Marijuana shop being built The Dispensary seeks staff, patients BY KATHLEEN A. SCHULTZ

FULTON – The Sauk Valley’s sole medical marijuana dispensary is under construction, hiring staff and reaching out to potential patients. The Dispensary, being built at 1801 Fourth Ave., will serve primarily people in Whiteside, Ogle, Lee, and Carroll counties. Work at the site began in earnest this week, but there’s no firm date for the 3,150-square-foot facility to be completed, General Manager Jeff Soenksen said. For now, just the dispensary is being built, he said. If all goes as planned, however, it eventually will become one of three spaces in a new shopping center in the formerly vacant lot where state Routes 84 and 136 meet, City Administrator Ed Cannon said. It’s also in a tax increment financing district. The shop’s opening “will coincide with product being readily avail-

able,” said Soenksen, 27, who moved to Fulton from Colorado, where he had managed a cultivation center. In the meantime, he and his existing team – including former Carroll County Board member Kurt Dreger, formerly of Savanna but now of Fulton, a dispensary manager – want to help educate and assist prospective patients with the process, and get staff hired. To that end, they are having outreach sessions from 2 to 7 p.m. every Wednesday, starting next week, at the Robert Fulton Community Center, 912 Fourth St. Prospective patients and interested community members are encouraged to attend, Soensen said. In addition to answering questions and addressing concerns, he will have patient applications available, and will help to fill them out. Job applications and resumes also will be accepted. The Dispensary will hire associates for patient services, sales, and security, as well as managers. Background

checks will be done. Interested applicants who can’t attend a session may email their résumés to info@thedispensaryfulton.com. How many staff needed will be determined by patient load, Soenksen said. Statewide, nearly a year since the program launched, only about 2,800 patients have been registered to use the drug. The number of applications submitted so far is far below projections, but is expected to increase once the product reaches dispensary shelves, likely by the end of the year, state officials have said. Before a dispensary may open, it must be registered with the Illinois Department of Financial and Professional Regulation, and principal officers and employees must be licensed separately. The Dispensary has its conditional approval from the IDFPR; final approval can’t come until after the state inspects the building, Soenksen said. The state’s Compassionate Use of Medical

Cannabis Pilot Program Act divvied up marijuana cultivation centers by Illinois State Police districts, while the 60 dispensary districts were charted by population size. The Fulton dispensary will be the only one within a 2,613-square-mile area. While it is meant to serve primarily residents in ISP District 1, other nearby patients can use the facility if they choose to, but they must designate it on their application. District 1’s nearest cultivation center will be in Hillcrest, a village of 1,000, in eastern Ogle County, on the north edge of Rochelle. For Bureau County, which is in ISP District 17, the dispensary will be in Ottawa and the cultivation center will be in Oglesby in Lake County. Both Soenksen and Dreger are eager to get up and running. “We’re very, very excited for the Illinois program, and for the patients, especially,” Dreger said. “I believe this program is going to be a great success.”

Hearing to consider new conditions for medical marijuana CHICAGO (AP) – A public hearing next month will hear evidence for adding eight medical conditions to the list of what can be treated with medical marijuana in Illinois’ pilot program. Anyone who wants to present evidence in favor of adding one of the eight conditions must submit a statement to the Illinois Department of Public Health by email by 5 p.m. Sept. 30 or by mail postmarked by Sept. 28. Gov. Bruce Rauner’s administration has so far rejected recommendations to add new conditions to the list. But an advisory board is still scheduled to have a public hearing on Oct. 7 in Countryside. The conditions being considered were submitted by public petition in July. They are autism, chronic pain due to trauma, chronic pain syndrome, chronic post-operative pain, intractable pain, irritable bowel syndrome, osteoarthritis, and post-traumatic stress disorder. State to fund services for disabled kids

CHICAGO (AP) – Illinois will begin paying for services to help young children with developmental disabilities and to assist seniors in their homes despite not having a budget in place and warnings from lawmakers that the state is spending billions more than it’s taking in. Illinois Comptroller Leslie Munger said Wednesday her office determined the early intervention services, provided to children up to age 3, should have been paid for under a previously issued consent decree that requires some social services be funded. In a separate action, a fed-

eral judge ruled a program that aims to help seniors avoid costly nursing home care is covered by a court order requiring state payment. She said she learned last week the program was “slipping through the cracks” and some providers were about to suspend programs. After consulting with attorneys, she decided payments to providers should be processed immediately and are a “relatively low amount” compared with the state’s overall budget crisis. Meanwhile, the Community Care Program, which provides Medicaid-cov-

ered in-home services for seniors, must be funded under a decades-old consent decree governing services under Medicaid, U.S. District Judge Joan Lefkow ruled Wednesday. Providers might not see immediate payment for their work with 89,000 seniors, according to plaintiffs’ lawyer Stephanie Altman with the Sargent Shriver National Center or Poverty Law. She did not immediately know how much is owed. “This is just getting into the queue, but without getting into the queue, you have no hope,” Altman said. Republican Gov. Bruce

Under state law and various court orders, many bills – such as state payroll, pension payments and some social services – are being paid at a pace that, if it continues throughout the fiscal year, could lead to multibillion-dollar deficit. Other payments can’t be processed because the comptroller’s office doesn’t have authority to cut the checks. Munger said her office is being “bombarded” with about 5,000 phone calls per week from provid-

ers and vendors hoping they’ll be paid or wondering when they might see their money. It’s led many social service agencies to lay off staff, and others have closed. The former businesswoman who was appointed by Rauner to fill the term of the late Judy Baar Topinka again called on legislators and the governor to reach a budget deal. She noted that in 2014, Illinois paid more than $50 million in late fees to providers and vendors – a number that will be significantly higher this year as the backlog of unpaid bills grows.

