Plotting future of recreation Maps are starting point for branding natural resources BY PAM EGGEMEIER
ROCK FALLS – The city’s trail system might not have a name, but it has mission and vision statements. Those elements, particularly important for grant-writing purposes, were developed Thursday during a meeting of the Hennepin Canal/ Trails committee. While it is advised to keep mission and vision statements as short as possible, committee members discussed the importance of incorporating certain elements, including tourism. “I think the statement needs to encourage events, because we’d like to see the trails and canal
be a draw for tourism,� committeeman John Larson said. Gwen Tompkins of Rock Falls, a guest at the meeting, hoped education would be included in the vision statement. “I’d like to see something to promote the public’s understanding of the history of the area,� Tompkins said. “The railroads are a very important part of all that.� The committee also produced some rudimentary Google maps that divide the trail into six sections, as it works on a master plan that will eventually bring changes to the county’s green space map.
In 1998, the Whiteside County Greenway and Trail Plan was drawn up. Ten years later, it was updated, and new maps were added. The new Rock Falls trail divisions are as follows: Section 1, McNeil Road to Beltway Road; Section 2, Beltway Road to Linville Crossing; Section 3, Linville Crossing; Section 4, Linville Crossing to Avenue D; Section 5, Avenue D to Fifth Street and Avenue A; and Section 6, Fifth Street and Avenue A to the river. When finalized, the trail divisions will be mapped by Cloudpoint Geographics, which will donate its services. For various reasons,
the maps won’t be allencompassing. “We’ll limit the trail on the map from the lower dam to upper dam until the Limestone Building is down,� Chairman Jim Schuneman said. Connecting the trail system ultimately falls on the Illinois Department of Natural Resources, because it’s their property. “At the bridge, it’s pretty much out of our hands for now until IDNR deals with getting the trail under the bridge, and then there’s the green space project at the riverfront,� he said. Geography also dictates that the prairie land can’t go beyond Avenue

Schuneman said he believes there should be a name that collectively identifies the three trails in the system. “We could still section off the trails and seek donations for naming
the various parts,� he said. If all goes according to plan, one part of the system will already be named. The proposed Storybook Trail, an interactive reading project, would be set up from the Avenue D trailhead to McNeil Road.

STERLING – A $1.1 million project to renovate a long-closed building at the Westwood Fitness and Sports Center is underway. The first phase of the project at Building 2 involves replacing the roof and side walls at a cost of $538,900. Three subsequent phases would include restrooms, heating, lighting, sidewalks, and ramps. The park district acquired the late-1970s building in 1991, and it was used almost exclusively for tennis. But as interest in the sport waned, the four extra courts weren’t needed, so they were used to accommodate youth programs. When the roof began to leak, the decision was made to close the building that never drew much traffic. “The building was never very popular, and because we had Building 3, we couldn’t justify the expense of fixing the roof,” Park District Director Larry Schuldt said. Building 2, near the outdoor tennis courts, became a large storage garage for staff, but the park district again needs more court space for basketball and
volleyball. That need was created when turf was placed in the track building, pushing those activities from the main building. “With the elimination of those courts, the idea of renovating Building 2 became more interesting,” Schuldt said. Schuldt said, that like the Thomas Park pond dredging, the roof and walls work has been held hostage to the whims of Mother Nature. “If we don’t get any heavy rains for a while, the Building 2 work should be finished at the end of August or in early September,” Schuldt said. Schuldt said the work there is not interrupting any activities at Westwood. A $335,000 elevator project at Building 3 has been put out for bids, and Schuldt expects a bid to be approved at the park district’s July 20 board meeting. The work should begin shortly after the contractor is chosen. That project will inconvenience the public periodi-
cally, because a vestibule must be built near the front entrance. The elevator project could extend into November. “There won’t be problems with the basketball and volleyball courts, but there will be times when people have to enter a side door instead of the front,” Schuldt said. Schuldt said donations will entirely fund both building projects. At Thomas Park, the relentless rainfall has delayed the dredging of the pond. The park district is collaborating with the city to dry the material from the pond so it can be moved to help cover the former Northwestern Steel & Wire Co. brownfield site. Sterling received $900,000 from the state’s Mud to Parks program to help move 60,000 cubic yards of dredged material to the site. The weather has hampered the pond project since early spring. “We work a day or two, and then we just get another downpour,” Schuldt

said. “It will take a couple of months for it to dry, so it will be fall now before it gets moved.” One large pump is used to drain the pond, and a channel was built to keep the water away that comes in from the creek. Schuldt said if the rain stops, the material can be stored in 7 to 10 working days. The city isn’t overly concerned about the delays jeopardizing grant dead-
lines. “The Thomas Park dredge material is a small portion of the overall cap,” City Manager Scott Shumard said. “While the weather is delaying that part of the project, we believe we are still on pace to get where we need to be.” Some of the material will also come from construction work done at the Meadowlands Business Park.
SPRINGFIELD – The Illinois General Assembly approved, 73-34, a bill restricting severance packages for prematurely departing community college employees to no more than a year’s pay and benefits. The legislation now goes to the governor. It arose from the payment of $763,000 by the College of DuPage in Glen Ellyn to end then-president Robert Breuder’s contract 3 years early. It also limits the length of contracts to 3 years.

