Building a file for ‘the country doctor’
Sterling doctor LaMonte Ballard’s daughter, Kathy, is asking former patients and friends to submit letters about their memories of the good doctor, who, among other things, delivered more than 5,000 babies.
Daughter, granddaughter looking for remembrances of popular physician BY ANGEL SIERRA
STERLING – The warm, caring personality of Dr. LaMonte “Monte” Ballard was well known to the people he cared for in Sterling and Rock Falls for more than 40 years. On the 10-year anniversary of his death, which will be June 26 next year, his daughter and granddaughter hope to memorialize stories of the late doctor in a book. “People stop me, and have a story to tell me about him,” daughter Kathy Ballard said in an interview at her Sterling home Wednesday. She hopes stories of his life and work will come pouring out. Born just south of Thunder Basin National Grassland in Douglas, Wyoming, on July 16, 1934, Ballard grew up “dirt poor,” his daughter said. What money he had saved in high school for college had been siphoned from his bank account by an alcoholic father, she said. He fought hard to put himself through medical school in Colorado, and graduated in 1959. He moved to Sterling with his wife, Sally, in 1961, and partnered with established physician Peter T. Gray, M.D. Over the course of his 45-year career, Ballard delivered more than 5,000 Sauk Valley babies. “People just took to him,” Kathy said. “He was just an old country boy. When he wasn’t working, he was hunting.” The family physician, best known locally for his philosophy of “seeing anybody,” often rode a bicycle to
work, and he didn’t care whether you had money, Kathy said. “He was the country doctor,” she said. Because of his work ethic and charisma, many people would skip the emergency room to see Ballard, and he would oblige by making time for them. He would accept any form of payment – including Thanksgiving turkeys – or none at all, she said. He often made house calls, especially for his elderly patients, and even worked for free on weekends. He also was a captain in the Illinois National Guard in Rock Falls, and a member of Gideons International, speaking frequently around the area on its behalf. His love of bicycling was the impetus for a park shelter that bears his name, built behind the Westwood Sports Complex in July 2007 and paid for with memorials and other donations. He also was honored by his peers, who named him Illinois Rural Health Physician of the Year in 1994. Ali Rich, 31, of Rockford, is Ballard’s granddaughter. She said the idea of collecting stories and letters to make a book came from the day of his visitation. “We ended up staying for 6 hours because there were so many people,” she said. “Every single person had a story of something Dr. Ballard had done that, to them, was above and beyond.” Ali, a homemaker and creative writer, considered Monte a father figure, and hopes to take submitted letters and incorporate them into a biography.

