Bill could bring $5.5M to area Being discussed in House, it would benefit bulk of area districts BY JERMAINE PIGEE
DIXON – Dixon Superintendent Michael Juenger wants to gather as much support for Senate Bill 16 as he can. SB16 is intended to completely rework the way the state funds public education by shifting money away from suburban and urban school districts and toward more rural districts with lower assessed property values. The Dixon School District stands to gain $299 per pupil in funding, meaning the district would get an additional $766,452, based on the way the bill is written. “We are promoting the passage of Senate Bill 16 because it will be beneficial to the school district,” Juenger said. “Something has to be done, and this is one way to get the talks started.” SB16 has passed the Senate and is being discussed in the House. If the bill passes, it will be the first time since 1997 that the state’s school funding formula has changed. “Districts with higher poverty rates have received less state aid, and it makes no sense,” said Ron McCord, superintendent of Rock Falls High School. “Something needs to happen, because the idea of equality funding does not apply to the current formula.”
According to the State Board of Education’s projections, the bill would generate an additional $371,325 for McCord’s district, and the Rock Falls Elementary School District stands to gain $1,055,548, should SB16 pass. The Sterling School District is slated to gain more than $1.5 million via SB16. Superintendent Tad Everett could not be reached for comment Thursday. All told, the projections show that the bill could generate an additional $5.5 million for districts in the Sauk Valley. The area districts that are projected to lose funding are Bureau Valley, Eastland and Erie. The Erie School District could lose more than $436,000. “I’m definitely not in favor of a bill that will cost our school district over $400,000,” Superintendent K. Bradley Cox said. “That would account for 4 percent of our total revenue.” Illinois ranks 49th in the nation in terms of state funding for students. Despite that, State Sen. Tim Bivins, R-Dixon, voted against the bill. “Senate Bill 16 is an elaborate reshuffling of state aid for our schools through an overly complicated formula,” Bivins said. “It pits schools against one another, taking money away from some school districts and sending it to others. Despite the fact that some of the local
schools in northwestern Illinois would receive more money, I cannot support a measure that robs Peter to pay Paul.” In the 45th Senate District, which Bivins represents and includes all or a part of Carroll, DeKalb, JoDaviess, LaSalle, Lee, Ogle, Stephenson, Whiteside and Winnebago counties, the bill would cut funding for 20 school districts and increase funding for 22 other school districts. “It’s just a redistribution of the money local school districts get,” Bivins said. “This is an attempt to address the funding issue, but it’s not ready for prime time yet, because it’s still a work in progress.” Rep. Tom Demmer, another Dixon Republican, said some schools gain money, others lose money under SB16 because of different factors. “It’s a very complicated formula,” he said. “Dixon benefits because they have a higher percentage of students on the free and reduced lunch program.” Demmer also said equalized assessed valuation plays a role.
• See the projected impact for local school districts on PAGE 2 • Student demographics shift in state, PAGE 2 “If a school district has a higher EAV, they may lose funding under the new formula,” he said. “Poverty levels and special education numbers also play a factor.” SB16 could be voted on by the House sometime in November, following the fall election. However, Demmer said he would not be surprised if additional time is needed. “There could be some significant hearings on this and some amendments on the bill,” he said. “The next steps are uncertain, but the bill is getting a lot of attention right now.” BILL CONTINUED ON 2

More money definitely would help the Dixon School District, which has been hit hard by proration, losing roughly 14 percent of its operating budget over the past 4 years. “We are only as strong as our neediest children,� Juenger said. “There is no doubt that as a state, we need to invest more in educating our children. But first, we must ensure that we invest the dollars we have equitably.� Demmer said he is still studying SB16 and has not yet taken a position on the bill. “It’s a benefit for some schools, and it hurts other schools,� he said. “Because of that, some schools may support the bill, and others will oppose it.� If approved, the bill would be phased in over 4 years.

