Recycling vs. resurfacing Engineer: New road repair process a big money-saver BY CHRISTI WARREN
STERLING – A new process being used to repair Whiteside County’s roads could save the county a lot of money – like, $500,000-per-stretchof-road money. It’s a process called “road recycling.� In it, the top 4 inches of pavement are ground up, oil is added into the mixture, then it’s relaid and sealed. In addition to costing less, recycled roads are also expected to last longer and require fewer repairs, Whiteside County Engineer Russ Renner said. It’s not untried – Henry County has been doing for years. The “old-school� way of repairing roads was to just keep laying down layers of “hot mix,� but that wouldn’t solve the problem of cracked roads so much as provide a temporary fix. The already-there cracks would reappear after a time, then eventually more hot mix would be added, making the roads thicker and thicker until about 30 years down the road, when they’re torn up

and the process begins again. Recycling the road addresses the root of the problem by grinding up the cracks to begin with, then just using that same material to repave the road. “It’s like laying hot mix, but it’s not really hot,� Renner said. “It uses an emulsion which mixes in with it, and it pretty much just laid out the same way, but then you have 4 inches of a material that’s more stable.� The process is going to be used on about 10 miles of roads throughout Whiteside County this summer, Renner said. The first 5-mile stretch is happening right now, on Sand Road between Moline and Albany roads. That section, now closed to traffic, is expected to reopen Wednesday. The Sand Road recycling project will cost the county $500,000 to $600,000, compared to the $1 million it cost to resurface a 5-mile stretch of Coleta Road last year. STERLING – Rue 21, which is set to open next month in Northland Mall, will be holding a job fair from noon to 5 p.m. July 8 and 9. The store needs 10 permanent part-time associates and a parttime assistant manager, spokeswoman Kelly Evanovich said Thursday. A tentative opening date of July 24 has been set. If they have one, prospective associates should bring a resume to the job fair, but it’s not required, Evanovich said. According to its website, the store also was looking for a store manager and a full-time assistant manager; those positions have been filled. Those interested in the management position can attend the job fair, or go to www.rue21.com, click on Careers, then Search Careers, then Store Management to find a job description and apply. (The Sterling store was near the end of the listings, on page 21 of 24 pages, as of Thursday.) Rue 21 is a national fashion retailer whose audience is 11- to 17-year-olds, although custom-
ers of all ages shop their stores, which offer “guys and girls clothing [and accessories] ... to anyone with a flair for fashion,� Evanovich has said. It has more than 1,000 stores in 47 states, including in Peru Mall in Peru, South Park Mall in Moline, CherryVale Mall in Rockford, and NorthPark Mall in Davenport, Iowa. Dunham’s Sports, a national sporting goods chain, also will be moving into the mall, into a 35,000-square-foot space next door to Rue 21. It’s not known how many jobs will need to be filled at its new store, set to open in late summer or early fall. Dunham’s had posted an ad on Monster.com in February seeking managers for the new location; that ad no longer is up, and calls to Dunham headquarters were not returned. Dunham’s, based in Troy, Michigan, characterizes itself as “one of the largest full-line sporting goods chains in the U.S.� It has more than 200 stores in 12 states, including those in Galesburg, Peoria, and Davenport, Iowa.