Reviews to hinge on student growth 3 districts must adopt new standard; scores put RFHS in group BY JERMAINE PIGEE
ROCK FALLS – Teacher evaluations will be tied to student growth in three area school systems beginning next school year. Rock Falls High School is ranked in the lowest 20 percent of school districts in the state, based on Prairie State Achievement Exam results. Because of that, the school district must, by Sept. 1, phase in a new teacher evaluation system that includes student growth measures. The mandate is a requirement of Illinois Senate Bill 7, also known as the Performance Evaluation Reform Act. Bob Sondgeroth, superintendent of the Whiteside Regional Office of
Education, said the state used standardized test scores from 2011, 2012 and 2013 to determine which schools fell into the lowest-performing 20th percentile. In 2011, 44 percent of RFHS students met or exceeded state standards in reading, math and science, based on PSAE scores, according to Sondgeroth. That number increased to 47 percent in 2012 and it jumped to 53 percent in 2013. When the students took the PSAE during the 2014 school year, the students’ scores dropped slightly to 52 percent. Despite that, Sondgeroth believes if data from the 2014 school year had been included, the school district would not have to implement the new requirements. “The PSAE is a very rigorous and hard test, and it’s designed to show what the students know,� Sondgeroth said. “Elementary students in the state took the Illinois
Standards Achievement Test, which was not as rigorous. The state tried to compare apples to oranges, because they are lumping all of the districts together.� Rock Falls is not the only district in the state that has to implement the new standards. In addition to the lowest-performing school districts, all Chicago Public Schools, East Saint Louis Public Schools, and districts that participate in Race to the Top must comply with the new rules next year. Race to the Top has implemented nationwide standards and performance-based funding for public schools. Because the Sterling and Morrison school districts are participating in Race to the Top, they also must follow the new regulations. “It’s a stressful profession already, but how your kids perform could impact your livelihood,� said Denise Harts, presi-
dent of the Sterling Education Association. “You can be a dynamic teacher, but if your kids don’t make the grade, that will impact their evaluation.� All other schools will implement the process in the 2016-17 school year. District administrators now must work with teachers’ union representatives to develop evaluation systems that incorporate student growth. “Student growth can include test scores or anything else that shows student growth,� Sondgeroth said. “They have to show what students are learning and how much they are growing.� The RFHS district is working with teachers to come up with ways to measure student growth. “In collaboration with educators, administration, and with support from the Lee/Ogle/Whiteside Regional Offices of Education, the district will move forward with decisions to implement the student growth portion of the
law,� Superintendent Ron McCord said in a release. In all, 31 percent of all high school districts, 17 percent of all elementary districts, and 16 percent of all unit districts across the state must implement the new plan in 2015. “The state wants teachers to become better, faster,� Sondgeroth said. “By tying student growth to teacher evaluations, this is a way to help teachers become better teachers faster.� Based on the new law, student growth can have a major impact on teachers. Teachers who get bad evaluations have a better chance of losing their jobs as the result of a budget cut, Sondgeroth said. About 30 percent of an entire teacher evaluation will be based on student growth, Sondgeroth said. “If a school district has to have a reduction in force, the really good, young teachers will not get a RIF notice just because they are young,� he said. “The teachers that do not
do well on the evaluation are the ones who will get RIF’d.� A RIF, which stands for reduction in force, happens when a teacher is let go for budget reasons. Sondgeroth believes it’s unfair to give students a test with so much weight on one day out of the year. “Some kids don’t test well,� he said. “What happens on that one day if a student has a migraine, or they got into a fight with a girlfriend, or they did not have breakfast? We all have bad days, and if it’s on a test day, that hurts the whole school.� Harts, a fourth-grade teacher at Washington Elementary School in Sterling, said there is some concern among the teachers. “I know teachers are concerned because this is new and change is always scary,� she said. “But, it will something we all have to work through and hopefully, it will work out OK.�

Lost Lake getting $224K state loan to build second well STAFF REPORT
DIXON – Lost Lake, long plagued by water problems, will get $224,000 to help pay for a second well, the governor’s office said in a news release Thursday afternoon.
The money will come in the form of a low-interest loan through the Illinois Clean Water Initiative. The Lost Lake Utility District has only one well, which is adequate to meet its needs, but it has no
back-up water supply. The lone well was out of service for almost a week in 2008 when the well pump, motor and piping had to be replaced, and the district had to haul and deliver water to residents, the release said.
A second well will help to avoid such problems. In anticipation of the loan, the second well has been drilled and now must be hooked into the well house/treatment facility, which also is being expanded and

Candidates criticize, defend ads that accused her of voting to cut veterans is false. Schilling referred to an article on www.politifact. com that discredited a common theme for Democratic ads, including ads against Schilling, which say Republicans voted in favor of tax breaks for companies that shipped jobs overseas. Both Bustos and Schilling defended their own ads when asked about reports that claim they are misleading. After opening and closing statements, the debate, which was moderated by WQAD’s Jim Mertens, was limited to about 20 minutes of questions and answers. Among the issues discussed: Jobs Mertens asked the candidates about several companies in the district that have eliminated jobs and how the trend should be addressed. Bustos said that her priority in the 2010 election and while in office has been keeping and creating jobs. She cited the progress made on opening Thomson Prison, which could create 1,100 jobs in the district.

