ROCK FALLS – Gov. Pat Quinn finished his dinner at La Familia on Wednesday and told the crowd that had gathered at the restaurant to see him that he’d have to come back soon. “This was the best food I’ve eaten all week,� the Hinsdale-born Democrat said. “I would have liked to order more food, but I can’t afford it,� he quipped. Quinn took what he calls the minimum wage challenge this week and said he is living on $79, the average amount a full-time minimum wage worker is left with after housing costs, transportation and taxes, as calculated by his campaign team. The governor’s challenge is part of a big push by state Democrats to drum up support for a referendum that will be on the Nov. 4 ballot that asks voters if the state’s minimum wage should be raised. Rock Falls was making his eighth and final stop of the day, seven of those to visit cafes and fast-food restaurants and speak with low-wage workers. “My purpose in traveling across Illinois today is to help the moms and dads who work at some of the hardest jobs in our state and make only $8.25 an hour,� Quinn said. “My mission is to do the right thing for everybody and make sure no one is left out.�

Billionaire businessman Bruce Rauner, Quinn’s opponent in the Nov. 4 election, opposes a minimum wage increase, and the governor’s new ad campaign takes aim at the disparity between the candidates on the issue. Quinn believes that a minimum wage bump to at least $10 an hour is a key step in driving economic growth and addressing poverty. “Several studies, including one done by the Federal Reserve, show that this will give people more purchasing power, boost the economy, and allow businesses to save money by keeping employees longer,� he said. Local businessman Liandro Arellano said that, while the governor’s argument makes sense in theory, it isn’t that simple in practice. “I lived on minimum wage as a kid, and now I’m a business owner,� Arellano said. “I fear my taxes will be raised, and I’m already maxed out on labor. What am I supposed to do?� Quinn said that by increasing the minimum wage to $10, a half-million Illinois consumers will make an extra $4,800

But Arellano said he believes inflation would rise along with wages, thus defeating the purpose. “He makes it sound like a silver bullet, but it’s not,� the owner of several Jimmy John’s restaurants said. “Business owners will have two options – raise prices or fire people. People want a better job or a promotion, not an extra dollar an hour.� Dave Barajas, owner of La Familia, supports the minimum wage increase. Barajas had extended the invitation through state Rep. Mike Smiddy for
Quinn to use his restaurant as a stopping point on the minimum wage circuit. “I think it is important to show employees that you value them,� Barajas said. “If you have a good product and good service, I believe the bottom line will take care of itself.� Larry Meyer of Rock Falls, a retired steel mill worker, said a much broader conversation is needed about stimulating the state’s economy. He said the fact we have become so dependent on service jobs is problematic. “We have to get our factories back, or we are

’m a firm believer in mandatory physical education in schools. Maybe you hated gym class, but I remember it as an opportunity to learn the fundamental skills required for participation in numerous sports and recreational activities. In grade school and high school, I learned the basics of track and field, basketball, volleyball, tennis, golf, gymnastics, and if you can believe it, trap shooting. I grew up in more innocent (and rural) times, as you might have gathered. Mandatory P.E. even followed me beyond high school. My college required students to take P.E., and I enjoyed a May term spent learning to paddle a canoe. To me there is a natural link between classroom and physical education, but some people do not realize the important relationship between physical fitness and academic success. Numerous studies show that increased levels of physical activity and fitness have a positive impact on learning. The latest studies show that grades and standardized test scores improve with increased physical activity and aerobic fitness, especially test scores in mathematics. Other studies show that physical activity has a positive effect on children’s memory, attention, information processing, and problem solving skills. Physical activity seems to enhance other skills that are valuable in the academic environment like behavior, concentration, and classroom participation. Physically fit pupils also appear to be absent from school less frequently.