The region’s Head Start preschool program, which serves families in nine counties, will receive enough federal funding to bring back the 90 children lost to last year’s automatic federal budget cuts, officials say. Head Start, administered by Rock Falls-based Tri-County Opportunities Council, will receive $4,743,943 in grant money from the U.S. Department of Health and Human Services. The agency’s fiscal year usually begins April 1, but federal budget woes have taken funding off schedule, requiring that it be prorated. The grant covers a funding period that runs from Tuesday through March 31, 2015. The grant is Head Start’s only funding source, said Terri Lawrence, TriCounty president and CEO. It has become much more competitive over the years. “It used to be automatic, but every year you must compete for funding,� Lawrence said. “We have received it every year, but now there are 17,020 performance standards with very strict monitoring.� Enabling the program to bring back those 90 children and return to its presequestration enrollment was part of the grant proposal, Lawrence said. She believes this level of funding will accomplish that goal. “We received a little more than last year, because we had funding reduced for sequestration,� Lawrence said. “This level of funding is comparable to 2 years ago, so we expect to be able to bring most, if not all, of those kids back.� When Tri-County was started in 1965, it served only three counties. Head Start was added as a school-year program in 1978, and the agency’s reach gradually has expanded. With 230 employees, it now covers a 5,500-square-mile area. It has been able to run
smoothly in her 30-plus years with Tri-County, she said. “We have satellite offices in Princeton and LaSalle, and things have worked well over all the years of expansion,� she said. “We

have a good infrastructure in place.� In announcing the grant Thursday, 17th District Congresswoman Cheri Bustos called the funding “an important investment in our region’s youth and the larger community�. “[Thursday’s] grant will help children and families in our district get a jumpstart on a quality education and allow our young people to develop the skills they need to excel and be healthy and productive members of our communities,� Bustos said in a news release. Tri-County Head Start serves more than 800 families in Lee, Whiteside, Ogle, Carroll, Bureau, LaSalle, Marshall, Putnam, and Stark counties. The program provides comprehensive early childhood education, health, nutrition, and parent-involvement services to low-income children and their families. A minimum of 10 percent of the program slots are reserved for disabled children. Services are provided at the center and at the homes of participating families, within several time frames.
CHICAGO (AP) – Republican gubernatorial candidate Bruce Rauner called Wednesday for ending certain corporate tax breaks and “special deals� he says are unfair to Illinois’ working families. The wealthy Winnetka businessman ripped Democratic Gov. Pat Quinn for allowing tax incentives for companies that later laid off workers and tax “loopholes� for the oil industry and people who own yachts and jets. He also said he’d eliminate a sales tax exemption on newsprint and ink, among others. “It’s time Illinois starts treating taxpayers the right way,� Rauner said. “That begins by closing special interest loopholes and ending the days of taxpayer handouts for companies that lay off workers.� The plan is the latest in a series of steps Rauner says he would take to change how things are done in Springfield. But
several of the ideas were ones Quinn has advocated for years and the Democrat-controlled Legislature hasn’t acted on. Quinn campaign spokeswoman Brooke Anderson described Rauner’s plan as “stolen Quinn proposals and hypocritical ideas.� She said the multimillionaire venture capitalist and his friends have long benefited from policies Rauner now calls “corporate welfare.� “A corporate welfare king like him hardly has a shred of credibility when it comes to reforming a system that has made him a member of the .01 percent,� Anderson said. Rauner’s plan took aim at the state’s main business tax credit, the Economic Development for a Growing Economy, or EDGE, program, saying some of the deals allowed companies to lay off workers. Rauner’s six-page proposal didn’t state how much money Illinois could save by ending all five of the tax loopholes he wants to eliminate. But three of them cost the state about $132 million per year, the proposal states. Rauner also is leading an effort to approve term limits for legislators. And earlier this month, he laid out a plan to cut spending that included selling most of the state’s airplanes, moving legislators from a pension to a 401(k) and ending a program that imported prairie chickens from Kansas by plane. Quinn’s campaign also criticized that proposal, saying Rauner has yet to specifically outline how he would fix Illinois’ massive financial problems. Quinn’s solution includes extending an income tax increase that is scheduled to roll back in January.