MOLINE – In their only scheduled debate before the November election, U.S. Rep. Cheri Bustos and Bobby Schilling did agree on a few things. The candidates, who were seated at a small, round table in a studio at WQAD-TV in Moline, said the political ads run by their opponent are false, defended their own, and said they wished they had more time to talk about issues Thursday night. In 2010, Bustos, D-East Moline, defeated the then-incumbent Schilling, R-Colona, for the state’s 17th congressional district seat, which includes Whiteside County. She said that jobs lost from the district have been “devastating,” and that it’s a result of bad policy. The cause of the lost jobs, Schilling said, is overtaxing and overregulating. When he was in congress he worked to “reign in” the Environmental Protection Agency and other federal agencies, he said. “The key thing is, we don’t want to see any jobs leave the United States,” he said. Student loan debt The candidates were asked what should be done to make college more affordable, and the impact it would have on young Americans. Schilling said while student loans are a big threat, the lack of jobs for college graduates is a bigger one. He said more competition among colleges would bring down the cost of an education, and that programs to help high school students determine if college is the best option for them should be expanded. She said she’s supported legislation to allow student loans to be refinanced at a lower level and legislation to expand Pell grants. ISIL The candidates were asked if they thought American military ground forces were inevitable to address the threat by the Islamic State group. Bustos said the country should approach any foreign policy issue, like ISIL, first diplomatically, then with sanctions, and finally with military force, if needed. She added that she would gather information from military generals about whether ground troops would be
needed. Schilling, whose son is in the military, said while ISIL continues to capture more ground in Iraq, all options should be explored before considering sending in troops. “The experts are all coming out saying that inevitably we will have to have boots on the ground,” he said. Other topics Both candidates said that Ebola posed a great threat to the country and that precautions should be taken. When asked about the debt limit and sequestration, Bustos said that sequestration is a bad way to address the prob-
lem, and when it was done last year, it hurt the economy in the district. Schilling said representatives need to compromise while in office, and sequestration should be avoided. In her closing statement, Bustos touted her successes, like Thomson Prison and passing the Farm Bill. She said she’ll work to find common sense solutions and get results. Schilling closed the night by asking voters if they’re better off than their parents were, and if they think their children and grandchildren will be better off than they are.

Don’t let thyme slip away T

o every thing there is a seasoning, and a thyme to every purpose under heaven. It says so in the Good (cook)Book. So thyme, clearly, is on my side – even though thyme and tide wait for no man. Thyme flies like an arrow – on a thyme line – and it is so abundant that you can save thyme in a bottle. I’ve got a million of ‘em. Thyme is as essential as parsley, sage and rosemary. It has to be one of the most popular spices in this country and is certainly one of the most useful. It grows anywhere that gets some decent sun and has a warm summer, and it goes well with practically anything you want to put it on: poultry, lamb, beef, fish, mushrooms, onions, cheese and so much more. You can use it to flavor vinegar, and sometimes bees use its pollen to make thyme-flavored honey. With so many potential ways to use thyme, I decided to try a nicely representative three. One chicken dish, one beef dish, one vegetarian. One way is as a marinade, one a sauce and one a flavoring. Because thyme originated around the Mediterranean Sea, I decided to stick with recipes that at least had echoes in southern Europe. Thyme can be used in any sort of dish from anywhere, but herbs are generally a most natural fit with food from the region where it first grew wild. For that reason, I decided to call my first dish Mediterranean baked chicken. It is the easiest and most basic of the dishes I made. I took a well-known Greek dish and tweaked it by taking out some of the Greece and adding a bit of France. They marinate their chicken in bottled salad dressing. I more or less marinated mine in a homemade salad dressing. Obviously, I think my
way is better, and it is not significantly harder than buying dressing at a store. It’s faster, too – if you have to go to the store to get the dressing. I made a simple vinaigrette of olive oil, lemon juice (that’s from the Greek dish), garlic, Dijon mustard (that’s the part from France), thyme and salt. Then I plopped a couple of bone-in chicken breasts into it – the bones add much more flavor while it cooks, but you could use skinless and boneless if you wish – and let them marinate overnight. The next day, I just baked them in the oven. They would have been great grilled, too, or pan-fried if they were boneless and skinless. But I wanted the dish to be the most tender and juicy it could be, so into the oven it went. For my second dish, I started with the idea of serving duxelles with steak. Duxelles is an intensely flavored, traditional French mixture of sauteed minced mushrooms and shallots. Thyme happens to go blissfully well with both mushrooms and shallots, so it is often included in duxelles. Because I wanted to serve my duxelles with steak, I decided to add red wine to the mixture and let it all nearly evaporate away, so that all that was left is the wine’s rich essence. And because nothing, absolutely nothing, goes better with mushrooms than cream, and vice versa, I decided to add just a bit of cream at the end. Not too much cream, because I didn’t want it to be too creamy. I didn’t want it to be a sauce. I wanted to maintain the distinctive coarse-paste texture of duxelles. Finally, I love the taste of thyme with white beans, so I went in search of a recipe making use of both ingredients. I found one by Jacques Pepin, a celebrity chef before chefs

