Kuelper will retire as chief Council OKs agreement putting Nelson in interim role BY PAM EGGEMEIER
ROCK FALLS – Police Chief Mike Kuelper has told the city he will retire next year after 31 years on the force. Kuelper’s official retirement date is May 1, 2015, but unused vacation days will make Feb. 27 his last day as chief. The council approved a resolution Tuesday to make Operations Commander Tammy Nelson
acting chief of police when Kuelper retires. Nelson was a finalist for the position when Kuelper was named chief in 2008. Nelson will do double duty from Feb. 27 to May 1, Kuelper said. “She would be starting the same way I did when I took over for Chief [Beto] Perez,� he said. Kuelper, who turns 56 next week, said he had no specific reasons for retiring at this time, although
the fact that police pensions don’t change after 30 years made it a little more enticing. “It was just time,� he said. Nelson had earlier approached the city about leaving her current position with the department, Mayor Bill Wescott said. “We had a conversation with Tammy, and we think we have come to an agreement with her to keep her here,� Wescott

DIXON – The City Council unanimously voted to sell an 8.85-acre piece of land in the Lee County Industrial Park less than 24 hours after the vote was deadlocked. The city was considering two proposals – from IPP LLC and Green Thumb Industries LLC – to purchase the property with the intent of building a
medical marijuana cultivation center. The discussion started during the regular council meeting Monday night but was tabled until Tuesday, so that the council members could spend more time considering both proposals. During that time, Commissioners Dennis Considine and Colleen Brechon changed their minds, and Commissioner Jeff Kuhn made up his.
The full council supported the proposal from IPP on Tuesday night and voted to approve the sale for $320,000. Mayor Jim Burke and Commissioner Dave Blackburn supported IPP on Monday night. In order for the city to sell the land, which was appraised at $257,000, the council needed four votes in favor of one of the proposals.

The council resolution provides her with conditional employment, because Nelson would later have to be appointed permanent chief by the mayor, with the council’s approval. “This isn’t a guarantee, but it’s our intention to begin the process of her becoming chief,� City Administrator Robbin Blackert said of Nelson. “She has done a great job as an officer, and we
believe she would do the same as chief.� Wescott said this solution could save the city from having to do an external search for the next chief. He also said the move would keep continuity within the department. “We didn’t want to be in a situation where we were losing our chief and head commander at the same time,� the mayor said.

Historical society unearths 150-year-old tomato seeds BY ANGEL SIERRA
STERLING – You wouldn’t expect to find delicious tomatoes while digging around an old outhouse. And that isn’t exactly what was found when the Sterling-Rock Falls Historical Society had a privy dig at the LincolnManahan Home a few years ago. Let’s just say the seed was planted, however. Among the few unique artifacts found were 150-year-old heirloom tomato seeds. It took a little while for them to bear fruit. The privy, or outhouse, was on the property of the Lincoln-Manahan Home, which the historical society purchased in 2007. The society spent about 4 years renovating the home, at 607 E. Third St. in Sterling. During that time, a group of three men from the Chicago suburbs who specialize in antiques and archeological digs related to privy searches were brought in to help. A privy also was commonly used as a dumping ground for garbage, historical society curator Terry Buckaloo said. The original parts of

the home go as far back as 1847, he said, and Abraham Lincoln stayed overnight in July 1856. “In this case, the privy was under a parking lot,” Buckaloo said. “The tell was a square depression in the asphalt.” The men found fine china – some broken, some whole – dating to the mid-19th century. Also discovered were medicine bottles, clay marble, part of a clay tobacco pipe stem, and “a lot” of dishes of the blue transferware style, in addition to tomato seeds – though at the time, no one was sure what kind of seeds they were. “[The diggers] could tell by all the artifacts that it was definitely the 1850s,” Buckaloo said. “We have a lot of them on display at the [Lincoln-Manahan home].” The tomato seeds were “kind of indestructible,” Buckaloo said. The tiny kernels passed through the digestive system and weren’t destroyed, he said, while pointing to a book that labeled them as “undigested fruit and vegetable seeds.” While Buckaloo sure knows his history, his plant knowledge isn’t the greatest, he said. He tried to grow tomatoes

from the seed but failed. That’s where MaryLouise Angone, a master gardener from Sterling, played a crucial role. The 71-year-old Angone has about 60 hours of horticulture classes under her belt and volunteers her time through the University of Illinois Extension Office. Coursework intensity is equivalent to the same one would see from a horticulture degree, she said. Angone, who was brought on to try her green thumb with the seeds found during the privy dig, was able to grow two of about 50 tomato seeds using a fluorescent grow light. “This has great historical value,” she said, noting an air of adven-

ture because no one was quite sure what kind of seeds they were before they were planted. The batch hatched at her home, she said, a process that began in March and produced about six tomatoes. When they ripened, they produced a burnt, brownish color, instead of red, she said. “They taste very good.”