While still mandatory in Illinois, P.E. classes seem to have been increasingly crowded out of the school day, with students spending fewer days and minutes learning skills that might help them remain active for the rest of their lives. Hopefully that will change in the near future. Gov. Pat Quinn recently signed two bills designed to improve physical education in Illinois schools. One specifies that professionally trained P.E. and health teachers be recognized as “highly qualified,� similar to teachers of other subjects. The other bill implements physical fitness assessments to help students set individual goals, to help teachers address student needs, and creates a system to monitor the fitness levels of Illinois youth over time. Students are back in school now and, hopefully, back in the gymnasium. If you have a child in school, please encourage them to participate as fully in their gym class as they do in all others. You might even require “homework� by shooing them out the door for some active play time every day. It wouldn’t hurt to join them – many of the brain benefits of being more physically fit apply to adults, as well.
An eye exam is a good idea, especially if things are starting to look a little fuzzy around the edges.

SPRING VALLEY – A Bureau County woman injured when a scoreboard fell and hit her on the head has reached a $1.58 million settlement with Daktronics Corp., which made the scoreboard. Karen Erwin of Spring Valley was represented in Bureau County Court by Peru attorney David Olivero. According to a news release Olivero issued Tuesday, and to Bureau County Republican archives: A Daktronics employee was removing a basketball scoreboard in the Leepertown Grade School
gym on Oct. 19, 2006, when he fell off the ladder. Erwin and her son, also a school custodian, were working in the gym and were helping the man when the scoreboard, which weighed more than 200 pounds, fell off the wall and hit her in the head. Erwin needed extensive medical care and never will be able to work again, and the settlement is expected to take care of her medical expenses for the rest of her life, Olivero said in the release. According to Illinois Jury Verdict Reporter, this is the largest settlement involving a head injury in the history of Bureau County, he noted.

Benefit brings $15K for Honor Flight T
he bags tournament and fundraiser held downtown last Saturday could become an annual event. The Bags for the Brave event attracted about 2,000 people, 20 bags teams and brought in about $15,000, which will go toward 30 Lee County veterans making an Honor Flight trip to the nation’s capital, according to a news release from Dixon Police Chief Danny Langloss. The majority of the money raised came from business sponsorships, he said. “There is nothing more important than honoring our veterans,� Langloss said in the release. “We

Audit presentation Financially speaking, the city is in good shape. That was the message delivered by Wipfli’s Rory Sohn during Tuesday night’s City Council meeting as he gave the audit presentation for the city’s 2013-14 fiscal year, which ended April 30. One area that could be improved, he said, was the contributions to the pension funds. The Dixon Police Department pensions are funded at 69 percent, the Fire Department at 58 percent. Sohn said the average pension funding level for cities in the country was 74 percent. The city previously considered a review of its financial controls, but
the council voted 3-2 against it last month. The commissioners voting against it said they were confident on the controls that were put in place in the past year. “The current controls of the city were operating very effectively,� Sohn said. “We test internal controls when we do the audit. We test the bank reconciliation and the invoicing and the documentation. 24 new rules to follow SPRINGFIELD (AP) – Schools in Illinois have begun their academic years with two dozen new requirements from lawmakers that don’t come with any corresponding state funding. The Springfield bureau of Lee Enterprises newspapers reports data collected by the Illinois State Board of Education show the 24 additional requirements this year are down slightly from the average 27 new rules imposed each year since 2007. This year, the new rules include training students how to use automatic external defibrillators, and practicing how to evacuate
schools in emergencies. The new requirements for schools come at the same time as Illinois’ rising unfunded pension liability prompted severe cuts to school funding in recent years, with district officials frequently voicing complaints that the cost of complying often comes at the expense of other programs or even local property tax increases. State officials say at least 64 of the estimated 224 new requirements handed down in the past 7 years would cost school districts money. “Obviously, there are some things that are

worthwhile,� Mike Williams, superintendent of the Maroa-Forsyth school district in central Illinois, said. “We’d just appreciate the ability to review some of them and decide whether they fit with our mission.� Mandates put on the books in recent years that some decry as unnecessary include requiring school districts to accept miniature horses as service animals for certain disabled children. Others require schools to teach about Internet safety and to have all flags flown at public school buildings manufactured in the United States.