were celebrities. He calls it a ragout, which would technically be a stew, but he also admits it is really just a carefully seasoned, partly pureed pot of plain white beans. Most bean recipes call for meat for flavoring, as this one did, but I wanted to make it vegetarian (in fact, my version is vegan). So I took Pepin up on his suggestion of using aromatics – I used carrots, celery and a red bell pepper – to create a full-flavored, proteinrich veggie dish. It could be either a side dish or a main course, and it is the sort of food you will want to make over and over when the nights become chilly. You can make it quickly with canned beans, if you want, or spend less money and hurry up the cooking process at least a little bit by soaking the beans overnight. I chose the more extended way to do it, by not soaking the dried beans first and simmering them for longer. It’s definitely worth the effort, if you have the thyme.

Creamy Duxelle Steak Sauce Yield: About 1 cup 1 tablespoon butter ¼ cup minced shallots (about 2 small shallots) ½ cup red wine 8 ounces mushrooms, minced 1 teaspoon fresh thyme or ¼ teaspoon dry thyme 3 tablespoons cream 1. Melt butter in a small skillet over medium heat; add shallots and sauté until translucent, about 3 minutes. Stir in red wine and cook until wine is almost evaporated. 2. Add mushrooms and thyme, and season liberally with salt and pepper. Cook until mushrooms release their liquid and it evaporates. Stir in cream and cook until slightly thickened. 3. Serve alongside or on top of steak or hamburger. Ragout of White Beans Yield: 10 to 12 servings 1 pound dried Great Northern beans or 7 (15ounce) cans, see note 1½ teaspoons salt, plus more to taste 1 tablespoon olive oil 1½ cups chopped onions 2 carrots, sliced 1 rib celery, chopped ½ red or green bell pepper, chopped 3 tablespoons peeled
and thinly sliced garlic (5 large cloves) 2 teaspoons minced fresh thyme or 1 teaspoon dried thyme, crumbled ¼ teaspoon black pepper 2 tablespoons chopped parsley, for garnish Note: If using canned beans, skip to step 3. 1. If you want to, soak the dried beans overnight in water that covers them by a couple of inches (this will make them softer and faster to cook, but is not necessary). 2. Drain the beans if you have soaked them or wash the dried beans and put them in a large, 5- or 6-quart pot. Add 6 cups of water if you soaked them or 8 cups of water if you did not, plus the salt. Bring to a boil and simmer gently, partially covered. After 40 minutes of cooking, taste several beans to check for doneness – you want them all to be tender to the bite but not mushy. Simmer longer if necessary. 3. If using canned beans, put them in a large, 5- or 6-quart pot and bring to a simmer. 4. While the beans are cooking, heat the oil in a 10-inch frying pan. Stir in the onions, carrots, celery, red or green pepper, garlic,
thyme and black pepper and cook over moderately low heat for about 10 minutes, stirring and tossing frequently until the vegetables are soft. Set aside. 5. When the beans are nearly tender, stir in the sautéed vegetables and return to a simmer. Cook, partially covered, over low heat, stirring occasionally, for about 20 minutes or until the beans are fully cooked and soft. 6. Remove from heat. Strain or ladle out any liquid covering the beans (save it for soup). For a thick and creamy texture, remove a cup of beans and purée them in a blender or food processor, or use an immersion blender for a few seconds in one small area of the bean pot to make a small amount of purée. Stir the purée through the rest of the beans. Taste and adjust seasoning. 7. Just before serving, sprinkle the chopped parsley over the beans.