City will try to lure a big one But likely won’t host championship until ready – think 2017 BY BRENDEN WEST
DIXON – After the success of Cabela’s King Kat Tournament in June, Dixon might have positioned itself to reel in a bigger catch. Mayor Li Arellano Jr. revealed during Monday’s council meeting that the city is having extensive discussions with Cabela’s about hosting one of two annual King Kat Championships within the next 2 years. Dixon already hosts a “Super Event” that drew 52 teams this year on this area of the Rock River. Should the city land a championship – the largest category used by Cabela’s – it could mean 80 teams and hundreds of anglers dipping their lines in Sauk Valley waters for 2 days. To city officials, that’s an obvious tourist boon for a community that’s already benefited from smaller tournaments. “The impression I got is that this is not something that would necessarily be hard to get for us,” Arellano said Monday. Jeanne Kuhn, a member of the Dixon Tourism board, said discussions started when she “jokingly” brought up hosting the championship tournament with Cabela’s organizers last month. When they responded that they liked the concept, Dixon officials started discussing what the championship tournament would mean. For a “Super” tournament, Dixon is one of the larger draws, Kuhn said. And participants seem to enjoy what the city has to offer. Many arrive in Dixon early to take in the city and the river. “It brings a lot of outof-towners,” Kuhn said Wednesday. “They love the river. They like our location – being close to the highways. ... They love Page Park [where the tournament is hosted]. They find it extremely accessible ... “They just love Dixon.” Councilman Mitch Tucker (who was absent from Monday’s meeting) is the council’s liaison

ROCHELLE – Two baby horned owls rescued 5 days after an April 9 tornado swept through Skare Park will be returned to their birthplace at 7:30 p.m. Saturday. The owlets were found, weak and lethargic, in a nesting hole in an uprooted oak tree. They were too young to fly or find food for themselves, and their parents never were found, said Elizabeth Sosa, director of recreation at FlaggRochelle Park District. Northern Illinois Raptor Rehab and Education in Loves Park took over their care, and a momma great horned owl took them under her wing. “The two Skare Park owlets are doing great and are
now juvenile great horned owls,” Candy Ridlbauer with Raptor Rehab said in an email. “Our female foster, Olivia, has again done a fantastic job fostering these two. We have been watching them on camera at night to see them play, preen each other, pick on each other and cuddle together. “They are both aggressive [which is very good for survival] ... and have been trained on ‘live prey’ in anticipation of the release, she wrote. Weather permitting, Raptor Rehab will give a short presentation, then they will be set free on the Norm Skare Museum side of the park, west of Rochelle at East Flagg and Skare Roads.

Tournament bid costs $25K spearheading the initiative. He has spent the past few weeks meeting with Cabela’s officials to find out what a championship tournament would mean for Dixon, as well as what arrangements would need to be made. Upfront costs to bid on the tournament are roughly $25,000, Arellano said, but that money doesn’t necessarily have to come out of the city’s budget. Local organizations can partner with the city on the bid. According to the mayor, interest is high enough on Cabela’s end that Dixon would be given serious consideration next year, and would be in a subsequent championship “rotation” in years afterward. However, city officials balked at the idea of landing a 2016 championship. Dixon hasn’t hosted a tournament of that scale before, and city leaders want to make sure a championship event coincides with a thorough plan. “It might be in our best interest to wait another year, especially if we feel like we can get this,” Councilman Chris Bish-