Teacher knows how to strike a chord P
erformances don’t lie. Matt Eaton is a prodigious talent as a percussionist. But in order to hone his skills to stunning levels and, in turn, help students follow suit, he’s used just about everything he’s encountered on his way to this little place we call today. Love. Like that with which he was surrounded in his house growing up, where his father didn’t boast the sort of chops his son would, but still gleefully plunked on the folk guitar and shared every record with his boy. A Kiss fan was born. “I’d dress up in makeup and start playing like Peter Criss,� Eaton said, somehow managing not to laugh. “I found out later that Peter Criss wasn’t the best drummer in the world. But if you can play all his stuff at 12 or 13, you’re doing pretty well.� Pain. Like the brand of jilted agony he felt when his high school band was relegated to early bird, non-credit status. “I took it personally,� Eaton said. “And I still do.� Inspiration. He’d like to thank Kathy Mekeel for the passion and personable manner with which she approached educating. Oh, and then there’s the inspiration he took from the rich, suburban kids in college, who introduced him to such mind-opening artists as Frank Zappa. But mostly Mekeel, in terms of sheer inspiration. “She was wonderful, and I would do anything for her,� Eaton said. “My teachers and staff really motivated me to be the best musician I could ever be. Watching them work, and seeing how passionate they were, I knew I had to be a band director.� The key, he said, was the interpersonal connection that forged a creative conduit between educator and student. “A personality is probably the most important,� Eaton said. “It has to be personality driven. You have to be personal and human with them.� Let’s not forget tools. And Eaton has kept a

very open mind about those, too, scouring YouTube for tricks of the trade, as well as tricks that have nothing to do with the trade of music. Offline, he took to heart a conversation on the golf course with the conductor of the president’s Air Force band, who likened the importance of timing in a golf swing to that in music. Among other revelations Eaton has borrowed (OK, stolen. But any great educator loves it when others steal, for the sake of unlocking potential.) is a breathing technique he learned from a colleague in New Jersey who was working with an adult band. How about camaraderie? Eaton wasted no time forging bonds everywhere he has taught. A freshfaced graduate out of Western Illinois University, he offered to scout for the Milledgeville football team. It made sense, after all. Not so long before that, Eaton was pulling double-duty – as a 4-year quarterback at Dixon High School and as its drum major. There’s even legend of games in which he stood at midfield in his mud-drenched uniform to perform in the halftime show. Eaton says if he hadn’t gone into music, he would have striven to be a scout. The Missiles’ coaches found out why when they took him up on his offer and sent him to Huntley, a contemplative 2.5 hours away. Eaton returned with a book full of insider points. “When I’m teaching, I do relate football to music a lot,� Eaton said. There. That quote right there. That’s the one that speaks to why Eaton has

Why, after 10 years at Milledgeville, he went to Meridian Junior High School in the Stillman Valley district and won one of five prestigious Mr. Holland’s Opus awards. They’re given to educators who best invoke the spirit and dedication of “Mr. Holland,� portrayed by Richard Dreyfuss in the film that invariably reduced all of its viewers to tears. He won the award by impressing a former colleague who covertly spied on how Eaton was putting a grant to use. Clearly, Eaton and his students impressed, and they were awarded $10,000. But that doesn’t even take into account the myriad breakthroughs he’s achieved with private students. With the wealth of tricks and tools he has amassed, he is

always learning how to get more out of students, how to raise their ceilings and unlock unforeseen potential. However, no tool can trump the effectiveness of simply connecting with a student. Just ask Jeremy Van Drew, a 27-year-old Milledgeville graduate who became the first autistic to be named all-state by the Illinois Music Educators Association. “Matt made my boy what he is today,� Jeremy’s mom, Melissa, said during an interview Tuesday. The two began working together about 20 years ago and, while the private lessons stopped about 4 years ago, when Matt and his wife, Lisa, moved to Oregon, they remain close friends. “We pretty much grew up together,� Eaton said. “It was kind of like a

can tell just what type of day he’s had. If it was a bad one, no one but Matt can bring Jeremy “out of that dark place and back into the light,� as Melissa Van Drew puts it. The fact that Eaton isn’t teaching music in a school is a travesty. If you’d like more on how and why that’s the case, check out my column from last weekend. I’m no longer going to bemoan the cruel fate that so many fine arts educators have met. Instead, let’s celebrate the fact that Eaton continues to affect youngsters every day, and that Van Drew is only one of hundreds he equipped with the tools to be great musicians. Perhaps great educators, if they’re brave enough to pay it forward.