Andy Manar of Bunker Hill last spring introduced a proposal that would allow school districts to opt out of having to comply with some mandates – a way of appeasing some districts that questioned his plan to overhaul the state’s school funding formula. SPRINGFIELD (AP) – Illinois is expected to soon be one of a handful of states that formally recognize students’ mastery of two or more languages. State Board of Education Officials Announced Tuesday they’re moving forward with an initiative awarding students with a “Seal of Biliteracy� on high school diplomas and academic transcripts if a high level of proficiency in one or more languages besides English is met. The initiative was authorized through legislation signed by Gov. Pat Quinn last summer. A 12-member legislative committee is tasked with reviewing the program’s proposed rules this fall. If approved by the panel, Illinois will join states including California and New York in offering seals to graduating students this school year. Illinois education officials hope that offering the biliteracy seal will inspire students to learn multiple languages.

Move over, marshmallow Rediscover the joy of campfire cooking
place honey water in it and nestle that in the coals to bring to a simmer. If not, just warm the honey water in the microwave and set aside. Put as many of the pastry packets as will fit onto the hot griddle. Brush any exposed unbuttered surfaces with melted butter. Bake for 4 to 6 minutes on one side. Flip. Brush with butter and bake another 4 to 6 minutes. Remove from griddle to a plate. Cut in half diagonally and drizzle with honey. Enjoy immediately. Wood-fired foods For some, the obsession with cooking over fire begins with camping trips or Scouts. Eric Krause got involved with Scouting with his 12-year-old son, Campbell, and Pack 3 at Myers Park United Methodist Church in Charlotte. Starting as Cub Scouts, Krause said, the boys learn how to light a fire (with adult supervision, of course); how to toast a marshmallow; how to make what is called a “hobo pouch” (pieces of food in a foil packet and placed on the coals); and eventually graduate to cooking with a Dutch oven. “What boy doesn’t like to play with fire?” Krause asked. “So we’re teaching them how to do it responsibly. The boys walk away feeling empowered. . . . It’s great to watch.” Krause now competes on a barbecue team.

What will you need? Fire pit: Fireplace or a cleared space in the yard. (Fire pits can be as sophisticated or humble as you like. It can be lined with bricks or rocks or not. At its simplest, just pick a patch of dirt clear of debris and away from structures.) Wood: Kindling (twigs, pine needles, small pieces of bark, pine cones, paper); small pieces of softwoods, like pine, to start the fire; and larger logs of hardwoods, such as oak, maple and hickory.
Yield: 6-8 servings 2 Italian frying peppers, seeded and diced 2 Hungarian wax peppers, seeded and diced 1 large white onion, diced Fat pinch of salt 1 tablespoon balsamic vinegar Freshly ground black pepper 1 loaf rye bread or other rustic bread 1 pound very best quality slab bacon, with rind Mix peppers, onion, salt, vinegar and black pepper in a small bowl. Set aside. Slice bread, about 4 to 6 slices. Toast slices and set aside. Cut bacon into oblongs of about 1 by 2 inches. Then carefully cut crosswise repeatedly into the meaty face of your piece of bacon, making parallel cuts about ¼ inch apart; do not cut all the way through. Imagine that the chunk of bacon is a little book, and that the rind is the binding. Place several spoonfuls of pepper-onion mixture on top of the toasted bread. Have a plate close at hand while cooking the bacon. Thread skewer through the “bacon book.” Use a fire shovel or stick to drag out some glowing coals in front of the fire, making a