Make competition worthy pulled pork sandwiches at home BY SUSAN SELASKY Tribune News Service
Pulled pork is one of those cooking projects that takes hours to complete, but requires little effort. Actually, the only effort involved is applying the spice rub and keeping an eye on it. Whether you cook this in the oven or the outdoor grill, if you keep the heat constant, you’ll end up with moist and tender pork. The past few times I’ve made it, I used a tip barbecue competition cooks do: partial cut away what is called the “money muscle.” It needs to be still attached, but as little as possible. Cutting this striped, tube-shaped muscle on the opposite side of the blade bone allows it to brown and get that crispy charred bark on all sides. It’s considered the tastiest part of the pork and what is often presented to judges in barbecue competitions. For home cooks, consider it your secret weapon for producing the best melt-in-your-mouth pulled pork with crispy charred bits. If you do try this, sample a little bit of the meat from the money muscle first before shredding the entire pork butt. You will get a taste of that tenderness that will be a delight in every bite. Pulled pork is a terrific make-ahead recipe. You can serve it at home or at a gathering where it has the potential to serve many. Today’s recipe makes enough for at least 12 to 14 generous sandwiches. There are many, many
1 teaspoon kosher salt 1 teaspoon cayenne pepper ½ teaspoon freshly ground black pepper 12 to 14 hamburger buns 1 recipe Spicy Slaw (recipe follows) Pickle spears, optional In a small bowl, mix together the paprika, chili powder, garlic powder, brown sugar, dry mustard and sea salt. Rub the spice blend all over the pork and marinate for as long as you have time – as little as 1 hour or up to overnight, covered in the refrigerator. Preheat the oven to 300 degrees or prepare your outdoor grill for a constant 275 to 300 degrees. Put the pork in a roasting pan, cover and roast for about 6 hours. About two-thirds of the way through cooking, remove the cover. Continue roasting until an instant-read thermometer stuck into the thickest part of the pork registers 195 degrees. (Basically, you want to roast it until it’s falling apart.) If it’s reached 195 degrees, but still not tender, continue roasting another hour. While the pork is roasting, prepare the barbecue sauce. In a saucepan set over medium heat, combine the vinegar, mustard, ketchup, brown sugar, garlic, kosher salt, cayenne pepper and black pepper. Simmer gently, stirring, for 10 minutes or until the sugar dissolves. Remove the sauce from the heat and set it aside. When the pork is done,
versions of pulled pork from sweet to spicy to those doused in sauce and those on the dry side. And then there’s the option of topping them with slaw, which is my preference. This pulled pork and the spicy slaw that goes with it is one of my favorites. You can use your favorite rub and use barbecue sauce of choice in place of the cider vinegar sauce.
Pulled Pork Barbecue Serves: 12 Preparation time: 15 minutes (plus marinating time) Total time: 6 hours, 30 minutes (not active time) This is a terrific makeahead recipe; serve it at home or bring it to a party. The total time seems long but the pork doesn’t need much attention during roasting. Dry Rub 3 tablespoons paprika 2 tablespoons chili powder 1 tablespoon garlic powder 1 tablespoon brown sugar 1 tablespoon dry mustard 2 to 3 tablespoons coarse sea salt 1 (5- to 7-pound) pork butt Cider Vinegar Barbecue Sauce 1½ cups cider vinegar 1 cup yellow or brown mustard ½ cup ketchup 1/ cup brown sugar 3 2 garlic cloves, peeled, smashed
take it out of the oven and put it on a large platter. Allow the meat to rest for about 10 minutes. You will want to pull the meat apart while it’s still warm. Grab two forks. Using one to steady the roast, use the other to pull shreds of meat off. Put the shredded pork in a bowl and pour half of the sauce over it. Stir it all up so that the pork is coated with the sauce. To serve, spoon the pulled pork mixture onto the bottom half of each hamburger bun and top with some slaw. Serve with pickle spears and the remaining sauce on the side if desired. It’s also terrific on its own as a potluck dish. 1 small to medium head of green cabbage 2 carrots, peeled, shredded 1 red onion, peeled, thinly sliced 2 green onions, washed, ends removed,

Cover and chill for 2 hours in the refrigerator before serving. Our Dixon, Illinois office is currently seeking a civil engineering technician with experience in Municipal Engineering, Site Civil Engineering, Transportation, and Construction. Specific project experience in the following areas is desired: Preparation of water and sewer plans; preparation of roadway improvement plans; preparation of site civil improvement plans; preparation of stormwater management reports (storm sewer, overland flow, detention calculations); preparation of permit applications for Federal and State agencies (IEPA, IDNR, IHPA, IDOT, etc.); providing drafting and design services by preparing and maintaining CAD models, engineering drawings, and maps using Bentley MicroStation/GeoPak; preparation of designs and estimates from general instruction and preliminary sketches, diagrams or schematics; preparation of working drawings from conceptual layout to detailed finished product; examination of project sites (public roads, undeveloped land, existing industrial sites, and municipal facilities); providing value added solutions to design and construction challenges; and coordination of project surveying tasks with Land Surveying Department or subconsultants. This position emphasizes design and plan set preparation of a wide variety of water resources, water/wastewater, civil, and transportation projects. Work activities may include grading, earthwork, preparing digital terrain models (DTMs and TINs), pipe networks, alignments, profiles, sections, cost estimating, and redline drafting as part of completing conceptual, preliminary, and final designs. The position provides the opportunity to assist in Facilities Assessments and Facilities Long Range Planning, and assist in field examinations of project sites during pre-design conditions and construction phases. There will be opportunities to assist in design and drafting for municipal, transportation and private clients and to expand field relative skills into the areas of inspection, drafting and coordination of bridge design/construction projects. This full-time position requires a minimum of an Associate Degree in Engineering Technology or comparable. The candidate must have the ability and desire to communicate effectively with clients and agencies in meetings as well as all other methods of communication, handle multiple projects simultaneously, be willing and able to work outside as a construction inspector, and add value to a fast-paced, growing company.