father-son relationship, in a way,� Van Drew said. “He urged me to keep going. If I made a mistake, he let me know to fix it. It was not easy. It was tough love at times. But, hey, that’s what makes us so good today.� “That’s the satisfaction of my life, basically,� Eaton said. “When I’m teaching, and something clicks with a student and their eyes light up? That’s why we do what we’re doing.� They’re kindred spirits, and you just can’t miss it when you watch recordings of the Sterling and Dixon municipal bands. While the rest of the band is dialed in and still, aside from the kinetics required to play their instrument, Eaton and Van Drew are swaying and dancing, quite often in sync. MORRISON – Two Rock Falls men charged in an April hit-andrun accident that left a Sterling man critically
injured are behind bars in Illinois. Dayton J. Hicks, 19, and Jorden E. Johnson, 22, were arrested in July in Corpus Christi, Texas. Whiteside County Sheriff Kelly Wilhelmi initially said their extradition to Illinois could take months. In fact, it took only a few weeks. They have been in Illinois since Aug. 10, Wil-

helmi said Thursday. Hicks is in Whiteside County Jail. Johnson is in prison, where he is being held for violating his
probation on an aggravated battery conviction. Both are charged with attempted murder, and both have pleaded not guilty. Each has a pretrial hearing scheduled for Wednesday. Jacob Carr, 20, was found critically injured, lying in the 300 block of West Fifth Street in Sterling about 12:30 a.m.

April 2. Police are unsure of how long he was lying there, but have said it could have been as long as an hour before he was found and then flown to OSF Saint Anthony Medical Center in Rockford. He no longer is hospitalized, but his recovery has been slow. The investigation was slow-going, too. It took police 2 months to name
Hicks and Johnson as suspects; they were arrested in Corpus Christi on July 21 and July 23, respectively. Two other Whiteside County residents also are charged in the case. Kristin L. Alumbaugh, 21, of Sterling, and Dylan Goodell, 21, of Rock Falls, are charged with obstruction of justice.

DIXON – Dixon Main Street intends to find the right person, rather than make a quick hire for its next executive director. The group is in a “transition period,� Main Street board President Scott Brown said, and the board expects to meet this week to Josh determine a timeAlbrecht line and strategy for hiring a successor to Josh Albrecht. That process could involve a task force or search team. Albrecht, who has been the nonprofit agency’s executive director since December 2007, told the board Sept. 8 that he had accepted a job with the Rockford Area
IN BRIEF #OLLEGE STUDENTS DROWNED IN QUARRY NAPERVILLE (AP) – Two 21-year-old college students who died earlier this summer drowned when a car they were riding in went into a Naperville quarry, according to DuPage County Coroner’s Office officials. Sajaad Syed of Naperville and Mihirtej Boddupalli of Lisle were killed in the early morning of July 19 after the car ran through a fence and fell into 40-feet-deep water in the quarry, The Naperville Sun reported. The drowning ruling was made recently, following toxicology testing results that showed alcohol and narcotics were not a factor in their deaths, Chief Deputy Coroner Charlie Dastych said.

In 2013, the City Giana C ouncil raised Bonneur Albrecht’s salary from $40,000 to $65,000 in a bid to keep him. That was a year after Mumford & Sons brought its Gentlemen of the Road tour to Dixon, which Albrecht turned into a 2-day festival with several other bands that brought 15,000 people to town. Brown said the board hadn’t decided on a salary for the next executive director. During Albrecht’s time with Main Street, the agency expanded its calendar to more than 50 days of events, took over day-to-day operation of the riverfront and coordination of Second Saturdays, and assisted in coordinating Petunia Festival.

TAMPICO – State Rep. Mike Smiddy was in town Thursday to visit a new day care center and write a check to the hosts. Smiddy and Mayor Kristine Hill toured the village-operated facility at the Ronald Reagan Community Center. Tampico was the second stop on the Hillsdale Democrat’s tour of nonprofit organizations in the 71st District. Smiddy will give $200 to each organization as part of his pledge to donate his legislative raise, which he opposed, back to nonprofits in his district. State legislators will receive, on average, an extra $3,000 in salary during the fiscal year that began July 1. It’s not exactly a pay increase, but money they will recoup from a furlough program that the state

One woman was in her 70s and the other was in her 80s, said Chicago Department of Public Health spokesman Ryan Gage. Another two Chicago residents with the virus have recovered. Statewide, health officials have reported 15 human cases of West Nile virus, which is transmitted by mosquitoes.