When life hands you lemons ...
Preserve them, use for more than lemonade

f you close your eyes, you can imagine you are wending your way through the crowded streets of the casbah, with the camels and the openair markets and the heady aroma of tagines cooking over charcoal fires. A bite of preserved lemon can do that to you – transport you to a land you have never seen or perhaps back to a land you once called home. It is the secret ingredient to cooking throughout North Africa but is especially associated with Morocco. Along with couscous, it is one of the foods that define the entire region. Preserved lemons are ingredients that, the first time you try them, you ask, “What is that taste?� They are definitely like lemons, but they have been wonderfully intensified. They’re like a SuperLemons. Preserved lemons are readily available at Middle Eastern groceries, international groceries and specialty stores, but why buy them when you can make them yourself? You just need lemons, salt and patience. Patience, because it takes a month for the salt to work its magic on the lemons. But during those 4 weeks, your anticipation builds. You think about the taste that will await you when the lemons are ready, you start planning how to use them. You might even start to think that you are building them up too much in your mind. Don’t worry about it. Preserved lemons exceed your expectations. Preserved lemons create strong pops of flavor anywhere they are added; they are the ultimate condiment, in that they work as an accent in support of the main part of the dish. They also are incredibly versatile. Their skin can be used to add zip to hummus (typically, only the skin is used; the pulp is usually discarded). They could add an unforeseen element to grilled vegetables, or be included in a stunning
vinaigrette. They can add zest, as it were, to a salad or even be used in dessert, as we shall see. Some local restaurants offer them on pizzas. But if there is one dish to which preserved lemons are forever connected, it is chicken tagine from Morocco. Traditionally, tagine (the food) is cooked in a tagine, an earthenware pot shaped like an upside-down funnel. The tagine pot is said to produce the best flavor in a tagine, but they can be pricey and have few or no other uses. In their place, you can use a heavy skillet with a lid or even a shallow casserole dish that is suitable for the top of a stove. A chicken tagine is basically a stew, with the most tender and delicious meat. What makes it a tagine are the spices: garlic, ginger, cinnamon, turmeric and cilantro, all cooked over a bed of thinly sliced red onions. All it needs are a couple of elements to provide a profile-altering counterpoint. A couple of handfuls of purple olives add salt and visual appeal, while the preserved lemons yield delicious bursts of piquant lemon flavor. I turned to some old favorites that always help shrimp find its potential: garlic, of course, and white wine, with just a bit of tomato for depth. And then I brought out the big gun, but just a little of it – Old Bay (or any similar seafood seasoning) helps shrimp taste the way shrimp are supposed to taste. And then I added the preserved lemons. It was seriously good, with a clean, unsullied taste. For dessert, I was blown away by the idea of a food website’s astonishing idea. It used preserved lemons in a semifreddo and cooled down the tartness with a basil simple syrup. A semifreddo is a soft but frozen dessert, sort of like a frozen mousse, if the mousse were partly made of ice cream. Adding preserved lemons to it is genius. To make a semifreddo, you make whipped cream (it’s essential that it’s homemade) and add it to whipped egg whites, and then you gently fold in a flavoring. In this case, the flavoring comes from a little lemon zest and a preserved lemon. If you wanted a fuller

flavor, you could use the juice from the pulp as well as the skin. I was looking for subtlety in my semifreddo, so I went with the skin alone. It was like eating a lemony cloud.
Chicken Tagine with Preserved Lemon Yield: 4 servings 1 teaspoon saffron threads 3 garlic cloves, minced 1½ teaspoons salt, divided 1 (3½-pound) chicken, cut into quarters 3 tablespoons olive oil 2 medium red onions, sliced lengthwise 2 teaspoons ground ginger 1 teaspoon ground cinnamon ½ teaspoon ground turmeric 1 teaspoon lime juice 4 tablespoons chopped cilantro, divided ½ teaspoon black pepper 2 preserved lemons ½ cup purple Moroccan or Greek olives 1. Lightly toast saffron in a dry, small, heavy skillet over moderately low heat, shaking skillet, until just fragrant, about 1 minute. Transfer to a small dish, let cool, then crumble with fingers. 2. With a mortar and pestle, mash chopped garlic and ½ teaspoon salt to a paste. 3. In a large bowl, toss chicken with oil, onions, ginger, cinnamon, turmeric, lime juice, 3 tablespoons of the cilantro, the remaining 1 teaspoon of salt, pepper and reserved saffron. 4. Separate the chicken from the onions and spread the spiced onions across the bottom of a 12-inch tagine, 12-inch heavy, covered skillet or a shallow, covered casserole. Place the chicken on top. Cut the preserved lemons into quarters and scrape the pulp from the peel. Coarsely chop the pulp and sprinkle over the chicken. Cut the peel into ½-inch pieces, and reserve. 5. Add 3⠄4 cup water to tagine, skillet or casserole, cover and bring to a simmer. Cook 30 minutes, until chicken is almost cooked through. Check occasionally toward end of cooking time to be sure tagine is not dry, adding more water if necessary to keep meat from burning and sticking to pot. Add olives and simmer, covered, 10 minutes longer until chicken