STERLING – As hard as it is to accept, winter is coming. But, the good news is that it won’t be nearly as bad as last year. Accuweather on Wednesday released its 2014-15 winter forecast, which predicts less-than-average snowfall amounts (Chicago might fail to see even 30 inches) and temperatures 7 to 9 degrees warmer than last year, though still about 2 degrees colder than average. And while last winter weather came early and lasted well into the spring, Mother Nature’s giving us a break this year, Accuweather meteorologist Dave Samuhel said. “It looks like it’ll be a little bit slower to start than it was last year,” he said. “I think December is probably going to average a little above normal, temperature-wise, so a slow start to winter, but then it could come in a hurry.” The polar vortex will continue to play a factor in the weather patterns, with strong arctic blasts occasionally dipping down into the state. But this year, Illinois won’t be taking a central place in the bursts. They’ll be edging farther east, he said. For those who don’t know, the polar vortex is a permanent weather pattern that usually resides around the North Pole, but sometimes atmospheric changes can mess with it, displacing the cold air and sending it south.
BYRON – SwedishAmerican Medical Group will replace its clinic in Byron with a state-of-the-art building that will open next fall or winter, the company announced Thursday. The 10,000-squarefoot facility, being built in response to “strong patient demand,” will be larger and will have the ability to accommodate a broader range of providers and services, including specialty services, the company said in a news release. It will be at the same location, 220 W. Blackhawk Drive. SwedishAmerican is a nonprofit health care system based in Rockford. It is comprised of two hospitals, a free-standing outpatient cancer center, 30 clinics, a home health care agency and a foundation. – SVM staff report

A study published in September linked the effect to climate change – a theory that’s been bumped around weatherwatching circles since last winter. Scientists from research institutions in Korea, Washington state, and Alaska worked together for 3 years following a number of historically cold
winters in Korea to see what might be causing them. Their answer: climate change. As ocean temperatures warm and polar sea ice melts, the report says, that opens up the warm ocean water to the atmosphere. That warm air then pushes up and destabilizes the rapidly swirling winds that make up the polar vor-
tex, and that keep the Arctic air where it’s supposed to be. When the vortex is destabilized, it can send that air shooting south, like it did last winter, and – as Samuhel said – like it did this summer, which was why our summer months, too, were cooler than usual.

Illinois State Police say 52-year-old Scott Peters was captured late Thursday afternoon about 2 miles from his home in Holiday Hills. Peters is suspected of firing a rifle through the front door of his home when deputies responding to a domesticdisturbance call arrived around 1:30 a.m. One deputy was shot in the torso and leg, and he was listed in serious condition after undergoing surgery at a nearby hospital, McHenry County Sheriff Keith Nygren said. The sheriff declined to provide additional information but said the deputy was a 7-year veteran of the sheriff’s office. The second deputy, a 12-year veteran, was shot in the leg. She was listed in good condition, the sheriff said. Details of Peters’ arrest were not immediately disclosed, with authorities saying they would hold a news conference late Thursday. Earlier in the day, Nygren said “many, many” deputies were involved in the search after Peters allegedly fled the scene.

A portable healthy salad option that won’t go limp BY JILL WENDHOLT SILVA MCT News Service
Mason jars are clearly having a moment. Recently, trendy restaurants have been using the rustic-looking jars to serve everything from cocktails to dessert. And it appears practically anything packaged in a Mason jar is popular on Pinterest. A time-tested workhorse in the kitchen, these jars safely store pickles, jams, jellies, spaghetti sauce – even moonshine. So why not use the jars to mix up a healthy green salad? Our Mediterranean Mason jar salad is a layered affair featuring chopped chicken, chickpeas, cucumber, tomato, artichokes and red onions, coated with a vinegar and oil dressing and topped with feta crumbles. The resulting layered salad is the perfect make-ahead meal, but, hey, no one wants a soggy salad. Relax: By pouring the dressing into the bottom of the jar, the romaine stays crisp. Use a 16-ounce wide-
romaine lettuce 2 cups cooked chicken, diced 1 tomato, seeded and diced, or a couple of handfuls of cherry tomatoes, halved 4 canned artichoke hearts, drained and cut into quarters ½ cup Feta cheese In a small bowl, whisk together red wine vinegar, olive oil, garlic, oregano, salt and pepper. Divide dressing evenly among 4 (16-ounce) wide-mouth canning jars. Layer cucumber, beans, red onion, lettuce, chicken, tomato, artichoke hearts and Feta evenly in each jar in the order listed. Cover with the lids and refrigerate until serving time. To serve, turn the salad out onto a serving plate.
