinkle with minced parsley and serve hot. (Note: St. André cheese is a mild, triple-cream French cheese with a white rind. It is available at many grocers and cheese stores. If you are unable to find it, you can substitute a triple-cream Brie.)