Campfire Baklava This recipe requires a flat griddle. Our recipe tester used the cast-iron one intended for her gas range, perched on bricks over a bed of hot coals. A cook could also improvise by setting a cast-iron skillet on top of some coals. Either way, barbecue gloves are essential to place the griddle or the skillet over the coals. Yield: 4 servings 7 ounces unbleached allpurpose flour 1/2 teaspoon kosher or sea salt 2/3 to 3/4 cup lukewarm
water 3/4 cup walnuts, finely chopped 1 1/2 tablespoons sugar 1/2 teaspoon cinnamon 1/4 cup honey 1/4 cup water 6 tablespoons butter, melted Make dough: about an hour before you intend to bake them, mix flour, salt and 2/3 cup water together in a small mixing bowl with a fork. Add a bit more water as necessary to make the dough come together. Knead dough until it is very smooth and uniform. (You may have to dip your fingers in more flour to be able to work the dough.) Divide dough in four equal pieces and knead each one into a nice, smooth ball. Place in a bowl, cover with plastic wrap and let rest for an hour. Combine walnuts, sugar and cinnamon in a small bowl and set aside. Combine honey and water in a small measuring cup. Stir to thin honey and set aside. Heat flat griddle over a bed of coals. Lightly flour work surface. Take one ball of dough and press it into a disk.
Flour a rolling pin and roll dough into as large a circle as possible. Pick up dough and place your hands, knuckles upward and under center of dough circle. Gently stretch your fingers and hands apart, rotating dough to stretch it evenly. When dough center is pretty thin, move on to stretching the edges. Take dough by the edge and work your way around the perimeter, stretching little sections as you go. If you make a little tear near the edge, do not worry; it will be buried in the pastry. Be careful not to rip the center. Place pastry back on a very lightly floured surface. Brush surface of dough with melted butter and deposit one-quarter of the filling in a 3-inch square in the center. Fold the upper and lower edges in part way, covering the filling. Brush a touch more butter on any unbuttered surfaces, then follow suit with the left and right flaps. You should end up with a nice, compact, square packet. Repeat with three remaining balls of dough and filling. If you have a clay pot,
Toasted Cheese This is the campfire version of grilled cheese. Have toasted slices of your favorite bread on a plate nearby. Use a skewer, grilling fork or a stick to impale a 1-inch cube of cheese – such as cheddar, Gouda, Muenster or whatever is your favorite – on the tip. Hold skewer over bed of coals, turn slowly for even exposure to heat. No quick movements. When cheese starts to drip, move away from the coals and use the bread to catch the drips. Return to heat. Repeat. Be attentive and ready in case the cheese falls off the skewer into the coals. Cheese and bread can always be enhanced. Consider these toppings alone or in combination: mustard, fig jam, mango chutney, tomato jam, thinly sliced onion, tomato slices, avocado, sliced apple or pear, prosciutto, sliced olives, jalapeno slices, chowchow and olive tapenade. Job Duties:
• Understand and follow plant sanitation practices and procedures including primary work areas and maintenance shop. • Ability to effectively communicate to/with other team members. • Use maintenance practices for storeroom ordering, work orders and daily time entry. • Properly uses Maintenance equipment including hand tools, lifts, threaders, benders, drills and welding equipment. • Apply basic electrical and electronic principals in the installation, trouble shooting and maintenance of Plant Systems. • Understand and follow the latest plant electrical standards and procedures. • Properly use basic diagnostic equipment including volt/ohm meter, wiggie, ammeter and megger. • Properly install conduit, raceways, fittings, etc. • Install, troubleshoot and maintain switch gear, control wiring and components, overcurrent and overload protection for plant motors including three phase systems. • Read, update and create electrical prints and documentation. • Design, program and troubleshoot plant programmable logic controllers, input/output devices and associated equipment. • Troubleshoot and maintain plant electrical and electronic equipment to competent level including interfaces, process controllers, power supplies. • Demonstrate a working knowledge of all plant equipment and material flow. • Demonstrate ability and desire to stay abreast of new technology and equipment as it pertains to plant operations.
Basic Qualifications:
• High School Diploma or GED equivalent required. Associates Degree or equivalent preferred. • 2 years industrial electronics or related electrical experience • Applied knowledge of single phase and (3) phase electrical power, basic PLC programming and ability to diagnosis and repair electrical circuits in a high volume manufacturing environment. • Must be able to work any shift, overtime, weekends and holidays. • Computer Proficient