“This is no way to run this state,” she said. Munger also said that suggestions by some people that she’s a “mouthpiece” for Rauner are wrong. Munger is seeking her first full term in 2016, and Democrats already have linked her to Rauner and proposals they say hurt working people. During a speech at a GOP gathering last month she described herself as Rauner’s budgetary “wingman,” and frequently advocates for Rauner-backed agenda items such as changing workers’ compensation to make it less costly for businesses.

New law hurts counties’ budgets

Pay bumped from as little as $4 a day to $25 for first, $50 for additional days with at least three major jury cases expected to be heard during that time, The Northwest Herald of Crystal Lake reported. Lee County faces the same problem on a smaller scale. Circuit Clerk Denise McCaffrey-Ehrmann said her office budgets for four trials a year, but already has spent most of the $11,000 it sets aside to pay jurors. “We’re right at the edge,” she said, with maybe one more weeklong trial ahead. The number of juries needed each year is an estimate based on several factors, among them the sitting state’s attorney’s trial philosophy, and whether crime is up or down, McCaffreyEhrmann noted. Then there are grand juries, which determine whether the state has enough evidence to warrant a case going to trial. Those jurors meet occasionally to hear several cases over the year to 18 months they serve. They, too, now are paid $25 the first day, and $50 a day for the rest of

A new law that more than doubled what Illinois jurors are paid is starting to affect county budgets in the Sauk Valley and across the state. The new law requires counties to pay jurors $25 for the first day of service and $50 for each additional day. Counties previously were allowed to pay jurors as little as $4 a day, causing Illinois to rank near the bottom of U.S. states when it comes to state-set rates. Then-Democratic Gov. Pat Quinn signed the measure in December. Bill sponsors said it was aimed at properly compensating jurors because state law doesn’t require employers to pay wages during jury duty. The McHenry County Board will consider today whether it should transfer $100,000 to replenish the fund it uses to pay jurors. The fund is almost empty, and there are more than 2 months still left in the county’s 2015 fiscal year,

their service, McCaffreyEhrmann noted. “It’s a really big hit for us.” Should she run out of money, she will have to ask the county board for contingency funds, just like any other department. And although, theoretically, her jury budget for 2016 should nearly double to cover the statemandated increase, she did not ask for more money because county departments were told to keep their spending at current levels, she said. In the past, before measures like this were passed, court clerks would be consulted on how such a law might affect their office and their ability to function, but not this time. This bill came out of the blue, McCaffrey-Ehrmann said. “Someone really didn’t

think about this, about how it would affect the counties.” In Ogle County, the board set aside $10,000 in 2013, but spent $20,000 on jurors; in 2014, those numbers were $15,000 budgeted, about $22,000 spent, Circuit Clerk Kim Stahl said. And although she’s under budget at the moment, Stahl expects to exceed the $15,750 budgeted for this year because a lot of cases are coming up. Whiteside County Circuit Clerk Sue Ottens, on the other hand, is in good shape. That’s because the county usually budgets about $40,000 a year for jury pay, to be on the safe side, but rarely uses that much. This year, in fact, she has used about half that so far, which is typical,

Collards: Move over, kale

Cooks taking classic veggie to new heights Collard Green Pesto Yield: About 1 cup 4 ounces (about 4 cups) stemmed, chopped collard greens Juice of ½ orange ¼ cup chopped pecans 2 tablespoons grated Parmigiano-Reggiano cheese 1 to 2 tablespoons olive oil Coarse kosher salt and freshly ground black pepper to taste Bring a small pot of water to boil. Add the collards, working in batches if needed, and cook just until bright green, about 2 minutes. Drain well. Place blanched collards in the bowl of a food processor and pulse to grind. Add the orange juice, pecans, cheese and oil. Pulse to combine. Taste and add salt and pepper as needed. (You can also chop the collards for a more rustic consistency.) Refrigerate and serve at room temperature.

Whisk in the olive oil. Refrigerate until ready to use. Place the greens in a large salad bowl. Add the tomatoes, diced egg, avocado, pecan halves, bacon and blue cheese. Toss well to mix. Drizzle with enough dressing to moisten it all, then toss again. Serve with any extra dressing on the side.

Blue Collard Dip Yield: About 6 cups This may be the perfect tailgate-season dip, and you can use it right through New Year’s. We adapted it from Edible Piedmont magazine, which got it from Mindy

Ballou Fitzpatrick of The Friendly Market in Morehead City, North Carolina. 1 to 2 tablespoons vegetable oil 1 to 2 yellow onions, peeled and sliced 6 to 8 slices bacon 2 cups cooked, chopped, drained collards (see note) 1 (14.5-ounce) can fireroasted diced tomatoes, or 1 cup slow-roasted tomatoes, chopped ½ cup blue cheese crumbles 1 tablespoon kosher salt ½ tablespoon freshly ground pepper 1 tablespoon Texas Pete hot sauce ½ cup grated Parmesan cheese 8 ounces softened cream cheese ½ cup mayonnaise ¼ cup sour cream Warm the vegetable oil in a skillet with a lid and stir in the onion. Cover and cook slowly over low heat, stirring occasionally, until the onions are very soft and caramelized. (Can be made in advance and saved to finish the dip.) Cook the bacon in a heavy skillet over medium heat until browned. Drain on a paper towel and chop. In a large mixing bowl, combine the well-drained collards with the onions, bacon and all the remaining ingredients. Turn into a 1-quart baking dish or ovenproof pie plate.