Thoroughly rinse the preserved lemon and scrape the pulp away from the skin. If you want more of a lemon taste, extract the juice from the pulp by pushing it through a fine mesh sieve into a bowl. Discard the remaining pulp. Finely chop the skin. 3. Make a lemon simple syrup by placing the chopped skin, the extracted juice (if using), the lemon zest, 1/2 cup sugar and 1/4 cup water in a small saucepan. Cook over medium-high heat just until the sugar dissolves and the mixture is clear. Strain the syrup through a finemesh sieve to remove the lemon pieces; retain both
the lemon pieces and the syrup. 4. Whip the cream until it forms soft peaks. Set aside in the refrigerator. 5. In a clean mixer bowl, mix the egg whites on high until they begin to hold a shape. Lower the speed to medium-low and slowly pour in the lemon syrup. Turn the speed back to high and beat until the whites are glossy and doubled in volume, about 5 or 6 minutes. 6. Carefully fold in the lemon pieces and then the whipped cream. Spoon the mixture into the prepared loaf pan and cover with the overhanging plastic wrap. Freeze at least 6 hours or overnight (it will keep in the freezer for up to 3 days). 7. While the semifreddo is freezing, make a basil syrup by placing the remaining 1/2 cup sugar, the basil and 1/3 cup water into a small saucepan. Cook over medium-high heat until sugar dissolves and the mixture is clear. Allow to come to room temperature, and blend in a blender until the syrup is flecked with green. 8. To serve, invert the semifreddo onto a serving platter and remove the plastic. Slice into thick planks and drizzle with the basil syrup. Per serving: 195 calories; 12g fat; 7g saturated fat; 20mg cholesterol; 2g protein; 22g carbohydrate; 20g sugar; no fiber; 30mg sodium; 25mg calcium.

Shrimp with Preserved Lemons Yield: 4 servings 1 preserved lemon 1 tablespoon olive oil 2 cloves garlic, crushed 1 small tomato, cut into chunks ½ cup dry white wine 1 ⠄8 teaspoon (2 pinches) Old Bay or other seafood seasoning 1 bay leaf Salt and pepper 1 pound shrimp, shelled and deveined 1. Scrape pulp away from skin of preserved lemon and discard pulp. Chop skin into Ÿ-inch squares and reserve. 2. Heat oil over mediumhigh heat in a large, heavy skillet. Add garlic and cook until fragrant, about 1 minute (toss occasionally to keep garlic from burning). Add tomato, wine, Old Bay, bay leaf and salt and pepper to taste. Simmer 3 to 5 minutes, occasionally pressing down on tomatoes with spoon or spatula to help soften them. 3. Add shrimp and reserved preserved lemon skin. Cook, stirring occasionally, until shrimp is fully cooked, about 3 minutes. Remove bay leaf and serve immediately.

DIXON – After getting a good look into the soul of Matthew Welling, and finding it irredeemable, a Lee County Court judge sentenced the convicted murderer Wednesday afternoon to 90 years in prison: 60 for fatally beating and slashing 79-year-old Delmar “Leroy� Daniels, and 30 more for the home invasion that preceded the vicious attack. The 34-year-old Amboy man must serve the full 60 years for the homicide – effectively, a life sentence – before the consecutive home invasion term kicks in.
